PROPOSED DESIGN SCOPE OF WORK
Kingman Arizona, City Services Needs Assessment
General Description
The project shall consist of A/E programming, site analysis, and conceptual design
services for a new City Services Facility to be located in the existing Palo Christi
Elementary School building. The resulting documentation will include input from
various City department’s administration and staff. It will illustrate the analysis of the site
and of the building. The documents produced will form a base which the City can use to
move forward to gather approvals, seek funding, and support future design and
construction phases.
In order to prepare the final contract we will meet with the Owner’s representatives to
review and adjust the scope. We will confirm goals, identify opportunities and issues
prior to beginning work. The City will make available existing site, building
documentation, and other resources for review.
Project Phases
The Scope of Work will consist of the phases as outlined in the Request for Proposal
with the following clarifications:
Task #1: Space Needs
o Meet with executive staff and City representatives (2 times)
o Identify groups that will move to the new building
o Document existing work space requirements and work processes as necessary.
o Estimate square footage needed for work performed.
o Document parking and vehicle storage needs.
o Develop a programmatic level estimate of facility size.
o Estimate future space needs considering:
Local population growth
Crime trends
Call for service trends
o Present Programmatic documentation to command staff and other designated
individuals.
Deliverable: Programmatic documentation.
Two trips with approximately 1 full day on site for each. Conference calls as needed.
Task #2 Site and Building Evaluation
o Review existing documentation of the site and building.
o Review city zoning and building regulations for site impact
o Identify issues relative to security, grading, drainage, parking, utilities and other
relevant site improvements.
o Prepare site plan diagrams, floor diagrams or photo documentation to illustrating
areas of concern.

OTWELL ASSOCIATES ARCHITECTS
Otwell Associates Architects is a firm specializing in historic preservation, solar
and energy efficient design, and preservation of natural site features. Bill Otwell is
a native Arizonan, born and raised in Phoenix. He began practicing architecture
in 1973, working for a local architect in Prescott, and later as Assistant Director
of Planning for the City of Prescott. In 1979, he established his own architectural
practice. Bill has a thorough working knowledge of the local environment, which
gives his projects a strong sense of connection and compatibility with the location
and climatic conditions.
With over 30 years of experience in historic preservation and our team’s educational
background, Otwell Associates Architects overwhelmingly meets the Secretary
of the Interior’s Professional Qualification Standards for architecture and historic
architecture. We have been responsible for most of the restoration projects in
Prescott and have worked on historic buildings across Arizona, including several
in Kingman. Our firm develops successful, long term relationships with government
agency clients. We are committed to preservation where possible, appropriate
rehabilitation, and providing a finished product that the client is proud of.
ARRINGTON WATKINS ARCHITECTS
Arrington Watkins Architects was formed in 1994 by Lynn Arrington and David
Watkins. Lynn and David have been practicing architecture together since 1974, and
prior to forming this firm were principals in a regional architectural, engineering, and
planning firm based in Phoenix. Arrington Watkins Architects has growth through the
years to become a premier provider of design and project management services to
government clients, corporations and contractor firms throughout the United States.
The firm’s expertise is in the design and management of projects that are technically
complex in their systems, function or processes with a strong emphasis on municipal
and criminal justice projects. These projects have included public safety facilities,
medical installations, high-tech office / assembly, manufacturing, court facilities,

Historic Preservation Representative Projects
ELKS THEATRE REHABILITATION
The Elks Theatre Building in downtown Prescott was originally built in 1905. The
3-story building was rehabilitated to bring the structure into compliance with building
codes and standards, the Secretary of the Interior’s Standards for Preservation and
Rehabilitation Treatment of Historic Properties, and ADA requirements. There was
significant reinforcing of the existing foundation. The exterior marquee was restored
along with some exterior porches on the upper levels. The main theatre received new
box seats to match the originals that were demolished in the 1940s. Original wall
stenciling, discovered under old layers of finish, was restored or replicated along with
the decorative trim & scrollwork throughout. A small amount of the existing seating
was salvaged, reupholstered, & reused where possible. New seating replaced the
rest and was custom made to match the existing. New HVAC & sprinkler systems
were also installed.
KNIGHTS OF PYTHIAS REHABILITATION
The Knights of Pythias Building, historically known as the Herndon - Hawkins
Building, is a 3-story office building constructed in 1892. It stands as one of only two
buildings remaining that survived the downtown fire of 1900. The exterior façade
has been cleaned, preserved, and repainted. The street level façade, which had
been modified many times over the years, was brought back into character based
on photo records of the building just after 1900. A completely new, mahogany
storefront was designed to conceal a new steel framed support structure. This
storefront incorporates a retractable canvas awning, which reintroduces an original
element that has long been missing. The existing, non-original wood windows were
replaced with energy efficient, aluminum clad windows, custom made to replicate
the original windows seen in period photos. To provide better ADA access, a new
elevator and stair tower was created on the rear elevation. An entirely new HVAC
system has been installed along with a fire sprinkler system. The building is capped
with a completely new membrane roof, finishing a project that will keep this building
around for decades to come.
CENTRAL COMMERCIAL COMPANY BUILDING
The rehabilitation of the exterior elevations of the Central Commercial Company
building in downtown Kingman. Built originally around 1911 as a two story
department store, the building had been neglected for decades. This project restored
the appearance of the building’s original design as closely as possible. The work
included repair and cleaning of the existing parapets & cornices, horizontal awnings,
windows & doors, and marble facades. Also included were the replacement of
missing cornices, horizontal awnings, windows & doors, and canvas awnings.
All exterior surfaces were cleaned and repainted. In 2007, this project won the
Governor’s Award for Historic Restoration.
THE MOUNTAIN STATE TELEPHONE & TELEGRAPH BUILDING
This historic rehabilitation and addition project connected this 1920’s “Pueblo Deco”
building to the Hassayampa Hotel, providing a meeting and banquet facility. The
interior of the MST&T building became one large banquet room that could be divided
into two smaller spaces. The roof of the building was utilized as a large outdoor
dining patio. A new elevator and stair tower was added to the rear of the building
to access this patio. Service for these dining spaces required the addition of a
complete commercial kitchen located adjacent to the new stair tower and behind an
existing storage building. New restroom facilities were required. The location of all
the additions to the rear minimized their visibility, maintaining the historic street view.
Historic Preservation Representative Projects
ARIZONA STATE CAPITOL RESTORATION
This project was a major restoration of the 1901 Arizona State Capitol Building. Bill
Otwell served as Consulting Restoration Architect to TRK Architects. The restoration
included returning the original portion of the capital building to its original color
scheme and restoring the windows. The project also included new HVAC, electrical,
and fire suppression systems. This project earned the 2004 Arizona State Capitol
Museum Award for preservation.
FLAGSTAFF VISITOR CENTER & SANTA FE DEPOT
Located between the railroad tracks and Santa Fe Avenue, just south of historic
down-town, the Flagstaff Amtrak Depot was constructed in 1926 as a passenger
depot for the Santa Fe Railroad to replace the original, smaller depot. Considered
an outstanding example of a period revival style with Tudor influence, the depot
retains much of its original integrity. A long, narrow building, each room opens to
the next without benefit of a corridor, except in the central portion. The lobby is a
dramatic space, with a high ceiling, large symmetrical windows and decorative
reliefs on the upper walls. Train and tour bus passengers gather here, creating an
ideal location for the Visitor Center. The lobby is an inviting space for people to
browse, and a natural source of tourists is provided by the daily Amtrak passenger
trains. Just across the tracks the original, stone Santa Fe Depot, built in 1888, has
now been rehabilitated back in service as offices for the BNSF Railroad.
BABBITT BROTHERS BUILDING
The Babbitt Brothers Building & Babbitt Brothers Trading Company was founded
in Flagstaff in the 1880s by five brothers who came from Cincinnati, Ohio. They
also owned the CO Bar Ranch, which extended across much of northern Arizona,
as well as trading posts on the Navajo Nation. The Babbitt Building was built in
1888, but in 1957, was covered with an unattractive facade. It seemed destined for
demolition, but after the aluminum and stucco were peeled off in 1990, a stately
building emerged and, with architectural plans conceived by Otwell Associates
Architects, it was restored to its historic grandeur. This project earned the 1992
Arizona Main Street Best Rehabilitation Award.
KINGMAN TRAIN DEPOT
The Atchison, Topeka, & Santa Fe Railroad Depot in Kingman, Arizona was built
in 1907. Designed in the Mission Revival style, it is one of the earliest poured in
place concrete structures in the state of Arizona. This project began as a Building
Condition Assessment Report prepared by Otwell Associates Architects in 2001.
This report resulted in a grant to the City of $320,000 from the “Great American
Station Foundation.” The rehabilitation of this building brought it up to current building
codes and ADA guidelines while restoring the exterior, historic elements to match
period photo records. The existing double-hung, wood windows were restored
where possible and replicated with matching, custom wood windows elsewhere.
The existing concrete roof overhang was structurally reinforced, and the decorative
profile patched and restored. The entire building exterior received new paint to
match the original colors and new period light fixtures were added to provide the
proper exterior lighting levels. All restroom facilities are new and ADA compliant. The
entire building received new electrical service, lighting systems, & HVAC systems.
A separate platform project, between Amtrak and Otwell Associates Architects, ran
concurrently with the Depot rehabilitation. The design included a 900’ long concrete
platform next to the track, period light standards, and custom metal fencing the
length of the platform.
Historic Preservation Kingman Power House
Location: Kingman, Arizona Perhaps our most pertinent experience with Federal
Funding was on the Kingman Powerhouse Project. Built
Project Owner: City of Kingman in 1906, this was a three-phase, five-year restoration

Highway Department regulations to prepare the plans
Cost: $1,800,000 to their specifications and monitor the construction. The
Powerhouse is now home to the Kingman Visitor Center,
Completion Date: 1997 the Route 66 Museum, and the Carlos Elmer Gallery. In
1999, this project won the Outstanding Project Award
Building Area: 24,605 SF from the Arizona Department of Commerce.
The Powerhouse is the first poured concrete building in
Arizona. Our effort preserved the original concrete and
replicated the original windows. The original roof was
replaced with an identical material.
Historic Preservation Sam Hill Warehouse
Location: Prescott, Arizona Built in 1903, this was the warehouse for the downtown
Sam Hill Hardware Co. store. Over the last 100 years,

Center; including gallery space, various design studios,

required exiting from the 2nd story. ADA compliant
Completion Date: 2008 restrooms were added, as well as new electrical and
HVAC systems.
Building Area: 11,963 SF
New exit access was created on the north elevation of
this 1903 building to meet code requirements. The free-
standing steel structure is not attached to the building
and helps create a clear delineation between what is
historic and what is new.
The original structure, brick walls, and wood flooring
are all exposed and serve as the backdrop for new
design studios and a 2,270 SF gallery space.
Historic Preservation Yavapai County Courthouse
Location: Prescott, Arizona When the Board of Supervisors was ready to rehabilitate
Project Owner: Yavapai County the Courthouse in 2012, Mr. Otwell was commissioned
Completion Date: 2015 to direct the work according to the master plan from
his 2002 Building Condition Assessment Report. The
challenge was to complete all aspects of the work
without interfering with the overstressed court schedule.
The solution was to divide the work into three phases,
with all work performed after five p.m. and on the
weekends, during the summer months for maximum
daylight. This project preserved the historic fabric while
integrating new HVAC and communications systems.

This project earned the 2015 Arizona Governor’s
Heritage Preservation Honor Award.
