Robert “Rob” Amiet became involved with
NADDI while he was a practicing Pharmacist,

retirement from the Board of Pharmacy, Rob

Tonjua Casey is a 27-year veteran of the
Kentucky Office of the Attorney General,
Department of Criminal Investigations where
she currently works as an Administrative
Section Supervisor.
She came to NADDI in November of 2015
to assist us with running the NADDI Store.
It became quite evident that she is very
resourceful, flexible, and has a hard-working
attitude; that coupled with her easy rapport
with our members, made her a keeper!
Four years ago, I volunteered to help
out a friend by working at the NADDI
store. I really enjoyed meeting the
members and helping people. I feel
very lucky to be involved with NADDI,

John Santana (1989-1991)
John Santana was a Sergeant assigned to the Pharmaceutical Investigative
Unit of the Anne Arundel County Police Department when he and Steve
Morgan followed an Intelligence meeting” concept and formed the National
Association of Drug Diversion Investigators. The vision was to get diversion
investigators from across the nation to share the knowledge, training and
case information. John has been a staple of the organization since its
origination and is fondly referred to as the “NADDI Daddy”!
Steve Morgan (1991-1993)
Steve Morgan was an Investigator assigned to the Pharmaceutical
Investigative Unit of the Anne Arundel County Police Department when
he and John Santana formed NADDI. Following in John’s presidential
footsteps, Steve endeavored to expand the NADDI membership base
and continued to provide valuable local, state, and regional trainings.
During this time frame, the NADDI organization and its members were
beginning to be recognized as experts in diversion related cases in many
state legislatures across the nation; as new laws were evolving around
pharmaceutical drug crimes NADDI members were invited to speak about
the realities of pharmaceutical diversion.
David Hammel (1993-1998)
David “Dave” Hammel was a Trooper with the Maryland State Police when
he was elected to the NADDI Executive Board. Dave’s vision to continue to
grow the organization led to the creation of the “State Chapter” concept that
we follow today. During Dave’s leadership the NADDI organization began
to take on more national issues aiding in the drafting of legislation and
the development of numerous state and federal laws. It was during this
period that the “Abused Pharmaceutical Drug Brochure” was first created
and provided to law enforcement officers across the nation for quick
identification; we have distributed over 750,000 brochures to date.
Bonnie Barnard (1998 – 2000)
Bonnie Barnard was a Sergeant with the Indiana State Police when she
was elected to the NADDI Executive Board. Having developed and run the
Indiana Drug Enforcement Agency (IDEA) Basic Diversion School for almost
a decade, Bonnie brought her wealth of knowledge and experience with her
to the NADDI organization and the organization has benefited because of it.
Bonnie has been a NADDI family member for almost 30 years!

Charlie Cichon (1999-2009)
Charlie Cichon was the Chief Compliance Officer for the Maryland Board of
Quality Assurance when he was elected to the National Board of Directors.
For ten years he provided his dedication and leadership to the organization
until he moved on to the position of Executive Director. During his term
Charlie assisted the organization to grow as a National Organization,
developing many long-term partnerships with organizations such as the
Virginia State Police, Prescription Drug Investigators Network (PDIN) which
became our California Chapter, and Appriss/NPLEx.
John Burke (2009-2014)
John Burke was the Commander of the Warren County Drug Task Force
when he was appointed to the National President’s position in 2009. During
John’s term many new educational and support programs were developed
and expanded upon such as the Rx Drug Drop Box Program, the NPLEx
Program, and Dougie the Drug Dog. John retired from NADDI in 2014.

STATE CHAPTERS
All active members of NADDI also hold membership in their
respective State Chapters. NADDI currently has 26 active
State Chapters that cover a total of 33 states.
The mission of each of the NADDI State Chapter Boards are to provide
additional localized education and training to the membership within
their specified area relating to investigations, statewide legislation, and
current trends in the field of pharmaceutical drug misuse, abuse, and
prevention.
State Chapters also provide membership with a strong network
of Nationwide contacts within public/private sector agencies and
investigators involved in the diversion playing field.
Pursuant to NADDI Bylaws, States can petition the NADDI Executive
Board for State Chapter status. The biggest challenge, is to maintain
a dedicated state board of directors who will fulfill the basic training
requirements and provide solid leadership within your state and region.
NADDI has been fortunate to have so many good leaders within its
membership!
We have outlined the states that currently hold, or that have held State
Chapter status, and would like to recognize their Board members. We
would also like to thank the numerous members that have dedicated
their personal time and efforts to continue the NADDI mission within

National Diversion Survey Project History
NADDI members have partnered with Nova Southeastern University/Center for
Applied Research on Substance Use and Health Disparities (ARSH) since 2002.
The National Diversion Survey Project was initiated in 2001 under the direction
of Dr. James A. Inciardi, Ph.D. at the University of Delaware’s Center for Drug and
Alcohol Studies. The goal of the study is to collect national surveillance data
on the nature and extent of pharmaceutical diversion from a network of law
enforcement and regulatory agencies. The study forms part of the RADARS®
System (Researched Abuse Diversion and Addiction-Related Surveillance), a series
of surveillance programs designed to target geographically and epidemiologically
diverse segments of the US population at risk for abuse, misuse, and diversion of
prescription medications. The RADARS® System is operated by Denver Health and
Hospital Authority, a public, not-for-profit health care system serving the Denver
metropolitan area.

Georgia
Georgia was the 21st State to establish a chapter within the NADDI organization.
The State Chapter was approved on June 29, 2006 and has been a dynamic chapter
since its inception. Ms. Adrienne Baker has led the helm since the Chapter was
formed. Adrienne and the Georgia Team have always kept the trainings fresh
and valuable; providing law enforcement and healthcare credits at most of their
trainings. The Georgia Chapter has provided numerous trainings and resources to its
members over the years, holding regular meetings and state trainings; and has also
orchestrated community and law enforcement special projects. Several of the most
notable projects include the disbursement of approximately 150 drug drop boxes
