SECTION ONE: LIONS INTERNATIONAL
OVERVIEW
1.1. General Information
Lions Clubs International is the world's largest service club organization –
with over 1.3 million members in more than 45,000 clubs worldwide. Lions
are everywhere. We’re active men and women in more than 206 countries
and geographic areas.
1.2. Purposes
▪ TO ORGANIZE, charter and supervise service clubs to be known as
Lions clubs.
▪ TO COORDINATE the activities and standardize the administration of
Lions clubs.
▪ TO CREATE and foster a spirit of understanding among the peoples
of the world.
▪ TO PROMOTE the principles of good government and good
citizenship.
▪ TO TAKE an active interest in the civic, cultural, social, and moral
welfare of the community.
▪ TO UNITE the clubs in the bonds of friendship, good fellowship, and
mutual understanding.
▪ TO PROVIDE a forum for the open discussion of all matters of public
interest; provided, however, that partisan politics and sectarian
religion shall not be debated by club members.
▪ TO ENCOURAGE service-minded people to serve their community
without personal financial reward, and to encourage efficiency and
promote high ethical standards in commerce, industry, professions,
public works, and private endeavors.

1.4. Lion’s Values
▪ INTEGRITY – Lions Clubs International insists on the highest
standards of personal and professional integrity. We must all make
every possible effort to safeguard the association’s assets. We must
also comply with all association policies and applicable laws.
▪ ACCOUNTABILITY – Lions Clubs International expects all past and
current Executive Officers, International Directors, and Board
Appointees to honor commitments as authorized and made on behalf
of the association and take individual responsibility for all actions and
outcomes. It has no tolerance for ethical violations.

environment that encourages innovation, creativity and positive
results through teamwork. We must all practice leadership to train,
inspire and promote full participation and individual development for

1.9. Lion Symbolism:
▪ The Lions Name: On June 17, 1917, at the invitation of Melvin
Jones, delegates met in Chicago. The only point of contention was the
selection of a name for the new organization. Melvin Jones researched
the idea of calling the new organization Lions. He was convinced that
the lion stood for strength, courage, fidelity, and vital action. On a
secret ballot, the name Lions was chosen over several others.
▪ The Lions Emblem - At the 1919 convention, there was a move to
change the symbol, but a young
attorney from Denver, Colorado rose
to speak. His name was Halsted
Ritter. "The name Lions stands not
only for fraternity, good fellowship,
the strength of character and
purpose, but above all, its
combination of L-I-O-N-S heralds to
the country the true meaning of
citizenship: LIBERTY, INTELLIGENCE,
OUR NATION'S SAFETY." (Origination
of Lion's slogan). The emblem
consists of a gold letter "L" in a
circular area. Bordering this is a circular city with two Lion profiles
facing away from the center. The word "Lions" appears at the top and
"International" at the bottom. The Lions face both past and future –
showing both pride of heritage and confidence in the future.
▪ Our Local Club’s Emblem: The Lions Club emblem embodies the sun
at the middle with the Lions Club
International logo center which represents
our Lionistic Principles and connection.
The sun, sea and fish highlight the
communities to which we are called to
serve on the western side of Grenada, the
two parishes of St. John and St. Mark
known as the Fishing Capital of Grenada
and Sunset City, respectively. The sun,
sea and fish also depict the livelihood of
the people we serve (Fishing and
Agriculture). The Emblem is an expression
of our positive and determine spirit of service. The emblem is
surrounded by our connection with the Zone and District in the Lions
Club organization.

1.13. Code of Ethics
▪ TO SHOW my faith in the worthiness of my vocation by industrious
application to the end that I may merit a reputation for quality of
service.
▪ TO SEEK success and to demand all fair remuneration or profit as
my just due, but to accept no profit or success at the price of my own
self-respect lost because of unfair advantage taken or because of
questionable acts on my part.
▪ TO REMEMBER that in building up my business, it is not necessary
to tear down another's; to be loyal to my community members and to
remain true to myself.
▪ WHENEVER a doubt arises as to the right or ethics of my position or
action towards others, to resolve such doubt against myself.
▪ TO HOLD friendship as an end and not a means. To hold that true
friendship exists not on account of the service performed by one to
another, but that true friendship demands nothing but accepts

SECTION TWO:
2.0. HISTORY OF THE LIONS CLUB OF ST. JOHN
The Lions Club of St. John was first conceptualized through the initiative
of St. George's Lions' Club President - Lion Jeremiah Hyacinth at the
time was the Lion President in 2018. He held conversations with Lavita
Glean and David Hopkin, both residents of St. John's, who made
commitments to gather interested persons. David Hopkin began the
process with 20 perspective Lions. The Lions Club of St. John was
chartered on October 6, 2018, sponsored by the St. George's Lions Club
after approximately three-four months of preparations and putting
structures in place.
The Lions Club of St. John strives to meet the needs of the communities
of St. John and St. Mark. It offers an opportunity for membership to
service-minded men and women.
Lions Club International Association presented the official charter to the
Club at a GALA event on October 6, 2018, at St. Rose Modern Secondary
School’s Auditorium under the theme "Fashion, Art, and Dinner." The
evening had in attendance the Governor-General of Grenada Dame Cécile
La Grenade, Parliamentary Representative for St. John - Hon Alvin
Dabreo, Lion District Governor Lion Sherwin Greenidge MJF, Lion
President St. George’s Lions Club – Lion Jeremiah Hyacinth, our Charter
Club – Lions Club of St. George’s and Leos’ Club, Lions Club of St.
Andrew’s Lion and Leos Club, special invited guest and family members.
The Club highlighted the expertise of two fashion designers and one
artist in the community as they were allowed to display their talent
through a fashion show and art exhibition. The banquet was followed by
an evening of dancing and group interaction entertained by a live band -
Rhythm Harmony's. Over 165 Lions Club members and their guests
attended the Charter Night event.
2.1. MEMBERSHIP
Benefits of Membership - Personal satisfaction of helping others,
fellowship, service opportunities, leadership opportunities.
A. Eligibility: Any person of legal majority of good moral character and
reputation in your community is eligible for membership in our Club.
Lions club membership is by invitation only. New members are
recommended to the Club as prospective members.
B. Membership categories: Membership in club may be one of several
categories. A description of each category is found below. The
Membership types allow a Lion to retain membership even if not able
to be regular, active member.
i. Active Member: An active member is just that: a full member
with all duties and responsibilities. They have full voting rights,
can hold office, and are required to pay full dues.
ii. Member at Large: If a member is not able to fully participate
in all the club's activities, a member may, upon approval by the
club's Board, be placed in Member at Large status. This
member is then free to plug-in to club activities when able but
is not expected to be a full-time member. Club dues may be
reduced; for example, if a member has suffered an illness or on
a special assignment or studies that will impair them for a
period, they may be placed on Member at Large status. They
may not be able to attend meetings for a while. This status is
temporary in that the Board must review the member's need to
be on this special status every Lionistic year. A member at large
may not hold office or be a delegate to a convention. This
member must pay Zone, District, and International Dues.
iii. Affiliate Member: A quality individual of the community who
currently is not able to fully participate as an Active Member of
a club, but desires to support the club as much as they can,
may become an Affiliate Member. The idea is that because of
work, school, or other obligations, this member cannot "plug-in"
to every activity of the club. Instead of losing this member, they
can apply to the Board for Affiliate Member status. Some clubs
have adjusted dues for these special members; however, this
member is charged all Zone, District, and International Dues.
These members may vote but cannot hold office or be a delegate
to conventions.
iv. Privileged Member: The club may allow a Lion that has been a
v. member at least 15 years or for any other particular reason to
vi. become a privileged member if the member is facing illness,
vii. infirmities, advanced age, or other reasons that prevent this
person from being an active member of the club. Think of this
viii. status as a permanent member at large. The Board may adjust
the dues for this member. They have full voting and delegate
authority; however, they may not hold office. This member is
charged all Zone, District, and International Dues.
Honorary Member: A club can honor a community leader with
Honorary Membership. The club will then pay the entrance fee
and all Zone, District, and International Dues on behalf of this
member. This member cannot hold office, cannot vote in the
club, or delegate to conventions.
Life Member: A club can honor a senior member of their club
with Life Membership. The Lion must have been a Lion for 20 or
more years or been a member for 15 years and over 70 years of
age. Once bestowed, the member is then exempt from
International Dues for the rest of his or her life. The Life
Member has all membership rights, privileges, and duties.
Associate Member: If a Lion relocates to an area for an
extended time but wants to maintain his membership in his
home club, he may become an Associate Member of the local
Lions club. For example, say a Lion from St. Vincent has
business in Gouyave, Grenada. He or she could be an associate
member of a Lions Club while at his St. Vincent Island home.
The club could set dues to offset club administration dues., but
the Lion is not a member of this club. No Zone, District, and
International Dues are paid on this member.
Family Member: Not a different type of membership rather the
Family Membership Program provides families with the
opportunity to join a Lions Club, upon invitation, under an
individual family dues concession. The program is designed for
either existing members who wish to invite other family
members to join their Club and for clubs that want to expand
their community service by involving more families from the
community they serve.
a. Family Membership means lower families' costs to join the
Lions Club. This is a dues reduction for Lions that live in the
same household. The first Lion from home pays the full
entrance fee and international dues. Each additional
member from the same home pays no entrance fee, and their
International Dues are cut in half. Your club secretary is
required to report this information to LCI to get the dues
break. The club's Board must also approve passing the
savings onto the family. Subject to the provisions and
regulations as determined by the International Board of
Directors.
b. For the Family Membership program, the eligibility definition
for ―families shall be as follows: A family includes all
members living in the same household related by birth,
marriage, adoption, and other legal dependents, including
such common family relations as parents, children, spouses,
aunts/uncles, cousins, and grandparents in-laws and other
legal dependents. The first member of the family shall pay
the regular entrance fees and full international dues (as well
as any applicable Club, District, or multiple district dues).
Subsequent family members, up to a limit of four more, who
meet the qualifications, pay one-half of the regular
international dues (as well any applicable Club, District, or
multiple district dues). All qualifying family members shall
be active members with all rights and privileges.
C. RECRUITING NEW MEMBERS: It is the responsibility of each
member to recruit new members actively. The Lions Club of St. John's
Membership Committee will develop an annual plan and assist
individual club members in recruiting further.
2.2. CLUB MEETINGS
A. PARTICIPATION: Members of the LCSJ are expected to participate in
club activities to the best of their ability. These activities include
regular meetings, committee meetings, community service projects,
and fundraisers. By participating in these activities, you will gain a
greater sense of membership and achievement. At the same time, you
will be helping the Club meet its service objectives to the community.
It is recognized that there will be times when members cannot
participate due to work and personal commitments, health issues,
and other valid reasons. Hence, members should communicate their
absence from participating or attending these activities to the Club's
President or Secretary at least one (1) day before the event.
B. MEETING TIME
▪ All REGULAR meetings of the Club shall be on the first (2nd)
Monday (Business Meeting) and third (3rd) Friday (Social Meeting) of
every month, commencing at 6:30 pm sharp.
▪ BOARD Meeting will be held on the first (1st) Monday of every
month, before regular business meetings.
▪ Any member who refuses to give an excuse of lateness or absence
before the official starting time will be fined ($2.00) by the Tail
Twister on their arrival to the said meeting if late or the subsequent
meeting if absent.
▪ A member is considered late if he/she arrives 15 minutes after the
official start of a meeting. Active members are expected to attend as
many meetings as they can.
▪ If due to unforeseen circumstances, a Business meeting cannot
occur on its scheduled date, then that meeting will be deferred to
the following month or the President may call an emergency
meeting.
C. QUORUM: A quorum of 50% of the Club's active financial
membership must be in attendance at the start of every meeting to
make the proceedings of the said meeting valid.
D. ABSENTEEISM: Once a member cannot attend a meeting, the onus is
on the member to ensure that an excuse is relayed to the Secretary
and/or Membership Chair before the meeting.
E. ATTENDANCE: Each member is an asset to the Club. Hence, 100%
attendance is expected. After two (2) consecutive absences from
regular (business) meetings without a proper excuse, the Membership
Committee Chair shall contact the member to encourage attendance.
A warning letter shall be sent to members after three (3) consecutive
absences from meetings, projects, or activities.
F. GOOD STANDING: Any member who fails to pay any indebtedness
due this club within thirty (30) days after receipt of written notice
from the secretary shall forfeit his/her good standing and shall so
remain until such indebtedness is paid in full.
G. FAILURE TO PAY: The secretary shall submit to the board of
directors the name of any member who fails to pay any indebtedness
due this club within 60 days after receipt from the secretary of written
notice. The board shall thereafter decide whether the member shall be
dropped from or retained on the roster.
H. LOSS OF MEMBERSHIP: A member shall be considered no longer a
member of the Club after four (4) consecutive absences from meetings
(equivalent to four (4) months without reasonable1 excuse.
I. WITHDRAWAL OF MEMBERSHIP: Any member may resign from this
club and said resignation shall become effective upon acceptance by
the board of directors. The board may withhold acceptance, however,
until all indebtedness has been paid and/or all club funds and
property have been returned.
J. REINSTATEMENT OF MEMBERSHIP. Any member dropped from
membership in good standing may be reinstated by the club’s board of
directors and will retain their prior Lions service record as part of
their total Lions service record.
K. CONFLICT RESOLUTION: Conflicts are normal and sometimes even
healthy for an organization. There are a variety of reasons why conflict
can occur, and if you hope to resolve the dispute, it is helpful to
understand why it exists. People should feel free to respectfully
express differences of opinion and constructively address and resolve
them. However, there will be times when a complaint cannot be
resolved without some formal dispute resolution process. While most
conflicts can and should be resolved informally, some are complex
and difficult and require additional procedures to ensure all involved
find a resolution. (LIONS CLUBS INTERNATIONAL DISPUTE
RESOLUTION GUIDELINES)
a. When a conflict arises between two members, that disturbs the
Club's activity or operation, it should be resolved among them.
If no resolution is reached, the matter shall be brought to the
attention of the Membership Committee for redress. The
Membership Committee shall meet with both parties to resolve
the issue. If a resolution is not arrived at, the matter shall be
brought to the Board of Directors for final arbitration.
b. Purpose of Dispute Resolution: The purpose of dispute
resolution is to provide Lions an opportunity to resolve
internally, disputes arising out of issues concerning
membership, policies, and procedures adopted by Lions clubs

and districts (single, sub, and multiple). Before engaging in the
dispute resolution process, the parties should first make all
attempts to resolve the matter informally.
L. EXTRAORDINARY MEETINGS
I. SPECIAL MEETINGS: Special meetings of the Club may be
called by the President in collaboration with the Board of
Directors. Notice of this meeting setting out the purpose,
date, and venue should be published to every member of the
Club electronically at least five (5) days before the meeting.
II. BUSINESS MEETING PROCEDURE: The club president
presides at all meetings of the Club. Every business meeting
shall follow an agenda; the format is as follows:
1. Call to order by President
2. Pledge to Flag (National Pledge)
3. National Anthem
4. Invocation (Lions’ Prayer)
5. Reciting of the Code of Ethics
6. Singing of Lions and Club Songs.
7. Introduction of Guests at the meeting. (Lions by rank
or title, other guests.)
8. Refreshments (optional)
9. Tailtwister (The Tailtwister will introduce members and
fine those that are late, missing a pin or whatever
other reason is deemed necessary.)
10. Guest Speaker or Program. (The person presenting the
program is now fully introduced with credentials or
history.)
11. Business Portion of the meeting
▪ Reading of minutes of the previous meeting and
board meeting
▪ Committee reports, Treasurer's report
▪ Communications received (mail, requests for
service, etc.)
▪ Old/Unfinished Business
▪ New Business

2.3. ZONE MEETINGS
Our Club belongs to Zone 3C, Region 3, District 60B. Three times a
year, a meeting is held of all the clubs in a zone. It is an opportunity
for all the clubs in a zone to share information about their activities
with other clubs in their zone. All club members are invited to attend
zone meetings, and it is a good way for new members to learn more
about the activities of the Lions Club.
2.4. COMMITTEES
A. IMPORTANCE OF CLUB COMMITTEES: Committees contribute to
the success of a club by concentrating on a specific area and
ensuring that the Club's goals in that area are met. The LCSJ has
numerous committees that accept responsibility for various club
activities. The number and types of committees in existence may
vary from year to year. Some committees address the Club's
internal operations (administrative) while others direct various club
projects and fundraising activities. The committee chair generally
calls committee meetings, and all committee members should
make every effort to attend these meetings. All members are
asked to serve on one or more committees.
Each Committee shall hold at least one (1) meeting per month,
preferable before the Board meeting. ALL decisions must be
documented and readily available for review by membership within
a timeframe established in the meeting procedure. The President
may appoint additional ad hoc committees on an as-needed basis.
The president and Secretary is ex-officio to all committees.
NB: Members should serve on a committee for a period no
longer than two (2) years or unless the circumstances of the
club warrant differently.
B. TYPES OF COMMITTEES
I. LCSJ COMMITTEES: The following standing committees may
be appointed by the club president in consultation with the
Board of Directors, except for chairperson positions that serve
on the Board of Directors, requiring elections. Finance
Committee
II. THE FINANCE COMMITTEE oversees the Club’s budget and
investments and reviews all finances to ensure that the
foundation maintains a healthy corpus and is well funded for
the future.
III. ADVISORY (AUDIT) COMMITTEE: Headed by the IPP The
purpose of the committee is to assist the Board of Directors in
fulfilling its oversight responsibility relating to the integrity of
the financial statements and financial reporting; the annual
independent audit of the financial statements; Engagement of
the independent auditor; Compliance with legal and regulatory
requirements; Evaluation and assessment of risk management;
Effective Accounting systems and internal controls, and
Fulfillment of other responsibilities set out herein.
IV. LEADERSHIP DEVELOPMENT COMMITTEE: To improve the
quality of Lions leadership through systematic high-quality
learning opportunities headed by the Club Vice-president.
V. GLOBAL ACTION TEAM: This Committee is chaired by the
club president and includes the Club's first vice president
(serving as the leadership chairperson), the club membership
chairperson, and the club service chairperson. It is to develop
and initiate a coordinated plan to expand humanitarian
service, achieve membership growth, and develop future
leaders. It should meet regularly with club members to discuss
the progress of the project and initiatives that may support the
plan.
VI. MEMBERSHIP COMMITTEE: This Committee is chaired by
the membership chairperson to ensure membership growth by
reaching new markets, actively recruiting members, and
providing member satisfaction. This Committee also verifies the
qualifications of potential members who are considered by the
Club's Board of Directors. The membership committee should
include last year's membership chairperson, vice membership
chairperson, and any club members interested in new member
recruitment and/or member satisfaction.
VII.MARKETING COMMUNICATIONS COMMITTEE: This
Committee is chaired by the marketing communications
chairperson to ensure effective internal and external
communication, reshape public opinion and improve visibility
of the Club's activities in the community.
VIII. SERVICE /ACTIVITIES COMMITTEE: This Committee is
chaired by the Club's service chairperson. It assists in
developing service goals and action plans, identifying potential
projects, guiding project planning and implementation, and
involving club members in meaningful service. Coordinates and
ensures the effective leadership of service projects relating to
the global service framework by supporting chairpersons
assigned to each club service initiative. This Committee may
also be responsible for developing community partnerships as
approved by the Club's Board of Directors.
For the Lionistic year 2020 – 2021, the service committee
comprises of the Chairpersons of the following Service Sub-
Committees:
1. Community/Disaster/Environment
(Sustainable Empowerment)
2. Health Services
(Vision, Cancers, Diabetes)
3. Education/Youth/Parenting
(Drug Abuse & Addiction)
IX. FUNDRAISING PROGRAMS/ACTIVITIES: Without adequate
funds, it would be impossible for the LCSJ to support the
numerous community service projects that we undertake or to
support districts, multiple districts, and Lions International
programs.
1. Most of our funds would be collected from the public through
numerous fundraising activities. As previously noted, 90% of
these funds go into the Service Account and 10% into the
club’s Administrative represented the time, expertise, and
material contributions of membership.
2. Fundraising for the Administrative Account will be held –
these fundraising events are held within our membership.
Traditional Administrative fundraising includes special sales
at each LCSJ Meeting and the Tail Twister's fines. The Tail
Twister will tell jokes and generally charge members for
"serious" infractions such as not wearing their name badge
and/or forgetting their membership pin.
3. ANNUAL FUNDRAISING ACTIVITIES - The Club shall
engage in several fundraising activities, some of which
are to be held annually. The following are a list of such
events:

2.5. BOARD OF DIRECTORS
A. BOARD COMPOSITION: The members of the Board of directors are
the President, Immediate Past President, Vice President(s),
Secretary, Treasurer, Lion Tamer (optional), Tail Twister (optional),
Membership Director, Service Chairperson, Branch Coordinator, if
designated, and all other elected directors.
B. The Board of directors shall have the following duties and powers:
1. It is the executive Board of the Club and is responsible for the
execution, through the club officers, of the policies approved by
the Club. All new business and policy of the Club shall be
considered and shaped by the Board of directors for presentation
and approval by the club members at a regular or special club
meeting.
2. It authorizes all expenditures and shall not create any
indebtedness beyond the current income of this Club, nor
authorize disbursal of club funds for purposes inconsistent with
the business and policy approved by the club membership.
3. It has the power to modify, override, or rescind the action of any
officer of the Club.
4. It ensures that the books, accounts, and operations of the Club
are audited annually or, at its discretion, more frequently and
may require an accounting or have an audit made of the
handling of any club funds by any officer, committee, or member
of the Club. Any member of the Club in good standing may
inspect the audit or accounting upon request at a reasonable
time and place.
5. It appoints, on the recommendation of the finance committee, a
bank or banks for the deposits of the Club's funds.
6. It appoints the surety for the bonding (insurance) of any officer
of the Club.
7. It does not authorize, nor permit, the expenditure, for any
administrative purpose, of the net income of projects or activities
of the Club by which funds are raised from the public. It shall
submit all matters of new business and policy to the respective
standing or special club committee for study and
recommendation to the Board.
8. It appoints, subject to the club membership approval, the
delegates and alternates of the Club to District (single, sub- or
multiple) and international conventions.
9. It maintains at least two (2) separate funds governed by
generally accepted accounting practices. The first fund to record
administrative monies such as dues, tail twisting fines, and
other internally raised club funds. A second fund is to be
established to record activity or public welfare monies raised by
asking for public support. Disbursement from such funds is to
be in strict compliance with the item (7) above.
C. MEETINGS: It was agreed that Board meetings would be held
before the first business meeting of the month. New or returned
positions of the Board would be filled each year:
On Saturday, May 2, 2020, a Board of Directors made up of nine
(9) persons was elected to office to serve in the respective positions
within the Club. These comprised the following persons:

D. DUTIES AND RESPONSIBILITIES
1. PRESIDENT is the Chief Executive Officer of the Club and
presides at all meetings of the Board of Directors and the Club.
She/he appoints the Standing and Special Committees of the
Club and cooperates with the Committee Chairmen to ensure
regular functioning and reporting of the Committees. He/she
sees that officers are elected as provided for by the constitution
and by-laws. He/she cooperates as an active member of the
district governor's Advisory Committee of the Club's zone.
2. IMMEDIATE PAST PRESIDENT is self-explanatory, in that the
prior year’s President is automatically a member of the Board of
Directors to provide guidance and mentoring for the President.
The President is filled because of the progression up the chain of
Vice Presidents – an individual would usually start as a 3rd VP
and move upward until she/he has served as President and
Immediate Past President. He/she and the other past presidents
officially greet members and their guests at club meetings and
represent the Club in welcoming all new service-minded people
in the community served by the Club.
3. VICE-PRESIDENTS are used to providing oversight for the many
committees of the organizations. They are a resource for
Committee Chairs and a conduit for information to and from the
Board. If the President is unable to perform the duties of his/her
office for any reason, the vice president next in rank shall
occupy his/her position and perform his/her responsibilities
with the same authority as the President.
4. SECRETARY is responsible for keeping the minutes for regular
club meetings and LCSJ Board Meetings. She/he develops the
agendas for those meetings, with the approval of the President,
and maintains the correspondence of the Club. She/he will also
handle the reporting of club activities to the District and Lions
Clubs International. He/she has custody of and maintains
general records of the Club, including minutes of club and board
meetings; attendance; committee appointments; elections;
member information, addresses and telephone numbers of
members; members club accounts.
5. THE TREASURER is responsible for keeping the books for
LCSJ. The Treasurer prepares the monthly financial statements
for the Board's review and reconciles the checkbooks monthly.
Also, he/she prepares and submits monthly and semi-annual
financial reports to the Board of directors of the Club.
6. THE MEMBERSHIP CHAIR is responsible for developing a
program to bring in and retain new members to the Club.
Develop and lead a membership committee to help implement
action plans to achieve the Club's membership goals and
increase the member experience positively. And preparing and
implementing member orientation sessions.
7. THE SERVICE CHAIR leads the service committee to implement
the Club's service action plans to achieve the Club's service
goals. To increase member satisfaction by encouraging
participation and engagement in service projects. To collaborate
with the club membership chairperson and other club
committees to promote membership opportunities to non-Lions
during service projects. Directors provide guidance and input
into Board matters.
8. THE LION TAMER is responsible for the property and
paraphernalia of the Club, including flags, banners, gong, gavel,
songbooks, etc. He/she puts each item in its proper place before
every meeting and returns the items to the appropriate storage
area after each session. He/she acts as sergeant-at-arms at
meetings, seeing that those present are properly seated and
distributes bulletins, favors, and literature as required at club
and board meetings. He/she ensures that new members are
welcomed to the Club and sit with a different group at each
session so that the new members become better acquainted.
9. THE TAIL TWISTER promotes harmony, good fellowship, and
enthusiasm in the meetings through appropriate stunts, games,
and the judicious imposition of fines on club members. There
shall be no appeal of his/her decision in imposing a fine,
provided, however, that no fine shall exceed an amount fixed by
the Board of directors of the Club, and no member shall be fined
more than twice at any one meeting. The tail twister may not be
fined except by the unanimous vote of all members present. All
monies collected by the tail twister shall be immediately turned
over to the Treasurer, and a receipt shall be given.
2.6. ELECTION PROCESS
A. NOMINATIONS AND ELECTION OF OFFICERS: The Board of Directors
will appoint a nomination committee. This Committee will be charged
with the task of nominating officers to serve on the Board. After the
Committee makes its nomination, the Committee shall contact each
member to discuss their appointment and allow the member to accept or
decline the office. Then the list of officers will be shared with the
membership of the Club for perusal. Following a nominations meeting
will be held. The nomination Chair is the officer responsible for
conducting the proceedings during the nomination meeting. This meeting
shall be held in March of each year or as determined by the Board of
Directors, with the date and place of such meetings to be determined by
the Board of Directors. Notice of the meeting shall be published by
electronic means or by personal delivery to each member of this Club at
least fourteen (14) calendar days before the date of the meeting.
1. The Committee shall nominate at least two officers to each post before
submitting the list to the membership and before the nominations
meeting is held.
2. For members to qualify to vote in the elections, they must be in good
standing (financially and have excellent attendance in meetings and
club activities) with the Club.
3. Each nomination must be second by another member; once this
happens, the member's name is added to the nomination list.
4. Once nominated, a member can decline his/her nomination in writing
to the nominations committee, 24 hours after the nomination meeting
is held.
B. ELECTION: An election shall be held in April or as determined by the
Board of Directors at a time and place determined by the Board of
Directors. Notice that the election shall be published by electronic means
or by personal delivery to each member of the Club at least fourteen (14)
calendar days before the election. Such notice shall include the names of
all nominees approved at the previous nomination meeting and a
statement that these nominees will be voted upon at this election. No
nominations may be made from the floor at the election. NB: If a member
is to hold office on the Board, said member must be in good standing
with the Club.
C. BALLOT: A secret written ballot will be used during the club’s elections
process. Members will cast their ballot in a box during a special meeting.
This process will take place on a date as agreed by the Board of Directors
and Nomination Committee and only those members who qualify to vote
and are present will take part in the process. They too should be in a
good standing order with the club. Written and paper ballots can be
replaced with virtual ballots and online voting.
D. VOTING PROCEDURE: The show of hands shall decide all resolutions at
meetings. The President or the Chairperson shall have the deciding vote
if votes are equal.
E. The nomination and voting process can be replaced with online
affordances where applicable.
2.7. CLUB FINANCIAL MATTERS
A. DUES AND OUTSTANDING MONIES
1. ACTIVE MEMBERS: All members must pay dues of EC two hundred
and fifty dollars ($250.00) per annum. It can be paid in two
installments. The first $125.00 must be paid on or before November
30th and the second $125.00 on or before April 30th, at any given
Lionistic year, which ends in June of each year. If this arrangement
proves to be challenging for some members, then small payments of
($25.00 per month) until the full amount is covered will be accepted.
All outstanding monies due to the Club, (ticket sales, etc.) must be
returned to the secretary no later than the first (1st) business meeting
after the conclusion of any event.
NB: Members holding tickets for activities/events organized by the
Club are responsible for the sale and distribution of the same. Tickets
not sold and not returned before the event/activity will be considered
sold. As a result, the members holding the said tickets will be
responsible for full payment. A list of names of such persons is to be
made available to the secretary by the chairperson of the Committee
organizing the event.
2. INITIATION FEE: New Members pay a one-time entrance fee of thirty-
five ($35.00) USD. Twenty-five ($25.00) goes to Lions International to
cover the administrative costs to set up the new member's account,
and $10.00 remains with LCSJ to cover the cost of the name badge
and Lions Club pin.
3. NEW MEMBERSHIP DUES BILLING AND FEES Billing for a new
member begins the first of the month in which the member enters a
club at the average rate of $3.58 USD per month and is billed through
the end of that semi-annual period.
B. FINANCIAL ACCOUNTS: There would be two separate chequing
Accounts kept by Lions Club of St. John namely:
1. ADMINISTRATIVE ACCOUNT: This is the LCSJ account, which is
primarily derived from the membership, and most expenses are
membership focused. The administrative account is what finances
club operations. Its income comes mostly from club dues. No funds
raised from the public can be re-directed into the Administrative
account unless advertised as an administrative fundraiser.
Surplus administrative funds can be transferred to the Service
account.
2. SERVICE ACCOUNT: This account is for the collection and
disbursement of public funds. The service account finances the
Club's activities and projects. Its income should come from special
fundraising projects held by the Club in the community. The funds
raised from the Club's fundraising projects cannot be transferred
to the administrative account. All funds raised from the public
must be returned to public use, including money accumulated
from invested public funds. The only deductions that may be made
from the service account are the fundraising activity's direct
operating expenses. Money collected from interest must also be
returned to public use.
2.8. CLUB PARTICIPATION:
Members of the Lions Club of St. John's are expected to participate in
club activities to the best of their ability. These activities include regular
meetings, committee meetings, community service projects, and
fundraisers. By participating in these activities, you will gain a greater
sense of membership and achievement. At the same time, you will be
helping the Club meet its objectives of service to the community. It is
recognized that there will be times when members cannot participate due
to work and personal commitments, health issues, and other valid
reasons.
A. VISITATIONS: Members of the Lions Club of St. John will visit
other clubs to meet fellow Lions and to learn new ideas for
fundraising projects.
2.9. AWARDS:
1. MELVIN JONES FELLOWSHIP – The Melvin Jones Fellowship is
the highest award given by the charitable arm of Lions Club
International. It is recognition of a Lion's commitment to
humanitarian work. The Club's Melvin Jones Committee selects
the recipient. The Club makes a contribution of $1,000 in this
person's honor or memory to the Lions Club International
Foundation.
2. BIRCH-STURM AWARD – The Birch Sturm Award is the highest
award given by the Wisconsin Lions Foundation's charitable arm.
The Club's Birch-Sturm committee selects the recipient. The Club
makes a contribution of $1,000 in this person's honor to the
Wisconsin Lions Foundation, earmarking the donation to the
Birch-Sturm fund.
3. KNIGHTS OF SIGHT AWARD – The Knights of Sight Award is
presented in recognition of a member's service to the Lions Eye
Bank of Wisconsin and/or eye tissue transport service. The
recipient is selected by the Club's Knights of Sight Committee. The
Club makes a $1,000 contribution in this person's honor to the
Lions Eye Bank of Wisconsin.
4. LIONS CLUB INTERNATIONAL GIVES THE PRESIDENT'S KEY
AWARD – The President' Key Award to a Lion, who has
successfully opened the door to Lions for two members.
5. LIONS VEST PINS AND PATCHES – Pins and patches can be worn
on the yellow Lions vest. Pins come from many sources. Most Lions
clubs have a unique pin, and Lions events often have a unique pin
which can be purchased. Attendance pins, as well as membership
pins, are awarded by the Club. Pin trading is a way to establish
relationships and fellowship with Lions around the Club or around
the world. Members generally trade pins they have for those that
they like. Patches are earned by serving in Club, zone, region, or
district offices.
SECTION THREE:
3.0. DRESS CODE
A. Attendance at Meetings
1. Attendance to Business meetings, members shall be modestly
attired and can include a T-shirt with sleeves and a (¾) pants
reaching below the knee. Sleeveless tops or short shorts will be
deemed inappropriate. Slippers are not permitted.
2. Regalia must be worn at all business meetings. Any member NOT
wearing their regalia shall pay a fine of five ($5.00) dollars to the
Tail Twister.
3. For attendance to Social meetings, members need not wear the
regalia except if there is a scheduled guest speaker/presenter at
that social meeting.
B. GROUND RULES:
Every member shall always adhere to the ground rules of the Club. If you
are unsure of any area of the said rules, please contact any member of
the membership committee for clarification.
3.1. CHARTER ANNIVERSARY
A charter night anniversary meeting of this Club may be held each year,
at which special attention shall be devoted to the purposes and ethics of
Lionism, and the history of this Club.
3.2. CONDUCT OF MEMBERS AT PROJECTS/ACTIVITIES
A. GUIDELINES: Every club member attending a project or other club
activity must:
1. Be a good role model with behavior and an attitude that aligns with
our code of ethics.
2. Comply with all applicable rules and guidelines.
3. Be responsible and accountable in the way one performs his/her
role
4. Be fair and treat everyone with respect and dignity
5. Respect others’ privacy in line with our policies and guidance
6. Communicate with others openly and respectfully whether in
person, by phone, writing or digital media
7. Work together with other Lions to achieve the goals of the
project/activity
8. Refrain from bringing the Club into disrepute by engaging in violent
or scandalous behaviors.
3.3. USE OF CLUB ASSETS
Members are not allowed to use the Club's assets for personal use,
except permission is sought from and granted by the Board of
Directors. Any item or items authorized for personal use to members
must be returned in the same condition and on a timely basis. If
damaged, the item or items must be replaced as condition received or
better.
3.4. LIONS PROTOCOL
In general, you will find that the Lions organization is rather informal
compared to some other service and social organizations. However,
there are a few points of protocol that you should be aware of:-
1. First, any time you are at a meeting and our District Governor is
introduced, you should stand. This also holds for other district
governors, international directors, and the international President if
they are being introduced as a speaker at a program you are
attending. You should also stand at the end of their presentation.
2. Your first exposure to the District Governor will probably come
during the official visit to the Lions Club of St. John. Lions
International requires the District Governors to visit every Club in
the District during their term in office. There are specific guidelines
for how this visit is to be conducted. You can find this information in
the District 60 B Roster Book.
3. As you progress in Lionism, you may find yourself in a position
responsible for arranging or emceeing a meeting. Again, there are
specific guidelines listed in the District 60 B Roster Book for guests'
seating at the head table and the introduction of guests, both at the
head and in the audience.
3.5. RECOGNITION
Recognizing club members, community residents and those who have
been helpful to your club is a wonderful way to end your year in office.
A. Recognizing Club Members: Recognition is an excellent way to
maintain morale in the club. The Board of Directors of LCSJ will
determine the guidelines for honoring the service of our members.
The records from meetings and activities will be used as one of the
bases for the nominations. The secretary will be responsible for
maintaining accurate awards records and ordering awards.
The Lions Club of St. John will recognize its members by giving
awards like:
▪ Lion of the year
▪ Lion that contributed most to the club for the year
▪ Lion that participated in all Club’s activities
▪ Most Punctual Lion
NB: The Board of Directors should decide/vote on any of the
awards to be presented to the membership of the club.
3.6. ATTENDING ZONE MEETINGS:
Zone meetings are beneficial for club officers. These local gatherings
allow clubs to exchange ideas regarding programs, projects, fundraising,
and membership issues and offer a forum for establishing cooperative
relationships between clubs. Zone meetings are also an opportunity to
meet other Lions from your area.
3.7. DISTRICT GOVERNOR’S CLUB VISIT:
The district governor or his/her designee visits clubs in the District to
evaluate the clubs' operations and discuss Lion's business matters.
Clubs are encouraged to use this visit to strengthen their relationship
with district officers. After setting a date for the visitation, clubs should
give him/her time on the agenda to address members. Throughout the
year, clubs are encouraged to inform the district governor about
significant activities. A governor or his/her designee may visit clubs in
the districts individually or jointly at the zone level.
3.8. ATTENDING CONVENTIONS:
Attendance at conventions—including District, multiple District, and
international is a wonderful way to learn more about the association, get
motivated, and meet fellow Lions.
3.9. TRANSITIONING TO THE NEW LEADERSHIP TEAM:
Just as you may have looked to the sitting club officers for advice before
you took office, the incoming members of the leadership team may seem
to you for help. If asked, brief them regarding the status of the Club, and
any other pertinent information. The transfer of club records to the next
leadership team is necessary and important. Discuss any plans or
projects that are not completed that will continue into the following year.
Enjoy the opportunity to be one of the leaders of your Club. You not only
represent your Club, but also the District and association as you work
with club members and the community throughout the year. Your term
as a club officer can be a rewarding experience, personally and
professionally. Your efforts are highly valued and appreciated. Have fun
