MESSAGE

It was a defining year for the agency of choice. The year 2020 was a defining
year not only for DTI, it was indeed a defining and challenging year for the whole
world. The year showed unexpected and unwanted challenges. No one expected
sudden turns of events. After a tumultuous start marked by a volcanic eruption,
forest fires and earthquakes, the world expected a turn to normalcy in the next
months. However, a sudden burst of people getting a mysterious disease from
supposedly a small market in Wuhan, China got the unwanted attention of the
whole world.

Every organization that dispensed public service was tested, and during these
times, these organizations were defined on how they would respond to the
conundrum. No one was prepared. Nevertheless, an agency like DTI had what it
takes to take on the unexpected challenge of the pandemic to public service
delivery.

DTI Region 3 became part of a nationwide machinery to respond and save the
trade and industry sector that was severely affected by the downturn in the
economy. The unexpected irony of the year showed a 9.5% drop in the growth
rate of the economy, while initially expecting it to grow by more than 6%. While
no one business was spared, no one in DTI was less willing to help tide the micro
small and medium enterprises who make up more than 99 % of the economy.

In 2020, more than 100,000 MSMEs in Central Luzon depended on the
government for assistance because of the pandemic. This further defined a
bigger, more active role for government, for DTI in particular. At the start of the
year, a regional SSF summit was held to recognize the role of its cooperators as
partners in bringing MSME development at the countryside. This was followed by
For DTI, the pandemic did not deter the agency for the more important mission
of serving its client. They gave us the strength to move on, despite the great
unexpected challenges brought by the pandemic, focus on the work in front of
us.

With these unforeseen challenges in front of us, DTI-3 remains steadfast in
serving, in moving our stakeholders forward. Let us keep moving forward together
with these new lessons we learned from this unwanted turn of events. Moving
forward in unison is key, as we have learned in 2020, for in unity there is
strength, strength that will help us overcome challenges like this – challenges
that will define what we can attain together.

The DTI is responsible for realizing the country’s goal of globally competitive and
innovative industry and services sector that contribute to inclusive growth and
employment generation.

Pursuant to the Philippine Development Plan (PDP) 2017-2022, we shall endeavor to
reduce inequality and poverty by expanding economic opportunities in industry and
services, and by increasing the access particularly of micro, small and medium
enterprises (MSMEs), cooperatives and overseas Filipinos (OFs) to these opportunities.
To attain these sector outcomes by 2022, we need to:

Increase local and foreign direct investments
Increase competitiveness, innovativeness and resilience of industries and services
Improve access to finance, to production networks, and to markets
Enhance productivity, efficiency, and resilience
Ensure consumer access to safe and quality goods and services

FOREWORD

This summary of the accomplishments of DTI gathers the best efforts of its associates – at the
most challenging of times. The start of the year was promising – DTI Region 3 opened the
year with the gathering of the stakeholders of the Shared Service Facility program, a key
program of DTI-3 which has great impact on their businesses. This promising start was even
complimented by the participation of Region 3 in the Ambiente International Fair in Frankfurt,
Germany showcasing the best products of the region in one of the world’s most sought-after
trade exhibitions.

While there was already news of virus infection in parts of China, its impact on business and
in the everyday life of people was not apparent. Unknowingly, the upcoming pandemic was
to change – and define how DTI-3 delivered public service.

At the start of the quarantine that was imposed in most parts of the country, DTI assessed
and decided how to safeguard its best resources – its people – by keeping them at home,
healthy, and safer. The initial quarantine restrictions were tight, people were afraid to go out
and most establishments were closed. This normal reaction limited the movements of
government, which were expected by people to take care of them. The micro and small
business sector were the hardest hit by these restrictions, many closed.

To help MSMEs tide the pandemic, the DTI-3 continued to embark on its programs to enable
businesses and empower consumers. This time, it had to innovate and work within the
limitations of the times. DTI-3 participated in the response efforts by asking its client MSMEs
to participate in mobile markets to cater to people who could not travel to buy their basic
necessities. The agency also monitored establishments for violations of the Price Act. DTI-3
also worked with other agencies like the Department of Agriculture to be able to provide
basic needs and prime commodities through the Kadiwa mobile markets. Training programs
were set up online to help MSMEs capacitate while their businesses are at a standstill. They
were also capacitated so that they can conduct their business online. They were trained on
online promotion, e-commerce, online payment, and digitalization. Webinars were also held
to orient them on how to be onboard popular selling platforms such as Lazada and Shopee.
Product diversification was also another innovation that was pushed by DTI to adapt to the
times. Cloth manufacturing MSMEs in Zambales and Aurora were supported to produce face
masks and Personal Protective Equipment instead, as these products were in demand during
the height of the Enhanced Community Quarantine.

Despite the pandemic, DTI Region 3 advocated support for local products. It produced two
Audio Visual Presentations featured in the DTI Youtube Channel featuring the Pasa Love
series. For Central Luzon, its Food themed AVP was dubbed “Mangan,” referring to the
delicious quality food for which the region is known, and its non-food-themed AVP was
named “Kutitap,” referring to the glitter and beauty of its lanterns and non-food products.
Influencers who were featured in the AVPs included the 2019 Binibining Pilipinas
Intercontinental Emma Mary Tiglao and lantern maker Roland Quiambao.

IN 2020, the DTI-3 regional and provincial offices continue to assist a total of 15,600 micro,
small and medium enterprises (MSMEs) in priority industries in Central Luzon, despite the
limitations brought by the Covid-19 pandemic. Continuation of delivery of services was a key
strategy for DTI-3 in helping its stakeholders, especially micro, small and medium enterprises
tide the slowdown in economic activity because of the pandemic

In May 2020, the Bagsakan system featured products from Central and prime commodities in selling their

Manila. Orders are taken and confirmed
orders are prepared for pick up on the
scheduled date. In addition to cash-only
transactions, digital payments, and bank
transfers have provided added convenience
to the consumers and MSMEs.

Through the Bagsakan system, orders are
made online while deliveries are centered in
DTI designated area in Metro Manila. This
enabled MSMEs from Region 3 continue
catering to clients from NCR and other nearby
regions.

The seven provincial offices of DTI
also conducted at total of 14 runs of
Diskwento Caravans in strategic
areas in Central Luzon. The caravans
included the regular Balik Eskwela
and Holiday edition runs and special
event or calamity/disaster related
Diskwento Caravans. The caravans
aimed at providing affordable basic
needs and prime commodities in
accessible areas of the region.
In 2020, the DTI-3 Diskwento
Caravans generated a total sales of
Php 7,300, 405.91 benefitting a total
of 22,505 consumers.

INTERNATIONAL TRADE FAIR

At the start of the year, eight MSMEs from the region, particularly from Tarlac Province
were able to participate in the prestigious Ambiente Trade Fair in Frankfurt, Germany.
The fair is generally considered as one of the world’s leading international trade show
for the consumer goods industry from the global market spectrum to industry trends and
future visions.

With the help of the Department of Trade and Industry Region III, the Provincial
Government of Tarlac and the Center for International Trade and Mission (CITEM), eight
promising micro small and medium entrepreneurs (MSMEs) from the province of Tarlac
recently made an impact at the famous Ambiente Trade Show 2020 in Frankfurt, Germany
from February 4 to 11, 2020. The eight participating exhibitors who were invited to join the
trade show had an initial booked and negotiated sales of Php 15.17 Million pesos for the
fair, a significant amount for just one week of exposure in the trade show.

to help MSMEs who have partially slowed down
opertion due to the pandemic, several trade
fairs were organized by DTI for its entrepreneurs
to be given the chance to sell their products
online. DTI assisted in sales generation through
trade fairs, Pasalubong Center, Market
Matching activities, DTI CE - OTOP and OTOP
Hub sales. The total domestic sales for these
activities reached Php 895.96 Million.

For 2020, a total of 150 trade fairs were
organized or participated in, enabling 1,364
MSMEs to generate a total sales amount of Php
70.32 Million for 2020. These fairs include the
22nd run of the Likha ng Central Luzon Trade
Fair, the Go Lokal Digital Mall, Gawang Pinoy
Trade Fair and the OTOP Kaasenso Trade Fair

Webinars were organized by the provincial and regional offices of the DTI-3 to continue
to capacitate MSMEs while they are still adjusting to the new way of transacting. This
time, capacity building was done mainly through online seminars or webinars.

The Kapatid Mentor Micro
Enterprises - Money Market
Encounter program was still
continued in 2020.

This time, the 10 module course
offered to selected MSMEs was
conducted fully online to avoid face
to face contact between mentors
and mentees. The Philippine Center
for Entrepreneurship/ Go Negosyo
continued to assist in mentoring
MSMEs from the region as they are
capacitated online.

Despite the initial challenges in
conducting the program online, the
mentoring program of DTI still
attracted a total of 87 Central Luzon
participants who graduated from the
program.

Two additional timely topics were
added to the modules to help
mentees cope with the present
challenges of business: Business
Continuity and Digitalization.

NEGOSYO CENTERS

A total of eight (8) new Negosyo Centers were launched in 2020 to help bring the services
of DTI in the countryside. The new Negosyo Centers were established with the cooperation
and support of the host local government units and the local chambers or business
associations. In summary, DTI-3 is maintaining a total of 104 existing centers. With this, there
is a total of 112 Negosyo Centers providing services to MSMEs in the region.

SHARED SSF
SERVICE
FACILITIES A total of 156 Shared Service Facilities in the
seven provinces of Central Luzon were
established or maintained by DTI to help
MSMEs access better equipment and systems
for the production of their goods. Just before
the pandemic, the different SSF stakeholders
in the region were still able to participate in
the regional SSF Summit held in the City of
San Fernando, Pampanga. In this event, SSF
stakeholders were updated on the program.
They were also able to share their best
practices and discussed relevant issues
affecting the program

In 2020, a total of 70 SSF were turned over or
donated to cooperators to ensure their
ownership of the facilities. This is done after
an evaluation of the capacity of the
cooperators to fully manage the SSF.
Additional SSFs were continued to be
launched in the region to help MSMEs in the
countryside upgrade and improve their
production. Among these (left) are the
provision of more modern soft broom making
and bamboo making facilities.

DTI PASA LOVE

In 2020, the local food and non-food products
of Central Luzon were featured in the DTI
Youtube Channel through a Christmas Special
dubbed "Pasa Love"

The Youtube project involved all regional
offices of DTI and the Regional Operations
Group and the Knowledge Management and
Information Services group.

For Central Luzon, DTI engaged the services of
2019 Binibining Pilipinas Intercontinental Emma
Tiglao, a local beauty queen from the province
of Pampanga to help promote local food and
non-food products of the region.

The food AVP of DTI-3 was dubbed "Mangan,"
featuring the well-known delicacies and food
of Central Luzon. The non-food AVP was
dubbed "Kutitap," signifiying the lantern-like
light of hope to industries affected by the
pandemic.

MONITORING OF PRICES AND SUPPLY OF
BNPC

To ensure the steady supply of goods to consumers, the DTI-3 provincial offices regularly
visited major stores and establishments selling basic and prime commodities. The DTI
offices also asked the assistance of the police, agencies and local government officials
to check if establishments have sufficient inventories and reasonable prices. In 2020,
DTI-3 provincial offices regularly monitored a total of 669 firms for compliance to price
regulations and free trade laws.

CONSUMER PERMITS, LICENSES AND
PROTECTION ACCREDITATION ISSUED

Even with the quarantine restrictions, the Consumer
Protection Division of DTI-3 processed a total of 3,443
permits, licenses and accreditations within the prescribed
time in 2020. This is lower than the previous year's total of
4,559 permits, licenses and accrediations issued.

housewares for compliance to product

MONITORING OF HEALTH PROTOCOLS

DTI provincial offices also monitored the compliance of business establishments to DTI and
DOLE Interim Guidelines dated April 30, 2020 on Workplace Prevention and Control of
COVID-19. The DTI, DOLE, LGUs and law enforcement agencies checked establishments
such as retail stores and estabishments, food preparation establishments, barbershops,
salons and spas and manufacturing establishments.

DTI provincial offices regularly conduct consumer advocacy activities to help consumers
understand their rights and responsibilities. In 2020, majority of the consumer advocacy
activities were done online through webinars.

ORGANIZATIONS

Aside from attending capacity building
activities such as Consumer Awareness
and Response Seminar (CARES), support
to Diskwento Caravans and
participation in other online training
sessions in all the seven provinces of
Central Luzon, the Fedacor-3 officers
also participated in meetings organized
by the DTI Consumer Protection and
Advocacy Bureau. Notably, consumer
organizations officials attended the
ASEAN Committee on Consumer
Protection Stakeholders Dialogue and
Workshop held via Zoom platform on
November 24, 2020. DTI Undersecretary
Ruth B. Castelo led the dialogue.

In total, there are 66 recognized and
accredited consumer organizations in
Region 3 that continue to partner with
DTI-3 in consumer protection advocacy
and support activities. The federation is
headed by its President, Katherine
Daluz.

CACAO

The Cacao industry in Central Luzon
remained active in 2020. In particular,
DTI continued its advocacy, market
promotion and technical assistance to
Cacao stakeholders in the region.
Farmers were also trained in the making
of other cacao products such as Cacao
wine and vinegar aside from the
traditional Tablea product from Cacao.

For Region 3, new areas planted to
Cacao reached 336 hectares, while
volume of production of dried Cacao
reached 160 metric tons. Three farmer
cooperatives and three processors were
assisted while one nursery operators was
assisted.

COFFEE INDUSTRY CLUSTER

Aside from capacity building sessions held to help the coffee industry stakeholders in Central
Luzon, DTI-3 also promoted coffee products through social media. The cluster also created a
directory of coffee farmers, processors, suppliers and buyers to facilitate exchange of
information. In February 2020, a benchmarking visit was also made by coffee processors from
other provinces to the coffee makers of Bataan. In December 2020, a SSF Coffee Assessment
and Planning cum Small Business Management for the Farmers abd Farmer Housewives of Tala
Orani Multi Purpose Cooperative (photos below).

COCO COIR INDUSTRY CLUSTER

the assistance of DTI to the Coco Coir industry in 2020 contributed to the livelihood of
coconut farmers in the region, especially in the province of Aurora. Aside from
generating domestic sales for coco coir products such as Coco Peat and twine, DTI also
maintained its SSF on Coco Coir Processing in the province. The DTI also trained 26
farmers on Coco Coir production.

The Processed Fruits and Nuts (PFN)
Industry Cluster continued to move
despite quarantine restrictions in 2020.

Despite the COVID-19 pandemic, some
of the PFN-MSMEs were still able to
participate in local and regional online
trade fairs like the following: Likha ng
Central Luzon Virtual Trade Expo –
October 13 to 17, 2020, Likha ng
Central Luzon Holiday Fair – December
7 to 21, 2020 and the KSK Trade Fair -
Christmas Market at SM Pampanga.

On February 11, 2020, the Region 3 PFN
Industry Cluster in partnership with the
Philippine Commission on Women
through the WEE Project conducted a
follow-through for the procurement
matching activity facilitated between
the WMEs (peanut processors) and the
Paroba Livelihood Business and
Agricultural Association of Arayat,
Pampanga.

A total of 31 participants joined the
Regional Industry Cluster meeting on
December 8, 2020 to discuss plans and
achievements of the cluster for the
year. The meeting was led by PD
Brigida T. Pili as cluster focal person
and was attended by Processed Fruits
and Nuts (PFN) entrepreneurs together
with officials of the Department of
Agriculture Regional Office III.

WEARABLES AND HOMESTYLES

Despite the pandemic, gifts and home decors and furnishings continue to be sold. DTI
continued to support the wearables and homestyles industry cluster.

In 2020, a total of 112 training sessions were conducted to capacitate 1,019 stakeholders in
the gifts, decors and housewares, fashion accessories and furniture and furnishings sectors.

DTI-3 assisted MSMEs in the wearables and homestyles cluster by enabling the sale of their
products through their participation in virtual trade fairs like the Virtual National Trade Fair,
which was held in partnership with PLDT Kaasenso.

GREAT WOMEN PROJECT

iN 2020, 63 Women Entrepreneurs were enrolled in the Great Women Project. Among the
accomplishments initiated by the DTI-3 for this project include : procurement matching
activity between peanut processors and farmers, the conduct of monitoring and
evaluation of women entrepreneurs, participation of women entrepreneurs in the
Integrated Marketing Training Program under the WGDP as supported by the USAID under
the EPESO Agreement. In the face of the pandemic, the DTI's GWP project also provided
online learning sessions on Lazada.

especially marketing of their products.

in terms of marketing of the products of CARP beneficiaries, DTI-3 through its
cooperation with the Department of Agriculture's Kadiwa Caravan, assisted a total of 10
MSMEs and four big cooperatives and their members sell their products in more than 170
trade fairs or selling venues in Central Luzon, Metro Manila and Calabarzon. The trade
fairs enabled CARP MSMEs generate a total of Php 15.65 Million in 2021.

CAPACITY BUILDING

DTI-3 associates were able to participate in capacity building sessions on different
aspects of work. For 2020, most training was done online through virtual sessions using
modern technology. Aside from competency based training, majority of associates were
also given health and wellness training such as Yoga, sound healing and other worklife
balance related sessions.

The Human Resource Management Office of DTI-3
reported that for 2020, 100% of employees with
plantilla positions received at least one training
sessions for the year.

For 2020, there were 10 appointments issued, while
six associates were promoted, two (2) were original
appointments and two (2) are transfer appointments.
For permanent employees, five (5) were separated,
one of which reached complusary retirement, three
(3) availed of optional retirement and one associate
resigned.

COMMUNICATING DEVELOPMENT

Despite limitations in movement and resources during the pandemic, DTI-3 conitnued its
partnership with media outlets and government agencies so communicate its
development efforts through its various programs and projects.

A key innovation in information dissemination is by maximizing the use of information
technology and online channels to promote its programs and projects, and ensuring that
online feedback is gathered.

For 2020, an E-Kapihan with media was held via Zoom platform on December 17, 2020.
Aside from this, DTI-3 joined in regional chatgroups of information officers in Central
Luzon and in the Crisis Communication groups of government agencies in Region 3 . DTI-
3 also regularly provided press releases, photo releases, advisories, vlogs and
information materials for media partners and the public. An online social media feature
on consumer issues - Breaktalk - was also shown online.

The DTI-3 also published four quarterly issues of Central Luzon Express, its official online
newsletter, to present highlighted accomplishments every quarter. The said newsletter is
disseminated by email and through social media. It is also viewable and downloadable
in easily readable Flipbook format online.

"Ang Mamimiling Pinoy" - DTI-3's award winning
radio program continued to air after two months of
the Enhanced Community Quarantine in April and
May 2020. Despite this limitation, DTI-3 continued

virtual interviews and participation in radio and
television features, apart from regular press
releases issued to print and online media outlets.

REGIONAL IATF COORDINATION

Since the start of the Enhanced Community Quarantine in March 2020, the DTI Regional
Office III has been active in participating in the Regional Inter-agency Task Force to
report its monitoring of price and supply situation and to enforce regulations relative to
the Price Act.

The DTI-3 provincial offices were also active in meeting in local IATF meetings to assess
areas of concerned that will be placed under enhanced quarantine categories.

AGIO DOH MEETING

Even before the quarantine imposition in March 2021, the DTI-3 through coordination
with the Association of Government Information Officers in Central Luzon (AGIO-CL) and
the Department of Health Region III (DOH-3) met on February 12, 2021 at the DTI-3
conference room to coordinate information gathering and dissemination among
government agencies in Central Luzon. The meeting was presided by Dr. Cesar Cassion,
DOH-3 Regional Director together with William Beltran, PIA-3 Regional Director. It was
participated in by different agencies of Central Luzon and members of AGIO - CL.

REGIONAL RECOGNITION

On March 16, 2020, the DTI-3 Regional Office III was recognized by the Department of
Health Region III Central Luzon Center for Health and Development for the significant
support and participation of DTI-3 associates in the Bloodletting Olympics 2019
campaign of the agency.

INTER-AGENCY MSME DEVELOPMENT COUNCIL
COORDINATION
Early in January 2020, the Regional MSME
Development Council was able to meet and discuss
the programs and projects of DTI for its clients for
the present year. The meeting was attended by
partner government agencies, chambers of
commerce, Philippine Export Federation Region 3
and members of the academe

The Central Luzon MSME Development Council holds meetings to map out its plan
to support MSMEs in the present year. Despite the pandemic, the council
continued to meet virtually to discuss possible responses and assistance to MSMEs
affected adversely by the pandemic. The council attendees include representative
of national agencies like the Department of Tourism, Department of Labor and
Employment, National Economic Development Authority, members of the academe
and local chambers as well as officers of the Philippine Export Federation.
