Jason Bricker is a Compliance Specialist with Business Oregon’s COBID. His perspective
as a previous business owner, community leader, and active engagement in Oregon’s
diversity and inclusion goals help to excel Business Oregon’s initiative to promote an
economically prosperous and diverse Oregon. When not collaborating with business

representatives, he spends his time working toward his college degree, working his farm,
raising his family, and flying.

Kelly Stevens-Malnar has been with the State sixteen years, currently managing
Oregon’s Cooperative Procurement Program and Small Business Programs at the
Department of Administrative Services, Procurement Services. She is an instrumental
State resource on valuable and creative ways to use Oregon’s #1 e-procurement system
– ORPIN. Kelly brings to the state fifteen years high-tech private-sector product marketing

and five years of operating her own brokered goods business in Phoenix, AZ.

With 18 years of experience running small businesses to add to her nine years of service in
the Legislative branch, Ruth Miles understands first-hand the challenges entrepreneurs face.

As Oregon’s inaugural and chief advocate, she’s crisscrossed Oregon to visit with business
leaders, associations, chambers of commerce and community partners to hear their concerns

about getting caught in red tape. As the Tribal Liaison for Secretary of State, Ruth oversees
agency relations with Oregon’s nine federally-recognized tribes. She works continuously to
improve communication between the Secretary of State and tribal sovereign governments.

Steve Spilker brings many years of government business experience to his role as GCAP's
primary GSA business counselor. Prior to joining GCAP, his private consulting firm specialized

in proposal preparation, negotiation, and marketing of GSA Federal Supply Schedule
contracts for small and large corporations. Steve has attended numerous SBA and GSA
seminars and specialized training classes on government contracting brings his experience
with Rogue Community College's SBDC where he's a "Next Level" business counselor.

Brian Kinsey has not only been working for Southern Oregon University for over fifteen
years, he is also an alum, having received his Bachelor's degree in History in 2002 and
Masters in Management in 2009. Through the years, Brian has worked in multiple campus
departments, including Admissions and Enrollment Services. Most recently as the Director
of the Service Center, his focus has been on creating a service driven department designed
to help departments meet their business and administrative goals. One primary area of

focus is university procurement and contracting.

With over 25 years of experience in the financial services industry, Leo Hull brings his
experience to work as a Financial Advisor at Umpqua Investments. Prior to joining

Umpqua, he worked as a Financial Advisor with Morgan Stanley, assisting clients with
developing investment strategies. Leo has previously held the titles of Commercial Loan

Officer, Investment Licensed Banker, Senior Performance Measurement Analyst,
Commercial Credit Analyst and Financial Advisor. Leo started, operated, and sold three
successful restaurants and combines his real world experience to provide his clients with

creative solutions.

Heidi DeRoule has over twenty years of business management experience, including
operations management, risk management, labor relations, human resources, strategic
planning, and small business ownership. She holds her Senior Professional in Human
Resources (SPHR) and SHRM-Certified Senior Professional (SHRM-SCP) credentials, a
Bachelor's degree in Business Administration from Southern Oregon University and an
MBA from Washington State University with a concentration in marketing.

As Vice President of Member Services and Business Development for The Chamber of
Medford/Jackson County, Charlotte "Char" Hodel has worked with small, medium and
large businesses. With degrees in Communications and Specialization in Vocal
Performance, Char has become known for her enthusiastic, creative and effective
positions in Public Relations, Business and Member Relations, Community and Economic
Development and Public Affairs. Prior to moving to Oregon, she was the Assistant State
Director of the Arizona Science and Technology Festival for four years and holds
credentials from the US Chamber of Commerce & Loyola Marymount University.

Brandon Kirkland is the founder of epicShops.com and has been in business for nine
years. epicShops.com has 6 employees and besides managing 70+ eCommerce websites
each month, they create unique web apps that help eCommerce companies and aide them
with their online marketing. epicShops.com focuses everything on a new science, CRO
(conversion rate optimization), which Brandon feels every single online business should
understand and use.

Tim Root is a Managing Consultant for the Oregon Manufacturing Extension Partnership,
a non-profit consulting firm that supports small and middle sized manufacturers in Oregon
and co-owns Eden Valley Orchards and Edenvale Winery in Medford. With 35 years of
experience in business ownership including Sabroso Company, now part of Tree Top, and
Pacific Pure-Aid Company, now part of Symrise and as one of 14 business consultants in
OMEP, Tim helps Southern Oregon manufacturing companies increase profits, deliver
products on time, grow sales and recruit and train skilled workers.

Dorian Corliss has worked with the SBDC since 2010 as an Small Business Management
and Next Level Plan Advisor offering his expertise in financial matters. He has been a CEO
of three different banking institutions in the Pacific Northwest, and was instrumental in the
formation of two of those banks. Additionally, as a small business owner, Dorian developed
a water toy, and with two other partners created Water Sports Inc. to manufacture and
market the "Dip Stik."

Blair Sundell is a Finance Officer with Business Oregon who partners with entrepreneurs
and banks to provide businesses with greater access to capital. As a long-time Southern
Oregon resident, SOU graduate, ex-commercial lender and two-time business owner, Blair
has an understanding of the role small businesses play in supporting a local community.
With his business and lending experience, Blair is passionate about bridging the gap so
that businesses can access the financing they need to promote economic growth.

Thomas Knox was educated in the English state education system, University in Wales,
played soccer and glanced at economics and economic history books. Entered Banking

after graduation and achieved Associate of Chartered Institute of Bankers. In London
worked in the New Issue Market, Investment Management, International Debt (or “Third

World “), and specialized in warm-beer sampling. In USA re-started as Teller, New
Accounts, Branch Service Officer, Business Loans. A small business lender with SBA

focus for almost 25 years.

Joel Wilder has over 18 years of experience in the financial industry. Over this period,
he has originated a variety of consumer and commercial loans, managed a team of

mortgage lenders, created and managed a centralized commercial underwriting division
for PremierWest Bank and developed and implemented a small business lending

chanTnheel foGroRvoegruneoCr'rsedMit aUrnkioentp. Tlaocdeay Joel is Business Relationship Manager with

Rogue Credit Union. He has a B.A. in Business from the University of Washington
Foster School of Business and an MBA from SOU.

A native to Southern Oregon, Rachel Koning's experience behind the social
media curtain spans over a decade. Her professional background includes

several years managing digital marketing programs for businesses across the
US, and presenting workshops for groups and businesses looking to “up” their

social media games.

Jim Teece is a local parallel entrepreneur and community leader. He is the president,
CEO and co-founder of Project A, a technology business, which provides

comprehensive business solutions including web design, e-commerce software, e-
government tools, content management system, mobile apps for both Android and
Apple products, custom software and web hosting. He is also the president and CEO of
Ashland Home Net, chief technology officer and co-founder of Art Authority, LLC, as

well as creator of Ashland TV 20, Rogue Broadband, and a multitude of other
specialized technology projects.
