New job opportunities Further enhancing the integration between the government and private sectors, a new policy adopted by the Cabinet now favours government employment for those with at least three years of experience in the private sector. Media in the South Pacific nation north of Australia had previously estimated Friday’s landslide had buried more than 300 people. But more than 48 hours later the International Organisation for Migration (IOM) said the death toll may be more than double that, as the full extent of the destruction is still unclear and continuing dangerous conditions on the ground are hampering aid and rescue efforts. Only five bodies had been retrieved from the rubble so far. The ban comes into force on June 1 as part of a wider policy to phase-out various single-use products by 2026. Violators of the ban will be fined Dh200. From June 1, all single-use bags that are thinner than 57 micrometres are included in the ban, regardless of the material used. Dubai banned singleuse plastic bags from January 2024 and aims to phase out single-use plastics by 2026. Switch to cloth bags The civic body has urged residents to switch to reusable cloth bags. It has explained the new policy to stakeholders, what it covers, which sectors must implement it and more. Stores are not obligated to provide free alternatives as the goal is to push a change in consumer behaviour to preserve the local environment. Most multi-use shopping bags are made from materials that are cleanable, washable, and recyclable. What about alternatives? The municipality said there will be a guidebook for both consumers and businesses on choosing alternatives. The guide will include the alternatives and their footprint. The guidebook will be published soon by the Ministry of Climate Change and Environment. Dubai Municipality is working on another policy on plastic bin bags, details of which are not yet available. Focus on recycling The municipality said that the first step is to take care to reduce consumption in general, and reduce the use of singleuse materials, before addressing the issue of recycling. This can be done by purchasing materials without packaging and not asking for single-use cutlery and straws when buying food and installing a water filter for drinking at home. Secondly, it is important to segregate recyclable waste such as paper, metal, plastic, and glass from wet waste. Recyclables must be kept clean of food waste as not doing so will limit the capacity of their recycling, the municipality said. New speed limit on Al Ittihad, Al Wahda roads The speed limit on a section of Al Ittihad Road and Al Wahda Road in Sharjah has been reduced from 100km/h to 80km/h, it was announced on Saturday. Sharjah Roads Transportation Authority, in coordination with the General Command of Sharjah Police, said the new speed limit will apply between the interchange near Abu Shaghara on Al Wahda Road to Al Taawun Bridge on Al Ittihad Road. The change was to “ensure smooth traffic flow on the roads”, the Authority posted on X. Last November, the speed limit between the Sharjah-Dubai border and Al Garhoud Bridge was also reduced. Police warn of fake job ad on social media Ras Al Khaimah Police have warned UAE residents about a fake job advertisement doing the rounds on social media. It explained how the fraud works and shared tips on how to avoid falling victim to the scam. The fraudsters place fake job ads on social media and once a victim applies, they convince them that the job involves sales management tasks where they receive and transfer funds to other bank accounts. They also offer rewards for completing tasks. The victim carries out tasks without knowing that they involve illegal funds. Police urged residents not to fall prey to such job ads and file a report immediately at the nearest police station if they have been scammed. Sharjah installs more smart water meters Smart water meters, which monitor consumption 24/7 and minimise loss, have been installed in two more areas of Sharjah — Al Rahmaniya and Al Noaf. Sharjah Electricity and Water Authority (Sewa) plans to extend this project to Al Juraina, Nasiriyah, Al Mamzar, New Al Khan 2 and New Al Khan, replacing mechanical meters. “The new smart meters are special for high accuracy and the capability to precisely monitor water consumption,” Sewa posted on its X account. “The primary goal of this initiative is not only to boost customer satisfaction, but also to minimise water loss, thereby promoting sustainability and environmental conservation.” SHARJAH Sharjah resident earns driving licence after 13 failed attempts BY AGHADDIR ALI Senior Reporter A Sharjah resident, who dreamt of going behind the wheel since he was a teen, saw his dreams shattered when he failed his driving test, not once, but 13 times. This is a record in Sharjah. However, with each failed attempt, he learnt from his mistakes and practised more diligently. He finally got his licence on his 14th attempt. As he manoeuvred through the test, he felt a sense of calm, knowing that this time would be different. To his delight, he passed with flying colours. Tears of joy welled up in DUBAI D ubai’s Roads and Transport Authority (RTA) has finished extensive improvements on the internal roads and lighting in Al Ghusais Industrial areas 1, 2, 3, 4, and 5. The project included constructing 32 roads over 10km and installing street lights along 43,000 metres. The road capacity has tripled from 500 to 1,500 vehicles per hour in both directions, an increase of 200 per cent. Mattar Al Tayer, DirectorGeneral, Chairman of the Board of Executive Directors of the Roads and Transport Authority, said the project has enhanced connectivity with Amman Street, Beirut Street, Aleppo Street, and Damascus Street. It has also improved access and exit points to over 320 workshops, 25 residential buildings, shops, and educational facilities, benefiting an estimated 60,000 residents. Completed projects RTA also completed road and street-lighting projects in four residential areas. In Margham, road works have been extended for 5km along the Dubai-Al Ain Road to serve about 1,100 residents. Lahbab has also seen road improvements over 4km and street-lighting improvements along DubaiHatta Road, benefiting more than 3,000 residents. In Al Lisaili, around 7km of road improvements have been completed along with lighting works on the existing roads in Seih Al Salam near the Last Exit and Al Qudra Lakes, covering over 7km. These enhancements benefit 2,900 residents. When the Germany-based Forest Stewardship Council (FSC) certifies that a paper is made of responsibly sourced wood fibre, that paper earns the FSC label. Dubai artist’s novel take on buildings, cityscapes HE CAN FINISH IMAGE WITHOUT LIFTING HAND OFF PAPER DUBAI I n an era dominated by artificial intelligence (AI) for 3D renderings in architecture, a Dubai resident has been defying convention by crafting hand-drawn sketches of buildings and cityscapes upside down. Indian expat P.R. Judson, who has designed several homes, churches and other buildings in multiple countries, can also draw inverted sketches without lifting his hand off the paper. What makes his achievements even more impressive is the fact that he has no formal education in architecture and has only studied up to Grade 10. To prove his skill, Judson offered a live demonstration of sketching the Dubai Opera building upside down at the Gulf News office. A day after he was informed about the building to be drawn, he did not even require a photograph to copy. “It comes from my mind,” said the 58-year-old, who had a rags-to-riches story to share. It took only around one-anda-half-hour for him to complete an upside down black and white detailed sketch of the Dubai Opera’s exterior on A2 paper. How does he do it? Asked how he could draw the inverted image without looking at a model, he said: “I need to observe it only once. I can recollect it from my memory. I can also draw inverted sketches of buildings or even a cityscape from my imagination.” He showed videos and photos in which he is sketching the bottom-side-up images of imaginary buildings and city blocks. “If you suggest any type of building, be it a church, hotel, resort, or landscape, I can draw it upside down without taking my hand off within half an hour. I don’t know how my brain is enabling this,” he said. About 76 per cent of the project is complete so far. The district will house the Zayed National Museum, which honours the legacy of the UAE’s Founding Father, Shaikh Zayed Bin Sultan. This legacy began with the establishment of Al Ain Museum, the first museum in the UAE, which opened in 1971. The Natural History Museum Abu Dhabi will include a research and teaching institution that will take visitors on a 13.8 billion-year journey of our universe and our planet, while Guggenheim Abu Dhabi will be a museum celebrating art from the 1960s to the present. The titles were bought from 77 publishing houses that participated in the book fair, in an effort to enrich students’ knowledge and expand the schools’ educational resources. On how he learnt the basics of architectural designing, Judson said: “I used to visualise designs of buildings and make hand-drawn sketches, but I learnt the basics of architecture from an Egyptian architect in Qatar where I lived between 1987 and 1993.” He has made hand-drawn 3D models for almost all major architects in Kerala. In 1996-97, he learned 3ds MAX and Autocad all by himself. He eventually started an architectural firm and an interior designing company. He landed in Dubai in 2002. Starting with a 3D animation and graphics designing company, Judson later expanded his business and now owns two interior design companies in Dubai and another one in the US. — S.S. THREE RECORDS mastered the skill of drawing upside down so he could sit across from American clients who were uncomfortable sitting next to an African American. How did he begin? Judson, who runs several businesses after coming to Dubai in 2002, says he has no clue except the fact he had automatically started drawing sketches this way for the convenience of his clients sitting in front of him. “My education and language skills may not be up to the standard, but I am happy that I support around 400 employees working in India, Middle East and the US,” he said. Judson is also a proud father as his elder daughter, Tania, is a certified architect and oversees the operations of one of his firms in Dubai and one in the US. “My younger daughter Neeraja is in charge of admin and business development,” he said. With the summer break approaching, these decisions need to be made quickly. However, making them will prove challenging, because this year renewals will feel the full impact on the recently revised Rera Rental Index, which now gives landlords greater flexibility to align rents with the market average. New leases may go up This means possible rent increases of up to 20 per cent upon lease renewal. Previously, landlords had to adhere to a specific percentage range for rent hikes. “The revised [Rera rental] calculator now provides a more accurate reflection of openmarket pricing, enabling landlords to implement significant rent hikes at a time when market rates are finally starting to ease,” says a new Asteco report. These “significant” rental increases may prompt tenants to look for new leases rather than renew at higher rates. In the past three years, a majority would have opted to renew rather than seek new premises where they would have to pay “market rates”. Feedback from tenants who have renewed since April 1, when the new Rera Index took effect, shows significant rent increases, often close to market rates for their area. These market rates now apply to both existing and new leases. Parkin, a DFM-listed entity, currently manages around 197,000 parking spaces across Dubai. In addition, a new alliance has confirmed the launch of EV charging points in the UAE, with the Ministry of Energy and Infrastructure partnering with Etihad Water and Electricity (Etihad WE) to introduce the ‘UAEV’ project. Since 2015 until the end of March 2024, Dewa, through the EV Green Charger initiative, has provided about 26,000 megawatt-hours of electricity, which has powered a cumulative electric vehicle distance of approximately 130 million kilometres. “Dewa’s EV Green Charger initiative actively supports the National Electric Vehicles Policy and the Dubai Green Mobility Strategy 2030,” said Saeed Mohammad Al Tayer, managing director and CEO of Dewa. Rental increases Prime locations in Dubai such as JBR, Jumeirah Lake Towers, Dubai Marina and Business have seen between 6 and 10 per cent rental increases over the 12 months ending March. Clearly, the rental hikes have slowed — but that could still change after the transactions from April start coming in. Because there will be renewals that should see significant hikes for existing tenants as market rates come into effect even for them. Commodity trading giant Trafigura Group’s Puma Energy subsidiary and Glencore Plc are also among potential suitors that may study the assets ahead of a bid deadline in the coming weeks, according to the people. Deliberations are in the early stages and other bidders could also emerge, the people said. A Shell spokesperson said that the company has been approached “by several highly credible parties,” without naming the bidders. A spokesperson for Adnoc’s listed retail arm, Abu Dhabi National Oil Co. for Distribution PJSC, said the company regularly reviews opportunities for domestic and international growth and declined to comment further. Representatives for Glencore, Puma Energy, Sasol and Trafigura declined to comment. A spokesperson for Aramco didn’t respond to queries. Sale of fuel-supply business Shell said earlier this month that it would sell the rest of its fuel-supply businesses in South Africa, after shutting its Sapref oil refinery in Durban — the biggest in the country — in 2022. The divestment includes aviation, marine, construction and road, trading and supply, commercial fuels, and lubricant operations, it said. The company has a network of 600 service stations across the country, according to its website. A deal would follow last year’s sale of a controlling stake in Engen Ltd., South Africa’s largest gas station chain, to a unit of trading house Vitol Group. This resurgence is particularly rewarding for investors who remained steadfast in Bitcoin, even when its value plummeted to as low as $16,625 on January 1, 2023, amid widespread talk of a “crypto winter”. Investor confidence in virtual assets is rebounding, buoyed by increased activity in exchangetraded funds (ETFs). But none of that matters to Georgios Leontaris, chief investment officer for Switzerland and EMEA at HSBC Global Private Banking and Wealth. He’s not going to advise his wealthy clients to take up positions in Bitcoin or any other crypto. “We remain sidelined in crypto assets,” said Leontaris. “Their unregulated nature continues to provide uncertainties and legal overhangs over the medium term, whereas investors continue to grapple with the specific role of Bitcoin in portfolios. “Volatility remains considerable for now, and investors need to consider risk-adjusted returns for their investments. “Diversification is also often cited when contemplating crypto assets. However, their sensitivity to macro-variables such as inflation is not clear cut and has evolved over time.” Where to park wealth Leontaris advocates for a focus on growth assets beyond Bitcoin. “We have recently added further to our overweight in US equities, driven by macroeconomic resilience and expectations for further earnings growth,” said the HSBC official. “In terms of sectors, we continue to like technology [whose multiples have actually come down from last year’s peak]. In the US, there is the presidential election coming later in the year. Even the slightest shifts can show up big on market swings and investor moods. There is also the constant ifs and buts around a US Federal Reserve interest rate cut. “Economic growth in the US continues to show resilience,” said Leontaris. “Even though the near term outlook for inflation remains bumpy, we expect to see further progress in disinflation expecting core PCE [the Fed’s preferred inflation gauge] to average 2.6 per cent this year. “This should allow the Federal Reserve to start cutting interest rates, which is expected this summer, with lower rates supporting current multiples. “Meanwhile, the latest US earnings season is on track to report 5 per cent growth in earnings [compared to expectations of only 2 per cent growth at the start of the season].” ‘Neutral’ on gold Gold is another asset having a good time of it, now breaching $2,400 an ounce levels quite consistently. But Leontaris prefers to be neutral on this safe haven asset. “Geopolitical risks, trade and financial market uncertainty have contributed to the rally,” he added. “However, physical demand for gold may start to wane as supply continues to rise. “Our expectation for a stronger USD could also limit a further sustained appreciation in gold. “The expectation of forthcoming interest rate cuts, the uncertainty on US elections and ongoing geopolitical risks should lend some support to gold. “However, at current levels the rally seems overstretched. In a step deemed unlikely as recently as last week, the SEC signed off Thursday on a proposal by venues run by Cboe Global Markets Inc., Nasdaq and the New York Stock Exchange to list products tied to the second-biggest digital asset. Fund managers still need a separate approval from the agency before they can launch products, for which the timeline is unclear. Assuming they get a green light, one key question is whether the Ether portfolios will generate anything like the demand stirred by the historic January debut of US spot-Bitcoin ETFs. The latter have amassed $57 billion in assets, spurring issuers such as VanEck, ARK Investment Management, BlackRock Inc. and Fidelity Investments to jockey for firstmover advantage in the race to launch Ether vehicles. Ether retreat In a note of caution, Lara Crigger of data provider VettaFi said she doubts Ether ETFs can attract the same scale of inflow as Bitcoin products. “Although Ether has more use cases, it’s a much smaller market than Bitcoin, with lower awareness and name recognition among the general investing public,” she said. Major milestone The latest developments are a major milestone for crypto, said Rich Rosenblum, president of liquidity provider GSR Markets Ltd. Referring to the abrupt pivot towards approval, Rosenblum said “in the 12 years I’ve been trading this space, this is the most incredible thematic whipsaw I can remember.” The SEC’s order echoed the one it issued in January clearing exchanges to list Bitcoin ETFs, including a lengthy discussion of correlations between the Ether spot market and futures tracking it that are hosted by CME Group Inc. in Chicago. How closely the two markets move is a crucial point for regulators who want CME surveillance systems to spot trading anomalies before they spiral. Coinbase Global Inc. proffered a study showing correlations among spot and futures markets for Ether were about 85 per cent over one-minute intervals between March 2021 and January 2024, which it said was higher than the one cited in the Bitcoin review. The SEC said it replicated that and other studies and found they “provide empirical evidence that prices generally move in close [although not perfect] alignment” between the spot and CME Ether futures markets. Beyond ETFs, the latest developments may have wider policy implications. 7 Scan for our social media THE VIEWS GULFNEWS.COM | MONDAY, MAY 27, 2024 UNRAVELLING DIVISIONS, MISSTEPS IN GAZA WAR The conflict persists, fuelled by erroneous presumptions and significant political turmoil I t is undeniable that Arab public opinion is deeply divided over the war in Gaza. Some view it as a conflict triggered by foreign agendas, while others see the mass killing of civilians by the Israeli army as an unprecedented crime. No one can claim to know the absolute truth about this conflict. War is inherently atrocious, and its realities are often murky. What seems evident, however, is that both parties entered the war without a clear exit strategy, resulting in ongoing violence and the spread of misinformation. Yet, there are three assumptions that can be considered, which form the structural basis of the conflict. The first assumption concerns the timing of the war, starting on October 7. Gaza has been under siege for an extended period, and there was a semi-truce between Hamas and Israel. The timing seems influenced first by an agreement at the G20 countries’ meeting in December 2023 in Delhi, known as the strategic corridor from India through Israel to Europe. Iran’s strategic goals The second factor is the potential agreement between Saudi Arabia and Israel, mediated by the United States, to establish a Palestinian state and a strategic security agreement with Israel. These factors contradict Iran’s strategy, which aims to push the US out of the region. Given the close relationship between Hamas and Iran, the conflict escalated from a stalemate to active combat. Iran’s goal was initially to obstruct the strategic corridor and, secondly, to galvanise Arab public opinion against its political institutions to weaken them. Although this strategy might have delayed the initial factor, it had little impact on the second, pushing Tehran to engage directly in an aggressive military response after several provocations. This escalation revealed its ineffective military capabilities, leading to secretive negotiations with the United States to ostensibly de-escalate tensions in the region while maintaining the status quo. The second assumption involves Hamas believing that capturing a significant number of Israeli hostages would quickly force Israel to negotiate, as seen in the past with the release of one Israeli soldier for 1,027 Palestinian prisoners in October 2011. This assumption proved incorrect, as Israel, without any public declaration, began to consider the hostages as deceased and manipulated the situation to justify their military actions against civilians. The third assumption from Israel’s perspective was that the substantial loss of civilian lives in Gaza, including women and children, would compel Hamas to reconsider its stance and seek a truce on Israeli terms to preserve innocent lives. However, this assumption proved incorrect, as Hamas, which has solidified its control over Gaza over the years and established a strong security presence, showed no inclination to alter its position. Hamas appeared indifferent to the scale of civilian casualties from the bombardment, thereby rendering Israel’s assumption ineffective. Shifting public opinion Israel’s war in Gaza has indeed shifted a segment of global public opinion, particularly among vocal groups such as student movements. However, this outcry has largely gone unnoticed within the corridors of Western political power. Moreover, the Palestinian side lacks the robust political institutions necessary to capitalise on this shift in sentiment. Internally, the Palestinian political landscape is increasingly fragmented, with the Palestinian leadership engaging in power struggles. Some factions propose explanations for the conflict that verge on the fantastical, while others fail to address international shortcomings effectively. The focus on loyalty over competence continues to plague Arab politics, preventing the utilisation of the brightest Palestinian minds. The latest statements by Mahmoud Abbas about Hamas in front of international and Arab leaders and the responses from Hamas spokespeople showcase a deep and historical rift within Palestinian leadership, which undermines efforts towards unity. Recently, a knowledgeable friend and I discussed the potential for historical reconciliation at the Beijing meeting between the factions. However, I expressed scepticism, remarking that the time it would take for the negotiators to fly from Beijing back to the Middle East might be enough for them to part ways again. I know this is a harsh observation, but if they couldn’t agree in the land of Kaaba, how can they possibly agree in Beijing? Despite the ongoing power struggles, misguided alliances, and a failure to adapt to changing global dynamics, the conflict continues to escalate, driven by incorrect assumptions and significant turmoil. The burning question remains: When will the war end? The answer may only come when Iran secures a deal with America, regardless of the cost to Arab lives. ■ Mohammad Alrumaihi is an author and Professor of Political Sociology at Kuwait University _____•_____ Election integrity amid AI deep fakes Challenge lies in not just making pledges to combat deep fakes but also in enforcing them I n the crucial New Hampshire primary earlier this year in the United States, a voice purportedly of US President Joe Biden was calling Democratic voters over the phone and telling them to stay at home because “your vote makes a difference in November, not this Tuesday.” It was fake. Using artificial intelligence voice cloning technology, the fake message of Biden went viral. But it was detected and shut down. There are over 50 countries which will see polling this year and the biggest challenge confronting all are deep fakes aided by the use of artificial intelligence. A 2024 report by the World Economic Forum found that 53 per cent of global experts named AI-generated misinformation and disinformation as the second leading risk in today’s risk landscape. The world’s leading tech companies including OpenAI and Meta have pledged to combat this problem especially during elections. This includes automatically labelling AI-generated images and videos so that people immediately know that what they seeing is not real. The real action will have to come from these companies who have the best expertise in dealing with this new threat. The elections this year will be their first real test. Some companies have said they will not allow their AI technology to be used to make images of real people. But implementation is clearly an issue. The Guardian newspaper reported how they asked one tech company, MidJourney, to generate images of Joe Biden and his rival Donald Trump in a boxing ring. Their request was denied. However, when the newspaper asked for the same images of UK Prime Minister Rishi Sunak and Labour leader Sir Keir Starmer, it generated the photos. Governments also have an important role to play. In the US, Biden signed an executive order earlier this year that required leading AI developers to share safety test results and other information with the government. But experts say it does not go far enough. The European Union has taken the toughest line so far on dealing with the threat of the misuse of AI. The 27 nation bloc has just passed the Artificial intelligence Act, which will take effect by the end of the year. It is the first comprehensive law in the world to tackle AI which classifies the technology into 4 categories: prohibited, high risk, limited risk and minimal risk. So for example, anything that violates human rights through mass surveillance will be banned. High risk would include things like biometric identification and facial recognition technology which would have to meet strict requirements. On deep fakes, the law has classified them as “limited risk” and has said they need to be labelled as fake. The Act says “deplorers of an AI system that generates or manipulates image, audio or video content constituting a deep fake, shall disclose that the content has been artificially generated or manipulated.” The EU law is not perfect but it is an important beginning. Ultimately, the real challenge lies in not just making pledges to combat deep fakes but to enforce them and to keep up with the technology, which is constantly changing. ■ Nidhi Razdan is an award-winning journalist. Israeli media recently showed the picture of Shabana, who is also a member of the Egyptian parliament, apparently instead of the photo of Mohammed Shabana, a commander of Hamas’ military wing Al Qassam Brigades. Officials in Israel say they interpret Friday’s ruling in The Hague as permitting the incursion to continue as long as it’s done with care, adding that the military is carrying out targeted strikes in Rafah, far short of a full invasion. In a ruling on Friday, the ICJ said that “Israel must immediately halt its military offensive, and any other action in the Rafah Governorate, which may inflict on the Palestinian group in Gaza conditions of life that could bring about its physical destruction in whole or in part.” Open to interpretation The wording of the sentence has led to diverging interpretations. Many regard it as an order to stop the offensive, and that’s how it was widely reported on Friday. But Israeli officials say the order is conditional — that their military must stop any action which could destroy civilians. The campaign in Rafah will not “lead to the destruction of the Palestinian civilian population,” Israel’s National Security Adviser, Tzachi Hanegbi, said in a joint statement with the Foreign Ministry’s legal advisers. Speaking later on Israel’s Channel 12, Hanegbi said, “What they are asking us is to not commit genocide in Rafah. We did not commit genocide and we will not commit genocide.” Some liberal legal scholars in Israel agree. “The ICJ didn’t prohibit all Israeli operations in Rafah,” said Mordechai Kremnitzer, a specialist in international law at Hebrew University in Jerusalem and the Israel Democracy Institute. “Israelwas ordered to avoid operations that inflict harm on the Palestinian population in Gaza and avoid conditions that could bring about its physical destruction.” He added that his interpretation is bolstered by the fact that the court didn’t order Hamas to release hostages and stop firing missiles at Israel, and it’s not reasonable that the court is ordering one side to stop but not the other. ENTERTAINMENT 15 A nora, an explicit and often hilarious story about a New York dancer, won the Palme d’Or at the Cannes Film Festival on Saturday. Director Sean Baker was confirmed as one of the leading voices of American indie cinema with the prize, which also promises to make a star of 25-year-old Mikey Madison. As head of the jury,Barbie director Greta Gerwig praised Anora as an “incredible, human and humane film that captured our hearts”.
