MRCS SIBU BRANCH 60TH YEAR ANNIVERSARY MRCS Sibu Branch @ 2023 All Right Reserved The following Seven Fundamental Principles of the Red Cross and Red Crescent Movement was proclaimed at the 20th International Conference of the Red Cross and Red Crescent held in Vienna in 1965 and has been included in the Statutes of the Movement. HUMANITY The International Red Cross and Red Crescent Movement, born of a desire to bring assistance without discrimination to the wounded on the battlefield, endeavors, in its international and national capacity, to prevent and alleviate human suffering wherever it may be found. Its purpose is to protect life and health and to ensure respect for the human being. It promotes mutual understanding, friendship, cooperation and lasting peace amongst all peoples. IMPARTIALITY It makes no discrimination as to nationality, race, religious beliefs, class or political opinions. It endeavours to relieve the suffering of individuals, being guided solely by their needs, and to give priority to the most urgent cases of distress. NEUTRALITY In order to continue to enjoy the confidence of all, the Movement may not take sides in hostilities or engage at any time in controversies of a political, racial, religious or ideological nature. INDEPENDENCE The Movement is independent. The National Societies, while auxiliaries in the humanitarian services of their governments and subject to the laws of their respective countries, must always maintain their autonomy so that they may be able at all times to act in accordance with the principles of the Movement. VOLUNTARY SERVICE It is a voluntary relief movement not prompted in any manner by desire for gain. UNITY There can be only one Red Cross or one Red Crescent Society in any one country. It must be open to all. It must carry on its humanitarian work throughout its territory. UNIVERSALITY The International Red Cross and Red Crescent Movement, in which all Societies have equal status and share equal responsibilities and duties in helping each other, is worldwide FUNDAMENTAL PRINCIPLES OF THE INTERNATIONAL RED CROSS AND RED CRESCENT MOVEMENT

MRCS SIBU BRANCH 60TH YEAR ANNIVERSARY MRCS Sibu Branch @ 2023 All Right Reserved EMBLEM OF THE RED CROSS/ RED CRESCENT In honor of the Red Cross Society founder, Jean-Henri Dunant, the national flag of his native Switzerland, a white cross on a red background, was inverted into a red cross flag, with a white cross on a red background. The Red Cross emblem is used by the Malaysian National Society pursuant to the Malaysian Red Crescent (Change of Name) Act of Parliament 162 of 1975. The Red Cross Society symbol means protection and help. In Islamic countries, the Red Crescent symbol is used to carry the same meaning. The symbol must not be used for unauthorized. In times of war, this symbol is used on aircraft, ships, trucks, ambulances, hospitals, packages, medical officer, first aider to protect belligerents and also as a sign of aid to those in need.

MRCS SIBU BRANCH 60TH YEAR ANNIVERSARY MRCS Sibu Branch @ 2023 All Right Reserved INTRODUCING MALAYSIAN RED CRESCENT SOCIETY The Malaysian Red Crescent Society since its founding in 1951 as a Branch of the British Red Cross Society and during its thirty-year metamorphosis into the Malaysian Red Cross Society, and finally, the Malaysian Red Crescent Society, created an impressive record of service for the benefit of special target groups, especially. the disadvantaged, the sick and the suffering, be it from the local communities or at national level. Its members, drawn from all social groups, comprising of school children, out-of-school youth and adults were given avenue for altruistic endeavors while preparing themselves for leadership and the performance of specific tasks in community services In recent times, the Malaysian Red Crescent Society played outstanding roles, both at home and abroad, in the cause of humanitarianism and the alleviation of suffering. As a voluntary organization and an auxiliary to the Government, the Society provided consultation and active services with regard to Disaster Relief Operations and Rehabilitation and various forms of Community Services. It has assisted the Ministry of Welfare services in the setting-up and administration of disaster relief centers, preparation and distribution of food, clothing and medical supplies for the victims of natural and technological disasters and civil disturbances. The Society has also rendered assistance to the Police, Armed Forces and Civil Defense Corps with regard to rescue and evacuation operations and the provision of emergency medical and health care for disaster victims. During the inter-disaster periods, the Malaysian Red Crescent Society provides a wide range of community services, including Blood Donor Recruitment, Health and Welfare services, First Aid services at public functions, tracing of missing persons, institutional visits to the handicapped and the aged and, the training of special groups for accident prevention and first aid In Kuala Lumpur and Petaling Jaya, it runs a 24-hour Ambulance Service on behalf of the Malaysian Government Since the beginning of 1975 and throughout 1980, the Malaysian Pal Grey society was involved in providing care for outstands of Indochinese, particularly, the people who fled from Vietnam. Wence from the United Nations High Commissioner for Refugees (UNHCR), the League of Red Cross Societies, the International Committee of Red Cross and other international organizations, as well as the different Governmental and non-Government agencies within the country, the Society was able to put into action a massive and comprehensive humanitarian service programme, thereby, projecting its own good image, as well as that of the people and country of Malaysia. The reliant and efficient services provided by the Malaysian Red Crescent Society in the Field Camps and in Transit Centers paved the way for the smooth and speedy resettlement of the illegal immigrants/refugees in the third countries. The Society also rendered assistance to the Kampuchean refugees within the framework of a tripartite agreement with the NHCT, the Society of Muslim Welfare of Persatuan Kebajikan Islam Malaysia (PERKIM) The Malaysian Red Crescent Society is member of the League of Red Cross Societies It is currently serving as the secretariat for the Conference for Leaders of Red Cross and Red Crescent Societies of Countries in the Asean Region. It was awarded the Nansen Medal in 1977. in recognition of its services for the refugees.
MRCS SIBU BRANCH 60TH YEAR ANNIVERSARY MRCS Sibu Branch @ 2023 All Right Reserved BRIEF HISTORY OF MALAYSIAN RED CRESCENT SOCIETY SIBU BRANCH Red Crescent/ Red Cross Societies are the members of the league of the Red Cross Societies. (The Red Lions & Sun was the only used by Iran but changed to Red Crescent in 1980). Although they use different symbols yet they all aim to be alleviate human beings. The Malaysian Red Crescent Society, Sibu Branch was at first known as British Red Cross Society, Sibu District during the colonial time and as the Malaysian Red Cross Society, Sibu District when we first gained independence through Malaysia. Having experienced the emergency and flood in December 1962 and January, 1963 respectively, it was felt that the formation of a Red Cross Society in Sibu was desirable, not only to cope with the situation but also to provide training in first aid so as to supply first aid units, on public function for example. The Inaugural Meeting of Sibu Division British Red Cross Society Held on 12TH March 1963 at Sibu Foochow Association Consequently, a meeting was held in the Foochow Association, Sibu on Tuesday, 12th March, 1963 to inaugurate the formation of the Sibu Division of the Sarawak Branch of the British Red Cross Society, the meeting was chaired by the Acting Resident, Mr. Peter Scanlon. Founding Chairman Dr. Wong Soon Kai with Red Cross Members 1963 During the meeting the following Office-Bearers were elected: - President – Mr. Tiong Ming Hoi Chairman - Dr. Wong Soon Kai Director – Mrs. A.F.R. Griffin Hon. Secretary – Mr. Ling Kee Choo Hon. Treasurer – Mr. Chin Ting Ming Nursing Superintendent – Mrs. Haching Div. Medical Officer – Dr. Wong Mook Foo Quartermaster – Mr. Kang Thian Choo Committee Members – 1. Tun Datuk Tuanku Haji Bujang (H.E. the 2nd Governor of Sarawak), 2. Mr. Banggau Ak Renang Since the formation of Malaysia, our society here become part of the Malaysian Red Cross Society In response to an appeal made by our Chairman, Dr. Wong Soon Kai, on 15.05.1963, one hundred and eightyeight persons in Sibu become our Society’s Associate Members. Fifty ladies enrolled as VADs. Initially meetings of our Society were held at places such as the Sibu Youth Club, the Foochow Association and S.U.D.C. Chamber, ad lecturers for our VADs had to be held in the lecture room of Lau King Howe Hospital. On 1st September, 1963, our Society rented a residential house at Journey’s End (present Hockey Road) at a rental of $50/1 per mensem. It was only then our Society had a fixed place for meeting and other functions.
MRCS SIBU BRANCH 60TH YEAR ANNIVERSARY MRCS Sibu Branch @ 2023 All Right Reserved Thank to the assistance of the State Government and the generous donations of Sibu People, our Society’s Headquarters – a wooden building – situated at Race Course Road was finally completed towards the end of 1965 at a cost $30,000/- To Supplement the ambulance services provided by the Medical Department, our Society acquired a used Volkswagen van in 1966 at a cost of $2,500/-. To further improve this service, a Volkswagen ambulance was purchased on 1st May 1963 at a cost of $9537.50. Since then, ambulance service has been vital to the community. The recruiting of volunteer blood donors to keep a constant supply to blood in the hospital for emergency uses has always been a problem. To help solve this difficulty our Society had on 4th June, 1968 employed a Blood Office. Besides giving talks, mass blood donation demonstration, the seminar on Public Awareness in Blood Donation was organized by our Society from 15th October to 16th October 1983. This further motivated the Sibu public on the importance of blood donation. MRCS Sibu Branch also had set up the Blood Donation Centre at our Headquarters on the year 1991. On relief side it has always been the practice of our Society to supply used clothing, blankets, mosquito nets etc. to fire and flood victims. Since 1970, our Society has allocated $2000/- annually for purchased of powdered milk for distribution to the needy through the corporation and assistance of the Government Welfare Staff. This project stopped after a few years. Red Cross Members Group Photo Taken in December 1963 At S.R.C Club Annual General Meeting – In front of Old Headquarters Our VAD members experienced for the first time in giving assistance in flood relief during the recent big flood at the end of December, 1963. In order to cater for any disaster which may happen anytime, a Disaster Relief Unit was formed with mobile kitchen and a group of trained members to handle this task. This was further strengthened after the Central Zone Disaster Preparedness/ Emergency Training Course from 29th July to 1st August 1982. In order to train and cater the increasing members, course on leadership training, and Instructor course were constantly organized. Some members were sent overseas to receive special training. At the same time, we started the planning to put up a bigger building to serve our requirement. This new headquarters building was officially declared open by TYT Yang Dipertua Negeri, Sarawak on 16th December, 1981. Our Youth members and VAD members have always been called to provide first aid services in public function, such as sports meet, swimming gala etc. These services have been highly valued by the general public. MRCS SIBU BRANCH 60TH YEAR ANNIVERSARY MRCS Sibu Branch @ 2023 All Right Reserved At present, all our Society’s running expenses are derived from donations by the public-spirited people of Sibu; sale of flags and car stickers during World Red Cross Day; film premiere, concert and jumble sale etc. Thank to the generosity of Sibu People, our Society has been able to function on since its inspection, without much financial difficulties. We greatly appreciated the assistance and cooperation of all the school Principals concerned for establishing Youth Units in their school. The future of our Society will undoubtedly be ensured with the joining of these promising and energetic youths. Our Society’s achievements in the past years owe great deal to the leadership to our former Chairman, YB Datuk Patinggi Dr. Wong Soon Kai and Chairman, Penghulu Chua Hiong Kee to the pubic spirited people of Sibu who have been most willing to assist us in kind, and valuable services, and to the co-operation and hard work of all our members. People aged 18 to 30 are considered Youth Committee. Age 18 is considered youth VAD. People also can join as life members or full members. MRCS members are expected to affirm and abide by the Constitution and disseminate the 7 principles of the International Red Cross and Red Crescent Movement. The manpower resources of the Malaysian Red Crescent Society, Sibu Branch, to undertake any field activities and public functions during the year were still mainly drawn from the Junior, Cadet, Branch Youth Committee (BYC) and Youth VAD. Role of MRCS Volunteers are donor registration, interview donors, check donor body temperature, ambulance standby, prepare refreshment for donors. For the year 2020, we successfully organized 35 Blood Donation Campaign, total pints collected are 1077. For the year 2021, we successfully organized 30Blood Donation Campaign, total pints collected are 1339. For the year 2022, we successfully organized 18 Blood Donation Campaign, total pints collected are 1047. We grateful to all the voluntary blood donors, the NGOs, religious bodies, Government Departments, private sector, schools and many other well-wishers for the unstinted support. The main duty for our volunteers and staffs are: - 1. Ambulance standby, 2. Guide the vaccinees, 3. Registration for vaccinees, 4. Assist the vaccinees to fill the consent form, 5. Consult the vaccinees, 6. Others non-medical work For the years 2021, total service time is 455 hours 30 min and 21 volunteers and staffs involved For the year 2022, total service time is 45 hours and 6 volunteers and staffs involved. C) TEMPERATURE SCREENING PROJECT MRCS Sibu Branch had organized a program to curb the COVID-19, that is to prevent of COVID-19 from spreading with Schools authorities after the school re-opened. Theme is “Your Health We Care” or “您的健 康,我们关怀” This programme will be conducted by the help of MRCS cadet officers and youth members in the process of measuring student’s body temperature before entering the class. With that, MRCS Sibu Branch had distributed 24 Infrared Thermometer to 18 secondary schools and 1 Infrared Thermometer to Sibu Education Departments.

The purpose for this project is improve Water, Sanitation and Hygiene (WASH) practices and responding to overall pandemic preparedness. MRCS Sibu Branch had distributed all hand sanitizer to Primary School at Sibu, Selangau and Kanowit District, Secondary School at Sibu District, Market and Hawker Centre, Government Department, NGOs and Assiciation, Religious Body, Vaccination Centre, Blood Donors who donated blood at MRCS Sibu Branch, First Aid Course Participants and etc. E) DISTRIBUTION SARAYA HAND SANITIZER 0n 20.10.2021, 4 of MRCS Sibu Branch Committee Members and staff had involved in Covid Field Hospital Simulation Exercise (HM30) at Hospital Medan Sibu. The purpose of this exercise is to train the volunteers and medical staffs from MRCS Sibu Branch, Army and Hospital Sibu for preparing the using of Hospital Medan Sibu. MRCS SIBU BRANCH 60TH YEAR ANNIVERSARY MRCS Sibu Branch @ 2023 All Right Reserved BLOOD DONOR RECRUITMENT PROGRAMME The Blood Donors’ Recruitment Service is one of the most important activities being carried out by the Branch in collaboration with the Medical Department since many years ago. In view of the present remarkable success and achievements, Chinese donors in Sibu are praised for their mission in saving lives through blood donation. A few decades ago, the Chinese community closed their hearts to others by refusing to give away any blood. Today, they rank on top among all other blood donors in Sibu. The Malaysian Red Crescent Society, Sibu Branch had therefore brought a tremendous change gradually on the people’s mentality. The one who saves lives willingly should be remembered forever. Millions of people around the world owe their lives to many individuals they will never meet – people who donated the blood generously to help others. In actual fact, our regular blood donors are the safest blood donors and they are also the foundation of sustainable of local hospital supplies that are sufficient to meet the needs of all patients requiring blood transfusion. A great number of the new blood donors were the first-time donors. However, it was learnt that they did not damper their spirit for participation nor deter them from doing their bit for charity’s sake. Almost all of them said after the initial punch to numb their veins, they felt the remaining part of the bleeding quite all right. Datuk Patinggi Tan Sri Dr Wong Soon Kai, a Surgeon by profession was the Science Advisor to the State Government of Sarawak His brilliant career had led him to many important appointments in the State Cabinet amongst which were his appointment as the Deputy Chief Minister and Ministry of Infrastructure Development and Communication for many years Tan Sri Dr Wong was a founder member of the Sibu Red Cross Society which was found in 1963 His love for humanitarian services had seen him as the District/Chapter Chairman of the Malaysian Red Crescent Society for the past 45 years. His association with the Society dated back to 1963 while he was working as a Surgeon in Lau King Howe Hospital, Sibu. He was initially Red Crescent Society has become part and parcel of the life style of the distinguished YABhg Datuk Patinggi Tan Sri Dr Wong Soon Kai Tan Sri tremendous enthusiasm and willingness to work tirelessly had certainly contributed to the success in constructing a unique Red Crescent building in 1981, the very first one among all the districts in the State without getting any financial assistance either from the Branch Headquarters or the State Government. Another worthy project that had been accomplished by him during his tenure of office as Chairman was the setting up of the first Blood Donation Centre within its own building in 1990 furnished with modem blood donation chairs, etc. bought from Hong Kong for use of the mass blood donation The achievement made by our Society over the past so many years were due to no small measure of our illustrious Chairman for his dynamic and dedicated leadership for the development of Red Crescent Society in Sibu. In view of his genuine concern, continuing commitment, administrative genius, influence and popularity, Datuk Patinggi Tan Sri Dr Wong was awarded the Honorary Life Membership in the year 1992, the second member in the history of Sarawak Apart from being the Chairman and Honourable Life Chairman of Malaysian Red Crescent Society. Sibu District, Tan Sri Dr Wong was also an active social worker He was the President of Kuching and Sibu Golf Clubs. He also held key posts in a number of social and welfare organizations.

Secretary MRCS Sibu Branch) Mr. John Wong Siong Cheng- an ex-Hospital Administrator - was hailed to join the Malaysian Red Crescent Society. Sibu District in 1969. Upon his joining the service, he was elected to the post as the Assistant Secretary because of his popularity and personality. He held this post until 1977. In view of his caliber and dedication, he was then selected for the post of the Hon Secretary in 1978. He is still holding the same challenging post till this very day. His active involvement with the humanitarian services has seen him being re-elected as the District/Chapter's Assistant Hon. Secretary and Hon. Secretary of the Malaysian Red Crescent Society for the past 32 years. During the course of his distinguished services, Mr. John Wong has also been appointed as the organising Secretary to a number of important Sub-committees/projects, namely MRCS Sibu new building contribution committee in 1980, World Red Cross Day Celebration annually, fund raising. Blood Donor Recruitment Services, establishment of Blood Donation Centre within its own building in 1990, MRCS Volunteer's Recognition Night on behalf of the Sarawak Branch on 03.07.1999, just to name a few. Mr. John Wong is a solid man of good bearing. He carried out his weight well both in his capacity as a senior member of the Red Crescent Society and as a distinguished leader in the community service. He is staunchly a religious man, upright in his dealings and conversation. For his civic-consciousness, he is a keen participant in community, social, welfare and sporting activities to which he had devoted all his off-office time to accomplish his assignments. He is a man of creative mind and original thinking and full of energy and drive because of which he therefore held and is still holding numerous key positions in many social welfare and sporting organizations. Because of his continuing commitment, great devotion, and administrative genius in the works of the Malaysian Red Crescent Society, Mr. John Wong had been awarded the following Red Crescent awards during the services: - 1. Ahli Bintang Kenyalang (A.B.K.) by His Excellency the Governor of Sarawak on the occasion of His official birthday on 11.09.1993 Mr. John Wong was the first person in Sarawak and also the only person in Malaysia for year 2000 being awarded the National Council for the Blind Malaysia Tun Hussein Onn award for his contribution and distinguished services for the visually handicapped in Malaysia. The award carried a commendation certificate, cash RM5.000.00 and a RM4.320.00 gold medal.
MRCS SIBU BRANCH 60TH YEAR ANNIVERSARY MRCS Sibu Branch @ 2023 All Right Reserved MISS MARGARET TAN LIW HUA (former Administrative Officer MRCS Sibu Branch) Miss Margaret Tan Liw Hua first joined in as a VAD member of VAD No. 9 of MRCS, Sibu District in 1971. During her long connection with the Red Crescent Society, she had been a loyal and untiring volunteer. She had devoted much of her times and energy to MRCS, Sibu District in rending arduous voluntary services in the fields of Emergency Response, Community and welfare services, 1" Aid Duty, Fund Raising projects, Blood Donation campaign, 1" aid lecturer, etc. Her capability and efficiency had won her the respect from our MRCS, Sibu District and she was offered the post of Blood Bank Officer. As we look back on the progress of Sibu Blood Donation programmes, we must say a special word of praise for Miss Margaret Tan. During her tenure of office, she was instrumental in bringing forward many sound proposals for the improvement of our blood-donations campaign and had produced most praiseworthy results. Our voluntary blood donors had increased tremendously, especially in our local Chinese Community and hence "Blood-Selling" business in Sibu General Hospital had become a history. Miss Margaret Tan being our Blood Bank Officer for the past 22 years had never given us any cause for complaint; she has no grumbled and never seemed dissatisfied. She always carried out her duty most efficiently and unobtrusively. All these qualities she had innate in her brought her the promotion to become our Administrative Officer in 1997. Her new post as an A/O of MRCS, Sibu District was an extremely onerous one and demands the highest degree of patience and tact. And that she had carried out that task with such outstanding success was a tribute to her love of hard work and high personal principles. In consequence, MRCS, Sibu District had enjoyed the good position that it does today. Miss Margaret Tan's excellent record of services she had achieved during the past 50 years connection with Sibu Red Crescent Society had won her the recognition by the Sarawak State Government and she was awarded by the TYT of Sarawak State for the tittles of "Bentera Bintang Sarawak (B.B.S.) in 2006 and "Ahli Bintang Kenyalang" (A.B.K) in 2016 respectively. Moreover, she also received numerous MRC National & Branch Awards. Miss Margaret Tan had proved herself to be a great asset to MRCS, Sibu District. We are very fortunate in having Miss Margaret Tan's loyal services but unfortunately, she left us in 22 March 2019. It's a great lose to MRCS, Sibu District. How can we say how much she has meant to us and how much we will miss her and her good spirits.
