1.0 INTRODUCTION OF EKSA

1.1 Definition of EKSA

The Unit Malaysian Administrative Modernization and Management Planning (MAMPU)
established the Public Sector Conducive Ecosystem also known as EKSA, in January 2014 as part of a
continual effort to enhance public sector services in the country. EKSA is a rebranding effort of Public
Sector 5S Practices (Sort, Set in order, Shine, Standardize, and Sustain) that considers the need to
promote a quality and accommodating workplace environment in order to be more relevant to Malaysia
public sector departments or agencies. Previously, both public and private agencies focused on
practising and gaining recognition through 5S Practice certification, however as of 2014, public
agencies have new options through EKSA to enhance the quality of their respective services.

1.2 Objective of EKSA

One of the main objectives of the implementation of EKSA is to help public agencies
improve their corporate image, spur creativity and innovation activities in line with the
demands of the party interested, and encourage activities aimed at creating a green environment
through the cultivation of Green Practices, illustrating the importance of creating a work
environment that is beneficial to both members of the organization and customers, as well as
EKSA meeting the demands of a number of government departments. In general, the key
components in the execution of EKSA are still based on the 5S Practices, but have been
strengthened and some new aspects have been included. It should be highlighted that EKSA
does not simply replace the previously implemented 5S elements by assisting in the
construction of a more conducive work environment. In brief, EKSA improves 5S Practices by
introducing five additional elements which are Corporate Image, Creativity and Innovation,
Green Practices, Conducive Environment, and Diversity of Agencies in the Public Sector. The
core function of EKSA adoption is better 5S practises.

2.0 OVERVIEW OF THE MOSQUE
2.1 Background of the mosque

MASJID AL-ISMAILI, PASIR PEKAN, KELANTAN

Al-Ismaili Mosque is located at Bandar Baru Pasir Pekan, Wakaf Bharu district. A prayer of
wishes and Foundation Stone Laying ceremony were held on 26 Muharram 1433H which is
comparable to 22 December 2011. His Majesty Sultan Muhammad V has granted permission
to defile the duke in order to finish the ceremony with His Highness the Tengku Mahkota of
Kelantan. The Deputy Menteri Besar of Kelantan, YB Dato Kelantan State Secretary, Heads
of State and Federal Departments and the residents from the Bandar Baru Pasir Pekan area
were also present during the ceremony.

Imam Besar MAIK led the congregational zohor prayer, which was followed by
Sohibul Fadilah Dato Deputy Mufti of Kelantan leading the Sunat Hajat prayer. The HRH
Sultan Muhammad V presented the Director of JKR Kelantan as the mosque construction
project's monitoring agency with a special multimedia presentation on the mosque's
construction which was followed by the presentation of the prospective plan book for the
construction of the Al-Ismaili Mosque by HRH Sultan Muhammad V to the Director of JKR
Kelantan as the mosque construction project's monitoring agency. In the presence of YTM

Tengku Mahkota Kelantan and State Officials, His Majesty Sultan Muhammad V also
pardoned the consent to finish the Laying of the Foundation Stone for the construction of the
Al-Ismaili Mosque.

His Majesty Sultan Muhammad V designed the Al-Ismaili Mosque which is the
everlasting gift from His Majesty Tuanku Sultan Muhammad V to His Majesty Sultan Ismail
Petra's father. The mosque was built according to the Theme 5, namely that Islam is based on
the five pillars of Islam in order to maintain the five Maqosid As-Syariyyah which is educated
through five rules to direct the five human senses in the world to the afterlife. The mosque also
has five towers, five steps and is surrounded by six domes that represent the six pillars of faith.
The Al-Ismaili Mosque will have a primary prayer hall of 20750 square feet that can
accommodate 1500 worshipers at any given time.

2.2 Management structure

The chart above is the management structure of the Al-Ismaili mosque. A management
structure is required for a mosque to operate properly because it is a public organization
managed by the people that surround it. The mosque's construction, maintenance, use and
development are all aided by the people. People work together to operate the mosque through
the management structure which is thought to be a collection of persons. They are elected or
appointed from among the pious in the community and state. They would consult with each
other then they manage and supervise the affairs of the mosque with their various abilities to
guarantee that the mosque is always in good condition.

Other than that, the mosque are the outcome of a mixture of measures and actions that
affect the mosque. Through the systematic interactions, this combination will develop a system
and can yield outcomes for the society. A system is a collection of connected parts that due to
their interdependence have formed a new general entity. Every constituent in a system is reliant
on the other members. The constituents, in other words, interact with one another. In general,
systems abound throughout the cosmos. When three main characteristics are combined the term
system can be used to any entity according to the definition. These features are the concept of
general entity, mutual relations and goal.

2.3 Services and activities

The mosque provided a store that is used to keep things as one of the facilities to make
sure that it is easier for people to place their item to pray without worrying it goes missing.
This mosque also has toilets and ablution areas for both men and women. Only motorbikes and
vehicles are permitted to park under cover at this mosque. Furthermore, there is an open parking
spot that can accommodate up to ten automobiles at a time. The mosque has an office where
administrative matters can be handled. In addition, a meeting room is serves as a gathering area
for members of the mosque committee. There are also imam and bilal rooms available for imam
and bilal accommodation if there are any occasion that need them to stay.

Other than that, the mosque also has a unique characteristic in it which is providing the
water filters installed on all 30 pipes at a total cost of RM7000. This will create a clean and
healthy water sources for people to make sure that they can use the water safely. Apart from
that, the mosque also provides electric massage chairs in the main prayer area for the
congregation's comfort. By doing this, the people in the area or anyone can uses the facilities
provided adequately.

3.0 PROPOSITION OF EKSA

3.1 Committee Structure

The committee structure of EKSA consists of chairman, facilitator committee,
coordinator committee, promotion committee, practical committee, zone leader and members.
The benefits of EKSA committee is to determine the direction of EKSA implementation.

To formulate an EKSA implementation plan in a mosque, the EKSA committee should
monitor and evaluate the progress of implementation in the mosque. The EKSA Committee
also needs to identify committee members so that the work done is efficient and easy to
understand by others.

The role of chairman is responsible to determine the overall if implementation of
EKSA. The chairman also needs to determine the overall direction in the implementation of
EKSA. The committee and the zone head should inform the chairman before doing anything.
This is because the chairman has the right to give permission for the committee and the zone
head to do the job. Next, role of facilitator are in charge to train and give guideline to zone
leader and committee. The facilitator should also ensure that the zone adheres to the rules and
guidelines provided. The facilitator is also in charge of coordinating and monitoring any
activities at the mosque.

Moreover, role of coordinator is responsible to coordinating the program. The function
of the coordinator is to coordinate the EKSA program in their respective zones and disseminate
the latest information on the implementation of EKSA in the zone. In addition, promotion
committee responsible to provide informational activity implementation plan. Promotion can

ensure the implementation of promotional plans towards building awareness of all citizens in
the organization. Promotion can also plan and allocate expenses to ensure that promotional
activities can be implemented.

The role of practical is provide the implementation plan to encourage the culture of
EKSA among the stuff. Practical also coordinate and ensure everyone is given the opportunity
to attend adequate training. Next, zone leader is responsible to give feedback about EKSA
status to facilitate the EKSA implementation. At the same time, the zone leader can also help
provide guidance and mentoring to group members.

Lastly, members are contribute commitment continuously in implementation of EKSA
and participate in activity of EKSA actively. They also need to work together in the zone and
attend meetings to contribute ideas for the successful implementation of EKSA in the zone

3.2 Identification of Zones

This picture above shows the floor plan of the mosque. The original form is high pillars,
has 5 steps. The original stairs are upstream and downstream of the mosque as well as at the
back. The mosque building can accommodate 100 worshipers. The expansion of the site and
space of worship has gone through several stages.

The mosque was built with two floors. Inside the mosque there is a main prayer room
with pillars that is used as a place to perform congregational prayers. There is also an additional
prayer room that can accommodate the capacity of a large congregation at one time and is made
of marble. On the walls of this mosque there are the words of GOD and also the holy verses of
the Quran. At the same time, this mosque is also rectangular in shape. The structure of this
mosque uses cement as a whole. The top mirror of this mosque is also made of glass that allows
light to enter the prayer room of this mosque.

This mosque has a lot of areas. To make it easy for people, Transformation and
modernization of MAMPU management needs to be done. So, MAMPU using a guideline from
eksa for a more organized organization or place using the 5s method. By using the elements of
Eksa, the masjid successfully created a comfortable environment for prayer, conducive space,
shelving facilities, go green, more creative and innovative ideas are put forward by employees

for problem solving and improvement, save space usage and many more. Based on the floor
plan, this mosque can be divided into several zones according to functions.

Ground floor
The first zone is named as G floor. There is a prayer room, the prayer room leads
towards the Kaaba, as the qibla of the muslims. The prayer room is usually given caligraphy
of verses from the quran to show the beauty of islan and the quran. Next is toilet, toilet
requirements are for dressing and it is also important for the purification of the traveller , in
addition a place to dispose of large and small feces. After that, VVIP room. The VVIP room
is only for invited guests by the Mosque for the vvip guests likes the minister to rest or have
the discussion. Next is mimbar, which is the imam stands to give the Friday sermon and also
the sermons of Aidilfitri and Aidiladha. Besides, washrooms is a location where individuals

may wash as well as rekieve themselves and its very important to have this especially for the
traveller stop by at mosque. Moreover, sultan’s room. Its a mandatory to have this room for
respect to the Sultan when he come to the mosque, Where sultan can get rest or some privacy.
Based on our observation, this mosque has applied several of EKSA elements such as upgrade
the components in toilet, lamp and fans were labelled.

First Floor
For this zone, its called first floor. This zone consists of library, imam tua’s room, Al
ismaili hall and meetings room. For the meeting room, this area is for the official meeting room
of the mosque committe in connection with the administration of the mosque and activities
related to it. After that, library is to provide study materials and reference book that can be used
by teachers and students. This zone apply go green concept which is awareness campaign to
everyone aiming to preserve and protect the earth from the danger of global warning which is
growing. For example adapt the concept of recycle. Next is,al ismaili hall. This hall is used for
programs organized by mosques for example, israk and mikraj talks, aidilfitri, as syura

programs, distribution of zakat. This can strengthen the relationship of friendship among
Muslims.

3.3 Documentation of Issues and Recommendations

• The toilet should always be cleaned and are dry to avoid anyone fall due to the slippery
floor. A sign of warning should be placed to let the public aware of the slippery floor
which could help them to pay extra careful when walking through thr slippery floor.
The toilet doors work perfectly, clean complete with latch and clothes hanger. The
equipment such as trash cans, tissues and liquid soap container are provided and
recycled for mosque use.

• The ablution room’s tiles should change to more rough tiles to avoid anyone fall
especially older people because of the smooth tiles.

• Element applied: creative and innovative.

• shoe racks should be labeled so that the public can organize their shoes and slippers.
Placing shelf numbers is very important so that the public does not exchange shoes with
each other. With this, slippers will not be scattered on the steps of the mosque.

• The parking should be further enlarged to accomodate more cars and motorcycles.
Repaint the parking line to avoid the vehicles scattered. The mosque is located is a busy
route area that surely many people will stop for prayers at the mosque are easy and
comfortable to use this moaque. Labeling and lots should be uniform according to
zoning suitability.

• The gates of the mosque should always be locked so that the property of the mosque is
preserved. Security is taken care of by siak,bilal and AJK masjid. To prevent from the
holy quran, wall clocks, books and so many other tangible things. . And sometimes
strangers are seen sleeping and messing around the mosque. For the use of theft of
mosque and surau items, muslims are consumers always prosper the mosque with time
prayers, circumcision prayers and so on.

• EKSA element is condusive environment.

• The meeting hall should complete with all equipment such as chairs, desks,
microphones, computer screens are inside good conditions. . Assigned several mosque

committee members to ensure the meeting room environment was clean, tidy and safe.
Also, the mosque should also provide name labels for vvips who attend meetings in the
hall. Meeting hall also used by mosque committee members for discussions and shura.
• EKSA elements that has already applies corporate image, go green and condusive
environment.

• The shelves especially quran should be located in a good places, strategic and easy for
people to take and put them back according to the color and size. The religious
scriptures should also be arranged in alphabetical order.

• EKSA element is conducive environment.

• Mini library also in this mosque for facilities to staff and members of the mosque
congregation to make referrals. And this place also made into a children's corner so that
children can play while waiting for their parents.

• Should install CCTV for the security concern for the guest and espiacially children.
• Elements applied: creative, innovative and safety.

4.0 CONCLUSION

In conclusion, as a committee member in a mosque that needs time EKSA needs to take
action with the necessary conditions in the mosque to make a profit in various ways. Among
the benefits in the implementation of EKSA that can be inferred is the increased productivity
where documents or materials provided can be easily searched and traced. Meanwhile, this
will provide a reduction in time in tracking materials and documents. For example, in the
implementation of EKSA, the provision of shelves in the mosque is the placement of the Quran
shelves where it in a good place and strategy. Also, it will be better with the choice of colors
and sizes that have been made. Further, the actions of the mosque committee members at the
locked gates are also beneficial in increasing security to preserve property in the mosque such
as wall clocks, books and other tangible objects. Meanwhile, the EKSA elements used are
creative and innovative where there are all the equipment in the mosque toilets provided such
as rubbish bins, tissues and liquid soap containers that can be recycled for use at the mosque.
The mini library method in the mosque that has been provided also benefits and members of
the congregation to make reference as well as facilitate the children who play in the library
while waiting their parents. Meanwhile, cleaning and setting up the toilet floor always dry
every wet and slippery will provide benefits in increasing safety to prevent every toilet user
from falling. In addition, the implementation of EKSA with the provision of shoe racks labeled
with very important numbers that will benefit the atmosphere in the mosque with an orderly
arrangement of shoes and slippers or not easily interchangeable. Meanwhile, it will also benefit
the provision of labeled parking spaces and enlarging them to accommodate more vehicles.
For example, the mosque prepares VVIP labels such as advertisements for kings and ministers,
parking for the public and special parking (OKU). From EKSA elements that have featured
corporate photos in a green and conducive environment, the hall provided has been equipped
with all equipment such as chairs, tables, microphones, computer laptops in good condition
and discussion or shura can use with provided and conducive conditions. Therefore, the
implementation of EKSA will provide good benefits in used mosques and safe to use.

LEARNING REFLECTION

Based on the reflection of the implementation of EKSA to the mosque we are facing is
the solution of the project in ensuring our team stays on the same page. This has posed a
problem when some members do not know what they should do, and do not understand what
the question requires. Also, some of them have lost motivation because online distance learning
makes us unable to meet to have a good and accurate discussion. Therefore, to ensure that the
team is always on the right track is to always ask them how they are progressing, it should give
them motivation so that they can complete the success of the project. Also, the challenge is not
being able to go to the mosque to see the actual view of the mosque because the MCO who
gives difficulty to get information about the mosque and every entrance to the mosque but, it
only can see and get the information on the website. In addition, there is a problem that arises
when trying to process each answer required when the evidence is only by reading the question
and does not get the evidence clearly such as face to face explanation. Therefore, it is not
possible to provide the experience to implement this project in the mosque explicitly.
