THE FUNDAMENTAL PRINCIPLES OF THE INTERNATIONAL RED CROSS AND RED CRESCENT MOVEMENT HUMANITY The International Red Cross and Red Crescent Movement, born of a desire to bring assistance without discrimination to the wounded on the battlefield, endeavors, in its international and national capacity, to prevent and alleviate human suffering wherever it may be found. Its purpose is to protect life and health and to ensure respect for the human being. It promotes mutual understanding, friendship, cooperation and lasting peace amongst all peoples. IMPARTIALITY It makes no discrimination as to nationality, race, religious beliefs, class or political opinions. It endeavors to relieve the suffering of individuals, being guided solely by their needs, and to give priority to the most urgent cases of distress. NEUTRALITY In order to continue to enjoy the confidence of all, the Movement may not take sides in hostilities or engage at any time in controversies of a political, racial, religious or ideological nature. INDEPENDENCE The Movement is independent. The National Societies, while auxiliaries in the humanitarian services of their governments and subject to the laws of their respective countries, must always maintain their autonomy so that they may be able at all times to act in accordance with the principles of the Movement. VOLUNTARY SERVICE It is a voluntary relief movement not prompted in any manner by desire for gain. UNITY There can be only one Red Cross or one Red Crescent Society in any one country. It must be open to all. It must carry on its humanitarian work throughout its territory. UNIVERSALITY The International Red Cross and Red Crescent Movement, in which all Societies have equal status and share equal responsibilities and duties in helping each other, is worldwide. The following Seven Fundamental Principles of the Red Cross and Red Crescent Movement was proclaimed at the 20th International Conference of the Red Cross and Red Crescent held in Vienna in 1965 and has been included in the Statutes of the Movement

MESSAGE CHAIRMAN MRCS SIBU BRANCH For disaster relief, MRCS Sibu Branch had made outstanding performances, especially during the Pandemic COVID19, MRCS Sibu Branch assisted the government COVID-19 vaccination programmes, sending Discharge hospital patients back home, distributed hand sanitizers to various groups and also distributed infrared thermometers to secondary schools and distribute food baskets. In addition, after a fire breaks out, we responded swiftly distributing blankets, used clothes and other necessary things to the victims immediately. For the Training section, we have provided Basic First Aid and CPR Course, First Aider in Every home, First Aid Talk to school and NGOs, Disaster Management and Preparedness Training to Members, Foot drill Training etc. While we celebrate, let us remember our past humanitarian services and constantly remind ourselves of the noble motto of our Society, “To Serve”. I wish the celebration a great success and the MRCS Sibu Branch embarking on a new era for further achievements. It is indeed an honour to give a message in this Souvenir Magazine in conjunction with MRCS Sibu Branch 60th Anniversary which significantly coincides with the Sarawak State 60th Anniversary Merdeka Celebration. On this auspicious occasion, we must give special thanks to our beloved Hon. Life Chairman, the late YABhg. Datuk Patinggi Tan Sri Dr. Wong Soon Kai for his 54 years of dedication, selfless service as chairman and Hon. Life Chairman for our Branch. He has brought popularity and honour to our Branch. Our success does not come easily. For 60 years, I am proud to say that we have had a very supportive public and a team of dedicated volunteer members irrespective of race, age and religion. And it is a great comfort to know that we have diligently and faithfully made a notable contribution to our noble course. MRCS Sibu Branch is also very active in Blood Donation Campaign. Starting 1990, MRCS Sibu Branch was already very active in assisting Hospital Sibu to recruit new blood donors and to make sure the blood stock is always in supply especially during Pandemic COVID-19. INTRODUCING MALAYSIAN RED CRESCENT SOCIETY The Malaysian Red Crescent Society since its founding in 1951 as a Branch of the British Red Cross Society and during its thirty-year metamorphosis into the Malaysian Red Cross Society, and finally, the Malaysian Red Crescent Society, created an impressive record of service for the benefit of special target groups, especially. the disadvantaged, the sick and the suffering, be it from the local communities or at national level. Its members, drawn from all social groups, comprising of school children, out-of-school youth and adults were given avenue for altruistic endeavors while preparing themselves for leadership and the performance of specific tasks in community services. In recent times, the Malaysian Red Crescent Society played outstanding roles, both at home and abroad, in the cause of humanitarianism and the alleviation of suffering. As a voluntary organization and an auxiliary to the Government, the Society provided consultation and active services regarding Disaster Relief Operations and Rehabilitation and various forms of Community Services. It has assisted the Ministry of Welfare services in the setting-up and administration of disaster relief centers, preparation and distribution of food, clothing, and medical supplies for the victims of natural and technological disasters and civil disturbances. The Society has also rendered assistance to the Police, Armed Forces and Civil Defense Corps regarding rescue and evacuation operations and the provision of emergency medical and health care for disaster victims. 4
INTRODUCING MALAYSIAN RED CRESCENT SOCIETY During the inter-disaster periods, the Malaysian Red Crescent Society provides a wide range of community services, including Blood Donor Recruitment, Health and Welfare services, First Aid services at public functions, tracing of missing persons, institutional visits to the handicapped and the aged and, the training of special groups for accident prevention and first aid In Kuala Lumpur and Petaling Jaya, it runs a 24- hour Ambulance Service on behalf of the Malaysian Government. Since the beginning of 1975 and throughout 1980, the Malaysian Pal Grey society was involved in providing care for outstands of Indochinese, particularly, the people who fled from Vietnam. Wence from the United Nations High Commissioner for Refugees (UNHCR), the League of Red Cross Societies, the International Committee of Red Cross, and other international organizations, as well as the different Governmental and non-Government agencies within the country, the Society was able to put into action a massive and comprehensive humanitarian service programme, thereby, projecting its own good image, as well as that of the people and country of Malaysia. The reliant and efficient services provided by the Malaysian Red Crescent Society in the Field Camps and in Transit Centers paved the way for the smooth and speedy resettlement of the illegal immigrants/refugees in the third countries. The Society also rendered assistance to the Kampuchean refugees within the framework of a tripartite agreement with the NHCT, the Society of Muslim Welfare of Persatuan Kebajikan Islam Malaysia (PERKIM). The Malaysian Red Crescent Society is member of the League of Red Cross Societies It is currently serving as the secretariat for the Conference for Leaders of Red Cross and Red Crescent Societies of Countries in the Asean Region. It was awarded the Nansen Medal in 1977. in recognition of its services for the refugees. 5
During the second world war, no Red Cross parcels were delivered to prisoners in the hands of the Japanese. The excuse was that there were no Branches of the British Red Cross Society in the Far East. In 1947, the British Red Cross in London approached the Government of Sarawak and other Far Eastern colonies as they were then and in December 1947, a public meeting was called by Mr. Christopher Dawson, who was O.A.G. then, held at St. Mary’s School Hall in Kuching to discover the wishes of the people. After the discussion, it was unanimously decided that theSarawak Branch of the British Red Cross Society to be formed. Mrs. Phyllis Kennedy was asked to be its first colony President and she accepted this honour very gratefully. Dr. John Claphan was nominated as the Director and Mr. H.M. Cockle as the Treasurer. MALAYSIAN RED CRESCENT SARAWAK CHAPTER A committee was formed, and its first task was to prepare a constitution, which then was accepted by the Red Cross in London. Fund was provided by Headquarters to buy an ambulance. Members of all sections of the community in Kuching joined and the first group was formed, meeting once a week in the Union Club. They rolled bandages, made Khaki shorts for the home for the poor at the Serian Road. They worked together to raise funds, taught handicrafts to some of the patients in the mental block, and the T.B. ward of the hospital as well as visited the Leper settlement every week. In 1949, Miss Richardson Jones, an officer from the Red Cross in Britain was seconded to Kuching for two years to help with the setup in Miri, Sibu, and the outstations and one with 90 members under the leadership of Mrs. Ong Chin Khoy at the Leper Settlement. This group did a wonderful job among their fellow patients. 6
MALAYSIAN RED CRESCENT SARAWAK CHAPTER In 1952, Princess Marina, Duchess of Kent, visited Sarawak and was very interested and impressed by the work performed by the Red Cross in Sarawak and by the smartness of the Detachments. Junior link units in schools started in the same year as well. By 195, the Kuching Division of the Red Cross had outgrown the Union Club and the decision to build its own Headquarters for the Branch was taken by the Branch Committee. The Sarawak Government was approached for a plot of land which they gave, and a lottery was promoted throughout Sarawak to raise the funds required. With Mr. William Tan’s expertise and generosity, the Countess of Limerick, who was visiting Red Cross Branches in the Far East, laid the foundation stone in 1953 and the building was completed that year. Having a Headquarters in the Capital made everyone feel that they belonged to the same organisation, that they were a whole and not isolated units and this was the forerunner of the Sarawak Red Cross of today. Today, Malaysian Red Crescent Sarawak Chapter was one of the 16 MRC branches in the entire Malaysia. With its secretariat office located at Jalan P. Ramlee, MRC Sarawak Chapter is now operating across Sarawak with 13 branches, serving the people in the Land of Hornbill. 7
BRIEF HISTORY OF MALAYSIAN RED CRESCENT SOCIETY SIBU BRANCH Red Crescent/ Red Cross Societies are the members of the league of the Red Cross Societies. (The Red Lions & Sun was the only used by Iran but changed to Red Crescent in 1980). Although they use different symbols, yet they all aim to be alleviated human beings. The Malaysian Red Crescent Society, Sibu Branch was at first known as British Red Cross Society, Sibu District during the colonial time and as the Malaysian Red Cross Society, Sibu District when we first gained independence through Malaysia. Having experienced the emergency and flood in December 1962 and January, 1963 respectively, it was felt that the formation of a Red Cross Society in Sibu was desirable, not only to cope with the situation but also to provide training in first aid so as to supply first aid units, on public function for example. Consequently, a meeting was held in the Foochow Association, Sibu on Tuesday, 12th March, 1963 to inaugurate the formation of the Sibu Division of the Sarawak Branch of the British Red Cross Society, the meeting was chaired by the Acting Resident, Mr. Peter Scanlon. FOUNDING CHAIRMAN DR. WONG SOON KAI WITH RED CROSS MEMBERS (1963) BRIEF HISTORY OF MALAYSIAN RED CRESCENT SOCIETY SIBU BRANCH Since the formation of Malaysia, our society here become part of the Malaysian Red Cross Society. In response to an appeal made by our Chairman, Dr. Wong Soon Kai, on 15.05.1963, one hundred and eighty-eight persons in Sibu become our Society’s Associate Members. Fifty ladies enrolled as VADs. Initially meetings of our Society were held at places such as the Sibu Youth Club, the Foochow Association and S.U.D.C. Chamber, as lecturers for our VADs had to be held in the lecture room of Lau King Howe Hospital. On 1st September, 1963, our Society rented a residential house at Journey’s End (present Hockey Road) at a rental of $50/1 per mensem. It was only then our Society had a fixed place for meeting and other functions. Thank to the assistance of the State Government and the generous donations of Sibu People, our Society’s Headquarters – a wooden building – situated at Race Course Road was finally completed towards the end of 1965 at a cost $30,000/- To Supplement the ambulance services provided by the Medical Department, our Society acquired a used Volkswagen van in 1966 at a cost of $2,500/- . To further improve this service, a Volkswagen ambulance was purchased on 1st May 1969 at a cost of $9537.50. Since then, ambulance service has been vital to the community. ANNUAL GENREAL MEETING - IN FRONT OF OLD HQs The recruiting of volunteer blood donors to keep a constant supply to blood in the hospital for emergency uses has always been a problem. To help solve this difficulty our Society had on 4th June, 1968 employed a Blood Office. Besides giving talks, mass blood donation demonstration, the seminar on Public Awareness in Blood Donation was organized by our Society from 15th October to 16th October 1983. This further motivated the Sibu public on the importance of blood donation. MRCS Sibu Branch also had set up the Blood Donation Centre at our Headquarters on the year 1991. On relief side it has always been the practice of our Society to supply used clothing, blankets, mosquito nets etc. to fire and flood victims. Since 1970, our Society has allocated $2000/- annually for purchased of powdered milk for distribution to the needy through the corporation and assistance of the Government Welfare Staff. This project stopped after a few years. Our VAD members experienced for the first time in giving assistance in flood relief during the recent big flood at the end of December, 1963. To cater for any disaster which may happen anytime, a Disaster Relief Unit was formed with mobile kitchen and a group of trained members to handle this task. This was further strengthened after the Central Zone Disaster Preparedness/ Emergency Training Course from 29th July to 1st August 1982. To train and cater the increasing members, course on leadership training, and Instructor course were constantly organized. Some members were sent overseas to receive special training. At the same time, we started the planning to put up a bigger building to serve our requirement. This new headquarters building was officially declared open by TYT Yang Dipertua Negeri, Sarawak on 16th December, 1981. Our Youth members and VAD members have always been called to provide first aid services in public function, such as sports meet, swimming gala etc. These services have been highly valued by the public. At present, all our Society’s running expenses are derived from donations by the public-spirited people of Sibu; sale of flags and car stickers during World Red Cross Day; film premiere, concert, and jumble sale etc.Thank to the generosity of Sibu People, our Society has been able to function on since its inspection, without much financial difficulties. We greatly appreciated the assistance and co-operation of all the school Principals concerned for establishing Youth Units in their school. The future of our Society will undoubtedly be ensured with the joining of these promising and energetic youths. Our Society’s achievements in the past years owe great deal to the leadership to our former Chairman, YB Datuk Patinggi Dr. Wong Soon Kai and Chairman, Penghulu Chua Hiong Kee to the public-spirited people of Sibu who have been most willing to assist us in kind, and valuable services, and to the co-operation and hard work of all our members. MRCS Sibu Branch postponed most of the annual activities such as fund-raising programme, annual parade etc. During the MCO period, MRCS Sibu Branch had cooperated with local government department, agencies and NGOs for organize some activities such as Blood Replenishment Campaign for Sibu Hospital, Distribution SARAYA Hand Sanitizer, Distribution Food Aid, distributed Infrared Thermometer for use before school reopen, donate PPE to Hospital Sibu, COVID-19 Vaccination Programme, COVID-19 Field Hospital Simulation Exercise (HM30) at Hospital Medan Sibu, Sending Dishcarge COVID-19 patients back to home and etc. A) BLOOD REPLENISHMENT CAMPAIGN FOR HOSPITAL SIBU MRCS Sibu Branch cooperated with Blood Bank Sibu Hospital to hold Blood Replenishment/ Recruitment Campaign at Blood Donation Centre MRCS Sibu Branch, Medan Hotel (Jalan Wong King Huo), Star Megamall (Orange Zone) and Public Library Sibu Jaya. Role of MRCS Volunteers are donor registration, interview donors, check donor body temperature, ambulance standby, prepare refreshment for donors. For the year 2020, we successfully organized 35 Blood Donation Campaign, total pints collected are 1077. For the year 2021, we successfully organized 30Blood Donation Campaign, total pints collected are 1339. For the year 2022, we successfully organized 18 Blood Donation Campaign, total pints collected are 1047. We grateful to all the voluntary blood donors, the NGOs, religious bodies, Government Departments, private sector, schools, and many other well-wishers for the unstinted support. 22
B) COVID-19 VACCINATION PROGRAMME Starting 17/05/2021, MRCS Sibu Branch had assisted Sibu General Hospital and Sibu Division Health Department for COVID-19 Vaccination Programme. The main duty for our volunteers and staffs are: - 1. Ambulance standby, 2. Guide the vaccinees, 3. Registration for vaccinees, 4. Assist the vaccinees to fill the consent form, 5. Consult the vaccinees, 6. Others non-medical work For the years 2021, total service time is 455 hours 30 min and 21 volunteers and staffs involved. For the year 2022, total service time is 45 hours and 6 volunteers and staffs involved. C) TEMPERATURE SCREENING PROJECT MRCS Sibu Branch had organized a program to curb the COVID-19, that is to prevent of COVID-19 from spreading with Schools authorities after the school re-opened. Theme is “Your Health We Care” or “您的健康,我们关怀” This programme will be conducted by the help of MRCS cadet officers and youth members in the process of measuring student’s body temperature before entering the class. With that, MRCS Sibu Branch had distributed 24 Infrared Thermometer to 18 secondary schools and 1 Infrared Thermometer to Sibu 23 Education Departments.

OPENING OF BLOOD DONATION CENTRE MRCS SIBU BRANCH (13/05/1990) COMPUTERIZATION OF BLOOD DONATION PROGRAMME (1990) BLOOD DONOR RECRUITMENT PROGRAMME The Blood Donors’ Recruitment Service is one of the most important activities being carried out by the Branch in collaboration with the Medical Department since many years ago. In view of the present remarkable success and achievements, Chinese donors in Sibu are praised for their mission in saving lives through blood donation. A few decades ago, the Chinese community closed their hearts to others by refusing to give away any blood. Today, they rank on top among all other blood donors in Sibu. The Malaysian Red Crescent Society, Sibu Branch had therefore brought a tremendous change gradually on the people’s mentality. The one who saves lives willingly should be remembered forever. Millions of people around the world owe their lives to many individuals they will never meet – people who donated the blood generously to help others. In actual fact, our regular blood donors are the safest blood donors and they are also the foundation of sustainable of local hospital supplies that are sufficient to meet the needs of all patients requiring blood transfusion. A great number of the new blood donors were the first-time donors. However, it was learnt that they did not damper their spirit for participation nor deter them from doing their bit for charity’s sake. Almost all of them said after the initial punch to numb their veins, they felt the remaining part of the bleeding quite all right. 27

MRCS BAND Malaysian Red Crescent Society, Sibu Branch band had active during the 80‘s90’s. This is the First and Only band among MRCS Sarawak. Unfortunately, due to some technical issue, our band had stopped on year 2009. 38
WORLD RED CROSS AND RED CRESCENT DAY CELEBRATION Malaysian Red Crescent Society, Sibu Branch joined the others sister societies all over the World to celebrate the World Red Cross / Red Crescent Day in May, as 8th May in the year 1828 at Rue Verbaine in Geneva was the birthday and birthplace of Henry Dunant, the founder of the Red Cross Movement. As in any other Branch, Malaysian Red Crescent Society, Sibu Branch celebrated the occasion with various programmes / activities stretching over a period of time. PARADE INSPECTION Every year, MRCS Sibu Branch will organise Parade Inspection in conjunction with World Red Cross and Red Crescent Day Celebration. Youth VAD, Cadet, Junior members will take part the parade inspection. Due to the COVID-19, MRCS Sibu Branch stopped Parade Inspection since year 2020, we hope to resume this programme by year 2024. WORLD FIRST AID DAY The International Federation of Red Cross and Red Crescent Societies (IFRC) introduced World First Aid Day 2000. Each year, more than 100 Red Cross and Red Crescent Societies around the world organize events and ceremonies on the second Saturday of September to raise public awareness of how first aid can save lives every day and situations of crisis. The day is recognized worldwide to promote the significance of first aid, which is important fundamental skill, and create awareness on a global level about how it can save precious lives. The IFRC believes that first aid should be accessible to all – including the most vulnerable. And should also be an integral part of a wider developmental approach.
