Acknowledgement
First of all, it is indeed a great pleasure to be together with all of you, upholding the objectives of the
GDS itself. I would like to extend my heartiest congratulations to the entire team who had made this
event a huge success. It is certainly a job well done and deserving of a big round of applause. I hope
this event has truly benefited us in many ways. During this summit, many key issues were deliberated
critically, and numerous constructive suggestions were also put forward to continue the Islamization
effort in IIUM. I am happy and proud at the same time to see IIUM Students, to represent the Muslim
youth today, to show to the world that we are eager of this effort.
Grand Da’wah Summit stands on some important foundations which are unity, a symbol of Islam’s
Embassy and making Al-Quran and Sunnah as the main references in ensuring the continuity in
da’wah. And I believe the discussion is not only related to our university but also related to the
community outside. The idea of the resemblance of KBS and DBS has been discussed in every tenure
ship of the student representative, and we can reach it in a very near time.
In GDS, we have a huge number, so our problems don’t rely on that part. It is best to have each of us
the spirit in becoming the torchbearers of Islam. الوحدة بالدعوةis what we are holding in striving
towards this movement. I believe, unity is not something that we can wait for. Unity is something
that we should keep working for. IIUM Da’wah Council, an Ambassador of Islam. We move forward
together to remain as legacy and to become role models to other Muslims out there. Let us be as
inviting as we can. We have various kind people here in IIUM. Let’s make everyone feel this initiative
is not only for dakwah based societies, instead it's for all. In da’wah, we can be as intellectual as we
want to be as long as it is in line with Al-Quran and Sunnah, and we can be as modern and innovative
as we want to be because Islam does not prevent us from developing ourselves and our strategies.
I hope that in this moment we still have the wisdom in preaching others to Islam even though during
this online teaching, learning and working, we may lose our spirit in doing it, but please keep holding
into it. Thus, we need to recreate the spirit in resolving issues. Last but not least. Involving in da’wah,
we need huge strength and patience. Allah encourages us to keep reminding others about the truth
and to be patient. May all of our efforts be beneficial to us, the students, and the community outside.

Dear brothers and sisters,
On behalf of Centre for Islamization (CenTrIs) IIUM, I really appreciate the Da'wah Based Societies
(DBS) can meet and discuss the ummah’s issues together in one platform to create unionism between
Islamization efforts in IIUM and come up with proposed solutions on aqidah, ibadah, akhlaq and
current issues among Muslim community.
We are, with God’s guidance, qualified to deal with the issues and challenges of today's ummah.
Indeed, by establishing this Council serves a great effort to settle the issues that are happening within
our community. This effort can be related back to the prime reason why all of us, especially students
in this university, mainly to transform ourselves, having that mind shift to serve a greater purpose in
this life for the sake of Allah. Moderation is key in doing our responsibilities and not to fall for any
forms of extremism. I do hope this Council able to fight for the course of Islam and be high spirited in
facing challenges nowadays. In managing the Council, it is important to address and embrace the
differences in unity.
Dear brothers and sisters,
I am confident that you are aware of the challenges facing Muslims today, and of the malicious attack
on Islam through slander and misinterpretation due to some Muslims’ lack of understanding of the
essence of their religion and the ignorance of many non - Muslims of the nature and noble values of
our religion. From this arises, it emphasises the importance of our role and the responsibility is on
our shoulder in unifying the Islamic Ummah, with all its schools of jurisprudence and presenting the
truth about our faith and its great message. We should be strong to do da’wah and never give up for
the sake of ummah.
May God, the Almighty and Sublime, grant all of us success in serving our religion and our Ummah
and unifying the Islamic nation. Peace, God’s mercy and blessings be upon you.

Foreword
Thank you to CENTRIS for the willingness to become part of the Advisor for this effort. Thank you also
to IIUM Student Union for giving the platform to the Office of Islamization and Student Development
to legalize IIUM Da’wah Council. Not to forget, thank you to IIUM Da’wah Council Members for our
Ummatic collaboration with the theme of Al-Wahdah Bi Da’wah (Unity through Da’wah). Last but not
least, thank you to the Grand Da’wah Summit Committee for making this council and event a success.
Grand Da’wah Summit is an annual programme where Grand Da’wah Summit 21/22 is the pioneer
for the next Grand Da’wah Summit that will be held annually for the next coming years. Grand Da’wah
Summit is a platform or event where the IIUM Da’wah Council members gather to discuss any
resolution regarding any issue. The objective of The Grand Da’wah Council is to have a comprehensive
and collective discussion among IIUM Da’wah Council.
IIUM Da’wah Council is the effort by the Council at the same time is aligned with IIUM mission as well
which is Islamisation, therefore collectively assisting to achieve the great mission. This Council consist
of all student societies who are related to Islamisation and Da'wah effort, such as Da'wah Based
Societies (DBS), Da'wah Excos from Kulliyyah Based Societies (KBS) and representatives from Kuantan
and Pagoh campuses respectively.
We are grateful that IIUM Da’wah Council is established and Grand Da’wah Summit will continue to
create the circle of Bi’ah Solehah in IIUM Community and we hope that all the resolutions that are
presented will continue.

TITLE: ISLAMIC LAW AND ITS CONTROVERSY
PREPARED BY: WAMY CLUB IIUM
Introduction
When most non–Muslims hear the word ‘shari’a’, they think immediately of bloodthirsty blokes with
long beards calling for hands to be chopped off. That’s not surprising, since whenever the topic comes
up in the media it is invariably discussed as something barbaric, alien and a threat to us all (Simon,
2021).
But what does sharia mean? ‘Shari’a’ can be understood as God’s will for humankind. ‘Fiqh’ is the
body of law produced by scholars trying to understand that will. As fiqh is the result of human
interpretation, it is recognized as being fallible.
There are two basic sources of Sharia law, which are the Qur’an and the Sunnah (the sayings and
deeds of the Prophet Muhammad). There’s a range of other principles which Muslim scholars use to
work out how God wants Muslims to live.
Issues
The issue is people often look at the Punishment according to Sharia law as severe and inhuman.
Indeed, Islamic law demands very severe punishments for certain crimes (the ‘hudud’). But the stated
punishments were coupled with very high standards of proof so were rarely carried out; they were
primarily to act as a deterrent. In fact, until today none of the hudud cases found in Aceh, as one of
the provinces practices Sharia laws.
The other issue is that, as a matter of fact, many of young Muslim generations nowadays disregard
with the idea of Islamic laws. The media has successfully influenced them. The young Muslim
generations need to be given deeper education in Islamic teachings, be it in school or even at home.

Pandemic is another challenge for building generations with Islamic guidelines. In fact, students
spend their time mostly on digital devices due to low social activities during the pandemic. Therefore,
da’wah is extremely important to be done in social media or even in real life activities. It is believed
that the controversy of Islamic law arises due to the low education and experience of Islamic
teachings. It is indeed the most justice and fair.
Resolutions
There are few solutions that can be done by the IIUM community to shape positive perspectives
towards Sharia laws, especially to those who have zero background on Islamic teachings. In terms of
the contents, the head bureau of Da'wah can approach the lecturers who are capable in doing so.
Here are few simple steps can be done by IIUM community to change public perspectives towards
Sharia law:
1. It can be started from every organization in IIUM to create a poster on Sharia law. This poster
should be spread once a week through social media platforms.
2. The poster should be reposted by each member of that community, either through story or a
post in feed.
3. The members of that community should encourage the students of IIUM to repost that poster
again on their individual social media platforms.
Conclusion
Let us start to shape the positivity of Islamic laws without any biases. In the hope that one day, Islamic
law will be accepted as the basic rules and regulations of every country in this world.

TITLE: REBUILDING BI’AH SOLEHAH IN IIUM
PREPARED BY: MA’RUF CLUB IIUM & IMARATUL MASJID IIUM
Abstract
Bi’ah solehah can be defined as a surrounding in which people uphold the Islamic way of life. Good
surroundings play an important role in influencing the students' attitude. One of the importances of
preserving bi’ah solehah in IIUM is to prevent our students from normalizing the wrongdoings
(maksiat), even at the smallest things. Besides, it is particularly significant to re-establish and maintain
bi’ah solehah in IIUM since our university is known for its 'Islamic' title. Recently, the presence of
bi’ah solehah slowly faded from our university as we witnessed the negligence of prayers, ikhtilat and
awrah and also the issues of smoking and vaping activities involving IIUM students. If we were to
disregard bi’ah solehah in IIUM, it may lead to the normalization of maksiat in our surroundings,
which will certainly affect our social life/society. Hence, this proposal is aimed to clearly explain the
situations that happened in IIUM and to offer some possible solutions to be executed in the near
future towards the betterment of the campus.

Issues:
1. Issue regarding ikhtilat
One may see this problem has been normalised in IIUM culture. In fact, some of the efforts
could be done in organised and continuous ways. Here are some of the issues regarding
ikhtilat at café. Male and female couples eat together at the same table during a meal without
hesitation. They ignore the halal gap when sitting with different genders and act like nothing's
wrong. Besides, due to uncontrolled conversation, they tend to make excessive jokes and
noise, which will annoy the other students who sit nearby.

When playing sports in the evening, it happens frequently that some couples are
sitting or jogging together, especially at the Tasik Maryam and Sports Complex. The Female
Sport Complex (FSC) has lost its function to serve as the sport complex for sisters as right now
brothers can play sports there too. It frequently happens at the sister courts. They play sports
there especially in the evening and sometimes cause noise too. To some extent, it is reported
that when the brothers and sisters play together, they do not observe the ikhtilat well by
sitting closely during rest time and only watch the manners when the authorities patrol the
place, sometimes. It causes the sisters to feel uncomfortable to do activities there freely and
some of them are not able to use the court as it is conquered by others. Some may argue that
only the Mustangs players practice there, but how far is this statement true? Is there no other
best alternative? Some of the reports in IIUM Online Facebook group said that even though
the facilities are well-equipped at MSC such as jogging track - and it is even bigger at MSC-,
some brothers still use the jogging track at FSC.
We can also see at university compound brothers and sisters walk together at night,
at secluded places, and even isolate themselves in the car. These are some of the situations
that have been described in a survey recently, in 2020, regarding "social problem and free
mixing among IIUM students", and some of us may encounter these situations too, or we
glance at it and act like it is normal. Some students, when they are socialising with their friends
during the night with different genders, they play the car radio loudly. There was a situation
where a sister was trying to put her scarf on after getting out of a car, even though there are
a few brothers in the car. These worrying situations can cause other undesired problems
between the different genders. The couple study and meet together in the library room. It
becomes a problem when there are only two students in that room and they legalize their
intention to meet among them meanwhile most of the time spent is not for study purposes.
2. Issue regarding awrah
There are male students that wear shorts above their knees at café. Awrah is often associated
with female students, but male students should not take this issue lightly. From our

observation, a male student was seen wearing shorts above his knees at the HS cafe. Male
students should realize that the awrah of a man refers to the part of the body from the navel
to the knees. Thus, wearing shorts above their knees is certainly not allowed. There are also
female students that do not cover their awrah properly when they go to the cafe such as
exposing their feet and ankles. Commonly, the importance of wearing socks as part of
covering awrah is overlooked by female students. At the mahallah cafe, this issue often occurs
as they tend to assume that there will be fewer males at the female mahallah. The current
situation in female mahallah seems to differ since there will be more male students coming
in, and the cafe workers also consist of males at the mahallah cafe.
At university compounds or during playing sports, sometimes both male and female
students wear tight-fitting clothes during sports and exercises. As mentioned in the issue on
ikhtilat, now the sports facilities in IIUM can barely be considered divided anymore between
male and female students and are normally shared by both genders. So, as much as the ikhtilat
between the opposite genders should be observed, the awrah of respective gender should
not be neglected either. There are students that wear something against the shariah
compliance. They usually follow the trends and sometimes disregard the rules of modesty and
dress codes in Islam. For example, male students wear tight-fitting jeans and female students
do not wear hijab properly which may expose part of their awrah and skin.
3. Issue regarding smoking and vaping
We can see in mahallah, there are students that smoke and vape until distracting their
roommates. Based on observation, most of the brothers in IIUM are vaping rather than
smoking in the room. As a result, the other roommates feel disturbed from the smoke coming
out from the vapes. Sometimes the brothers want to study in peace but have been disturbing
by the vaping habit. In Islam, it is not good to disturb other people in their private space and
it will be worst if the person very hates about it.
Secondly, wasting time. Unfortunately, smoking and vaping are not the best activities
to do in our free time. Sometimes people are stressed and want to have a rest from the heavy
workload and assignments. And they fill the time with vaping or smoking. It is a wasteful
activity. There are a lot of activities that can be done during free time and reduce stress
instead of those activities such as cycling, joging, hiking and reading the Quran.

When someone smokes, they will produce some residue in dust. And they will make
the place around it become dirty. As we know cleanliness is part of Imaan so we need to take
care of it even for tiny dirt like dust. As an Islamic University and of course as Muslim, this
must be prioritized cleanliness in fact smoking is dedicated as prohibited (Haram) in Islam.
Smoking or vaping are not good for our health. They do sports and exercise every day
to take care of their health but damage themselves by this activity. In cigarettes there are a
lot of dangerous things such as nicotine, ammonia, carbon monoxide and other more. Vape
or electronic cigarettes also have a lot of chemicals such as nicotine and glycerin. Clearly all
these ingredients are harmful to our body and of course affect our health.
Issue regarding congregational prayer
In discussions on the issue of congregational prayers, the issues touched only on
congregational prayers at mahallah musholla, because the mosque management has
provided all facilities and safety to the congregation to come for congregational prayers.
However, if there are still not many people who come to the mosque it is related to the
individual's personality. The issue that arises is why there are still many students who do not
come down to perform congregational prayers even though the musholla is located for the
residences in all mahallah.
It is because of the poor facilities of the musholla. As we can see, mahallah’s musholla does
not have comfortable carpets for the congregation to raise prayers. At the same time, we do
not have a good system for student consumption during prayers and unserviceable air
conditioning and uncomfortable and smelly conditions due to severe carpeting.
Resolutions
1. Awareness campaign
1.1. Brochure, posters, banners
We will print out banners and buntings to be hung throughout mahallah, kuliyyah and
even the areas where students gather or in crowded areas. In addition, brochures in

the form of infographics will be distributed to pilgrims and students who always come
to the mosque frequently and will be distributed in class and surau to students. In
order to make a success of the efforts, it requires the cooperation of IIUMSU, MRCC,
DBS to find funds as well as budget for the process of printing banners, posters,
bunting and brochures.
1.2. Talk, forum, or Book discussion class
Organize talks, or book sharing classes such as Kitab قيمة الزمن عند العلماء. Program talks
related to human morals or about the lives of Muslims following Islamic teachings.
1.3. Competition
Organize competitions that can deliver information indirectly to students such as
explorace games, public speaking, writing, quiz and others.
1.4 Laws and policies
Stricter law enforcement in terms of wearing students in the area and will be
compensatory if they do not follow the established etiquette of wear, the same also
imposes compounds for couples who are both illegal on campus at an unauthorized
time. Moreover, the informant who makes reports about the students who do not
follow the rules with video or photo evidence will be rewarded with starpoint or the
reward will be discussed in the future.
2. Taskforce
2.1. Model and Collaboration
In order to initiate this taskforce, we should look at an example of quite the same method
implemented before. Before this, SRC IIUM has conducted HEROES x OSEM that will patrol
regularly around IIUM. It is better to collaborate with authorities like OSEM to ensure the

effectiveness of this initiative. Da’wah Secretariat, Ma’ruf Club also has started the same
initiative with Ma’ruf Agent but has not successfully executed due to pandemic Covid-19.
2.2. Person in Charge
We suggest that members of ISD, IDC and DBS be part of this taskforce, in order to have a
variety of minds and forces in ensuring this initiative will be implemented smoothly.
2.3. Mechanism
Once every two weeks like Friday morning or evening. A week rotates according to gender,
starting with usrah, description and distribution of brochures. The example of a place such
as the sport complexes and cafes by moving in groups, according to scheduled tasks based
on the number of agents. PIC who handles can also take turns with clubs who want to join,
arrange a schedule for every week, and also discuss collaboration with OSEM. As an example:
2.3.1. First week at the side river on Friday, 9.30 am. The participants are mix-gender based,
starting with reading Surah al-Kahfi. The, continue with the sharing of topics related to
brochures. After that, proceed with brochure distribution; 3 brochures per person will
be distributed and shared its content to other people in IIUM.
2.3.2. Second week at brothers and sisters mahallah cafes in turn on Saturday, 5.00 pm. The
participants will be separated by gender and at different venues respectively. Starting
with aerobics and sports. Then, continue with sharing related topics of the brochure.
After that, proceed with brochure distribution; 3 brochures per person that will be
distributed and shared its content to other people in IIUM.
2.4. Promotion
The original name for this taskforce is Ma’ruf Agents. To promote the taskforce, we suggest
changing the name through IDC discussion in the future. With the new name, we can rebrand
the taskforce with new mechanisms and objectives.
2.5. Target

The ultimate target is, of course, IIUM students because we want to create the real Bi’ah
Solehah in the university, as per our capacity as the student also.
2.6. Characteristic of agent
Firstly, the main focus is on ISD, IDC and DBS members. Secondly, wear a complete shariah
attire. Thirdly, the agent should be voluntary to be part of the taskforce. Each council
member needs to set the number of representatives, e.g.: PIC is 1 person and agents are 3
to 5 people.
2.7. Jurisdictions
The area that will be targeted are public places only. E.g.: cafe, sports complex, river side.
The movements also will be separated by gender; brothers and sisters.
2.8. Content of brochure
The brochure must contain an introduction on several issues, the law related. Then continue
with the comparison between good and bad behaviour as a muslim. In addition to making
the brochure more attractive, it is recommended to cheer with comics or art about ikhtilat,
aurat, cigarettes and vape.
3. Musholla facility improvement
Raise funds to repair the musholla facility in every mahallah by collaborating IIUMSU with MRCC
such as new carpets, new microphone, speaker systems, service of old air conditioners and so on.
Providing a comfortable place to worship will make us comfortable, solemn and attract more
people to perform congregational prayers in more congregations.
Conclusion
These proposals are some of things that have already existed and are partially implemented but
require the emphasis and cooperation of various parties to achieve a good effect. We sincerely hope
that with the existence of this missionary council we can bring a change in the IIUM community
towards a better direction in implementing this effort. The implementation with a large program will
not necessarily have a better significant impact if it is just a waste of time and energy in making a

success of the program to make a reform or a good, but we can make changes only with small effort,
but it continues and will have a better impact in the future. We also very much expect that all the
proposed matters will be implemented little by little and we do not want all these efforts to be
completed without any implementation.

TITLE: DEVIANT TEACHING OF PERJALANAN MIMPI YANG TERAKHIR (PMYT) IN MALAYSIA
PREPARED BY: SECRETARIAT OF RAKAN SISWA YADIM IIUM
Abstract
This paper mainly focuses on discussing the deviant teaching that has been spreaded in
Malaysia couples of months ago. There were many deviant teachings that have been
detected, such as Tuhan Harun, Ibu Yati, Ayah Pin and more, but this paper will elaborate
and focus more on the Perjalanan Mimpi Yang Terakhir (PMYT) teaching, founded by
Masitah AB Jalar. The topics that will be discussed are the overview of the issue, factors
that lead to the teaching and what are those effects on muslim’s community and country.
At the end, the paper talks about some resolutions that could be taken by individuals,
islamic organizations and government to eradicate the spreading of the teaching
especially the resolutions that can be taken into action by the islamic organisation in
IIUM. The teaching is very alarming and dangerous as it has attracted many people from
mere citizens to high status people to join and become their followers using a very smart
and detailed approach. Deviant teachings will rise again in the future with different
approaches, that is why Malaysians should be ready and prepared for it. This paper will
help in giving a more accurate perspective and insights about the issue among
Malaysians.

1.0 Introduction
In the name of Allah, The Most Gracious and The Most Merciful, thanks to him for blessing us
with Iman and Islam until today. Peace be upon our beloved prophet Nabi Muhammad SAW and his
companions. May Allah grant them all special seats in Jannatul Firdaus.

Religious knowledge and understanding are really related to our creed as a muslim and it is
not given to those who reject Islam and those who are against Islam. In order to appreciate this huge
gift from Allah, we need to free it from any kind of doubtful thoughts and activities that could lead to
a deviant path.
Thus, we Secretariat of Rakan Siswa YADIM IIUM are required to write this paperwork in order
to do some research on this hot issue in Malaysia and to present it in the summit. We want to give
awareness about this alarming issue that may lead to the split in the current ummah. We truly hope
that IIUM students are not involved in this teaching and become among the followers but if it does
happen, this is our job to bring them back to the right path by giving efforts together in resolving it.
We chose this topic based on several reasons. One of them is to spread awareness in the IIUM
community about this hidden agenda, including factors and its effect on the community, in which
whispering false deviant teaching in our community. This teaching is believed to have existed since a
long time ago before it went viral in September. Next, to expose some important intels from their
Telegram Channel platform since the early spreading stage of it, so we were aware of this teaching
earlier and had fetched important information as the primary source of the teaching. Thirdly, to
provide some effective and practical resolutions to the islamic organisation in IIUM in taking actions
to stop the teaching. We need to start promoting this issue as it may rise again in the future.
2.0 Issue
2.1 Overview
This teaching was founded by Puan Masitah AB Jalar, 39 years old Kelantanese who lives in
Shah Alam. She had been teaching the public about her ‘dream’ for years actually, but recently it
went viral. She highlighted herself by claiming that she had been accompanied by the angels in the
dream and they call her as Sittah Annur (light).
She mentioned that the Third World War will be launched at Sabah. She also aimed to bring
all of her followers to meet Imam Mahdi one day, to fight the enemy, and focused on preparing to
start moving to him, to become his soldiers representing the East. She encouraged the followers to
buy many things before the migration from Malaysia and prepare to go into the jungle and set up
camping. The woman also claimed that she had the ability to predict what would happen in the
future.

After going viral in previous months, she caught the religious organization’s attention and
they started to investigate deeper. The government recently agreed to gazette the movement as
deviant teaching as it contained elements touching on Islamic beliefs and teachings.
On September 18, Deputy Minister in the Prime Minister's Department (Religious Affairs)
Datuk Ahmad Marzuk Shaary said the decision is out and follow-up action will be taken by the
authorities against the woman as well as over 1,000 of her followers. Currently, there are still 13,468
members in her telegram channel, but the channel is totally not up to date from this early September,
which was before she got arrested and repented in front of the public.
2.2 Factors that lead to issue
Based on the introduction described, it can be concluded that the issue discussed is "'heresy"
brought by a Muslim woman, namely Puan Masitah. Therefore, some of the factors that lead to the
occurrence of the issue will be discussed. These factors consist of aspects of individuals, society and
government.
The main factor that leads to the passing of this issue comes from the individual himself when
they lack knowledge and religious beliefs that are not strong in themselves. As Muslims, we have a
religious belief and must believe that Allah has One God while Prophet Muhammad SAW is his last
messenger. No messenger was sent down after the death of the prophet as mentioned in Surah AL-
Baqarah, verse 163: “And your god is one God. There is no deity [worthy of worship] except Him, the
Entirely Merciful, the Especially Merciful”. Therefore, for individuals who lack knowledge, especially
in matters of religion, it will be easy to believe and be influenced by heretical teachings spread by
irresponsible individuals. As stated by Puan Masitah, she intends to meet the Mahdi and believes she
has the advantage of being able to predict what will happen in the future where it contradicts the
teachings of Islam, Allah states in the Qur'an that only Allah knows what happened and what will
happen. If there are people who admit that they are able to know what will happen, it is a heresy and
contrary to religious teachings. Therefore, knowledge is important for individuals especially related
to religion to avoid being deviated.
In addition, society is also a factor that leads to the spread of heresy. Lack of awareness in
society will result in heresy being easily spread. This is because, the attitude of some people who do
not take note of current issues will make the issue of spreading heresy as something normal without
thinking about the effects and consequences later. In addition, the lack of knowledge in society is

also a factor that leads to the occurrence of the issue of the spread of heresy. They will be easily
influenced by the words and stories told by the preachers and easy to believe when each story is
associated with the verses of the Qur'an and the story of the prophet. With that, they will continue
to believe it without thinking long and without knowing its authenticity. Therefore, awareness and
knowledge are very important to form a society, especially to curb the spread of heretical teachings
that cause the faith to deviate from the teachings of Islam.
The last factor is from the aspect of the government. The government of a country is the most
important organization in the administration. All laws and activities in the country are controlled by
the government. Regarding this issue, the weakness of the legal system related to the spread of
heresy has caused this issue to occur widely in the country. The absence of strong laws on this issue
has resulted in half of the individuals taking the opportunity to actively spread their teachings without
fear of punishment. Therefore, the government needs to form a special legal constitution related to
the spread of heresy in Malaysia as a measure to stop the spread of such teachings. It is very
important to ensure that every Muslim in this country is guided by the straight teachings that are
based on the Quran and Sunnah as Allah SWT said in Surah al-Jaatsiyah, verse 20: “This [Qur'an] is
enlightenment for mankind and guidance and mercy for a people who are certain [in faith]”.
3.0 Resolution
3.1 Individual
After we discuss the issue and its effects to the community, we will present resolutions in
individual, islamic organisation and government aspects. As a muslim, we must aware of our
surroundings especially in this deviant teaching issue. If it has been taken for granted, it can give huge
impacts to ourselves. Each of the muslim need to know the importance of seeking true knowledge
with the right help from the right person or teacher who also experience and confirm the knowledge.
Moreover, Muslim must live in unity as it can save our whole life. It is compulsory to hold on to the
islamic teaching with Al-Quran and Sunnah in hands. If these three steps are done properly, the
spreading of deviant teaching can be stopped.
As mentioned before in the first resolution, seeking true knowledge is a must. Among its
importance are it can uplift individual level of a muslim until higher in the eye of Allah and community.
Allah said in Surah Mujadilah, verse 11 : “Allah will raise those who have believed among you and
those who were given knowledge, by degrees”. Based on the word of Allah in Surah al-Zumar, verse

9 : "Are those who know equal to those who do not know?". It means, knowledge can make muslim
being in the higher position. With knowledge, it can lead to the happiness in the world and hereafter,
give strength during difficulties and facing enemies and can do the obligations perfectly, whether it
is a general or specific obligations. After we understand of course we will be able to distinguish what
is right and what is wrong. And, if there is any doubt or suspicion, immediately ask a more expert
such as Mufti and islamic scholars.
The next solution is that Muslim individuals should always be united and live in congregation.
This is very much demanded in Islam and Allah SWT has mentioned it in the Al-Quran, surah Ali Imran
verse 103 : “And hold firmly to the rope of Allah all together and do not become divided. And
remember the favor of Allah upon you - when you were enemies and He brought your hearts together
and you became, by His favor, brothers. And you were on the edge of a pit of the Fire, and He saved
you from it. Thus does Allah make clear to you His verses that you may be guided. “By living in
congregation, it will make one's life easier because there will always be people who are always ready
to help and give encouragement when in trouble or sorrow. In addition, Islam also requires its people
to attach importance to the servant's relationship with his God (Hablun mina Allah) and the
relationship with fellow human beings (Hablun min an nas). And, if Muslim individuals are united with
one another in combating these deviances, then the chances for it to flourish around the Muslim
community are slim. With this, it makes us realize how important the concept of “Jamaah'' is in daily
life.
Finally, it is obligatory on the Muslim individual to adhere to the Qur'an and the Sunnah as a
way of life. Based on a hadith which narrated from Malik, he reported: The Messenger of Allah, peace
and blessings be upon him, said, “I have left you with two matters which will never lead you astray,
as long as you hold to them: the Book of Allah and the Sunnah of his Prophet.” In fact, Al-Quran and
As-Sunnah are a guarantee of salvation from any deviation and misguidance of Islamic teachings. In
addition, ijma and qiyas can also be used as a reference after al-Quran and as-Sunnah. However, it
should be noted that it cannot be referred to by non-members. This means, the knowledgeable and
recognised ones need to explain these 4 main references in dealing with various of situation in the
eye of Islam correctly.
To conclude, these three individual solutions such as seeking right knowledge, live
congregationally and adhere to Quran and Sunnah are important to be practised among muslim
individuals as it can help the country in eliminating the deviant teaching in Malaysia.

3.2 Islamic organisation
Islamic organisations, especially in IIUM, play very important roles in spreading message
about islam and become the benchmark to others in bringing Islam to the community through out
their efforts. We have power and funds from the authorities to handle and manage various types of
programs in order to achieve each of our own missions. Other regular students or groups might not
have these advantages and perks. Hence, We should take part in solving this alarming issue that might
influence some of the IIUM students which can affect their other friends too in following the deviant
teaching from outside.
This issue is very related to our religion, which is in Aqeedah/Tawheed. Aqidah is the main
core of Islam that can direct someone to which God to be submitted and surrender. These are several
suggested resolutions for the islamic organisation to put into action.
The first resolution is to conduct a forum related to the correct and noble islamic Tawheed.
This forum aims to give a full understanding about the Tawheed of Islam and its 73 fractions. This
teaching “decorates” their belief with various famous du’a and asking their followers to submit to
God too like we are doing now, so the people will confuse whether it is a true teaching or not. We
need to set a strong true belief in IIUM students to avoid them to trust any external false elements
in believing in God. Approach the panellists from some related fields such as from the university
Usuluddin Department lecturer, Ministry of Religious Affairs and counsellor. The lecturer can give
his/her opinion on how the movement would be around IIUM and expose what research that has
been done related to this issue. Meanwhile the ministry officer can share on how the government
coped with these movements and how the government did it to other deviant teachings previously
such as Ibu Yati, Tuhan Harun and Ayah Pin. We can have some valuable insight from the minister
and might find some previous resolutions that can be repeated. The counsellor may share about what
to do if the students manage to detect the teaching’s followers among their friends and contacts.
They need to know this before they get influenced by those followers and they must deal with them
properly. The knowledge about how to avoid being socialised and pressured by them is also a must.
The moderator has to be the one who knows more about this issue so that he/she can direct this
forum to its main objective and not to put this discussion into the wrong topic.
Secondly, the islamic organisation can conduct a mass survey or questionnaire distribution to
the IIUM community in understanding how far the students are aware and concern about the concept

of dream in Islam. This teaching is involved in the false dream concept brought by the founder as
mentioned before. We need to know how they respond to this issue while studying in university and
what are their precautions in encountering this teaching and saving themselves from getting
involved. Give them the opportunity to express their thoughts and perspectives about this too. If the
follower among them answers the survey, we hope that we can track him/her and take action to
avoid them from spreading it into the IIUM community. The questions can be spread to the islamic
studies students and other kulliyyah too, as the teaching does not look into their background. We can
choose whether we want to collect their name and the other details or just the response of the other
questions. There might be a chance where they want to be anonymous and not let us know their
identity as they are afraid of getting caught. If there are not much students know the right way to
understand about the dream concept in Islam, they are more likely to be influenced and become her
follower. The responses of the survey can be converted into a more systematic and attractive way
and presented to the other islamic organisations including IIUM offices that cater islamic movements
in IIUM. It also can be spread among the IIUM community to create more advocacy about this hidden
yet dangerous issue. This can lead to further discussion among those two sides. For your information,
the founder always repeated this one Hadis talking about dream, in which it mentioned that, dream
is a part of the prophecy. Therefore, she keeps using this to misdirect her followers to think that
Muslim can make dream as a reference. But in fact, bad dreams should not be told and spread to
other people, but to keep it by ourselves only.
Thirdly, provide an online Aqidah careline/counter to the students. This initiative is just like
the mental health careline managed by other organisations nowadays. The objective is to help those
students who have problems or misunderstanding in Aqidah or those who want someone to be talked
with when hesitations about religion are dominating their hearts. They can use this platform to
maintain their belief in a straight way. This careline is a faster and more efficient way to help them in
avoiding some false thoughts and beliefs which can make them doubtful about their religion. There
may be students who are influenced by the outside world, get some tricky questions and start
thinking about it alone, and do not have the right person to ask and get the answer. Choose the right
and knowledgeable person to be available on the careline such as usuluddin students, lecturers or
other external preachers. To make the careline available longer, we can make a schedule on who is
going to be on the line to answer calls from students. They can set their own time and shift according
to their time spent for this resolution.

Moreover, the islamic organisation can take action in avoiding the spreading of this deviant
teaching by bringing and reporting those who are suspected to be the followers to the upper
authorities. Nowadays, false news, including this issue, can spread freely in social media and reach
more audiences from time to time. Neither system nor robot is able to detect postings that are
related to deviant teaching, other than knowledgeable people who are aware of it. The resolution is,
we must amend a new rule to prevent this teaching using the power. For example, to those students
who commit the spreading of the teaching, his/her academic period will be extended to a certain
period of time. Not only those who start spreading, but also those who spread it after a person, must
be caught and investigated for further details. A session of counselling can be conducted to the
spreader later on. This is important to bring them back to the right path and to know the reason why
they get influenced by the teaching. They may not be guilty as the teaching also succeed in influencing
not only mere students, but the pious ones who had a strong belief in Islam. Islamic organisations
can make a good deal with JAWI or JAKIM to help in this resolution together. They can provide the
counselling session.
3.3 Government
In this era of globalization which is increasingly towards modernity, the problem of heresy
and heresy still exists and grows rapidly in line with the currents of modernity in Malaysia. As has
been defined, heresy is any teaching that is supported by Muslims or non-Muslims while it is contrary
to the Qur'an, As-Sunnah, ijma 'and qiyas and contradicts the beliefs or fatwas in terms of faith, law
and morality It is also undeniable that this matter of heresy is a very serious matter because it is a
form of desecration of the sanctity of Islam and needs to be curbed properly by all parties.
Among the preventive measures that the government needs to implement to curb the
problem of heresy is to renew and enforce the existing laws in Malaysia for the better. At the same
time, the government also needs to establish collaboration and cooperation with other local
authorities and also set up centres for the purification and rehabilitation of faith and morals to
combat this problem.
As mentioned, implementing the reform and enforcement of existing laws and fatwas by the
government is one of the effective measures to prevent the problem of heresy today. From the aspect
of prevention, this measure can be implemented with the characterization of fatwas prohibiting
activities against heretical groups by carrying out prosecutions under the provisions of Shariah

criminal law which imposes punishment on offender (Akta Kesalahan Jenayah Syariah Wilayah-
wilayah Persekutuan 1957, Akta 559). Among the actions and punishments that can be implemented
are a fine of RM3,000 or imprisonment for 2 years or both for misconduct in worship that is contrary
to Islamic teachings. Apart from that, the activity of teaching doctrines or rituals contrary to Islam or
fatwa is also fined RM5,000 or imprisoned for 3 years or both also for misconduct making allegations
that he or others as the Prophet, Imam Mahdi or claiming to know things- supernatural matters are
also fined RM5,000 or 3 years imprisonment or both. With the existence of reform and enforcement
of fatwas and laws by the government, of course, the problem of heresy can be eradicated well
because of the strict action that will be taken and implemented against misconduct related to heresy.
The next step, the government also needs to establish collaboration and cooperation with
other parties and other local authorities as a joint venture in addressing the problem of heresy in
Malaysia. For example, JAKIM with JAWI and also with JAIS, and according to religious jurisdiction
which varies by state to enable the spread and development of heretical teachings such as Perjalanan
Mimpi Yang Terakhir can be handled comprehensively. Apart from that, the strengthening of the
network (networking) between the government and the media is also one of the measures that can
be used to address this problem. This is because, with the existence of a relationship between the
government and the media can facilitate the process of channelling information to the general public
about an issue or anything related to the group of heretical teachings.
Finally, there is no denying that the establishment of centres for purification and
rehabilitation of faith and morals by the government is one of the efficient efforts in eradicating
heretical teachings that are spreading day by day in Malaysia. For example, the government is
working to establish centres for purification and rehabilitation of faith and morals in an effort to help
and educate those who have been trapped in the symptoms of heresy by providing a true
understanding of Islam and guiding them back to the teachings and true life of Islam. as required by
the syara '. The government should equip these centres with a line of religious and moral counselling
experts who are skilled in an in-depth understanding of cases of malpractice and heresy. This is
because, with a great line of experts in terms of faith and morals they will be able to handle this
problem well with the implementation of programs designed for those who have strayed far from
the path that should be demanded by Islam. Among the programs that can be implemented to purify
and restore their aqeedah include book review programs related to Islam such as Apa Erti Saya
Menganut Agama Islam?, by Fathi Yakan, enlightenment programs on the dangers of heresy and not

forgetting also programs related to the strengthening of morals related to devotional service to other
communities. In short, the establishment of a center for the purification and restoration of faith and
morals is one of the effective ways to eradicate the symptoms of heresy.
Conclusion
To sum up, deviant teachings have been in Malaysia for a long time, and have attracted many
of them to become their followers. Many effective initiatives are taken by the government to
eradicate it. Now is the time to focus on the other level of efforts in preventing these teachings from
spreading. In the higher level, we need the right power enforcement, and in the lower level, we need
the right awareness spreading. We truly believe that the unity in efforts results in success. The blame
should be on the one who created the new teachings. It is a sad thing when our siblings, friends or
family get involved in it. If it happens, we should be ready to find ways to get them out of the
darkness. We hope that this paper will help in giving a better understanding about the deviant
teaching and suggesting some resolutions to cope with this issue.

TITLE: NURTURING ISLAMIC VALUE IN STUDENTS ACTIVITIES

Abstract
Student activities in International Islamic University Malaysia (IIUM) are growing day by day.
However, based on a survey, the growth does not match with the expectation of Islamization of IIUM.
This paper aims to provide guidance and reference for the IIUM Da’wah Council. In this context,
student activities should not have the issues of lacking in islamization spirit and inviting speakers
which have a certain degree of contradiction with Syara’. This paper will demonstrate the data
surveyed among IIUM students and non-IIUM students to show the progress of Islamization that has
been done in IIUM. Several previous cases are also to discuss the issues of Islamic value in student
activities. Before the paper ends, a resolution has been suggested to overcome the stated issues.

Introduction
Student activities are not uncommon in the lives of students, especially in the International
Islamic University Malaysia (IIUM). Despite the hardship that fell on IIUM due to Pandemic COVID-
19, the spirit of activism has not gradually faded but is becoming more active day by day. Towards
actualizing the University’s vision, IIUM endeavours seven missions in which two of them are related
in the formation of this resolution paper. The first is to produce better quality intellectuals,
professionals and scholars by integrating the qualities of faith (Iman), knowledge (‘ilm), and good
character (akhlaq) to serve as agents of comprehensive and balanced progress as well as sustainable
development in Malaysia and in the Muslim world. The second mission is to nurture the quality of
holistic excellence which is imbued with Islamic moral-spiritual values, in the process of learning,

teaching, research, consultancy, publication, administration and student life. Based on these two
missions, it can be concluded that its purpose is for Islamization.
According to the IIUM policies & guidelines on Islamization, the Islamization terminology is
defined as the necessity of Muslim to live, work and act in accordance with the ‘Aqidah (creed), the
Shari’ah (Divine Way) and Akhlaq (ethics) of Islam, to achieve the goals of “al-hasanah fi al-dunya”
(wellbeing in this world) and ‘all- hasanah fi al-akhirah” (wellbeing in the hereafter). This terminology
will be repeated and referred to many times in this paper.
Student activities should also uphold the stated missions to realize the vision of IIUM. The
value of Islamization as well as Dakwah is what differentiated IIUM from other universities. Although
the Islamization in student activities is the aim of every student in IIUM, students are all in the process
of learning as everyone has a different background and exposure towards the Islamic education.
Some mistakes will be made on a scale of community or society. Students may invite a speaker/figure
which is not suitable inside the IIUM. Thus, this paper is written in hopes of being the guidance and
reference of the IIUM Da’wah Council.
Issue
Lack of Islamization spirit in society itself
IIUM is indeed a model for other universities especially those in Malaysia and carries the idea
and concept in the eyes of the world as an Islamic university with a mission and vision to uphold
Tawhid and truth in all aspects: academics as well as activism that is conducted.
However, the worry of student activities losing the spirit of Islamization is gradually increasing.
The discussion of Islamization should not only be applicable towards the Da'wah program but also
encompasses every student activity. It also encompasses to what extent it complies with shariah in
terms of its implementation, the idea to be conveyed and the objectives resulted.
Among the issues that will be highlighted is in terms of the Islamization of knowledge and the
development of IIUM community manners and practice. Islamization in all aspects can determine the
comprehensiveness of Islam on the character and personality of students. But now, the extent of
students to feel honour and pride in practicing Islam cannot be at felt as ease it should be.

The score from table 1.0 ranges from 1 to 5 in which the smallest value depicting totally
disagrees and the biggest value depicting totally agrees. We can see that the level of
agreeableness from both sides is mostly the same. Although IIUM students should be
expected to be the champion of this issue, it is not reflected in the reality. Thus, rooms for
improvement in the aspect of islamization of student activities can be explored more.
Inviting program speaker who has the ideology contrary the Sharia
One of the issues that is very important to be discussed in the Islamization of student’s
activities is the selection of speakers or panels in every program. As we all know, the position of
panels in one program is very crucial to give understanding about certain topics among the students.
This platform is very important to shape the way of thinking among the students. The argument of
inviting probable deviant speakers is always in dispute whether it should be permissible in the name
of intellectual discourse.
Avoiding questionable speakers is difficult. It is not as clear as black and white in which it has
subjective opinions and views. For example, the previous case can be seen during the IIUM Student

Leader Assembly 2020/2021. The discussion of inviting Sister in Islam has not come to an end as
everyone has their own opinion. However, the discussion does not bear any fruitful resolution as the
matter was discussed after the program has been conducted. The preventive measures were also not
really executed as no clear resolution has been made. This paper believes that it is due to lack of time.
The lack of time to discuss on a big scale assembly (ISLA) will put time restrictions as there are other
matters as well to be discussed at ISLA at that time.

The sample data once again has shown that the average score of IIUM students and non-IIUM
students are almost the same. There is no level of agreeableness that really differentiate IIUM from
other universities. Moreover, the most worrisome aspect is the last question. The score shows the
speakers invited are in the middle of totally agreeing and totally disagreeing. The ideal score should
be 5.

Resolutions
Upholding the platform of discussion
A proper discussion should be conducted to account for various opinions on things that are
not black and white. Everyone may perform their own consultation, research or reading before the
meeting was called to order. There is no other better discussion than with the existence of IIUM
Da’wah Council. The council has been included with various backgrounds of the President from
various Da’wah Based Societies (DBS).
The duties of the council have been stated in the “basic document for IDC”. The highlight that
is related to this resolution is item number 7.3, “to gather students’ voices and opinions on any
Islamization and Da’wah issues through discussion, survey, research and present it to related offices
i.e., any related local entity such as ISD, IIUMSU, ORSDE, CENTRIS”, Selangor Mufti Department and
any related international entity. However, the manners on how the discussion will be conducted is
not detailed. Thus, the proposed channel is:

Conclusion
In conclusion, student activities in IIUM are not at the level of excellence in terms of
islamization and da’wah. Several improvements can be made. The da'wah is meant to be given
towards people around us. This includes the community of IIUM itself. This paper hopes that student
activities in IIUM will be nurtured with Islamic values to uphold the vision and mission of IIUM.

TITLE: BRINGING DAKWAH NON-MUSLIM INTO LIGHT

Abstract
Da’wah as repeatedly mentioned in several verses of al Quran is an obligation and responsibility for
all Muslims. It is important to note that da’wah cannot be merely executed without having the proper
skills. It is even more crucial when it comes to da’wah among the non-Muslim community in which
this type of da’wah is not a well-known activity in Malaysia due to its challenges and difficulties in
nature. This paper hence will try to explore da’wah among non-Muslim in the context of IIUM
students by focusing on IRK’s Departments as they are the ones that should be leading an example
when it comes to da’wah. Throughout this paper, there will be discussions on the importance of
having skills and proficient knowledge among IIUM students to engage with non-Muslim.

In the name of Allah, the Most Beneficent and the Most Merciful. Allah SWT mentioned in al Quran,
“Invite ˹all˺ to the Way of your Lord with wisdom and kind advice, and only debate with them in the
best manner. Surely your Lord ˹alone˺ knows best who has strayed from His Way and who is ˹rightly˺
guided ’’ (al Nahl: 125). Da’wah in the most common term often been described as a religious
propagation that is closely related to Islam. It is a responsibility for all Muslims to do da’wah not only
to the Muslim but also to the non-Muslim. For that reason, it is crucial for Muslims to have adequate
knowledge and skills as a preparation to perform this obligation. Being an IIUM student, studying in
an Islamic university, is a valuable opportunity for them to be in an educational institution that
provides an environment and many platforms engaging with Islamic discourse. In that sense, this
paper will be discussing the importance of nurturing IIUM students to be able to do da’wah focusing
on non-Muslims.

Issue
Similar to any other facets of da’wah, Da’wah to non-Muslims initiatives foresee several issues, which
needs to be addressed by collective forces in IIUM. Through a review of literature, identifiably, five
prevalent issues revolve around Muslims in Malaysia that inhibit the agenda of da’wah to non-
Muslims. First off, according to Mohd Khairul (2013), it can be summarized that Muslims in Malaysia
are more prone to convey da’wah or Islamic message among their faith group which results in a huge
void or gap in conveying the message to non-Muslims.
Since concentrated efforts are deliberately focused on da’wah among Muslims, the
consequence is apparent, in which cumulatively, scarce attention was given to da’wah non-Muslims.
Apart from confining da’wah efforts among Muslims, the ‘hands-off’ attitude of Muslims, he alluded,
is considered as one of the factors to the void in da’wah to non-Muslims. He elaborated that Muslims,
in general, perceive that da’wah takes up rigorous time and effort. Owing to this perception, they
believe that da’wah should only be strictly shouldered to Muslims with religious backgrounds.
However, this stigma of leaving out da’wah to religious-oriented groups seems to conflict with
the low participation from Islamic Studies graduates. It can be highlighted that though there is an
upsurge in the Islamic Studies graduates, in reality, a very small portion has stepped up to the
challenge of engaging with non-Muslims. The author explained that this exclusive attitude towards
non-Muslims has jeopardized the spread of da’wah Islamiyah among non-Muslims. In addition, the
author addressed that the general Islamic da’wah courses and separation from the field of da’wah
have too, found out to be a factor that hinders the involvement of Islamic programme graduates. In
another study, Yusri, 2010 as cited in Mohd Khairul (2019) denoted that in Malaysia, the cross-religion
relationship is a rare occurrence due to being used to the environment within the faith and ethnic
group.
The lack of interaction between Muslims and non-Muslims could potentially derive from the
policy of ‘divide and conquer' during the reign of the British. The long-lasting effect of occupation is
still felt and existent in today’s context. It has more or less jeopardized assimilation between Muslims
and non-Muslims demographically. The establishment of vernacular, religious-oriented schools and
institutions can also be recognized as a contributing factor to dissimilation.

Resolution
Addressing these issues at hand, we identify four recommendations to be brought up to relevant
authorities in IIUM. In the survey questionnaire we disseminated, among all, respondents are
required to choose which can be the best platform to nurture da’wah skills. Their responses have
aided us in pointing out the best solution to catalyse participation from the IIUM community in
da’wah to non-Muslims.
From the questionnaire, there are four options available for respondents to choose from,
namely training based programs, skills (Co-curricular subjects), Usrah Budi and UNGS subjects. (If
respondents disagree with these available options, they can choose ‘Other’ to suggest other potential
platforms). Our findings suggest that a training based program is the most popular option followed
by skills (Co-curricular subject), as well as Usrah Budi and UNGS which are on par. Based on the
finding, no other suggestion is made for other platforms.
As a resolution, we propose a collective effort in coordinating a series of training-based
programs which feature and cover a wide array of topics, from theoretical to practical aspects, such
as Da’wah to non-Muslims: an obligation, Da’wah tips: Do’s and Don’ts, Street Da’wah (practical) as
well as Da’wah and Career which can be implemented and embedded in any of these options. Having
said that, notice that there is not much of an extension from the current programs organised except
that the program is expected to garner more participation from the IIUM community via collective
program’s promotion from da’wah stakeholders in IIUM.
It is necessary to have concentrated promotion for da’wah to non-Muslims initiatives since
we foresee that da’wah to non-Muslims’ initiatives i.e. training-based programs have not garnered
much participation from the IIUM community in general as compared to da’wah among Muslims’
initiatives.
Findings
Based on the survey conducted, 5 notable findings can be highlighted. To start, nearly 20% of
respondents suggest that the target group of da’wah is confined to Muslims. The finding suggests
that some do segmentalize and disassociate non-Muslims as subjects of da’wah. Secondly, 15 out of
27 respondents have not experienced propagating Islam to non-Muslims.

Considering that they should take the lead in moving da’wah initiatives, as Mohd Khairul
(2013) suggested, their involvement is still below average. Apart from that, 18 respondents believe
Islamic NGOs in Malaysia have done a remarkable job in propagating Islam.
Although this is the case, over 85% perceive that da’wah to non-Muslims should not be left to
Islamic NGOs alone. This finding suggests that the respondents are in view that da’wah to non-
Muslims is a mutual and collective responsibility among Muslims. When the respondents are to rate
whether or not IIUM students should be trained to propagate Islam effectively, 77.7 per cent
cumulatively opt for agree (40.7%) and the rest (37%) strongly agree to the notion.
Conclusion
In conclusion, being in this arena - a field that requires a lot of commitment and expertise, one should
be fully prepared and well-versed in engaging with the non-Muslim community. Comprehensive
training should be provided for IIUM students, as learners in a respected Islamic institution so that
they will be equipped and ready with these specific skills. Hence, in this resolution paper, we propose
a constructive initiative to have a community that is well-prepared to be involved and engaged in the
journey of da’wah to the non-Muslim. We hope that this proposal will be taken into consideration as
it is vital for the students of an Islamic university to at least have basic knowledge of this area.

1.1 ABSTRACT
Halal information is crucial resources for Muslims in specific details along with better
management to attain and learn about it. Plus, seeking for Halal is a must for all Humans especially
from Islamic countries in consuming foods, beverages even applying the cosmetic products on the
skin. However, the measurement or synchronized evaluation toward those commodities still need
some advancement in attaining verification. As a result, Sahabat Halal Club has brainstormed some
of blueprints to take precautions by managing on how Halal information can be spread within IIUM
community by getting respective valid materials from experts or Library resources – physical or
virtual, encouraging exploration & exposure on career opportunities regarding Halal Industry while
conducting several workshops in extracting reasonable references toward Halal fields. By the end of
the trial, the expected outcome is that almost all members of the IIUM community will be more aware
about Trusted Halal Certificate verified by Authorities and support many new Halal manufactures as
regular customers or main stakeholders of the company.

1.2 Introduction
First & foremost, this resolution will cater issues about motivation on trustworthy of Islamic
knowledge via Halal information and practices which had been descendent from Quranic Teaching &
Sunnah Prophet Muhammad (peace be upon Him). As a Muslim, we need to put faith on the teaching
which established for our own sake in protecting human body and earth in general. It is abandoned
to being violent to animals only for getting food without proper ways of slaughtering. By this clear

picture, we must admit that trustworthy knowledge keeps the balance of life. Then, enhancement on
taking care about health by consumption of clean production is another permissible element that can
be looked at further. Besides, many writings of scholars have acknowledged that by knowing halal
acquaintance, every single action done by the person to protect immunization is effective and
increases efficiency to avoid ailment.
Finally, the resolution indirectly encourages us to protect our soul, ‘aqal and actions from
notorious influence and impacts. It can be seen whenever eating from the best quality, clean and
legitimate sources, it will give energy to do many beneficial activities, sharing the goodness with
others and prevent us from putting revengeful souls towards others if “they” are being
misunderstood by our speaking or actions.
1.3 Issues and problems
1.3.1 Difficulties on getting reference materials
Firstly, primary materials were written or published in a single main language which is Arabic
language before being translated. However, even when translated in other languages, some exact
meaning cannot be understood clearly. It causes Arabic linguistic experts and masters to struggle for
that interpretation in common language. Although in Quranic Tafseer was greatly explicated about
Halal concept, it seems many words cannot easily be translated literally by laymen. It is also due to
preservation of original resources by Librarian in form of manuscript and draft in explaining about
the topic. Then, accessibility on getting resources is influenced by location, logistic and Technology
utilization level. For instance, one of IIUM Gombak students had to settle down the assignment based
on Halal Industry in Malaysia, but the resources were located at another faraway university in
Universiti Utara Malaysia. He/ She need to spend time on planning and have a journey to get the
resources or need asking for help with Halal hub, Jabatan Kemajuan Islam Malaysia, and Halal
Development corporation. In addition, sustainability of reserve conditions for materials need to take
part in protecting from damage, loss which is affected by store temperature and pressure.
1.3.2 Lacking awareness for Halal Industry through Media
Furthermore, Halal awareness for Industry development is also affected by stereotype and
generalization phenomenon. Whenever “Halal” connotation or phrases were on air on television or
any media resources, the viewer directly give the impression that Halal products or any related issues
with foods manufacturing industry, tourism and beauty and wellness products were proposed by

Muslim citizens in Islamic countries. Moreover, the employees will be recruited from Islamic scholars
or students. Then it will give impact on Dilemma in 2 different conditions, a worker in Halal field was
handled on food only with low prospect of profit while a worker from another fields likewise engineer
will handle many subsection industries with high prospect of payment.
It also advertised that any Halal industries were insufficient demands for manpower or
recruiting workers which caused the market of the industry itself to plunge in a big amount. Career
opportunities for Halal industry which are shared in social media mostly for government positions or
Halal authorities while less focusing on stating that career will directly specialize in Halal industry and
development. It might happen due to the requirement of a viral message with hidden meaning or
subconscious literation.
1.3.3 Extracting False Information
Additionally, a conflict emerged when Halal information was being extracted from false or
blundered properties. Nowadays, social media is one of the daily information platforms by netizens
to see and look for material to increase their knowledge. By this term, Halal concept is also included.
Some netizens just literally accept whatever posts or feeds and believe that information is valid for
argument points in their discussion with family and friends.
Another unpleasant situation also happens when parents or family itself neglected to nurture
input about Halal knowledge toward their children since childhood as an informal education subject
at home. Child will just consume any kind of food without deciding the impact of the actions or its
safety.
Besides, several of the formal education systems only focus on how to understand inputs of
general sciences while putting a side on how to be aware that theory and application are lawful and
following ethical behaviors.
Then, this occurrence can also be bound from misguiding of research methodologies about
Halal in case of advanced knowledge implementation at university or higher education institute
including management by authorities in government levels. By the similarity with the statement
above, it effected from obeying ethical rules and proper manners in proposing research subjects and
further step in arrangement of data.

1.4.1 Solving on getting references
Through discussion about the reference’s language, it can be solved through re-publish it in
the form of summary or article review in main multi-languages – Malay, English, Mandarin, and
formal Arabic language with proper transliteration (maintain the real word with explaining context
of words). Then, by the age 21 centuries, the information of Halal and any matters related had been
upgraded for online version through selected websites and portals by JAKIM and Halal Development
Centre. These references are also presented through videos, podcasts or virtual events during
organizing conferences, festivals, or their grand summit. The info also can be downloaded in pdf form
to refer for several important occasions and easily get in touch with the authors by email or
WhatsApp messenger.
In addition, most of the archival and Libraries in Malaysia now had created a network and
good cooperation to solve the references by stating inventory number and the keyword. As a result,
the materials can get by postage or the Librarian itself will transfer the document to the targeted
user. Archival administration and librarian also firmly enacted rules and regulations to preserve the
materials – only few copies can be used, usage of material on the site only, limit the period of
borrowing the matters and make annual updates and audits to ensure the condition and environment
are still valid for keeping the material.
1.4.2 Clarifying stereotype of halal industry through media
Regarding that point, cultivating the approximate values and behaviours toward career and
making profit must be done by considering every job will be paid from good efforts, clear vision and
mission to sustain daily life in proper form and give betterment impacts toward himself and society.
It also suggested a relevant career fair of Halal Industry at universities, or any Higher Education
institute even organized in local or rural areas. Exposure and experience of a true event will open up
all eyes about the career opportunities in Halal industries indirectly giving the best impression that
the industry field is also valuable in joint ventures with other related industries.
In view of netizens or social media users, it is encouraged to state clear and complete
characteristics in specialization of job vacancy with offering reasonable profits and job benefits based
on valid qualification, academic level, skills and experiences including best working environment. It

also preferred to direct the vacancy message regarding halal industry with appropriate language and
ethical approaches.
1.4.3 Solving on extracting false information
Firstly, it is really recommended to always be investigative on any information posted on
social media or any sources on television or radio. Tabayyun concept can be applied through asking
with the experts on Halal fields or discussing with the right person who is directly involved with the
industry. Favourably, it can refer to main valid references from Quranic Tafseer explanation, Sunnah
explanation by Islamic scholars, Companion Ijma’ and Mufti verification statement.
Secondly, Parent ought to encourage their children to be aware about halal knowledge
including cleanliness, safety, and security of foods, beverage and any consumption products. It also
can be done through consider on upgrading for formal intellectual resources to put in halal subjects
in affecting Halal awareness thru specific general sciences or disciplines discussion. Lastly ,follow
strictly proper guideline or methods in doing research about halal with complete citation ,usage of
analysing and synthesising data with clear precision explanation.
1.5 Conclusion
In short, the resolution is really concerned on how the info can be really utilized in
understanding Halal to great awareness and betterment for our ummah. It is hoping the resolution

Abstract
It is no news that the Muslim community has been facing myriads of issues over the last century.
These issues range from atrocities committed against it in multiple countries to raging
Islamophobia that has spread around the world. What is saddening is the fact that very little of
this is covered in the media and most of it is factually unreliable. As such, it is important to
highlight these issues and be aware of what is actually facing the ummah across the world.
Therefore, Al-Aqsa Friends’ Society (AFS) proposes to shed light on these issues through a talk
series that would bring forward three main crises facing the Muslim world, that we believe need
to be urgently addressed. The issues highlighted here are the situations of Muslims in India, China,
and Palestine. The issues facing these communities should be discussed in the form of a talk series
that will cover each community in detail.

Introduction
Are we as an ummah aware of the latest happenings of the tyrannies that are happening against
Muslims across the world? Nu’man bin Bashir (May Allah be pleased with them) reported: The
Messenger of Allah (Peace be upon him) said, “The believers in their mutual kindness, compassion
and sympathy are just like one body. When one of the limbs suffers, the whole body responds to it
with wakefulness and fever”. [Al-Bukhari and Muslim]. Do we ignore the blatant disease we see in
society around us? Do we think there is nothing to do with us? Contrary to the ongoing cautions for
entire generations. Tyranny is a type of absolute power that the government has over their people
and uses them cruelly and unjustly to its citizens to get what they want. Muslims in many Muslim

minority countries are facing such tyrannies against them if not by the government, then always by
another politically superior power.
Now going back to the question, the answer would be no. Unfortunately, if we were asked
to explain what is going on in such countries and why it is happening, most of us may not be able
to do so. Much of this information is lost in propaganda. We might believe that everything that is
shown in the media is factual and reliable. However, the real suffering and cries for help are hidden
behind political agenda.
Therefore, Al-Aqsa Friends’ Society (AFS) aims to bring this issue to light through a talk series
that would bring forward three main crises that we believe are important and urgent to be
addressed. Hence, we would address the situations of Muslims in India, China, and Palestine each
month.
Issue
It is clear that the livelihoods of Muslims in various parts of the world are being attacked for
unjustifiable reasons motivated by politics. One such crisis is the oppression of Uighur Muslims in
Xinjiang, China. According to multiple reports, China has detained more than a million Uighurs in what
they call “re-education camps”. There have also been reports of them being used for forced labour,
and of women being sexually abused (BBC, 2021). Although China denies all allegations, the situation
is slowly surfacing on mainstream media and global condemnation has been taking place (Human
Rights Watch, 2021). However, there is much more to be known about the intricacies of why what is
happening is happening.
Additionally, the recently growing marginalization of India’s Muslim population is yet to
receive major global media coverage. According to existing data, Muslims in India are heavily
outnumbered by the Hindu population, where the religious groups make up 14% and 84% of the
population respectively. India’s state-driven Hindu radicalization by Modi’s Bharatiya Janata Party
(BJP) has created a sense of victimhood for Hindus (Choudhury, 2021). This has caused them to attack
Muslims through hate speech, physical violence and various other means. To briefly scratch the
surface of the physical violence that extremist Hindus have been causing, two Muslim men in Uttar
Pradesh were severely beaten up for carrying meat. Around the same time, in the city of Ujjain in
Madhya Pradesh, a Muslim man was forced to shout “Jai Shri Ram” (Victory be to Lord Ram), a
religious chant screamed by Hindu supremacists (Choudhury, 2021). Such incidents have become a
common occurrence in many parts of India. Platforms such as Facebook turning a blind eye to India’s

anti-Muslim hate speech highlights the lack of attention the issue has been receiving (“Facebook”,
2021). It is surprising to see that the topic has not been touched upon by student societies in IIUM as
well, which at the same time is understandable considering the sensitivities of such politics. However,
there is a pressing need to raise awareness of the tyrannies that are being held against Muslims by
the present Indian government, as it is an issue relevant to the state of the Muslim ummah.
Lastly, as a society focused on raising awareness for Palestine, we find it essential to
continuously keep talking about the current state of Palestine and the significance of the issue to us
as Muslims, our aim is to remind our community that these global issues, as unfortunate as it is,
always linger regardless of the fluctuating activism on social media such as the one for Palestine
during May 2021.
As important as it is to know what is happening to Muslims around the world, it is equally
important to know the historical and political background of these crises and what we can do to help.
This is what we must achieve through our resolution.
Resolution
We have chosen to focus on three main crises in the world for this program based on what
we believe are some of the most urgent issues to be addressed. These are the situations of Muslims
in India, China, and Palestine. However, this is not to undermine the significance of a number of
calamities facing the Muslim ummah in other parts of the world, as we intend to cover these in the
future as well.
We propose a talk series on the crisis that is being faced by the Muslim community in India,
China and Palestine. The series will be conducted in 3 sessions, conducted in a span of 3 months,
where each session will focus on 1 country. Speakers may be chosen from among lecturers and
student activists from IIUM as well as outside IIUM.

Conclusion
In the face of brooding calamities facing the Muslim world, it is important that we become aware
of the severities of these issues. In order to be able to discuss solutions, we must be able to fully
comprehend these issues. With the increased propagation of fake information through media
platforms, it is important to educate ourselves with factual and reliable news on what is happening
in the Muslim world. As such, Al-Aqsa Friends’ Society (AFS) proposes to shed light on three
important issues facing the Muslim world that we believe need to be urgently addressed. The issues
highlighted here are the situations of Muslims in India, China, and Palestine. It is proposed that the

TITLE: ISLAMIZATION THROUGH DIGITAL MEDIA

Introduction
This resolution paper focuses on Islamization through Digital Media aims to encourage
IIUM students to utilize modern media as the means to spread dawah as we live in the technology
era where most people can access the internet and technology tools. This issue is significant
because students are not very well adapted to Da’wah using digital media as some are more
comfortable with conventional da’wah. This resolution paper hopes to encourage Dais among
students to adopt digital media for da’wah and Islamic teachings.
In this internet age, as of January 2021, there are 4.66 billion active users which are out of
59.5 percent of the global population. This shows the global community prefers to use the internet
to receive and send information by way of digital communication. Therefore, to adapt with the
contemporary world, we must use digital media as a medium to convey da’wah because there is
no time and place constraint as the Internet can be accessed 24 hours and it can reach many
people even internationally unlike conventional or face-to-face da’wah.
Issues
Issues revolving around Da'wah through digital media include students not fully utilizing
the digital media as a means for da’wah. It can be observed that the younger generation is less
interested in creating da’wah content. Hence, the youth must have expertise and passion in
making creative da’wah content so that the message of da’wah will reach many people and if
possible to non-Muslims. If the Muslim society is left behind in terms of technology, then it is
afraid da’wah and Islamic teaching cannot reach non-muslims. Also, it is afraid that the image of

Muslim will continue to be tarnished by the Western media that always portrays Islam with a bad
image. Having expertise in creating creative da’wah is important because according to Haque
(2016), the knowledge of ICT by Muslim scholars will go a long way in countering the
propaganda of the non-Muslims against Islam and Muslims.
Besides that, less exposure to ethical behaviours that must be observed when giving dawah
will make the da’is fail to represent the true image of Islam which is peace and tolerance. This is
due to a lack of knowledge and awareness on this matter by the University. It can happen also
when the da’is do not manifest what they learned into their da’wah. For example, the widespread
of false hadith and false rulings of fiqh happened when the da’s did not investigate the credibility
of the sources beforehand. This false information will lead to chaos in the Muslim community.
Last but not least, Islamization through digital media cannot be done if the future da’is have
fear or low self-esteem to give dawah. This happens when our society fails to train our youth today
from their early stages of education on how to start dawah and how to do it. As a result, the youth
today are not interested in da’wah and continue to feel unqualified to be a da’ie because of a lack
of encouragement from society. If this continues to happen then Islam will not reach to many non-
Muslims.
Resolution
After discussing the problems revolving Islamization by digital media usage, the first
suggestion in regards to the first problem is the University or the club and societies must hold
seminars for content creators to enhance their skills such as video editing, photography skills,
making brochures and how to make their content more creative to provide avenue for students to
enhance their skills. It is also a great suggestion to invite speakers or collaborators that are well-
known in Islamic creative da’wah field to share their tips and expertise. Furthermore, to expose
students on the awareness on the ethical codes when giving da’wah, it is proposed that to invite
prominent preachers or da’ies to give talk for example on how to be effective da’ie that will teach
them what is the aim of being da’ie and what is the do’s don'ts when giving da’wah.
Lastly, to cater the problem of fear of giving dawah, this can be solved if the University
provide intensive da’ie training from the bottom especially in public speaking so that they feel
confident in themselves. Also, holding a competition or video contest may be helpful to give
experience to students. It is also a good suggestion to add da’ie training as one of the skill

subjects for the undergraduates so that the students are familiar with the method of dawah.
Conclusion
In conclusion, according to Salman (2016), the activity of da’wah and Islamic teachings by
Digital Media use will give positive image to Islam. The students will be the new da’ies and they are
the ones who created innovation in the dawah method in this 21st century which is by using the
