4 BUILDING A SUSTAINABLE ERA WELCOME TO MONGOLIA THE IFAWPCA’S 42ND MIDTERM MEETING: THE SPECIAL EDITION ABOUT MONGOLIA Mongolia is a landlocked country bordered with Russia in the north and China in the south, and its capital is Ulaanbaatar. Mongolia has a vast territory of 1,564,116 km2 with a population of 3.4 million, where 95% is Mongolian, and more than 4% is Kazakh. From the time of first humans settled on the territory of present-day Mongolia, the nomadic civilizations took over, the Hun, Xianbi, Nirun, Turkic Uygur, and Kidan states were established and existed. In 1206, Chinggis Khan established the Great Mongolian State and established an Empire that conquered Eurasia. His grandson, Khublai Khan, occupied the entire mainland of China, founded the Yuan State (1271-1368), and moved the capital to Daidu, which is now Beijing. Mongolia was ruled by the Manchu Empire in the 17th century, but regained its independence in 1911, and in 1924, for the first time in its history, it had a constitution, proclaimed the People’s Republic, and became a socialist country. With the Democratic Revolution of 1990, Mongolia transitioned from socialist system to a democratic and free market economic society. GOVERNMENT: COUNTRY WITH UNITARY AND MIXED GOVERNMENT TERRITORIAL SIZE: 19TH LARGEST IN THE WORLD, 7TH LARGEST IN ASIA, 1 OF THE 6 LAND-LOCKED COUNTRIES IN ASIA WEATHER: THE COLDEST CAPITAL IN THE WORLD. 9 WELCOME TO MONGOLIA BUILDING A SUSTAINABLE ERA THE IFAWPCA’S 42ND MIDTERM MEETING: THE SPECIAL EDITION N.BAYARSAIKHAN THE PRESIDENT OF THE MONGOLIAN NATIONAL CONSTRUCTION ASSOCIATION (2022-2025) I would like to extend a warm welcoming to the International and local guests, representatives, Mongolian engineers, technicians, workers, academics, and consultants, who are devoting their intelligence, experience, and hard work to the development of the construction and urban development sector in Mongolia by participating in the International Federation of Asian and Western Pacific Contractors’ Associations (IFAWPCA) 42nd Midterm Meeting and the International Forum on “SUSTAINABLE BUILDING ERA” we are holding for the very first time in Mongolia. I have started my work of being elected as a Member of the Board of Directors of the IFAWPCA for 2022-2024 by representing the MNCA in the elections held during the IFAWPCA’s 45th Conference held in Malé, Maldives in 2022. As IFAWPCA and Ministry of Construction and Urban Development of Mongolia have officially supported the MNCA to join International Federation of Consulting Engineers (FIDIC), we have submitted our application to join FIDIC as a Member Association. Therefore, becoming a National member association representing Mongolia, creating conditions for Mongolia to grant FIDIC approval, implementing, promoting, disseminating, and training FIDIC contracts in the field of construction and urban development as well as the investors participating in industry activities, we will assume the responsibility of coordinating the relationship between the clients, contractors, and designers, ensuring their equality and protection. This will be a great time to bring a new progress and revolution to Mongolia’s construction industry by making the environment for international agreements and legal framework conventional according to the standards. The MNCA is preparing for the start of research work on the combination of Mongolian renewable energy resources and raw materials in developing technologies for renewable energy, which is centralized in Mongolia and independent of the energy system, especially construction of buildings that use renewable energy, including solar energy, the use of natural sheep wool insulation and other construction materials for building insulation, and German technology for constructing high-tech engineering buildings. The IFAWPCA consists of the world’s largest construction contractors’ associations in Australia, South Korea, Japan and rapidly developed in Singapore and Malaysia. In order to introduce Mongolian construction companies to the international market and train them to play according to their rules, to support them connecting with the world, and to study and lay the foundation for it, the MNCA will take a leading role in studying the experience and legal framework of how large foreign projects are effectively implemented by joining the membership of international organizations in the sector and establishing the links with them, and gain their positive influence. Your dedication and commitment to this prestigious event are truly admirable. This milestone marks the first time Mongolia has had the honor of hosting such a distinguished gathering. It presents a unique opportunity to strengthen ties, foster collaboration, and promote knowledge sharing in the construction industry. Events like these hold immense value in promoting mutual understanding and building strong relationships among IFAWPCA members country. I believe this meeting will serve as a catalyst for enhancing cooperation between our countries and associations. DAVAASUREN MEMBER OF THE STATE GREAT KHURAL OF MONGOLIA, CABINET OFFICER OF THE GOVERNMENT OF MONGOLIA, AND MINISTER OF CONSTRUCTION AND URBAN DEVELOPMENT OF MONGOLIA At a time when the problems and difficulties of the global epidemic and the aftermath of the earthquake in the Republic of Turkey and Syria have not completely disappeared, we would like to emphasize that the MNCA organizing the International Forum on “SUSTAINABLE BUILDING ERA” within the framework of the International Federation of Asian and Western Pacific Contractors’ Associations’ (IFAWPCA) 42nd Midterm Meeting, which is a timely and significant event that I would like to extend my sincere gratitue, as a Minister. As part of the decentralization of cities and towns, our ministry have begun major construction works of Free Economic Zone based on the new “Chinggis Khaan” International Airport in Khushig Valley, development of an International Transport Logistics Center connecting Euro-Asia, the “Bogd Khan” Railway, construction of the AN-3 International Vertical Highway, the establishment of the Logistics Center for International Road, Air and Railway Mixed Cargo and Passenger Transportation, and the a new settlement area in the Orkhon Valley, based on the ancient capital city of Kharkhorum f Mongolia. Mongolia is located in an active seismic zone, and in the last 10 years out of more than 260,000 earthquakes there were two earthquakes with a magnitude of 7 scale, seven earthquakes with a magnitude of 6 scale, over one hundread earthquakes with a magnitude of 5 scale, over one thousand earthquakes with a magnitude of 4 scale, and over ten thousand earthquakes with a magnitude of 3 scale. Also, according to the research of the last 50 years, about 75% of cities and towns are located in the regions with an earthquake MMI of 7 scale or more, and12 settlements are located in the regions with an earthquake MMI of 9 scale or more. Therefore, the Ministry of Construction and Urban Development of Mongolia in cooperation with the Sub-Council for Seismic Disaster Prevention, Risk Reduction and Preparedness assessed 944 buildings, where 48% of the total buildings built before 2002, and found that 543 buildings were not resistant to earthquakes. This research report has been presented to the National Security Council, The Great Ikh Khural, and The Government of Mongolia respectively, where the relevant decisions have been made, the plans are being made to demolish and build new ones in stages, and new regulations and standards are being approved. As part of the implementation of the United Nations Framework Convention on Climate Change and the Paris Agreement, the “Measure Plan for Reducing Greenhouse Gas Emissions in the Construction and Urban Development Sector 2021- 2030” has been approved. Besides, “Electronic System of Greenhouse Gas Counting in the Construction Industry” has been established, and the relevant rules, regulations and standards have been developed and approved, which provides the opportunity to calculate, measure, report, and prove the results of the sector’s energy consumption and greenhouse gas emissions. From my point of view, this conference, which is being organized for the first time in our country, is of the great importance for expanding the cooperation between regional countries, mutually beneficial collaboration, sharing experience and knowledge on ecology, green development, difficulties in the industry, attracting new technologies and investments, developing projects and programs within the framework of the laws of member countries and joint implementation, and creation of international agreements and legal framework in Mongolia’s construction industry. As the centralized economy of Mongolia encountered change in the 1990’s a five-member private cooperation “Jiguur” was established, becoming the foundation of today’s “Jiguur Grand Group” LLC. We at “Jiguur Grand Group” have made the significant contributions to the development and modernization of the our capital city with further plans to implement many environmentally friendly projects. We are ecstatic to have had this chance to participate in the IFAWPCA activities. We, here, at “Jiguur Grand” joined the Mongolian National Construction Association in 2009, by actively taking part in the MNCA’s activities. The MNCA became a member of IFAWPCA in 2015 and was elected as a member of the Board of Directors in 2018. I am very pleased that Mr. Datuk Matthew Tee Kai Woon and Mr. Mohamed Ali Janah, the former Presidents of the International Association of Asian and Western Pacific Contractors’ Associations were invited to Mongolia in the past and a fruitful visit and discussion that further expanded our cooperation and the conditions for us actively to participate in IFAWPCA’s activities. The IFAWPCA was founded in Manila, Philippines in 1956, consisting of 8 countries including Australia, Taiwan, Indonesia, Japan, Korea, Pakistan, Philippines, and Singapore, in order to revive the construction industry and urban structures after the World War II. Today, construction professionals from 18 countries are working together to support international cooperation, develop beneficial relationships between regional governments and construction contractors, and implement and support civil and construction projects. By organizing the IFAWPCA’s 42nd MIDTERM MEETING 2023 in Mongolia, the MNCA will promote its country through the social media of Asian and the Western Pacific countries, to promote our country’ construction companies as contractors in foreign markets in line with the rapid growth and development of the market, and to attract new technologies and investments, introduce advancement of information technology, artificial intelligence, and robotics to the construction industry, to study the innovation experience of the industry, to implement mutually beneficial projects and programs, and to promote cooperation. 15 WELCOME TO MONGOLIA BUILDING A SUSTAINABLE ERA THE IFAWPCA’S 42ND MIDTERM MEETING: THE SPECIAL EDITION THE BRIEF INTRODUCTION OF THE ORGANIZATIONS THE MONGOLIAN NATIONAL CONSTRUCTION ASSOCIATION (MNCA) The Mongolian National Construction Association, founded in 2009, is a non-governmental organization and the largest association of industry professionals, leaders, national developers that brought together on a voluntary basis of the major investors, developers, realtors, construction and building material manufacturers, suppliers, architects, and developers of more than 160 member companies active in the construction industry, in addition to serving its members and community and who perform the governmental functions under the contract with them. ISSUIANCE OF THE CONSTRUCTION LICENSE IN MONGOLIA The MNCA performs the governmental functions in partnership with other 6 sectoral professional non-governmental organizations on “Issuance of the construction permits” to the “Legal entities engaged in the operations of the construction assembling, blue print design, and installation & maintenance of the lifting facilities and their parts”, at nationwide scale in Mongolia, since 2018, based on Government of Mongolia’s Decision No.151 for Transfer of certain governmental functions to the non-governmental organizations on the basis the of contract and Order of the Minister of Construction and Urban Development (MCUD) of Mongolia, which became the BEST EXEMPLARY of the public-private partnership. According to the World Bank’s 2019 “Doing business” Index indicator, Mongolia was ranked in 29th out of 190 countries in the world, in terms of issuing the construction licenses, which showing the indicator of the IMPROVEMENT OF THE BUSINESS ENVIRONMENT by transferring the governmental functions to the non-governmental organization. In 2019, the MNCA, semi-digitalized the activity of on “Issuance of the construction permits” and from 1 July, 2021, it had has been fully digitalized by CONNECTING the current system WITH STATE “DAN”, “KHUR” AND “E-MONGOLIA” SERVICE SYSTEMS and integrating it with the UNIFIED CONSTRUCTION INDUSTRY’S DATABASE SYSTEM, which was the more transparent, open, fast service, without ay human intervention and intermediary that integrates the industry’s statistics on engineers and technicians and the system that introduced in Mongolia to combat with ANTI-CORRUPTION issues. THE PROJECT ON “SWITCH OF AIR POLLUTION” FUNDED BY THE SWITCH-ASIA PROGRAMME OF THE EUROPEAN UNION Besides implementing various internationally funded projects, the MNCA, among others international project, implemented the EU-funded Project on Switch Off Air Pollution (SOAP) for 4 years, which started since 2018. The initiative of implementing the SOAP project was developed within the framework of REDUCING AIR AND SOIL POLLUTION in the capital city of Ulaanbaatar, Mongolia, in order to reduce air pollution and CO2 emission through increased energy efficiency and insulation of detached houses in Ger areas of Ulaanbaatar capital city of Mongolia, at macro level, and to empower the Brigades, individuals, and MSMEs operating in the construction industry to build their capacity with technological, occupational safety and health, and business trainings by creating an employment for these to be skilled workforce, at macro level. 16 BUILDING A SUSTAINABLE ERA WELCOME TO MONGOLIA THE IFAWPCA’S 42ND MIDTERM MEETING: THE SPECIAL EDITION a result, despite the difficult times of the Covid-19 pandemic, a total of 1,546 households were able to avoid the emission of 3,556 tons of carbon dioxide by implementing energy-efficient insulation solutions. This environmentally friendly work was equal to: −Saving the energy of the needed to fully charge 437 million smartphones − Reducing the greenhouse gases emitted by 729 cars in 1 year − Releasing of an oxygen into the air for more than 160,000 trees, respectively. Since the Project became as an exemplary project in Asia due to its successful implementation in Mongolia, it was selected in 2020 as the “BEST BUSINESS MODEL” project of the SWITCH ASIA Program, which aimed to support the production and consumption of micro and small businesses financed by the European Union in the framework of sustainable development. And it was published in the brochure of the “BUSINESS CASES FOR FINANCING SUSTAINABLE USE AND INDUSTRIAL EXPERIENCES” compiled by the European Union in 2021 and Mongolia’s SOAP Project was awarded the “PROJECT OF THE YEAR”. Therefore, it is characterized by participating in the European Union project selection again in 2021 and the project IPs submitted its project proposal for the II Phase and received its EU funding to implement the second phase of the SOAP Project during 2022- 2026 and started its activities in May 2022 with a new implementing partners Mongolian Green Finance Corporation (MGFC) and MONES NGO, except PIN Mongolia INGO and implement it in one of other province besides Ulaanbaatar. During these 4 years, a total of 5,900 households shall be insulated, 160 micro and small business owners empowered, and carbon dioxide emissions reduced by 17,700 tons. THE “CONSTRUCTION WORKS” ONLINE SYSTEM TO IMPLEMENT IN MONGOLIA The MNCA has developed the “CONSTRUCTION WORKS” online system with initial funding of the German International Cooperation Agency in Mongolia (GIZ) and later of the EU funded Project on Switch off air pollution (SOAP) in order to link the CONSTRUCTION EMPLOYEES such as the Brigades, individuals, micro business owners, subcontractors and CONSTRUCTION EMPLOYERS such as Developers, Contractors, Subcontractors with Construction permits and SMEs through this system, which to be fully digitalized system connected with with state “DAN”, “KHUR” AND “E-MONGOLIA” service systems and integrated with the UNIFIED CONSTRUCTION INDUSTRY’S DATABASE SYSTEM which is the most transparent, open, and fast service without any human intervention and intermediation that to integrate the industry’s workforce by introducing the system in Mongolia to combat with CORRUPTION.

A dynamic international organization, IFAWPCA plays a critical role in promoting international fellowship and cooperation; in developing beneficial relationships between governments and contractors in the region, and in establishing cooperative working arrangements in the furtherance of civil and building construction projects. The main purpose of the organization is to contribute to the development of the construction industry, to be the voice of the industry and to protect the interests of its members. Construction exhibitions, seminars and trainings are organized for the benefit of the construction industry, and once a year a general meeting of all members is held and the report is presented. For the benefit of its association, the organization cooperates with international organizations and is a permanent member of IFAWPCA. Bangladesh Construction Industry Association organized the 37th IFAWPCA Conference in Dhaka in March 2009. Builders Association of India (BAI) President: S. Narsimha Reddy The Construction Association of India is an organization representing construction companies in the country and was established in 1941. Over 20,000 members have gained more than 20,000 members in the 80 years since its establishment, and it aims to localize the “Uniform Standard and Equitable Contract” based on the FIDIC contract to construction industry authorities and companies. Apart from this, the Indian Construction Association established the Overseas Construction Council of India (OCCI) and started exporting labor to the Gulf countries through its members, generating large remittances from abroad. Today, the Council is actively involved in projects under the auspices of the Ministry of Trade and Industry of the Government. Cambodia Constructors Association (CCA) President: Charles Van The Cambodia Construction Association was established in 2011 as an initiative of the Ministry of Urban Planning, Ministry of Construction and Ministry of Land Management. The purpose of the organization is to establish ethical standards for builders, promote cooperation among members, protect the interests of its members, and promote the industry to the public. Construction Association of Bhutan (CAB) President: Tashi Wangyel Bhutan Construction Association was established on January 25, 2000 under the patronage of Bhutan Chamber of Commerce and Industry. Starting from 2017, the organization organizes an annual construction exhibition in Bhutan, and also publishes the “Building Directory” once every two years, which includes the list of contractors, consultants, and suppliers of the construction industry. statistical information is issued. It is characterized by carefully examining the production, contractual and technical needs of the members when developing laws and policies on “Construction”. Indonesian Contractors Association (ICA) President: Zali Yahya Indonesian Contractors Association (ICA) was established on 10.02.1971 by 22 representatives of construction companies. Today, the organization has created a coalition of domestic construction contracting companies as well as international construction contracting companies operating in Indonesia. Maldives National Association of Construction Industry (MNACI) President: Abdullah Mohammed The Maldives National Association of Construction Industries is the second largest industry standard setter in the Maldives. Established on October 30, 2001. The 7 founding members, Mr. Mohamed Abdul Azeez, Mr. Jaufar Iasa Adam, Mr. Hassan Wahid, Mr. Ibrahim Wahid, Mr. Abdullah Mohamed, Mr. Ibrahim Rashid and Mr. Alau Ali, are the members of the MCA to represent, protect and promote the interests of stakeholders in the construction industry in Maldives. joined together to form the , and the MFCC is responsible for meeting the production, contracting and technical needs of its members, as well as for promoting the development of the industry and raising the rank and reputation of its members in the construction industry of the Maldives. Master Builders Association of Malaysia (MBAM) President: Tan Sri Sufri Mohd Zin Established in 1954, the Master Builders Association of Malaysia (MBAM) plays an important role in the development and promotion of the construction industry. As a permanent member of IFAWPCA, the 20th session was successfully organized in 1983 and the 29th session in 1998. Master Builders Australia (MBA) President: Dan Perkins Established to protect the rights of builders, Master Builders Australia was founded in Sydney in 1873. As the construction industry grew rapidly, Master Builders Australia was established in Newcastle (1874), Victoria (1875), Queensland (1882) and South Australia (1884). Currently, the organization has 32,000 members, 34 offices and 400 employees. Mongolian National Construction Association (MNCA) President: Bayarsaikhan Nyamragchaa The Mongolian National Construction Association, founded in 2009, is a non-governmental organization and the largest association of industry professionals, leaders, national developers that brought together on a voluntary basis of the major investors, developers, realtors, construction and building material manufacturers, suppliers, architects, and developers of more than 160 member companies active in the construction industry, in addition to serving its members and community and who perform the governmental functions under the contract with them.

Starting with 40 members, the association has grown steadily and now has over 2,500 regular members spread across the island. The Overseas Construction Association of Japan, Inc. (OCAJI) President: Masato Otsubo On February 16, 1955, the Overseas Construction Association of Japan, consisting of six corporations, was established as a voluntary organization, but on June 29, 1955, the Japan Overseas Construction Association dissolved the voluntary association and reorganized into the Overseas Construction Association of Japan (OCAJI). The Association is made up of leading Japanese construction companies and works to promote overseas operations and international cooperation of Japanese construction companies. Philippine Constructors Association Inc. (PCA) President: Wilfredo Decena In 1945, during World War II, 9 Filipino contractors formed the Construction Association (PCA). With more than 70 years of experience, it is a partner in the development of the country and a leading organization in the field abroad. The Singapore Contractors Association Limited (SCAL) President: Lee Kay Chai The Singapore Contractors Association (SCAL) is a non-profit organization representing over 3,000 construction companies and related businesses. Established in 1937 with the aim of establishing harmonious business relations between local contractors, supplying building materials and working with the Master Builders Association of Great Britain. The Singapore Contractors Association acts as the voice of the construction industry, strengthening public-private partnerships and supporting various activities such as organizing events for members. Taiwan General Contractors Association (TGCA) President: Jiyun-Lian Kuo The Association was established on July 10, 1947, and supports its industry companies by improving the competitiveness of construction companies, professional development of industry experts, and leading Asia in technological advancement. Thai Contractors Association (TCA) President: Rutai Rugrachagarn The Association was originally called “Association of Siamese Engineers” and was established on 02.12.1928. The association was formed to protect and promote the interests of construction industry companies in Thailand, and is responsible for raising the profile of its members and promoting the development of the industry.

ABOUT THE INTERNATIONAL FORUM ON “SUSTAINABLE BUILDING ERA” OF THE IFAWPCA’S 42ND MIDTERM MEETING OBJECTIVES Within the framework of the “New Revival Policy”, the “Year of Visiting Mongolia-2023” implemented by the Government of Mongolia, this forum shall serve as the primary intergovernmental global platform for members to discuss the policies and solutions implemented by the governments of countries that have a green urban planning, energy saving, renewable energy sources, eco-solutions and green construction financing; and to share the experience of international experts on the problems caused by earthquakes and how to prevent from them, in addition to providing the companies with opportunities to promote their activities, increase their competitiveness in the international market, establish business relationships to attract foreign and domestic investors, receive guidance on international workforce trends, and further expand public-private partnerships. Scope of the work: The area of attraction and influence of the new city is calculated and planned within a radius of 25 and 90 km. According to the Government of Mongolia’s Resolution No.307 of 2021, the 19,390.4 hectares of land in Sergelen and Altanbulag soums of Tuv aimag were taken for special needs of the state for the purpose of implementing the national development, infrastructure projects and programs.

The total length of the AN-3 Highway will be 1,000 km and it will be connected from Altanbulag to Khushig Valley Airport by 375 km and Zamiin-Uud by 625 km.
