Academic Services to Society Proposal Form for the Fiscal Year 2020
Khon Kaen University

Program: Academic Services to Society Task/Project: Academic Services to
Community

Category of Project Proposed for Funding
1. Technology transfer from Khon Kaen University to the community
2. Community model for development
3. Academic cooperation with GMS countries, ASEAN Community, and other areas

Project Title: Arts of the Greater Mekong Subregion to Isan to Promote Understanding of ASEAN Community
Head of Project: Asst. Prof. Vijit Vintachai
Organization: Faculty of Fine and Applied Arts, Khon Kaen University, Mittraphap Road, Nai-Muang Sub-district, Muang District, Khon
Kaen Province 40002; Tel/Fax: 043-202396; Internal: 12358-60; Email: [email protected]
Project Site: Faculty of Fine and Applied Arts, Khon Kaen University

1. Rationale

The Greater Mekong Subregion (GMS) is a cooperation program of countries in the Mekong River basin. It was established
with the main purposes to promote economic relationships and encourage cooperation in the subregion of Mekong River basin. GMS
has six member countries, namely Cambodia, Laos, Myanmar, Thailand, Vietnam, and China. The GMS program has also established
the GMS Economic Corridors with the objectives to promote industry, agriculture, trade, investment and services, encourage
employment, improve quality of life, support technology and knowledge transfer among member countries, and enhance effective use of
natural resources. The program also helps improve trade capabilities and opportunities in the global market through three strategies:
connectivity, competitiveness, and community. Apart from China, the other five member countries of the GMS are also members of
ASEAN so knowing the GMS member countries means knowing half of the members of ASEAN Community. Therefore, it is good for us
to be familiar with and understand of the social and cultural aspects of ASEAN Community by using art as a tool.

The Association of South East Asian Nations or ASEAN is a regional intergovernmental organization in Southeast Asia,
comprising three pillars: ASEAN Political-Security Community (APSC), ASEAN Economic Community (AEC), and ASEAN Socio-Cultural
Community (ASCC). ASEAN has 10 member states, including Cambodia, Thailand, Brunei, Myanmar, the Philippines, Malaysia, Laos,
Vietnam, Singapore, and Indonesia. The primary goal of the ASCC is to contribute to realizing an ASEAN Community that is people-
centered and socially responsible with a view to achieving enduring solidarity and unity among the nations and peoples of ASEAN by
forging a common identity and building a caring and sharing society which is inclusive and harmonious where the well-being of the
peoples is enhanced and sustainable use of natural resources is encouraged. As a result, people of the ASEAN member states now
share much more economic, political, security, social, and cultural activities than in the past. Thus, the people of Isan or the Northeast of
Thailand have to adjust their role to fit the upcoming situation by encouraging youths and people in Isan to have the desired
characteristics of ASEAN citizens. Contemporary art workshop and exhibition can be adopted to get the youths and people of Isan ready
to become ASEAN citizens. A workshop is one way to disseminate and increase knowledge and understanding of contemporary art.
Young people are considered at the heart of country development. The contemporary art workshop will give the juveniles and people of
Isan an opportunity to learn how artists in northeastern Thailand and ASEAN create their contemporary artworks. Moreover, they will
appreciate the contemporary artworks and background of each work created. The youths and people in Isan who participate in the
activity will have more knowledge and understanding of their own culture and that of the others and be able to figure out the similarities
and differences of their culture compared to that of the others. Being a member of the ASEAN Community is something the people in all
regions of Thailand need to realize the importance so that Thailand can be a capable member of ASEAN. Building relationship between
artists in northeastern region of Thailand and those from the other ASEAN member states will strengthen Isan in terms of arts and
culture. This activity will also be an opportunity for ASEAN member states to learn from and share with each other as well as to promote
the development of artwork creation and arts and cultural activities to achieve the standard set by other countries. Moreover, an
international cooperation network will be established and become a gateway leading to participation in arts and culture with the world
community.

Thus, the person in charge of the Project realizes the importance of the implementation of “Arts of the Greater Mekong
Subregion to Isan to Promote Understanding of ASEAN Community”, which is aimed at providing artists of Isan and GMS countries a
space to create and exhibit their contemporary artworks at the regional and international levels. This will also give the artists of Isan and
GMS countries an opportunity to exchange their contemporary art experiences and skills and learn from each other, which will

eventually lead to the development of a strengthened arts network to further enhance the abilities of the artists of Isan and GMS
countries who have learned from and shared with each other the creative process and knowledge. Such artists can also transfer their
body of knowledge to students and youths participating in the project, enabling them to use arts as a tool to better understand socio-
cultural context of the ASEAN Community. At the contemporary art workshop of artists from Isan and GMS countries, contemporary art
will be used as the medium to promote civic participation and transfer knowledge to young people and the general public. Students and
juveniles in the area will have an opportunity to attend and learn from the contemporary art workshop sessions and use arts as a tool to
understand the diversity of culture, leading to harmony and unity among the population of ASEAN Community in response to the coming
together as one ASEAN Community. This is in line with the 12th National Economic and Social Development Plan (2017-2011) and the
20-Year National Strategy, including the Strategy for International Cooperation for Development and International Cooperation
Enhancement to Ensure Full Development Benefits. Therefore, it is deemed appropriate to apply for support from the Contemporary Art
Promotion Fund, Office of Contemporary Art and Culture, Ministry of Culture, for the implementation of the ASEAN Arts to Isan Project to
effectively achieve the abovementioned objectives, which will contribute to the development of arts in Isan region to gain recognition
both at the national and ASEAN levels.

Artist Name: Mr. Jin Yongxiang
Title: " Impression Puzhehei "
Techniques: Black and white woodcut
Size: 35 x 35 x 9 cm.
Concept: As far as painting creation is concerned, I firmly believe: "Anything that is internally necessary and originates from the soul is
beautiful." If there is an inner truth, then it will generally be wrapped in an external phenomenon of an object. What I have to do is to let it
speak from the inside from the painting expression. It is not only aesthetic, but should also be relevant to this era. The spirit of fit. If this is
not the case, or floating on the surface of hypocrisy and still unaware or complacent about it, then I would rather give up this "posture"
than do this kind of art...
" Impression Puzhehei " is a manifestation of my artistic concept. The work strives to be simple and simple, and to depict the loneliness
that seems like nothing through the simple dots, lines and surfaces in the black and white pictures. Throughout the engraving process, I
have always used a round knife. There is no sharpness of a triangular knife or the dryness of a flat knife. The use of a round knife makes
the whole picture round and delicate, just like a short and precise song. Cui's rhythmic poems are rigorous and unified, with dense
emotions, and their expressions are casual and free. I think: painting and life should be the same. The creative process of " Impression
Puzhehei " is a process of self-searching. When I met Puzhehei, the emotion in my heart penetrated into the "mountain" of Puzhehei. In
the "water" and "boat", and when the nature in the painting has human nature, or when people are integrated into nature, the landscape
has aura, and the human mind and feelings are also sublimated.
