Corporation of the Year The SUCCESS AWARD was created to honor the Chief Executive Officer
Charles Matthews of a major buying organization who has made extraordinary strides in
championing supplier diversity within their corporations or government
President agencies. We are pleased to bestow this year’s honor upon Charles
Matthews, President and Chief Executive Officer of Peoples Energy. In
PEOPLES ENERGY this role, Matthews oversees the daily operations, strategy, growth and
administrative activities of WEC Energy Group’s two Illinois utilities that
collectively provide natural gas service to nearly one million customers
in the city of Chicago and 54 communities within the northern suburbs.
Matthews possesses more than thirty years of energy industry experience
in operations,finance, marketing, risk management and mergers and
acquisitions. Prior to taking the helm at Peoples Energy, Matthews spent
nine years in executive and leadership positions at WE Energies and
served as Senior Vice President - Wholesale Energy and Fuels and
Customer Solutions. While at WE Energies, Matthews was responsible
for procurement of natural gas, coal and other commodities uses in
electric generation, long-term wholesale marketing activities, and the
management of the relationships with the company’s largest commercial
and industrial customers.
The 2019 SUCCESS AWARD recipient is committed to community service.
He is a member of the Board of Directors of Chicago Urban League,
Economic Club of Chicago, Chicago United and the Civic Committee of
the Commercial Club of Chicago and other leadership organizations in
Chicago and nationally.

State Senator Martin A. Sandoval of the 11th District is a long-time advocate for
education, public safety and the Hispanic community. He began his public service
career with appointed positions at the U.S. Department of Defense, the U.S.
Department of Veterans Affairs and ten years at the United States Environmental
Protection Agency. He also served as a leader in various labor unions. He was the
first Latino appointed to the position of the Commissioner of the Water Reclamation
District of Greater Chicago through a bipartisan appointment between then-
Republican Governor George Ryan and then-Mayor Richard M. Daley.
Sandoval was elected to the Illinois State Senate in 2003. He has supported
important causes such as local schools funding, supplier diversity, and funding
for breast cancer detection. Now serving his 6th term as Senate Majority Caucus
Whip, Sandoval is also Chairman of the Illinois Senate Transportation Committee
and Subcommittee on Capital, Chairman of the Special Committee on Supplier
Minority Business Impact Award Diversity. As chairman of the Senate Transportation Committee, Sandoval provides
Senator Martin Sandoval leadership for the improvement of Illinois’ multifaceted transportation system in
State Senator 11th Senate District coordination with other state and federal agencies.

The Anders Rasmussen, Jr. Award was named in honor of the late Anders
Rasmussen, Jr., a former AT&T executive who “set the standards” for effective
minority business utilization programs for Fortune 500 corporations and public-
sector buying organizations. Shondra Watson-Wilson has nearly twenty years of
experience as a dedicated business diversity professional.
Prior to her current position at the Chicago Transit Authority, she worked for
the Minority Business Development Agency of the United States Department of
Commerce and was the Director of Certification for the Chicago Minority Supplier
Development Council, Inc. Shondra exemplifies the high standards for supplier
diversity advocacy and utilization that were set by Rasmussen and other diverse
business champions.

and coaching required to ensure diverse business participation on projects in
which she is involved.
Flagg is a certified Project Management Professional (PMP), complemented with
ten years of real estate law and relevant real estate industry experience. Her

Marcelo V. Oliver is Owner and Manager of Body Scientific International, a medical
illustration and education design firm for Medical Publishing, Anatomical Model
Development, International Business Development, Tissue Procurement for BioSkills,
Project Management and Implementation. He is an expert in medical and patient
education and an expert in managing production in China (ten years of experience).

Michael J. Cabrera is Manager, Diverse Business Empowerment for Exelon

supply leadership and key management, legislative and regulatory agencies and
supplier diversity advocacy groups. He provides governance and oversight of a
Supplier Diversity Process that reflects Exelon’s diverse customer base and the

City requirements. Cabrera’s leadership and direction has resulted in $718 million
in diverse spend in 2018 and year-over-year growth from 36% in 2017 to 39%

Mark Fehlberg is the Executive Director for Procurement Services at the University
of Chicago. Fehlberg joined the University in 2010 and is responsible for overseeing
all aspects of the procurement function for the university. Prior to arriving at the
University, he served 20 years in a variety of roles in supply chain management with
Motorola, Pfizer and Monsanto. Fehlberg earned a Bachelor’s Degree in Business
Administration from Valparaiso University and an MBA from Northwestern University.
In his current role, Fehlberg is actively involved in setting policy and goals for the
University’s procurement function including the engagement of diverse, local and
small businesses. Through the unique leadership role that the University has as an
anchor institution on the mid-South Side of Chicago, Fehlberg is able to participate
