The Referee

I. MATCH

 Background

Second semifinal match of the tournament, Italy came to play against Germany after
having to days less of rest, the winner of this match was not only going to the final, but
also to the confederations cup next year. The Stadium was full of German fans with a
perfect temperature to play and excellent weather conditions. The field was not in the best
conditions, some players felled down during the match, especially in the penalty boxes
also taking into account that the field was not irrigated before the match start. The fans in
the Stadium behaved themselves and listened carefully to the messages of the captains’
against racism. The security in the stadium was ok also when a bomb was discovered
today in Warsaw. The rivalry between both teams was historic, remembering when in
2006 Italy won against Germany in their World Cup in semifinals in the last minutes of the
extra time and knowing the fact that Germany never won against Italy in official
tournaments. Furthermore the match was not hard to whistle and the players behaved
themselves in the pitch, Lannoy did not have to work hard, but he had some crucial calls
to do during the match.

 Parameter Mark 1: Degree of Difficulty and Importance 65,0
AWARDED MARK FOR THIS PARAMETER

II. CONTROL
 Comment
The match was not hard to control, but there were some conflicts to pay attention to. The
match was under control, but the help of the players was also necessary to be so, Lannoy
was not tested in this aspect.

 Exemplary situations that strengthen the general impression

Minute Situation and Assessment

Gomez (GER) and Bonucci (ITA) had one dispute between themselves,

16 Lannoy let the game play since it was not in the place of the ball, but could

have give a warning to both players.

90+3 YC for Hummels (GER) for protesting a phantom foul of Lannoy, the YC was
ok, but it was a reaction to his mistake.

 Parameter Mark 2: Control 70,0
AWARDED MARK FOR THIS PARAMETER

III. DECISIONS
 Application of the Laws of the Game – Comment (advice: always refer to aspects
like card management, infringement detection, the application of the advantage
rule, holding in the penalty area after set pieces, simulation and lay extra ordinary
high emphasis on match influencing or even decisive decisions)
Lannoy´s infringement detection was poor, with much phantom fouls whistled and some
fouls not whistled, he was inconsistent in this parameter; his advantage rule was ok but
not great, there is still some room for improvement in this area. The big calls were mad by
his assistant and additional assistant referees, the linesmen were nearly excellent,
disallowing and allowing 3 goals form Italy. The major mistake of the match was the
penalty at the 90+1 minute, the penalty itself was correct, the hand ball was well seen by
the AAR2 Buquet, but the mistake was in the previous action, in which there is a foul

made by the German player. To review is also the added time given by the ref, which
could have been more due to the penalty situation and some fouls during the extra time,
also it did not seem to be correct to stop the game at the point he did, also when that is
for the referee criteria.

 Important Decisions ((non)given cards should be mentioned, other important

decisions in the opinion of the observer)

Minute Situation and Assessment

2 AR2 helps with a foul in his vicinity area

3 Good decision of the AR2, Montolivo was onside

4 Balzaretti comes first to the ball, there is no foul!

5 There is no Handball of Pirlo after Hummels head shot, he saved the ball in
the line with his body, not his hand, good decision by Lannoy and AAR1

5 Difficult corner kick to see, good call by Lannoy and AR1

8 Podolsi makes a foul, Lannoy does not warns him, when he should, it´s to soft
for a YC, but a warning could have been ok.

10 An other offside call by AR1, correct

11 Non given foul on Bonucci, mistake by Lannoy

13 Foul by Hummels on Balotelli, good

14 An other good call by the first AR, there is no offside by Gómez

14 Ball is out, the AR1 has to tell it to Lannoy, for him to whistle

16 There is a duel between Gómez and Bonucci, Lannoy could have warned
them, and if he did not saw it, the AAR1, AR1 should have told him

16 Good avantage given by Lannoy, a German player pulls Pirlo from his T-shirt,
it could have been a “mandatoru” YC, but he did not showed it

16 There is no foul on Özil

19 A good advantage by Lannoy, Pirlo had the ball and got a foul, Lannoy let´s
the game follow and Pirlo gives an excellent pass for Italy to score

Montolivo makes a foul from behind in the middle of the field, says Lannoy, it

20 could have been a YC offense, Lannoy only gives the foul, but it was more a

phantom foul than a real one

22 Marchisio fouls on Schweinsteiger, he pulled his shirt, it could have been YC,
but Lannoy maintains his line

23 No corner kick for Germany, good also when German players asked for it

26 No handball by Gomez ok

26 Lannoy gives a foul, but he could have given advantage for Germany

28 There was no foul by Boateng, he arrives first to the ball, but Lannoy gives it

29 An other phantom foul, this time Lannoy says its from Boateng to Balotelli

30 And an other phantom foul, Lannoy signals foul from Montolivo, but he does
not make contact with the German player and

34 Montolivo is not on offside, good call by the AR2

35 Italy scores, there is no offside by Balotelli, a German player; I guess Lahm,
habilitates him. Good call by AR2

35 YC for Mario Balotelli after pulling out his shirt for celebrate his goal, correct

40 No foul by De Rossi

41 There is no foul on Cassano, who makes a big theater, this time Lannoy was
really good by not whistling.

43 One help of the AR2, Cassano was still touching the line and he ask to get off.

44 Germany asks for a penalty on Gómez, there is no foul, good call.

46 Indirect free kick for Germany after Balotelli´s foul, it was good, but Lannoy
could improve his signal to make it clear.

47 A good behavior by Lannoy dealing whit injuries, he stops the game by

50 himself, after Balzaretti crash with Marchisio
Boateng was going to do a throw in, but he takes the ball with the hand in the
53 field or on the line, the ball was not completely out, mistake by Lannoy and his
54 2nd AR
55 Klose asks for a penalty, there is nothing
57 No Corner kick, the ball is in play, good the 2nd AAR
59 Lannoy warns Kolse and Chiellini not to take themselves before a corner kick
61 The 4th official Howard Webb asks Diamanti to take of a armlet he had on his
66 arm.
Bonucci gets a YC after a foul on Kross, corect
67 An other phantom foul by Lannoy

70 AR2 has 2 good onside calls in the same minute
71 Balotelli comes out of the game due to an injury, but the people in the stadium
73 got mad, because all the medical team came into the field of game and he
74 abandonees the field by his own.
77 No foul on Schweinsteiger
78 & 80 I really did not understand what he gave, for me it should have been foul for
81 Germany after the advantage did not come, but he gave foul for Italy
81
82 Wrong throw in by the AR1
83 Good onside call by the AR1
84 No foul on Müller
86 AR1 has to good onside calls, the fist for Diamanti and the other for De Rossi,
both were onside
87
87 Free kick has to be retaken because the ball was in movement, good call
88 No replay of one onside action of Di Natale, call made by the AR1
88 Non allowed goal to Italy due to an offside, good call by the first AR
90 De Rossi gets a YC for a foul on Schweinsteiger, it could have been red card,
93 but that was an “orange situation”
94
Again a good offside call on Di Natale by the AR1
An other foul made by Schweinsteiger, his 3rd or 4th in the match, this time on
Pirlo
Lack of communication between AR1 and Lannoy. Stéphane has to correct
his AR in the throw in direction.
Pirlo falls down, there is no foul

To remark the good physical condition of Lannot who runs from one box to
the other.

YC for Thiago Motta, correct
Penalty situation, it was ok by Buquet and Lannoy, but there was a previous
foul, so wrong call (more info above)
No foul from Hummels, Lannoy shows the YC for the protest
He should have given more than 4 minutes of added time, but it goes on his
criterion (more info above)

card-timing etc.)

Comment

He was very good with his physical condition, we was always close to the action and was able to
run from penalty box to penalty box with out any problems in the latest stages of the match.

Lannoy could also improve his indirect free kick signal, because he does not raise his hand at the
moment he whistles the foul and one could get confused like in 46 minute.

Minute Situation and Assessment

43 Lannoy and specially the AR1 Annonier make Cassano leave completely the
field when the paramedics came into the field

46 Lannoy whistles an indirect free kick, but he does not raise his hand in the
moment he whistles

Balotelli leaves the field, the public gets irritated because the whole medical

67 team enters to the field, but he leaves walking. For the medical team to come
Neuer (GER) had to throw the ball away, maybe he could have stopped the

game by himself.

Comment

He was not really consistent with his approach and he could have a better communication with the

Minute Situation and Assessment

16 There is a duel between Gómez and Bonucci, Lannoy could have warned
them, and if he did not saw it, the AAR1, AR1 should have told him

93 No foul from Hummels, Lannoy shows the YC for the protest

 Comment on the cooperation within the referee team
The referees worked as a team during the match, one could see the way the
communicated (specially Mr. Webb) and they took the decisions as a real team, one could
notice one disagreement on a call between the AR1 and Lannoy, (min 87) but at the end
they solved it as a team.
