GOVERNING BOARD MEETING

Call to Order:

President Chris Delay called the meeting of the Governing board of the South Texas Youth
Soccer Association to order at 9:02 AM, Sunday, February 16, 2014 at the Emerald Beach Hotel
– Corpus Christi, TX.

Roll Call and Accreditation:
Secretary Robbie Lange performed roll call and vote accreditation

Members not in attendance:
Alice, Angelina, Bluebonnet, Del Rio, East Lake Houston, Huntsville, Laredo, Livingston

The following associations were not in attendance at the July 21, 2013 GBM:
Alice, Big Bend, Carrizo Springs, Eagle Pass, and Livingston

Eagle Pass was present and requested re-instatement; motion was made and seconded to re-instate
Eagle Pass to good standing; motion carried

There was a quorum present with 73 of 79 delegates in attendance

Introduction of Guests / HOF Members
Mike, Josh with Houston Dynamo were introduced and presented Chris with Dynamo jersey

The President recognized STYSA HOF members in attendance.

Approval of minutes of July 21, 2013 Governing Board Meeting
A motion was made by Spindletop and seconded by AAYSA to approve the minutes of the July
21, 2013 Governing Board meeting; motion carried.

Unfinished Business
A motion was made by AAYSA and seconded by BAYSA to approve the actions of the EC since
the July 21, 2013 GBM; motion carried.

Financial and Budget Review
Treasurer Chuck Albores reviewed financials and proposed 2014-2015 budget.

Motion to approve 2014-2015 budget was made by BAYSA and seconded by AAYSA; motion
carried.

Ammendments to Rules and Procedures
Rules Committee chairman Roy Smithers presented the proposed rule changes

Proposed Rule Change #1 – Registration – Define Age Level of Player

Motion was made by CAYSA to approve; motion died for lack of second.

Proposed Rule Change #2 – Registration – Team Formation
Motion to approve by CAYSA, seconded by Paso Delnorte. Motion failed.

Proposed Rule Change #3 – General Rules of Play – Number of Players
Proposed rule change was withdrawn

Proposed Rule Change #4 – Registration – Team Formation
Discussion, question, vote. Motion failed

Proposed Rule Change #5 – Registration – Player Bound to Team
Motion to approve by CAYSA; motion died for lack of second

Announced Winter, 2015 GBM to be held in El Paso and hosted by Paso Del Norte

Announced Summer GBM to be held on July 18-20, 2014 at La Torretta Lake Resort

Election of Officers
Eastern District Vice President – Mark McGee – Elected in District Meeting
Western District Vice President – Ron Davis – Elected in District Meeting

Secretary -
WDDOA nominated Robbie Lange, second by AAYSA

Spindletop nominate Susan Reed, second by BAYSA

AAYSA moved to vote via private ballot, second by BAYSA; motion carried

Motion to destroy ballots after count by BAYSA, second by AAYSA; motion carried

Ballots counted; Robbie Lange elected
Ballots destroyed

Executive Vice-President – David Buckler
Motion was made by HYSA, second by Paso Del Norte to elect by acclamation; motion
carried.
