MONGOLIAN NATIONAL CONSTRUCTION ASSOCIATION NGO INTRODUCTION
A BRIEF HISTORY Mongolian National Construction Association (MNCA) NGO was founded in 2009 as a non-governmental organization, uniting more than 160 largest construction companies, who are the major investors, real-estate developers and owners, construction assemblers, blueprint designers and architects, building materials’ manufacturers, and suppliers. As a leading national sectoral and professional organization, the MNCA NGO, besides serving its society and member companies, it performs the governmental operations in partnership with other sectoral professional nongovernmental organizations on “Issuance of the construction permits” to the Legal entities engaged in operations of construction assembling, blue print design, and installation & maintenance of the lifting facilities and their parts, at nationwide scale in Mongolia, since 2018, based on Order of the Minister of Construction and Urban Development (MCUD) of Mongolia. The MNCA NGO cooperates closely with local and domestic, foreign and international organizations in country and abroad, among of which is International Federation of Asia and Western Pacific Contractors Association (IFAWPCA), where we became the Member in 2015 and the Board member in 2018. IFAWPCA groups together the fraternity of builders from nineteen (19) member countries in the Asia and Western Pacific region and plays a critical role in promoting international fellowship and cooperation in developing the beneficial relationships between governments and contractors in the region, and in establishing the cooperative working arrangements in the furtherance of civil and building construction projects. MONGOLIAN NATIONAL CONSTRUCTION ASSOCIATION 2 Besides, the MNCA NGO, implements various internationally funded projects, among of which is the EU-funded Project on Switch Off Air Pollution (SOAP), which we have started implementing since 2018 with the purpose to reduce air pollution and CO2 emission through insulating the detached houses in Ger areas of Ulaanbaatar capital city of Mongolia by involving the Brigades, individuals, and MSMEs to build their capacity with technological, occupational safety and health, and business trainings.

Improve governance and competitiveness of the construction companies, enhance a capacity building of the construction specialists, and increase the development of sectoral capacity through introduction and localization of the new and advanced technologies and know-how in order to lead a transition of shifting to the European standards. Cooperation Development Conduct activities for improving the public private partnerships and its interrelations, as well as for creating an environment to cooperate together for participating parties Develop a real estate market, increase foreign and domestic investments in country, provinces, private sectors, conduct and enhance market-driven operations to boost a demand in construction sector. Conduct operations of “One-stop service center” on Issuance of construction permits to the Legal entity engaged in operations of construction assembling, blue print and design, and installation and maintenance of the lifting facilities and their parts. Receive, check, and approve the requested documents on Construction permits submitted by legal entities via online system at mcis.gov.mn Conclude the Contract with legal entity to hold the Construction permits in accordance with Order of the Minister of Construction and Urban Development (MCUD) of Mongolia, and issue its Construction permits’ certificate, followed by supervision and evaluation of the Contract implementation on yearly base. PROVISION OF THE GOVERNMENT OPERATIONS BY ORDER OF THE MINISTRY OF CONSTRUCTION AND URBAN DEVELOPMENT (MCUD) OF MONGOLIA Mongolian National Construction Association NGO performs the governmental operations in partnership with other sectoral professional NGOs on “Issuance of construction permits” to the Legal entities engaged in operations of construction assembling, blue print design, and installation and maintenance of the lifting facilities and their parts, at nationwide scale, in Mongolia since 2018, based on Order of the Minister of Construction and Urban Development of Mongolia. IMPLEMENTING PARTNERS FINANCIERS THE PROJECT ON SWITCH OFF AIR POLLUTION PROJECT (SOAP) The Project on Switch Off Air Pollution (SOAP) was implemented in the ger areas of Ulaanbaatar city for its I Phase, during 2018-2022, in order to decrease air pollution through increased energy efficiency and insulation of detached houses. The main project financiers are the SWITCH Asia Program of the European Union, Abbe Pierre Foundation, Global Alliance for Green and Gender Action fund, and French Development Agency. The project is implemented by Geres Mongolia INGO, Building Energy Efficiency Center (BEEC) of Mongolian University of Science and Technology (MUST), Mongolian National Construction Association (MNCA) NGO, and PIN Mongolia INGO. Since the Project became as an exemplary project in Asia due to its successful implementation in Mongolia, the project IPs submitted its project proposal for the II Phase and received its EU funding to implement the project during 2022-2026 and started its activities in May 2022 with a new implementing partners Mongolian Green Finance Corporation (MGFC) and MONES NGO, except PIN Mongolia INGO. THE PROJECT ON JOB ONLINE SYSTEM OF THE CONSTRUCTION SECTOR MNCA NGO has developed “JOB ONLINE SYSTEM” based on GIZ funding through the Project on Mongolia’s Digitalization in order to link and connect the construction SMEs, its subcontractors with Construction permits, Brigades, individuals, and construction contractors to work together via contracting each other. Increases the reputation of the organization through reliable, open, understandable, and rational informational online environment. Connected to the Mongolia’s STATE DATABASE – KHUR system.
