1.0 EXPLANATORY NOTES

This finding aids book is prepared to
facilitate the retrieving and use of records
and archival materials related to the The
formation of the Cobbold Commission.
Various information can be obtained from
both digital and non digital sources. The list
of available materials include records that
relate to a collection of types of images.



This finding aids book aims to help
researchers to find and obtain the desired

3.0 INTRODUCTION

The Cobbold Commission was established on January
17, 1962, in collaboration with Malaya and the British
government. This is done in order to gauge how the
people of Sabah and Sarawak, which make up North
Borneo, feel about the idea of organising or establishing
a Malaysian Federation that includes Malaya, Singapore,
North Borneo, and Sarawak. The Commission was also
in charge of reformatting the constitution to become
the Constitution of Malaysia before Malaysia was
established on September 16, 1963.

Former Bank of England’s governor Lord Cobbold
served as the commission's chair. The Malayan
government was represented by Tan Wong Sri Wong
Pow Nee and Tun Mohd Ghazali Shafie, and the British
administration was represented by Anthony Abell and
David Watherston. The members of the Cobbold
Commission play their roles to make sure their plans
succeed in creating the Federation of Malaysia.

The Commission was in charge from February 19 to April
18, 1962. There were 50 meetings with 690 different groups of
people. Furthermore, at least 2000 memoranda have been
received. The study was completed and delivered to the
Malayan and British governments in 1962. This report on the
views of the people of Sabah and Sarawak was published on
August 1, 1962, which revealed that one-third firmly
supports Malaysia, one-third supports conditionally, and
one-third wants independence before joining Malaysia. As a
result, the panel supports the Malaysian concept and
endorses the Malaysian Constitution's suggestions, such as
naming the new federation Malaysia.

The Malayan Constitution of 1957 then became the
cornerstone of the Malaysian Constitution, guaranteeing the
unique circumstances of the indigenous people of Sabah and
Sarawak, allowing both of these states to elect their own
Heads of State, allowing indigenous peoples of Sabah and
Sarawak to serve in the civil service as soon as is practical,
and guaranteeing education, religion, immigration,
parliamentary representation, bumiputera positions, finance,
citizenship, and Sabahan (Sabah and Sarawak) as separate
states. Sabah and Sarawak are permitted to use English as the
official language until the respective DUNs make a decision.
The British adopted almost all of the suggestions, and on
August 1, 1962, it was announced that Malaysia would be
established on August 31, 1963. An Intergovernmental
Committee would draught the Malaysian Constitution.

Also intended to counteract the Leftist upsurge's association
with the communist control effect on Singapore's political
development. The population will be balanced, the economy
will improve quickly, and Singapore, Borneo, Brunei, and
Sarawak will get independence sooner thanks to his planned
political collaboration.

The Commonwealth Parliamentary Association Malaya &
Borneo Branch met in Singapore. Led to the decision of the
Malaysian Solidarity Consultative Committee, conducted by
Donald Stephen.
The establishment's goal is to encourage a more thorough
presentation of Malaysia's concept to all significant
populations in Sabah, Sarawak, and Brunei. Includes the
delegates from Sarawak, Malaya, Singapore, & Sabah. Four
sessions were held to talk about Malaysian establishment-
related topics.

AUGUST 1961

Sabah hosted the first gathering of the Malaysian Solidarity
Consultative Committee. The first MSCC meeting was held in Kota
Kinabalu (Jesselton). There was a debate on Malaysian ideas, but it
led Sabah & Sarawak leaders to fail to reach an agreement. Most
disagree with Malaysia's ideas, especially regarding the status of
membership & interests of the people in the federation. However,
Governor Sabah, Sir William Goode & Sarawak Governor Sir
Alexander Wadell urged Lord Selkirk to continue the idea of
Malaysia even without the participation of Singapore. However, in
the eyes of the Governors of Sabah & Sarawak, to ensure
acceptance of the ideas of Malaysia, Sabah & Sarawak should
provide certain conditions.

The meeting was held on
Thursday as well as Friday. Delegates




from the Commonwealth Parliamentary Branch of the
Commnwealth of Malaya, Singapore, Sarawak, and North
Borneo were present, and Mr. Donald Stephens served as their
delegation leader. Mr. Yeo Cheng Hoe, of Kuching, Inche Ainnie
bin Dhobie, of Sibu, and Mr. James Wong of Langang are
representatives of Sarawak who are all members of the Negri
Council. Through the meeting, the Committee discussed the
status and rights that will be given to each region within the
framework of Malaysia as well as subjects such as the right
language, land rights, education policy, freedom of religion of
immigrants as well as economic relations.

In the chamber of the Selangor Legislative Assembly in Kuala
Lumpur, the Third Malaysia Solidarity Consultative
Committee meeting was conducted. Endorsed submitting a
memo to the Cobbold Commission for surveying Sarawak and
Sabah people's opinions towards Malaysia notion. The
memorandum contains fundamental matters to the future
constitution. Among them were accepting Malaya to be the
constitution of Malaysia, the need of sturdy Federation
Government, and Islam as the official religion.

FEB - APRIL 1962

More than 4000 people were located by
the Cobbold Commission, which also
collected 2200 memoranda from a variety of
sources, including members of the
government and legislative assemblies,
headmen, locals, and the nation's rulers.
Moreover, the important opinions expressed
by the municipal council, religious
authorities, labour unions, and citizens.
According to the results, 80% of the local
people of North Borneo and Sarawak support
the creation of Malaysia. The Cobbold
Commission Report, which was backed up by
the UN Secretary, provides evidence of
heartening support. Additionally, the
commission members gave some advice on a
few issues raised by the memos they
received.

The British government and the government of
the Federation of Malaya received the Cobbold
Commission Report. Both governments approved
practically all of the Cobbold Commission's
recommendations upon evaluation. The Cobbold
Commission Report was also launched by Tunku
Abdul Rahman Putra, the Prime Minister of Malaya.
To undertake and research the report, he
established a new committee. Deputy Prime
Minister Tun Abdul Razak, Minister of Finance Tan
Siew Sin, Minister of Internal Security Datuk Dr.
Ismail Dato' Abdul Rahman, and Datuk V.T.
Sambanthan served on the study committee
(Minister of Public Works and Telecommunications).

The British Prime Minister, Mr. Harold
MacMillan, and Tunku Abdul Rahman, the
Prime Minister of the Federation of Malaya,

had all agreed to meet in London. The
negotiations continued until the night because
Prime Minister Lee Kuan Yew refused to sign
the agreement. It was already midnight when

the principal representative signed the "red
bound leather paper," and a new country
Malaysia was discovered.

Representatives of the British
government, the Federation of Malaya,
Sabah, Sarawak, and Singapore signed

the agreement establishing the
Federation of Malaysia. As to the deal,

Malaysia was to be established on
August 31, 1963. However, the

Malaysia declaration had to be delayed
since the UN Secretary-General was

unable to complete the report on time.

5.0 CONCLUSION

In conclusion, this assignment is very good done by
the student to obtain new information about The
Formation of The Cobbold Commission being studied.
With such an assignment, students will have the
opportunity to research the formation at the National
Archives of Malaysia. Formation with historical
backgrounds also need to provide information to the
National Archives to record their history as valuable
national sources from the past. A formation with a
great background like Cobbold Commission has
opened our eyes as a student that there are a lot of
benefits on this topic. In addition, The Formation of The
Cobbold Commission's historic background was also
obtained at The National Archive of the United
Kingdom due to its deeper events. This has also made
us proud to do research on The Formation of The
Cobbold Commission.
