INTRODUCTION

Financial LATeracy is a collection of more than 150 distinctive caricatures by Datuk
Mohammad Nor Khalid, better known as Lat, featured in 14 series of Buku Wang
Saku or Pocket Money Book. Since 1999, fifteen million copies of Buku Wang Saku
have been circulated to school children to inculcate prudent money management
from a young age.

The Buku Wang Saku, conceived by Governor Tan Sri Dr. Zeti Akhtar Aziz, was
introduced as part of the national savings campaign launched in 1996 in an effort
to nurture Malaysians to be financially savvy by providing a foundation for
financial education to be introduced to young Malaysians in schools. It is closely
identified with several key initiatives focused on financial education in schools,
including the School Adoption Programme under which more than 10,000 schools
were adopted by financial institutions that sponsored financial education activities
in the schools, the establishment of Students’ Financial Clubs in the schools and the
creation of a financial education website ‘Duitsaku.com’ for students to have access
to financial education contents.

The amusing and insightful caricatures by Lat in Buku Wang Saku portrayed in
different settings generated universal appeal for important messages carried in
the book on many aspects of prudent financial and money management. Lat has
conjugated visual with humour through some key characters close to him, such
as his primary school English teacher Mrs Moira Hew, his siblings, parents and
childhood friends. The introduction of Mamat The Kampung Boy in Buku Wang
Saku since 2002 further elevated his hi-jinks with delightful and meaningful effect.

Financial LATeracy is published in conjunction with an exhibition being held at
Bank Negara Malaysia Museum and Art Gallery, on Lat’s collection featured in the
Buku Wang Saku. The timeless caricatures showcased in this compilation provide
powerful messages on personal financial management, consumer responsibilities,
moral values, culture and traditions of the people of Malaysia presented in a light-
hearted manner. The collection of caricatures is organised along six themes:

Plan Your Finances – capturing children’s behaviour in practising prudent
spending such as identifying needs and wants, comparing prices, evaluating
opportunity costs as well as setting up financial goals.

Save and Invest – guiding children to manage their finances through savings
and investing with financial institutions, evaluate financial activities to achieve
financial goals, use e-payment in daily transactions and protect wealth through
insurance and takaful coverage.

Track and Review Spending – depicting children’s habits of recording and tracking
their pocket money and spending, creating and keeping to a budget, evaluating
spending behaviour and working towards achieving financial goals.

Be a Smart Consumer – portraying good moral values such as honesty and
trustworthiness, as well as traits of responsible consumers ranging from
effective usage of credit and debit cards, awareness of financial scams and debt
management while also having awareness on the importance of conserving
resources such as electricity and water.

Students’ Financial Club – reinforcing the importance of financial education in the
curriculum and extra-curricular activities in schools.

The Hummingbird Story – reflecting the significance of fostering good values and
attitudes from a young age such as being prudent in managing finances as the
foundation for success.

Financial LATeracy will certainly bring back fond memories to the many users of
Buku Wang Saku and those involved in the efforts to promote financial capability
as an essential life skill from an early age. Besides appreciating Lat’s creative
art pieces, everyone would be reminded of the important messages they bear on
prudent money management in our day to day financial activities.
