TINJAUAN EKONOMI KABUPATEN HALMAHERA UTARA Produk Domestik Regional Bruto Kabupaten Halmahera Utara Menurut Lapangan Usaha 2017-2021 91 BAB III TINJAUAN EKONOMI HALMAHERA UTARA Nilai PDRB Halmahera Utara atas harga berlaku pada tahun 2021 mencapai 6,02 triliun rupiah. Secara nominal, nilai PDRB ini mengalami kenaikan sebesar 0,32 triliun rupiah dibandingkan dengan tahun 2020 yang mencapai 5,70 triliun rupiah. Naiknya nilai PDRB ini dipengaruhi oleh meningkatnya produksi di beberapa lapangan usaha dan adanya inflasi. Berdasarkan harga konstan 2010, angka PDRB juga mengalami kenaikan, dari 3,74 triliun rupiah pada tahun 2020 menjadi 3,87 triliun rupiah pada tahun 2021. Hal ini menunjukkan selama tahun 2021 perekonomian Halmahera Utara mengalami pertumbuhan sekitar 3,3 persen. Hal ini disebabkan oleh tumbuhnya berbagai produksi lapangan usaha yang sempat menurun karena efek pandemi COVID-19 pada tahun 2020. 3.1 Struktur Ekonomi Besarnya peranan berbagai lapangan usaha ekonomi dalam memproduksi barang dan jasa sangat menentukan struktur ekonomi suatu daerah. Selama lima tahun terakhir (2017- 2021) struktur perekonomian Halmahera Utara didominasi oleh 5 (lima) kategori lapangan usaha, diantaranya: Pertambangan dan Penggalian; Pertanian, Kehutanan, dan Perikanan; Perdagangan Besar dan Eceran, Reparasi Mobil, dan Sepeda Motor; Administrasi Pemerintahan, Pertahanan dan Jaminan Sosial Wajib; dan Konstruksi. Hal ini dapat dilihat dari peranan masingmasing lapangan usaha terhadap pembentukan PDRB Halmahera Utara. Peranan terbesar dalam pembentukan PDRB Halmahera Utara pada tahun 2021 dihasilkan oleh lapangan usaha Pertambangan dan Penggalian, yaitu mencapai 31,11 persen. Selanjutnya lapangan usaha Pertanian, Kehutanan, dan Perikanan sebesar 23,02 persen, disusul oleh lapangan usaha Perdagangan Besar dan Eceran, Reparasi Mobil, dan Sepeda Motor sebesar 12,14 persen. Hal tersebut dipengaruhi oleh meningkatnya produksi yang tidak dipengaruhi oleh inflasi. Nilai PDRB Halmahera Utara atas dasar harga konstan 2010, mencapai 3,87 triliun rupiah. Nilai tersebut naik jika dibandingkan dengan 2020 yang sebesar 3,74 triliun rupiah. Hal tersebut menunjukkan bahwa selama tahun 2021 laju pertumbuhan ekonomi Halmahera Utara tumbuh sebesar 3,30 persen, yang artinya perekonomian di Halmahera Utara mengalami mulai tumbuh karena dampak pandemi COVID-19 pada tahun 2020. Selama kurun waktu 5 tahun terakhir, perekonomian Halmahera Utara tumbuh fluktuatif berkisar antara 2 hingga 6 persen dan mengalami kontraksi tahun 2020 ditandai dengan laju pertumbuhan yang bernilai minus. Pertumbuhan tercepat dicapai pada tahun 2017 yaitu 6,62 persen dan pertumbuhan kontraksi hingga 0,15 persen pada tahun 2020. Pertumbuhan ekonomi Halmahera Utara 2017 menjadi paling tinggi disebabkan karena meningkatnya produksi Pertambangan dan Penggalian secara signifikan karena adanya peningkatan produksi. Dimana sektor tersebut masuk 5 kontributor terbesar sehingga laju pertumbuhannya sangat berpengaruh terhadap PDRB. ECONOMIC REVIEW OF HALMAHERA UTARA 96 Gross Regional Domestic Product Of Halmahera Utara Regency By Industry 2017-2021 Pada tahun 2018 perekonomian Halmahera Utara melambat dengan pertumbuhan ekonomi sebesar 2,41 persen jika dibandingkan 2017 yang tumbuh 6,62 persen. Perlambatan ini disebabkan oleh penurunan produksi hasil pertambangan bijih logam sehingga Pertambangan dan Penggalian terkontraksi minus 2,44 persen. Pada tahun 2017 juga merupakan pertumbuhan ekonomi tertinggi pada lapangan usaha andalan khususnya pertambangan dan penggalian yang mencapai 10,48 persen. Pertumbuhan ekonomi tertinggi tahun 2021 dicapai oleh lapangan usaha Jasa Keuangan dan Asuransi yaitu sebesar 8,12 persen. Pertumbuhan yang tinggi ini disebabkan karena sektor ini merupakan salah satu sektor yang berperan dalam pemulihan dampak pandemi COVID-19. Sedangkan pertumbuhan terkecil yaitu Industri Pengolahan sebesar -8,81 persen yang terjadi karena menurunnya produksi beberapa industri pengolahan. Dari 17 Lapangan Usaha ekonomi yang ada, satu-satunya yang masih mengalami pertumbuhan yang negatif pada tahun 2021 efek pandemi COVID-19 adalah Industri Pengolahan, dimana mencapai pertumbuhan minus 8,81 persen. Sedangkan untuk lapangan usaha yang lain sudah mulai tumbuh pada tahun 2021. ECONOMIC REVIEW OF HALMAHERA UTARA 98 Gross Regional Domestic Product Of Halmahera Utara Regency By Industry 2017-2021 3.3 PDRB Per Kapita Salah satu indikator tingkat kemakmuran penduduk di suatu daerah/wilayah dapat dilihat dari nilai PDRB per kapita, yang merupakan hasil bagi antara nilai tambah yang dihasilkan oleh seluruh kegiatan ekonomi dengan jumlah penduduk. Oleh karena itu, besar kecilnya jumlah penduduk akan mempengaruhi nilai PDRB per kapita, sedangkan besar kecilnya nilai PDRB sangat tergantung pada potensi sumber daya alam dan faktor-faktor produksi yang terdapat di daerah tersebut. PDRB per kapita atas dasar harga berlaku menunjukkan nilai PDRB per kepala atau per satu orang penduduk. PDRB per kapita Halmahera Utara atas dasar harga berlaku periode 2017- 2021 mengalami kenaikan, namun tahun 2020 mengalami penurunan. PDRB per kapita tahun 2017 tercatat sebesar 26,51 juta rupiah. Secara nominal mengalami kenaikan hingga tahun 2019 mencapai 29,37 juta rupiah. Namun pada tahun 2020 menurun menjadi 28,94 juta rupiah dan meningkat lagi pada tahun 2021 menjadi 30,14 juta rupiah. Selama periode 2017-2021, PDRB per kapita atas dasar harga konstan 2010 senantiasa mengalami kenaikan, namun menurun pada tahun 2020. Nilai PDRB Per kapita sebesar 19,09 juta rupiah di tahun 2017 meningkat hingga mencapai 19,71 juta rupiah di tahun 2019, namun menurun pada tahun 2020 menjadi 19,0 juta rupiah meningkat lagi tahun 2021 menjadi 19,35. (lihat Gambar 3.1). 3.3 Per Capita GRDP One indicator to measure the welfare of the population in a region / area can be seen from the value of GRDP per capita, which is the quotient between value added generated by all economic activities by the population. Therefore, the size of the population will affect the value of GRDP per capita, while the size of the value of GRDP is highly dependent on natural resources and factors of production that are in the area. GRDP per capita at current prices shows the value of GRDP per head or per one resident. North Halmahera's GRDP per capita at current prices for the 2017- 2021 period has increased, but in 2020 it has decreased. GRDP per capita in 2017 was recorded at 26.51 million rupiah. In nominal terms, it increased until 2019 reaching 29.37 million rupiah. However, in 2020 it decreased to 28.94 million rupiah and increased again in 2021 to 30.14 million rupiah. During the 2017-2021 period, per capita GRDP at constant 2010 prices continued to increase, but decreased in 2020. The per capita GRDP value was 19.09 million rupiah in 2017 and increased to 19.71 million rupiah in 2019, however decreased in 2020 to 19.0 million rupiah and increased again in 2021 to 19.35. PERTUMBUHAN DAN PERANAN PDRB HALMAHERA UTARA MENURUT LAPANGAN USAHA Produk Domestik Regional Bruto Kabupaten Halmahera Utara Menurut Lapangan Usaha 2017 – 2021 105 BAB IV PERTUMBUHAN DAN PERANAN PDRB HALMAHERA UTARA MENURUT LAPANGAN USAHA Produk Domestik Regional Bruto menurut lapangan usaha dirinci menjadi 17 kategori. Berikut uraian perkembangan di setiap lapangan usaha periode 2017 – 2021. Perkembangan setiap lapangan usaha diuraikan di bawah ini: 4.1 Pertanian, Kehutanan, dan Perikanan Kategori ini mencakup Subkategori Pertanian, Kehutanan, dan Perikanan, Subkategori kehutanan dan Penebangan Kayu, dan Subkategori Perikanan. Subkategori Pertanian, Kehutanan, dan Perikanan meliputi Tanaman Pangan, Tanaman Hortikultura, Tanaman Perkebunan, Peternakan, dan Jasa Pertanian dan Perburuan. Industri ini masih menjadi tumpuan dan harapan dalam penyerapan tenaga kerja. Kontribusi kategori Pertanian, Kehutanan, dan Perikanan terhadap PDRB pada tahun 2021 atas dasar harga berlaku mencapai 1,38 triliun rupiah atau sebesar 23,02 persen. Meningkat jika dibandingkan 2020 yang mencapai 1,32 triliun rupiah. CHAPTER IV GROWTH AND SHARE OF GRDP HALMAHERA UTARA BY INDUSTRY Gross Regional Domestic Product by industry specified into 17 categories. The development in industry period 2017 – 2021 described below. The description of each industries is described below: 4.1 Agriculture, Forestry, and Fishing This category covers subcategory of business Agriculture, Livestock, Hunting, and Agriculture Services, subcategory Forestry And Logging, and subcategory Fishery. Subcategory of business Agriculture, Livestock, Hunting, and Agriculture Services covering Food Crops, Horticulture Crops, Plantation Crop, Livestock, and Agricultural Services and Hunting. This is still a pedestal and hope in absorption of employment. The contribution of the Agriculture, Forestry, and Fisheries categories to GRDP in 2021 based on current prices will reach 1.38 trillion rupiah or 23.02 percent. GROWTH AND SHARE OF GRDP HALMAHERA UTARA BY INDUSTRY 106 Gross Regional Domestic Product Of Halmahera Utara Regency By Industry 2017 – 2021 NTB kategori Pertanian, Kehutanan, dan Perikanan atas dasar harga konstan tahun 2021 mencapai 888,91 miliar rupiah atau meningkat 23,52 miliar dibandingkan tahun sebelumnya. Jika dilihat dari laju indeks implisit yang menunjukan perubahan harga pada tingkat produsen, menunjukan nilai 1,75 persen. Pertumbuhan ekonomi pada kategori Pertanian, Kehutanan, dan Perikanan berfluktuasi selama 5 (lima) tahun terakhir. Pertumbuhan tercepat terjadi pada 2019 yaitu sebesar 4,45 persen. Sementara itu, pertumbuhan paling lambat terjadi pada tahun 2020 yaitu sebesar 2,54 persen. The Value Added (VA) of the Agriculture, Forestry and Fisheries categories based on constant prices in 2021 reached 888.91 billion rupiah or an increase of 23.52 billion compared to the previous year. If we look at the rate of the implicit index which shows price changes at the producer level, it shows a value of 1.75 percent. Economic growth in the Agriculture, Forestry and Fisheries categories has fluctuated over the last 5 (five) years. The fastest growth occurred in 2019 which was 4.45 percent. Meanwhile, the slowest growth will occur in 2020, which is 2.54 percent. Tabel 4.1. Hal ini selain disebabkan karena adanya peningkatan produksi yang lebih cepat, juga dikarenakan menurunnya produksi subsektor lain. Pada tahun 2021, kategori ini tumbuh sebesar 2,72 persen. Angka ini lebih tinggi dibandingkan dengan tahun 2020 yang sebesar 2,54 persen. Sepanjang tahun 2021, hampir semua subsektor mengalami pertumbuhan. Hal ini terjadi karena adanya penambahan luas panen dan meningkatnya produksi disektor tanaman pangan dan perkebunan. In recent years the role of the fisheries subsector in Halmahera Utara has increased. Hanya ada dua subsektor Pertambangan dan Penggalian yang ada di Halmahera Utara yaitu subkategori Pertambangan Bijih Logam dan Pertambangan dan Penggalian Lainnya. 4.2 Mining and Quarrying Mining and Quarrying category devided into 4 subcategory of business among others: subcategory Crude Petroleum, Natural Gas, and Geothermal, subcategory Coal and Lignite Mining, subcategory Iron Ore Mining, and subcategory Other Mining and Quarrying. Only two sub-sectors of Mining and Quarrying in Halmahera Utara that are subcategory Iron Ore Mining and subcategory Other Mining and Quarrying. Gambar 4.2. Sedangkan pertumbuhan paling lambat terjadi pada tahun 2019 yaitu sebesar - 6,71 persen lebih lambat dibandingkan dengan tahun sebelumnya yang tumbuh - 2,44 dikarenakan menurunnya produksi pertambangan bijih logam. 4.3 Industri Pengolahan Penyumbang terbesar Kategori Industri Pengolahan tahun 2021 adalah Industri Kayu, Barang dari Kayu dan Gabus dan Barang Anyaman dari Bambu, Rotan dan Sejenisnya dengan kontribusi lebih dari 50 persen. Berikutnya Industri Makanan dan Minuman dengan kontribusi lebih dari 25 persen, sedangkan peran subsektor lainnya kurang dari lima persen. Secara nominal Industri Pengolahan menurun dari 169,01 miliar rupiah pada tahun 2020 menjadi 155,12 miliar rupiah tahun 2021. Dengan laju pertumbuhan tahun 2020 mengalami kontraksi sampai dengan 8,81 persen. Hal ini terutama disebabkan oleh penurunan produksi Industri Kayu, Barang dari Kayu dan Gabus dan Barang Anyaman dari Bambu, Rotan dan Sejenisnya serta industri makanan dan minuman. The fastest mining and quarrying category occurred in 2017 which was 10.48 percent due to a significant increase in production in the Metal Ore Mining subsector because in the previous year production decreased. Whereas the slowest growth occurred in 2019, which was -6.71 percent slower compared to the previous year which grew -2.44 due to declining metal ore mining production. 4.3 Manufacturing The largest share of Manufacturing in 2021 is Manufacture of Wood and of Products of Wood and Cork, and Articles of Straw and Plaiting Materials with the contribution of more than 50 percent. Then Manufacture of Food Products and Beverages with the contribution of more than 25 percent. In addition, the role of other categories is less than five percent. Nominally, the Manufacturing Industry decreased from 169.01 billion rupiah in 2020 to 155.12 billion rupiah in 2021. With a 2021 growth rate contracted of 8.81 percent. Lapangan usaha ini merupakan penunjang kegiatan perekonomian yaitu sebagai input proses produksi maupun sebagai konsumsi akhir masyarakat. Produksi listrik sebagian besar dihasilkan oleh Perusahaan Listrik Negara (PLN) sedangkan Subkategori Pengadaan Gas dan Produksi Es hanya terdiri dari produksi es baik untuk 4.4 Electricity and Gas Provision of electricity is one aspect of the availability of infrastructure in a region. This industry is supporting the economic activities as input production process and as the final consumption of society. Electricity production is mostly produced by the State Electricity Company (PLN), while the subcategory Gas and Ice Production consists only of ice production for food / beverage and not both. Sedangkan laju pertumbuhan kategori Listrik dan Gas pada tahun 2021 sebesar 6,29 persen, lebih lambat dibandingkan tahun 2020 (8,12 persen). The Electricity and Gas category contributed 5.05 billion rupiahs or about 0,08 percent to the economy of Halmahera Utara in 2021, increased when compared to 2020 which amounted to 4.74 billion rupiah. While the growth rate of the Electricity and Gas category in 2021 was 86.29 percent, slower than in 2020 (8.12 percent). Gambar 4.4. Termasuk juga kegiatan pengumpulan, penjernihan dan pengolahan air dan sungai, danau, mata air, hujan dll. Tidak termasuk pengoperasian peralatan irigasi untuk keperluan pertanian. Nilai tambah yang terbentuk oleh kegiatan ekonomi kategori ini selama tahun 2021 sebesar 5,61 miliar rupiah atau sekitar 0,09 persen dari total perekonomian Halmahera Utara. Jika dibandingkan tahun 2020, telah terjadi penambahan sebesar 0,35 miliar rupiah. Dari sisi pertumbuhan, kategori ini selalu tumbuh di atas 5 persen selama periode 2017-2021, namun pada tahun 2020 melambat menjadi 4,70 persen. Adapun pertumbuhan tercepat terjadi pada tahun 2017 yaitu sebesar 12,56 persen, sedangkan paling lambat terjadi pada tahun 2020. 4.5 Water Supply, Sewerage, Waste Management, and Remediation Activities This category includes the economic activities of collection, treatment and distribution of water through various pipelines for domestic and industrial needs of households and industry. Including the activities of collection, purification and treatment of water and rivers, lakes, springs, rain etc. excluding the operation of irrigation equipment for agricultural purposes. The added value generated by the economic activities of this category in Halmahera Utara during 2021 is 5.61 billion rupiahs or about 0.09 percent of the total economy of Halmahera Utara. Compared to 2020, there was an increase of 0.35 billion rupiah. In terms of growth, this category has always grown above 5 percent during the period 2017-2021, but in 2020 which grew slower to 4.70 percent. Nilai tambah yang tercipta dari aktivitas konstruksi di Kabupaten Halmahera Utara selama tahun 2021 sebesar 430,46 miliar rupiah. Nilai tersebut naik sebesar 33,55 miliar rupiah dibandingkan tahun 2020. Dari sisi laju pertumbuhan, konstruksi Halmahera Utara tumbuh lebih lambat dari 2,41 persen pada tahun 2020 menjadi 1,79 persen pada tahun 2021. Kontribusi sektor ini terhadap perekonomian Halmahera Utara selama periode 2017-2021 selalu diatas 5 persen dan meningkat pada tahun 2021 menjadi 7,14 persen. 4.6 Construction In 2021, the contribution of Construction was 7.14 percent of the total economy of Halmahera Utara. The value added created from construction activities in Halmahera Utara Regency during 2021 amounted to 430.46 billion rupiah. This value increased by 33.55 billion rupiah compared to 2020. In terms of growth rates, Halmahera Utara construction grew slower than 2.41 percent in 2020 to 1.79 percent in 2021. Lapangan usaha ini merupakan penyumbang terbesar ketiga perekonomian di Halmahera Utara setelah Pertanian, Kehutanan, dan Perikanan. Pada tahun 2021, kontribusi kategori ini mencapai 731,46 miliar rupiah atau sekitar 12,14 persen dan menempati urutan ketiga sebagai kontributor terbesar PDRB. Dengan semakin berkembangan sektor perdagangan yang didukung dengan keberadaan tol laut dan semakin banyaknya usaha perdagangan menjadikan kategori ini bekembang lebih cepat. Pada tahun 2021, pertumbuhan dari Kategori Perdagangan Besar dan Eceran; Reparasi Mobil dan Sepeda Motor tumbuh sebesar 3,38 persen setelah mengalami kontraksi sampai 4,65 persen pada tahun 2020. Pertumbuhan bernilai minus ini disebabkan efek dari pandemi COVID-19, dimana terjadi penurunan produksi karena menurunnya permintaan selama pandemi. 4.7 Wholesale and Retail Trade; Repair of Motor Vehicles, and and Motorcycles Over the last 5 years, the Wholesale and Retail Trade; Repair of Motor Vehicles and Motorcycles accounts for more than 12. This business field is the third largest contributor to the economy in Halmahera Utara after Agriculture, Forestry and Fisheries. In 2021, the contribution of this category reached 731.46 billion rupiah or about 12.14 percent and ranks fourth as the largest contributor to GRDP. With the development of the trade sector which is supported by the presence of sea tolls and the increasing number of trading businesses, this category is developing faster. In 2021, growth of the Wholesale and Retail Trade Category; Car and Motorcycle Repairs grew by 3.38 percent after contracting to 4.65 percent in 2020. Jika dibandingkan dengan tahun 2020 maka terdapat kenaikan sebesar 5,05 miliar rupiah. Pertumbuhan kategori Transportasi dan Pergudangan pada tahun 2021 tumbuh sekitar 2,66 setelah sebelumnya mengalami kontraksi sampai 8,08 persen pada tahun 2020. Pertumbuhan bernilai minus ini disebabkan efek dari pandemi COVID19, dimana terjadi penurunan produksi karena menurunnya permintaan selama pandemi. 4.8 Transportation and Storage Transportation and Storage field contributions reached 125.30 billion rupiah or around 2.08 percent of Halmahera Utara’s GRDP in 2021. When compared with 2020, there was an increase of 5.05 billion rupiah. The growth in the Transportation and Warehousing category in 2021 grew by around 2.66 after previously contracting to 8.08 percent in 2020. Peranan kategori Penyediaan Akomodasi dan Makan Minum terhadap PDRB Halmahera Utara tahun 2021 sebesar 0,28 persen atau masih sama dengan tahun 2020. Pada tahun 2021, pertumbuhan kategori Akomodasi dan Makan Minum tumbuh sekitar 5,96 setelah sebelumnya mengalami kontraksi sampai 4,79 persen pada tahun 2020. Pertumbuhan bernilai minus ini disebabkan efek dari pandemi COVID-19, dimana terjadi penurunan produksi karena menurunnya permintaan selama pandemi. 4.9 Accommodation and Food Service Activities The added value created from feeding and drinking activities in Halmahera Utara in 2021 amounted to 17.05 billion rupiah, an increase of 1.12 billion rupiah compared to 2020. The role of the category of Provision of Accommodation and Eating Drinks to Halmahera Utara GRDP in 2021 was 0.28 percent same with 2020. In 2021, the growth in the Accommodation and Food and Drink category grew by around 5.96 after previously contracting to 4.79 percent in 2020. PERTUMBUHAN DAN PERANAN PDRB HALMAHERA UTARA MENURUT LAPANGAN USAHA Produk Domestik Regional Bruto Kabupaten Halmahera Utara Menurut Lapangan Usaha 2017 – 2021 117 4.10 Informasi dan Komunikasi Informasi dan Komunikasi memiliki peranan sebagai penunjang aktivitas di setiap bidang ekonomi. Dalam era globalisasi, peranan kategori ini sangat vital dan menjadi indikator kemajuan suatu bangsa, terutama jasa telekomunikasi. Aktivitas kategori Informasi dan Komunikasi di Halmahera Utara selama tahun 2021 menghasilkan nilai tambah sebesar 153,41 miliar rupiah atau meningkat sebesar 3,90 miliar jika dibandingkan dengan 2020. Pada tahun 2021 kategori ini bekontribusi terhadap perekonomian Halmahera Utara sebesar 2,55 persen, menurun 0,07 persen dibandingkan tahun sebelumnya. Pertumbuhan kategori ini pada tahun 2021 sebesar 2,15 persen atau lebih lambat jika dibandingkan dengan tahun 2020 yang mencapai 8,02 persen. Pertumbuhan kategori ini dipengaruhi oleh adanya upaya peningkatan fasilitas dan kecepatan layanan yang terus dilakukan oleh perusahaan telekomunikasi. Selain itu, meningkatnya jumlah pengguna dan penggunaan internet termasuk untuk transaksi online pada saat pandemi tahun 2020 juga berpengaruh terhadap pertumbuhan Informasi dan Komunikasi. 4.10 Informasi dan Communication The Information and Communication has a role to support activity in every economic activities. In the era of globalization, the role of this category is vital and an indicator of the progress of a nation, especially telecommunications services. Activities of Information and Communication in Halmahera Utara during 2021 produces value added of 153.41 billion rupiahs or an increase of 3.90 billion when compared to 2020. In 2021 this category contributed to the economy of North Halmahera by 2.55 percent, an decrease of 0.07 percent compared to the previous year. The growth of this category in 2021 was 2.15 percent or slower compared to 2020 which reached 8.02 percent. The growth of this category is influenced by efforts to improve facilities and service by telecommunication companies. GROWTH AND SHARE OF GRDP HALMAHERA UTARA BY INDUSTRY 118 Gross Regional Domestic Product Of Halmahera Utara Regency By Industry 2017 – 2021 4.11 Jasa Keuangan dan Asuransi Jasa Keuangan dan Asuransi disebut juga dengan sektor finansial, karena secara umum kegiatan utama kategori ini berhubungan dengan kegiatan pengelolaan keuangan berupa penarikan dana dari masyarakat serta penyaluran kembali kepada pelaku ekonomi maupun masyarakat. Lapangan Usaha Jasa Keuangan dan Asuransi terdiri dari empat subkategori yaitu Jasa Perantara Keuangan, Asuransi dan Dana Pensiun, Jasa Keuangan Lainnya serta Jasa Penunjang Keuangan. Pada tahun 2021 kategori ini berkontribusi terhadap perekonomian Halmahera Utara sebesar 102,24 miliar rupiah atau meningkat sebesar 11,73 miliar rupiah dibandingkan tahun 2020. Sedangkan kontribusi kategori ini pada tahun 2021 sebesar 1,70 persen, atau meningkat dibandingkan tahun sebelumnya. Pertumbuhan kategori Jasa Keuangan dan Asuransi pada tahun 2021 tumbuh sekitar 8,12 persen dari tahun 2020 yang tumbuh 7,64 persen. Pertumbuhan yang meningkat ini disebabkan karena meningkatnya produksi dari jasa asurasi dan dana pensiun serta meningkatnya jasa perantara keuangan. 4.11 Financial and Insurance Activities Financial and Insurance Activities is also called the financial sector, because in general the main activities of this category related to financial management activities in the form of withdrawal of funds from the community as well as re-distribution to economic. The Industry of Financial and Insurance Activities consists of four subcategoriesthere are Financial Intermediary Services, Insurance and Pension Fund, Other Financial Services and Financial Support Services. In 2021 this category contributed to the economy of Halmahera Utara amounting to 102.24 billion rupiah or an increase of 11.73 billion rupiah compared to 2021. While the role of this category in 2021 was 1.70 percent, higher than 2020. The growth of the Financial Services and Insurance categories in 2021 grew by around 8.12 percent from 2020 which grew 7.64 percent. Nilai PDRB kategori ini pada tahun 2021 sebesar 3,79 miliar rupiah atau naik 0,04 miliar dari tahun 2020. Laju pertumbuhan ekonomi lapangan usaha ini fluktuatif dan cenderung melambat. Pada tahun 2021, pertumbuhan ekonomi kategori ini sebesar 0,53 persen, lebih rendah jika dibanding tahun sebelumnya yang mencapai 0,96 persen. 4.12 Real Estate Activities The Real Estate Business Field gave a relatively fixed contribution to North Halmahera's GRDP of around 0.06 in 2021, which means equals compared to the previous year. The GRDP value of this category in 2021 was 3.79 billion rupiah, an increase of 0.04 billion from 2020. The rate of economic growth in this field of business is volatile and tends to slow down. Besarnya PDRB Jasa Perusahaan pada tahun 2021 sebesar 6,06 miliar rupiah atau naik 0,22 miliar rupiah dari tahun 2020. Kondisi ini menunjukkan bahwa peranan kategori ini masih sangat kecil. Pertumbuhan kategori Jasa Perusahaan cenderung mengalami perlambatan, dari yang awalnya pada tahun 2017 sebesar 6,28 menjadi 2,40 pada tahun 2021. 4.14 Adiministrasi Pemerintahan, Pertahanan dan Jaminan Sosial Wajib Kategori ini meliputi kegiatan bersifat pemerintahan, yang umumnya dilakukan oleh administrasi pemerintahan termasuk juga perundang-undangan dan penterjemahan hukum yang berkaitan dengan pengadilan dan menurut peraturan. Lapangan Usaha ini merupakan penopang perekonomian Halmahera Utara keempat setelah Perdagangan Besar dan Eceran, Reparasi Mobil dan Sepeda Motor. Kontribusinya terhadap PDRB Halmahera Utara tahun 2021 sebesar 12,12 persen. 4.13 Business Activities The Company Services contribution is relatively the same over the past 5 years, which is around 0.10 percent in 2017-2021. The magnitude of the PDRB of the Company's Services in 2021 was 6.06 billion rupiah, an increase of 0.22 billion rupiah from 2020. This condition shows that the role of this category is still very small. The growth in the Company's Services category tends to slow down, from what was originally in 2017 at 6.28 to 2.40 in 2021. 4.14 Public Administration and Defence Compulsory Social Security This category includes governmental activities, which are generally undertaken by public administration, as well as legal and judicial translations relating to the courts and according to the rules. This Business Field is the fourth pillar of the Halmahera Utara economy after Wholesale and Retail Trade, Car and Motorcycle Repair. Pada tahun 2021 kategori ini tumbuh melambat 1,86 persen, jauh lebih lambat dibandingkan pertumbuhan tahun 2020 yang mencapai 1,93 persen. Selama lima tahun terakhir kontribusi Jasa Pendidikan relatif sama pada kisaran 2 sampai 3 persen. Nilai PDRB kategori Jasa Pendidikan pada tahun 2021 sebesar 163,02 miliar rupiah meningkat sebesar 4,61 miliar rupiah dari tahun 2020. Pertumbuhan PDRB Jasa Pendidikan selama lima tahun terakhir cenderung fluktuatif. Pada tahun 2021 pertumbuhan lapangan usaha ini sebesar 1,23 persen, lebih tinggi jika dibandingkan dengan tahun 2020 yang mencapai 0,43 persen. 4.16 Jasa Kesehatan dan Kegiatan Sosial Lapangan Usaha ini mencakup kegiatan penyediaan jasa kesehatan dan kegiatan sosial yang cukup luas cakupannya. Pada tahun 2021 lapangan usaha ini berkontribusi terhadap perekonomian Halmahera Utara sebesar 109,40 miliar rupiah atau sebesar 1,82 persen, nilai tersebut meningkat sebesar 5,52 miliar dibandingkan tahun 2020. Pertumbuhan Jasa Kesehatan dan Kegiatan Sosial selama periode 2017- 2020 berkisar 6 sampai 7 persen. Dimana laju pertumbuhan tertinggi terjadi pada tahun 2019 yaitu sebesar 7,88 persen, 4.15 Education Service In 2021, Education Services contributed 2.70 percent to the total economy of North Halmahera. Over the past five years the contribution of Education Services has been relatively the same in the range of 2 to 3 percent. The GDP value of the Education Services category in 2021 was 163.02 billion rupiah, an increase of 4.61 billion rupiah from 2020. GRDP growth in Education Services over the past five years has tended to fluctuate. In 2021 the growth of this business field will be 1.23 percent, faster than in 2020 which reached 0.43 percent. 4.16 Human Health and Social Work Activities This industry includes the provision of health services and social activities. In 2021, it’s contribution to the economy of Halmahera Utara amounting to 109.40 billion rupiahs or 1.82 percent, this value increased by 5.52 billion compared to 2020. Growth in Health Services and Social Activities during the 2017-20210 period ranged from 6 to 7 percen. Nilai tersebut meningkat sebesar 0,93 miliar rupiah dari tahun sebelumnya. Pada tahun 2021 laju pertumbuhan Jasa Lainnya sebesar 2,17 persen. Laju pertumbuhan Jasa Lainnya selama periode 2017-2019 berkisar antara 6 sampai 9 persen namun menurun pada 2020 menjadi 1,91 persen.
