Overview of the role

The Head of Operations and Business Development will be

responsible for all service delivery and community
based activity across Lancashire Women with
strategic oversight for business development and
income generation including but not limited to:

• setting the strategic direction of the service delivery
and provision across the organisation in line with the
organisation’s strategic aims and values;

• have strategic ownership of business development
and income generation strategy and implementation

• provide effective and inspirational leadership to
support teams to strive for excellence and high
quality performance

About us

Celebrating its’ thirty fifth anniversary this year, Lancashire
Women works across five sites and from our three female only
centres to provide safe, dedicated space for women across the
county.

These centres bring together a range of services under one roof,
designed to support women who at any one time may be facing a
range of issues including social isolation and exclusion,
homelessness, poverty, mental ill health, or offending behaviour.

Our services are available to all women, but in particular we
work with those who find themselves in situations which can
increase their vulnerability or place them at significant risk of
harm - and who are often facing multiple and complex needs.

Our delivery draws upon three decades of practical experience
in supporting women - and is an approach recognised nationally
for its effectiveness and impact.

DevelopThis appointment comes at a pivotal time in our organisational
Direcdevelopment where the challenges of the external operating

environment are key factors in driving how we ensure we are
able to sustain our work. This sits alongside the essential ongoing
development and innovation of our services, ensuring that we
continue to meet women’s needs.

The Role

The Head of Operations and Business Development will lead
on the strategic development and overview of all Lancashire
Women service delivery, providing inspirational and visible
leadership for operational staff and ensuring safe, high quali-
ty and efficient service delivery.

Our Operational provision is challenging and dynamic running
across four core areas of work: Mental Health and Wellbeing,
Criminal Justice and Safety (including multiple and complex
needs), Employment Support and Money Advice and Guidance.
The role will support innovation and development of Lanca-
shire Women’s Whole System Approach (WSA) linking our core
work as a dynamic and holistic methodology in providing sup-
port for women and communities.

The post holder will ensure a strategic and robust perfor-
mance management framework is in place, ensuring that ser-
vice delivery is efficient and effective, and in adherence to
financial and contractual targets and measures.

The role will drive the review and implementation of the Busi-
ness Development Strategy ensuring Lancashire Women’s
growth through dynamic innovation and transformational ser-
vice improvement, building on current activity and supporting
the organisational strategic plan.

Expectations of the post Holder

The Senior Leadership Team are a dynamic team of people working
together to realise the aims and objectives of Lancashire Women
and working collaboratively across their portfolios.
As part of SLT, the Head of Operations will be expected to lead
and shape the work across their area, to inspire staff as well as
to challenge ways of working with a focus on how best Lancashire
Women can deliver on its strategic aims and to the highest stand-
ards. This role will take an active role in driving forward cultural
and strategic change across the organisation.

The role demands flexibility, a high level of self-awareness and a
‘can-do’ attitude reflecting the demands of the operating envi-
ronment both internally and externally. The post holder must be
proactive in keeping their professional knowledge up to date and
have a commitment to personal and professional development.

This job description is a guide to the main responsibilities of the role.
The job holder is expected to work flexibly and respond positively to

changing needs of Lancashire Women.

Key Responsibilites

Operations/ Services and Contracts;
• • Lead on the development of an operations strategy for all areas of

Lancashire Women’s service delivery which supports the achievement of
aims and objectives as set out in the organisational strategic plan.

•E nsure effective and systematic monitoring and reporting of

performance and quality across all services, identifying areas for
improvement ensuring that these are addressed and all contract measures
and targets complied with.

••E nsure a focus and priority on growth & development of services acting

as an effective external lead for Lancashire Women in development of new
work and partnership working in line with strategy aims and objectives.

• •B e an inspirational leader, supporting managers to account for their

workstream plans, team performance and outcomes, creating a culture of
development and achievement in striving for the best outcomes and goals
for Lancashire Women.

• • Be responsible for Lancashire Women’s community ‘hubs’ to
deliver services, support collaborative working with

locally based groups and organisations and to enable improved

service user engagement in Lancashire Women across all areas of work.

• L ead on Lancashire Women’s safeguarding processes, supporting a number

of safeguarding leads to report and act on any safeguarding matters that
may arise and adhering to regulatory requirements and good practice.


Business Development
• L ead on the review and development of the Business Development Strategy

in line with organisational aims and objectives, supporting a wide range
of income generation activities to maximise funding potential across
commercial, corporate and community sources and including grants and
public sector tender opportunities.

•S upport Business Development to collate and review the financial analytics

and business insights to enable the SLT to assess strategic opportunities
and optimise Lancashire Women’s business model to ensure consistent and
constant horizon scanning to identify new opportunities.

Marketing and Communications

To lead on the development and delivery of a marketing and
communications plan covering activities both internally and externally
delivering measurable projects and campaigns on time, within budget and
