Foreword

Assalamualaikum Warahmatullahi Wabarakatuh and Sabaidee,

The Embassy of Malaysia in Vientiane, Lao PDR is pleased to issue our second edition of e-Newsletter for the year 2021.

Sometime at the end of April 2021, the Government of Lao PDR announced a stricter lockdown measures whereby all offices
were closed as well as all HBS and LRS had to work from home. Nonetheless, the lockdown was finally relaxed at the end of
June 2021.

As such, the Embassy has managed to engage and arrange a number of activities with our relevant stakeholders. Among
others, meeting with the newly promoted Deputy Foreign Minister, previously the Permanent Secretary, organizing MTCP Alumni
Sports Tournament at the Embassy, Flag Raising Ceremony in conjunction with Malaysia’s National Day, blood donation drive
and several other CSR activities in Vientiane.

With the road to Zero COVID is impossible to be achieved globally, we must adapt ourselves to live with the virus and strive for
progress. All without neglecting protective measures; get vaccinated, maintain 1-metre distance, wear a mask, clean our
hands and avoid crowded place etc.

COVID-19 Vaccination

3 MAY 2021

On 3 May 2021, all Home-Based Staff and their family members as well as Locally-Recruited Staff of the
Embassy of Malaysia in Vientiane have been vaccinated at the Ministry of Foreign Affairs of the Lao PDR.

EDOTCO LAOS - 7 JULY 2021

On 7 July 2021, Mr. Mohd Sofian Abdul Rahman, Director of Sales and Marketing of edotco
Laos called on HE Ambassador Mohd Aini Atan at the latter's office. Mr Sofian updated HE
Ambassador on the development of edotco group projects in the country and its way forward.
edotco group is a Malaysian owned telecommunications infrastructure services company.

IDAMAN CHAMPA RESOURCES - 16 JULY 2021

On 16 July 2021, Mr. Khamtanth Khampanh, General Manager of Idaman Champa Resources Co., Ltd.
(ICR) & his colleagues, Mr Andrew Low (GM, Business Development) and Mr WC Ho (GM, Operations
& Strategy) had called on H.E. Ambassador Mohd Aini Atan at the latter's office. Mr Andrew briefed
H.E. Ambassador on ICR's operations in Khammouane Province as well as its future mining projects
for other minerals in the country. ICR is a Malaysian-owned iron ore mining company that has
exported over 1.1 million metric tonnes of iron ore since 2014.

MUHIBBAH ENGINEERING - 23 JULY 2021

On 23 July 2021, Ms. Rafiqa Hazura Ridzuan, Minister Counsellor of the Embassy of Malaysia
welcomed Ms. Vanida Souvannavong, Business Development Manager and Mr. Khamsavanh of
Muhibbah Engineering (M) Bhd (MEB) to the Embassy. As a representative of MEB in Laos, Ms
Vanida updated the Embassy on MEB's proposed and future projects in the country.

SLAMS - 2 AUGUST 2021

On 2 August 2021, Ms Rafiqa Hazura Ridzuan, Minister Counsellor, accompanied by Mr. Escopper
Zumilla Michael Jawa, First Secretary and Mr. Zaharizal Zainol, Third Secretary of the Embassy of
Malaysia in Vientiane visited the Spirit of Laos Aircraft Maintenance and Service (SLAMS) Office, at
the Wattay International Airport. The CEO of SLAMS, Mr. Xaygnasith Vongphakdy and his team
welcomed the Embassy officials and gave an overview of their operations and a tour of its facility.
SLAMS offers Airbus and Boeing aircraft maintenance, as well as private jets.

MBCL - 11 AUGUST 2021

On 11 August 2021, Mr. Tee Chee Seng, President of the Malaysian Business Chamber Lao PDR
(MBCL) had a courtesy call on H.E. Ambassador Mohd Aini Atan at the latter's office. Mr. Tee
updated H.E. Ambassador on the upcoming programmes arranged by the MBCL. The Embassy
and MBCL also discussed a number of joint programmes that would be rolled out until the
end of the year, if and when the COVID19 situation improves.

MALAYSIAN BUSINESS CHAMBERS E-SUMMIT - 30 AUGUST 2021

On 30 August 2021, H.E. Ambassador Mohd Aini Atan attended the Indochina Malaysian Business Chambers e-Summit
2021. The e-Summit was hosted by the Malaysian Business Chamber Cambodia with the support of the Embassy of
Malaysia Phnom Penh and Matrade Ho Chi Minh City. The event was attended by Malaysian Ambassadors to Cambodia,
Lao PDR, Myanmar and Thailand, the CDA a.i. of the Embassy of Malaysia in Hanoi and the CEO of MATRADE. Five
MBCs namely Malaysian Business Chambers of Cambodia, Lao PDR (Malaysian Business Chamber Lao PDR), Myanmar,
Thailand and Vietnam presented the economic outlook and business opportunities in their respective countries.

OPENING OF MTCP ALUMNI SPORTS TOURNAMENT - 10 JULY 2021

The Embassy of Malaysia in Vientiane organised the Opening Ceremony of the MTCP Alumni Sports
Tournament on 10 July 2021. The event was part of the activities planned to commemorate the 55th
Anniversary of Diplomatic Relations between Malaysia and Lao PDR.

On 23 July 2021, the Embassy of Malaysia in Vientiane organized the 2nd round of the MTCP
Alumni Sports Tournament.

MTCP COURSE - 27-29 JULY 2021

From 27 - 29 July 2021, the Embassy of Malaysia in Vientiane welcomed and facilitated six officials from the
Ministry of National Defence of the Lao PDR, to attend the virtual International Interdiction and Boarding
Inspection Course, conducted by the Sultan Ahmad Shah Maritime Academy, under the Malaysian Technical
Cooperation Programme (MTCP). At the end of the 3-day course ended, all course participants were invited
to a round of petanque at the Embassy's Compound. All six officers are now officially MTCP Alumni.

MTCP CSR ACTIVITY - 20 AUGUST 2021

On 20 August 2021, the Embassy of Malaysia in Vientiane together with MTCP Alumni have
organised the MTCP Alumni CSR Activity at the Lao Disabled Women's Development Centre
(LDWDC) in Vientiane. During the event, H.E. Ambassador has extended four (4) sets of petanque
balls symbolizing the handing over as a gift of a petanque court to Madam Chanpheng Sivila, the
Director of the LDWDC. The event was wrapped with two friendly games of petanque at the new
court.

Merdeka Celebration

31 AUGUST 2021

On 31 August 2021, the Embassy of Malaysia in Vientiane organized a Flag-Raising Ceremony to
celebrate Malaysia's 64th National Day. In conjunction with the ceremony, the Embassy also
organized a Blood Donation Drive together with the Lao Red Cross, as part of our contribution to
the host country. The event was held by strictly observing the necessary COVID-19 SOPs and
requirements as set by the Lao Government.
