PHILOSOPHY
Mino Bimaadiziwin (Mino-B) Child Care Center aims to provide high-quality
child care to Mino-B complex attendees. The staff ensures physical, emotional,
social, and educational development milestones are supported throughout the
day. Teachers & parent communication is essential to trust & safety of children.
At Mino-B we encourage and support the 7 grandfather teachings of:

ABOUT PROGRAM
The Red Lake Band of Chippewa Indians is the founder, licensor and operator
of the Mino-B Child Care Center. The aim is to provide high quality and
culturally responsive child care for Native American children and families in the
metro area. Especially those with irregular schedules and added demands due
to attending school as adult learners and parenting as a single parent
household. To accommodate this, the child care program has "drop-in" care
option, in which children participate on a one time only or occasional basis.
CLASSROOM
We are licensed by Red Lake Nation to support up to 14 children at any one
time throughout the day. We have two classrooms that are divided between
two age groups: Infants starting at 6 weeks old, Toddlers up to 32 months old
and preschool up to 33 months old to School age up to 13 years old. Mino-B
can support 3 infants, 3 toddlers, 3 preschools and 5 school age.
PROGRAM OPERATIONS
Mino-B Child Care Center is directed by the Clinic Director of the Mino-B
Wellness Clinic. The center is staffed with a Lead Teacher and Assistant
Teachers that are trained and prepared to provide direct care to your children.
At Mino-B your children will be in a safe, secure, happy and healthy learning
environment.

CURRICULUM
While your child is in Mino-B Child Care they will form a foundation for
growth and development. Our learning environment will provide your
children to reach their greatest potential in all areas including:

HOURS OF OPERATION
The Center is open from 8:30 AM to 5:30 PM Monday through Friday.
Closures may occur due to unforeseen emergencies and/or inclement
weather. We follow Minneapolis School District closings as safety is our
priority. When your child needs to miss school (e.g., illness or vacation),
payment is still required.

We are open year around except for the holidays listed in the chart below.
Holidays that occur on a Saturday will be observed on the preceding Friday.
Holidays that occur on a Sunday will be observed on the following Monday.

ENROLLMENT FORMS & FEES
A $100 registration fee is collected during the application process. Please
make a check or money order out to: Red Lake Band of Chippewa Indians.
Children attending the Mino-B Child Care Center must have the following
documents on file before the start date:
1. Enrollment Form
2. Health and Wellness
3. Immunization Record
4. Allergy Information Form
5. Epi-Pen Permission Form
Please note these forms must be filled out before your child can start their first
day at the center. It is the family’s responsibility to keep the Mino-B Child Care
Center updated on changes, e.g., enrollment, address, phone number, and
authorized contacts. These changes must be submitted in writing to the center.
PAYMENT
Payments should be received monthly by 1st of every month. Payments by
check or money order can be turned into classroom teacher. Make check or
money order out to Red Lake Band of Chippewa Indians. You will receive an
invoice on the 15th of the month and a notification following payment. Drop-in

TERMINATION OF CARE
A written two-week notice (via email) is required prior to termination of care.
Please note Mino-B can terminate your child’s care at any time due to non-
payment.
ARRIVALS AND DEPARTURES
Mino-B Child Care Center utilizes Daily Connect for daily updates for parents.
This application will be used to check your child in and out of care daily. We
will post the following:
Diapering/Bathroom
Meals and bottle feeding
Activities
Photos
This app can be used to ask questions to the staff and to notify any absence,
sickness, late arrival, and any concerns. Staff will monitor notifications;
however, response might be delayed when staff are giving priority to children
in their care.
RELEASE OF CHILD
Children will be released to parents unless a person is noted on the
authorization form for pick up and notification has been given to the staff. If an
alternate person is picking up the child, they must show an ID that matches the
authorization form.

MEALS and SNACKS (peanut/tree nut free facility)
We provide daily meals that include: breakfast, lunch, afternoon snack and
dinner and included in the tuition. Meals are catered from Community Bridge
daily and meet the Child and Adult Food Care Program (CACFP) guidelines
for nutrition and portion requirements. Milk is served with meals and snacks.
Parents will need to complete forms for CACFP eligibility. Please notify us of
any specific diet your child has, include doctors letter with instructions. Snacks
and food from home are NOT ALLOWED in the childcare center (due to
allergies).
CHILDREN’S ATTIRE and BELONGINGS
Children should be adequately dressed for indoor and outdoor activities every
day. Staff will make informed decision based on weather conditions whether it
is safe for children to be outdoors. Winter outdoor play will require jacket, snow
pants, hat, and mittens/gloves. Parent permission form is required for
sunscreen application. All belongings should be labeled with child’s first and
last name. An extra set of clothing should be sent with child or left at the center.
Dirty clothes will be sent home each day. Please restock extra clothes when a
set of dirty clothes have been sent home. Shoes must be worn at all times while
children are in the center. Shoes need to completely cover the child’s foot. No
flip-flops, slippers or bare feet permitted in the center.
HEALTH and SAFETY
Your child’s health and safety are of utmost importance, so we collect health
information to ensure proper care. If your child has any health care needs or
allergies please obtain doctor’s note with care instructions; and complete the
Allergy Information Form and Epi-Pen Permission Forms if applicable. We also
want to know how best to sooth and comfort your child.
Diapering
Each child must have their own supply of diapers, wipes, and cream. The
center has extras only for emergency use only. Please provide extra clothing
incase the child soils the outfit. Parent signed permission form needed to
apply diaper cream.

Toileting 8
Children who are ready to be potty-trained will be done in partnership with
parents at home and at the center. Toddler aged children will be offered a
potty-chair to sit on at bathroom breaks throughout the day.
When a child says dry in their diaper and uses the toilet on a regular basis at
bathroom breaks using underwear would be appropriate. Several back up
clothes, and shoes will be needed at the center during this time. If a child has
three or more accidents in a day, a diaper will be put back on a child and will
attempt underwear again the following day.
Naps and Rest
Infants will have a crib to sleep in for nap time. All cribs have a firm mattress
with a fitted sheet. Infants may be placed in a sleep sack for nap time and
pacifier if needed (parents must provide), blankets cannot be used at nap
time for infants. Infants are placed on their back, and an infant who
independently rolls onto its stomach after being placed to sleep on its back
may be allowed to remain sleeping on its stomach if the infant is at least six
months of age.
Toddler and preschool naps will occur after lunch and bathroom breaks daily.
Children will be placed on cots with a light blanket. If your child has a special
blanket they use, please send daily and wash weekly. Blanket will be
provided for children and laundered at the center weekly for cleaning.
Children will be required to rest on cots for a minimum of 30 minutes at nap
time, if they are still awake they will be given quiet activities to do during nap
time.
Bottles
Milk and formula will be kept refrigerated at all times. As with other food, milk
or formula not consumed by the child during normal feeding times will be sent
home with the parents to be disposed of. Amount used will be documented in
Daily Connect. At the next feeding, fresh milk or formula will be offered. When
parents bring bottles, they will be placed in the refrigerator until feeding time.
A separate bottle is required for each feeding time. All bottles and infant food
items must be labeled with the child’s name and date.

Documented Disability 9
For children with a documented disability requiring special therapy, program
or behavioral guidance, the physician or therapist must provide written
instructions for additional care needs. A care conference may be requested
to ensure understanding of instructions and ensure we are able to provide the
needed accommodations.
SICK CHILDREN
Exclude children with any of the following:
Illness
Unable to participate in routine activities or needs more care than can be
provided by the childcare/school staff.
Fever
An elevation of body temperature above normal and accompanied by
behavior changes, stiff neck, difficulty breathing, rash, sore throat, and/or
other signs or symptoms of illness; or is unable to participate in routine
activities. Children with a fever should stay home; and should not return until
24 hours after fever.
Measure temperature before giving medications to reduce fever.
Axillary (armpit) temperature: 100ºF or higher
Oral temperature: 101ºF or higher
Rectal temperature: 102 ºF or higher
Ear temperatures are not recommended because of inaccurate and
inconsistent results. Each manufacturer may have different temperature
ranges, which makes setting standards difficult.
Signs/Symptoms of Possible Severe Illness
Child is unusually tired, has uncontrolled coughing, unexplained irritability,
persistent crying, difficulty breathing, wheezing, or other unusual signs for the
child. Exclude until a health care provider has done an evaluation to rule out
severe illness.

Diarrhea 10
Diarrhea is defined as an increased number of stools compared with a child’s
normal pattern, along with decreased stool from and/or stools that are watery,
bloody, or contain mucus. If child has two loose stools while at child care, a
parent will be notified for pick up. Exclude until 24 hours after diarrhea stops
or follow specific disease exclusion if the pathogen is known; or until a
medical exam indicates that it is not due to a communicable disease.
Vomiting
Child has vomited two or more times in the previous 24 hours. Exclude for 24
hours after last episode of vomiting, unless it is determined to be caused by a
non-communicable condition and the child is not in danger of dehydration.
Mouth Sores with Drooling
Exclude until a medical exam indicates the child may return or until sores
have healed.
Rash with Fever or Behavior Change
Exclude until a medical exam indicates these symptoms are not those of a
communicable disease that requires exclusion.
Eye Drainage No Exclusion
Unless the child has a fever or is not healthy enough to participate in routine
activities, a note from a health care provider are not required.
Unusual Color of Skin, Eyes, Stool, or Urine
Exclude until a medical exam indicates the child does not have hepatitis A.
Symptoms of hepatitis A include yellow eyes or skin (jaundice), gray or white
stools, or dark (tea or cola-colored) urine.
Contagious Diseases
Parents must notify Mino-B within 24 hours of a diagnosis of a serious
contagious illness or parasitic infestation so provider may notify the parents of
other children in our care. Mino-B shall inform all parents of each exposed
child the same day the provider is notified of a positive diagnosis has been
made for a contagious illness or parasitic infestation. Here is a list of
contagious disease that will require your child to be excluded from child care.

Children will be excluded from child care center if they meet the requirement
for exclusion on the decision tree for most up to date recommendations from
the Center for Disease Control (CDC). If exposed to close contact with
COVID-19 get tested and return after 5 days for people who can consistently
wear well-fitting masks, as long as they remain symptom free, or fever has
ended and symptoms have improved. CDC recommends vaccination for
children 5 years old and up. CDC recommends universal indoor masking in
ECE programs for those ages 2 years and older, regardless of vaccination
status.
BEHAVIOR
Behavior Incident Reports: A behavior Incident Report is completed when a
serious disciplinary action occurs. Behavior such as violent outbursts, willfully
hurting other children, throwing objects, inappropriate language, leaving
room/building/group, verbal or physical abuse of the staff, not listening to staff
or following directions, creating an unsafe environment, or the inability to
adjust to the program guidelines will be considered serious disciplinary
concerns. The staff will attempt to create a nurturing environment for all
students and redirect the child’s behavior or move them into another part of
the classroom or activity to assist in changing the behavior.
The Mino-B Child Care Center Prohibits the Subjection of a Child to Corporal
Punishment: This includes, but is not limited to, rough handling, shoving, hair
pulling, ear pulling, shaking, slapping, kicking, biting, pinching, hitting, or
spanking. The Mino-B Child Care Center Prohibits the Subjection of a Child

This includes, but is not limited to, name calling, ostracism, shaming, making
derogatory remarks about a child or the child’s family, and using language
that threatens, humiliates, or frightens the child.
Biting
Unfortunately, biting is a natural development stage that many children go
though and it is one of the most common and difficult behaviors in a child
care setting. Biting can occur without warning and it provokes a strong
emotional response from all involved parties. Biting typically tends to be a
temporary stage, most common in children ages 13-24 months. Toddlers may
bite for a number of reasons as they are in the process of learning socially
acceptable responses to their environment and given situations. (cont’d)
Toddlers often bite as a result of teething, frustration, overstimulation,
impulsiveness, excitement, lack of self-control, attempting to get attention,
lack of verbal skills, or even hunger. When child shows signs of biting other,
staff will meet with the parents to create a biting plan of action. Every biting
occurrence, including attempted bites, will be charted and location, time,
participants, behaviors, staff present, and circumstances will be indicated.
Staff and parents will look for any patterns in the biting and both will
consistently encourage the use of words to express feelings and emotions.
Biting plans will be tailored to the individual child and appropriate steps will be
implemented.
NONDISCRIMINATION
Mino-B Child Care Center shall not discriminate in relation to admissions on
the basis of race, creed, color, national origin, region or sex. However, Red
Lake is lawfully able to prioritize services for Red Lake members and Native
American children from other tribes.
PARENT VISITATION
Parents of enrolled children are welcome to join and volunteer for their child’s
classroom for special events, snack times, and/or may make special
arrangements with teacher for a specific time and day. Parents/guardians
must be listed on enrollment form. No parent will be allowed into the center if
there is a court order to prevent him/her from seeing the child. Visitors must
be vaccinated (show proof) and wear a mask at all times while in the Mino-B
Child Care Center.

PARENT CONCERN/COMPLAINT
Please talk directly to your child’s teacher with any concerns or complaints. If
the situation persists or does not get attention please contact the (cont’d)

MANDATED REPORTING
All staff are Mandated Reporters and are legally required report within 24
hours if there is reason to believe a child is being or has been neglected or
physically or sexually abused currently. Reports concerning suspected abuse
or neglect of children will be reported to child protection in county of
residence.
If parents have concerns about suspected abuse or neglect of children
occurring in a child care facility licensed by the Minnesota Department of
Human Services a report should be made to the, Licensing Division’s
Maltreatment Intake line at (651) 431-6600. Mino-B Child Care Center is
licensed by Red Lake and a report can be made to Ruby Gurneau, Childcare
Development Director at 218-679-3350 extension 2609.
EMERGENCY PROCEDURES
In event of an emergency, parents will be contacted. If parents are
unavailable, the child’s emergency contacts will be called. In an emergency
deemed to be life-threatening, staff will call 911 first. We utilized Children’
Hospital of Minnesota in Minneapolis, please let us know if you prefer another
hospital. Staff will administer First Aid and CPR according to their training,
and any instructions of the 911 dispatcher. Mino-B teachers are certified in
pediatric First Aid and CPR. Each classroom is equipped with a First Aid kit
and an AED is located in the facility.
