The DC offers discounts of up to 50% on various basic necessities, such as food items, hygiene products, and school supplies. The DTI Diskwento Caravan was launched in 2008 as a response to the increasing prices of basic commodities in the country. The program aims to help ease the burden of Filipino consumers, especially those who are living in poverty or who are affected by natural calamities. The DC is a collaborative effort between the DTI and various partner organizations, such as manufacturers, distributors, and retailers. These organizations provide the products that are sold in the caravan, and they also help in the promotion and dissemination of information about the program. Moreover, The DCis conducted in different parts of the country, particularly in areas that are underserved by traditional retail establishments. The caravan usually stays in a particular location for a few days to a week, depending on the demand and the availability of products. During this time, consumers can visit the caravan and purchase the products at discounted prices. OBJECTIVES To ensure that the products sold in the caravan are of good quality, the DTI requires that they are sourced from reputable manufacturers and distributors. The products also undergo quality control checks to ensure that they meet the standards set by the agency. Aside from offering affordable and quality products, the DTI Diskwento Caravan also provides an opportunity for micro, small, and medium enterprises (MSMEs) to showcase their products and reach a wider audience. The caravan also promotes responsible consumption and encourages consumers to prioritize their basic needs over non-essential items. Overall, the DTI Diskwento Caravan is an important program that helps alleviate the burden of Filipino consumers, especially those who are struggling to make ends meet. Success Stories The objectives of the DTI IPO Diskwento Caravan have been consistently realized with the full support of the LGU and strong collaboration of manufacturers, distributors, and retailers of essential commodities. The municipality of San Joaquin, Iloilo is one of the municipalities badly affected by Typhoon Odette in December 2021. The calamity left severe damages especially to the houses of the residents. Due to this, the local government unit (LGU) provided shelter assistance to the people in January 2022. With the financial aid, the beneficiaries needed to purchase construction materials to rebuild their homes. To provide the necessary mechanical and building products, the LGU in partnership with the Department of Trade and Industry (DTI) Iloilo Provincial Office (IPO) organized the Diskwento Caravan in San Joaquin, Iloilo on 14 – 16 January 2022. One hundred fifty households in 25 barangays were able to buy quality steel bars, cement, angle bars, roofing materials, plywood, and other construction items at discounted prices from the nine participating retailers. DTI ZAMBALES: CONDUCTS BALIK ESKWELA DISKWENTO CARAVAN AND JOB FAIR The Balik Eskwela Diskwento Caravan is a DTI initiative that aims to provide consumers a venue to avail of school supplies and uniforms in discounted prices and offer wider access to school supplies and uniforms to low-budgeted income and marginalized consumers. The program is in partnership with the manufacturers and distributors of school supplies and basic necessities and prime commodities (BNPCs) and also in coordination with the officials of Subic Bay Metropolitan Authority (SBMA).. The Department of Trade and Industry (DTI) Zambales Provincial Office Consumer Protection Division conducted a Balik Eskwela Diskwento Caravan and Job Fair at Service Road, Harbor Point, Ayala Malls, Subic Bay Freeport Zone last May 18-20, 2022. The Diskwento Caravan on School Supplies and Uniforms cum Job Fair started with a ribbon cutting by DTI Provincial Director Enrique D. Tacbad, Ms. Grace Ignisaban Marketing Manager of Harbor Point, Atty. Roel John Cabigting, Deputy Administrator for Administration, Atty. Melvin Varias, Deputy Administrator for Labor, DTI Associates, SBMA employees, sale exhibitors and other participants. There were thirty-one (31) exhibitors who participated in the said activity with a total of Five Hundred Ninety-Seven Thousand, One Hundred Ten and Fifty Centavos (P597,110.50) sales generated. . For the Job Fair sponsored by the Labor Department of SBMA, there were companies (18) companies who joined the said activity. DTI become known for holding Diskwento especially in the Provinces. Diskwento Caravan is one of the much awaited event of DTI in the Provinces for more than a decade. But this is quite an opposite when it was first conducted in Aurora Province. Way back in 2009, when the first Diskwento was held , only six local sellers composed of grocery store owners, bag manufacturer, root crops and fruit farmers joined the Caravan in Baler Bagsakan Center. No one from Manila-based manufacturers would like to join the event due to its distance in Manila and long travel time. Joining a caravan seems like a missionary work, they participated because of “pakikisama sa DTI”, DTI being the one encouraging them to join, and a social responsibility to reach more consumers. However, when Aurora become known in other places, through various endorsements of well-known celebrities, more people got interested to see Aurora and so with firms joining the Caravan. Suppliers of canned fish, detergent soap, crackers, RTW and other products started to join. The participants gradually increased from six to ten and now we have 28 regular participants during Diskwento Caravan. The sales during the initial Diskwento of P69,000 increased to more than P1.2M for the last two years, which simply means that more buyers were reachedfrom 348 to 1,528 consumers benefitted. Currently, more local manufacturers in the area are looking forward for every Diskwento to be conducted. For the past two years, another challenge is the COVID19 pandemic wherein peoples’ safety is the main concern, Thus, in-store Diskwento Caravan conceived. It’s a little bit difficult since every participating store need be monitored to oversee how the activity goes on as well as witnessing the public acceptance. But it is very rewarding since participating firms were scattered in Central towns of Aurora, and barangay residents will just go to Poblacion to buy the goods during the caravan. Indeed, Diskwento Caravan is successful due to collaboration of all sectors, the government for initiating the program, the support and cooperation of the business sector and patronage of the consumers. DTI Nueva Ecija DISKWENTO CARAVAN…. A SUCCESS The Department of Trade and Industry-Nueva Ecija Provincial Office successfully conducted three (3) runs of Diskwento Caravans this year. These were held in one city and two municipalities in the province. The Diskwento Caravan is one of the mechanisms of the government with DTI as the lead agency that primarily aims to provide relief to workers through non-wage benefits and one way to augment their income by offering basic and prime commodities and other household essentials at discounted prices. The first Diskwento Caravan this year, a Balik- Eskwela edition was conducted on June 12-13 in the municipality of Gabaldon, the easternmost municipality of the province, and a neighboring town of Dingalan, Aurora. The second run which was a Special Diskwento was held on September 9-10 in Carranglan, the northernmost town. Said towns were purposely selected to be the location of the Caravan since these are basically agricultural towns and there are no supermarkets or big grocery stores in these areas, thereby maximizing the benefits the Caravans offered. The third (3rd) run dubbed as Pre-Christmas Diskwento Caravan was conducted on December 2-3 in Palayan City, the only city in the province with no shopping mall and no supermarket. Products offered for sale at discounted amounts from 10% to 30% during the three runs were; canned goods, noodles, coffee, powdered/canned milk, cooking oil and other condiments, and noche-buena items. Other products purchased at cheaper price were notebooks, bags, and other school-essentials, bread /biscuits, soap and detergents, locally-grown decorative/ ornamental plants and vegetables, locallyproduced processed foods, fashion accessories, footwear, as well as home furnishings and home appliances. The discount ranges from 10 % to 30% A total of 3,758 beneficiaries/consumers availed of the discounted products sold while the total sales generated amounted to Php 1.88 million. PILUDEN (DTI MOUNTAIN PROVINCE) Anchored on the agency’s mantra of “Serbisyong higit pa sa inaasahan”, the Department of Trade and Industry Mountain Province has continued providing basic necessities and prime commodities at reasonable prices to consumers from far-flung areas and barangays. Serving 33 barangays and more than 1,600 individual buyers, the agency conducted a total of five (5) Rolling Stores, two (2) Balik Eskwela Diskwento Caravans, and a Noche Buena Diskwento Caravan. As the world transitions into a more dynamic economic landscape post-pandemic, access to quality basic goods, prime commodities, household items, school supplies, and other merchandise remained to be a primary concern of consumers nationwide. Addressing the concern then, DTI Mountain Province, in line with their mandate of championing and protecting consumer interest, implemented the said Rolling Store - Diskwento Caravan schemes primarily aimed at providing an avenue for constituents to buy quality and reasonably priced commodities. “Rolling Stores and Diskwento Caravans has been a highly anticipated DTI activity, especially in barangays away from our key trading areas,” Mabel F. Banggawan, DTI Mountain Province Provincial Director, stated. The activities have also been highlighted as an avenue for suppliers to foster healthy business partnerships with the consuming public and local retailers. Further, these were seen as points for convergence of different government programs and projects, including the Kadiwa Stores of the Department of Agriculture, for the benefit of the consuming public. “The activities became opportunities for us to work closely with municipal and barangay officials, and barangay-based consumers, in the facilitation of other DTI-initiated programs as well,” Director Banggawan continued. Braving the mountainous terrain and intermittent weather conditions, four local suppliers (TALAMAS MINI GROCERY, ARDAYNE MARKETING, ROCKVIEW GROCERY, and GEORLITZ OFFICE AND SCHOOL SUPPLIES TRADING) joined local manufacturers in stepping up to the challenges of serving consumers under the Rolling Store and Diskwento Caravan banner programs. Sales from the 2022 caravans amounted to about 2.1 million pesos for all eight runs in the province. “It has indeed been noticed that average sales from these year’s runs were lower than that of the 2021 runs. This may be seen as an indicator that things are slowly going back to how we were pre-pandemic. We are now allowed more mobility and allowed to travel more often,” Banggawan explained. In three of the eight runs conducted, DTI Mountain Province’s Industry Development Unit (IDU) has spearheaded the conduct of Coffee and Cacao Pavilion cum Special Product Showcases. Said activity aimed to introduce locally produced and manufactured products to consumers. Products from persons deprived of liberty from the Mountain Province District Jail were also highlighted during the activities. As the Department of Trade and Industry continues to promote consumer welfare, and at the same time ensuring customers get the best value for their hard-earned money, DTI Negros Occidental conducted a Diskwento Caravan, also dubbed as Kadiwa ng Pasko (KnP) on 12 December 2022 in Cauayan, Negros Occidental. The Diskwento was part of the agency’s Typhoon Paeng Recovery initiative together with the host LGU and partner manufacturers/retailers. On 28 October 2022, Typhoon Paeng made its first landfall causing severe flooding in the 5th district also known as CHICKS (Cauayan, Hinobaan, Ilog, Cauayan, Kabankalan & Sipaly City) area, especially in the Municipality of Cauayan where a lot of casualties and damages to properties have been recorded. Despite that December is a busy month for retailers, DTI Negros Occidental was able to convince seven (7) business establishments to roll out the Diskwento Caravan as part of their corporate social responsibility. Travelling 119 kilometers from Bacolod City to the venue bringing along with them their inventories which are basic necessities and prime commodities, Noche Buena items, household appliances, dressed chickens, animal health care products, and poultry feeds. These were sold at a discounted price of 10% to 30%. The KnP benefited 130 households in the 25 barangays of Cauayan with sales amounting to Php 0.369M. For the year 2022, DTI Negros Occidental conducted a total of 8 runs of Diskwento Caravan Province-wide. With the partner establishments, about 86,855households were benefited and this generated a total sale of Php79.455M. The success of the Diskwento was made possible with the close coordination and well-established partnership with the Local Government Units and the business sector. Amid the rising prices of basic goods, the Department of Trade and Industry (DTI) Oriental Mindoro Provincial Office was able to assist 5,168 consumers in its conducted Diskwento Caravans in 2022. DTI Oriental Mindoro partnered with several supermarkets and distributors in the conduct of over 20 DC runs in 12 towns in the province. During these runs, low-priced, bundled, and discounted goods were offered for sale. On top of its regular caravans, special runs were also conducted such as those conducted in the remote areas in the province and the Diskwento Caravan Balik- Eswela Series. Priority areas in the conduct of DC were barangays located outside the town proper like Brgys. Panikian, Inarawan, and Dao in the Municipality of Naujan, which are at least 15 km away from the town’s business center and at least 20 km away from Calapan City Proper. In one of the DC runs in Calapan City, Ms. Herminia Alido, a resident of Sta. Rita, Calapan City, expressed her appreciation for the conducted DC in their nearby barangay as it helped them save more money from the discounts, promos, and freebies provided. Additionally, they no longer need to pay for transportation expenses goingto and from supermarkets especially since her barangayis far from the town’s business center. She also added that small retailers/sari-sari store owners can also realize more profit due to these savings. Furthermore, the Diskwento Balik-Eskwela Series of DTI Oriental Mindoro also aided consumers during the reopening of face-to-face classes as it partnered with leading school supplies stores in Calapan City in providing discounted back-to-school essentials. Seven establishments had conducted three-day in-store promotion of back-to-school needs wherein they set up a special isle/corner of discounted school supplies. Moreover, three LGUs partnered with DTI Oriental Mindoro in conducting DC – Balik Eswela Edition. All-inall, a total of ₱9,328,056.58 sales was generated (net of at least 10% discount). The Department of Trade and Industry (DTI) Occidental Mindoro Provincial Office, in partnership with the Local Government Unit of San Jose conducted the Diskwento Caravan:2nd Balik-Eskwela Edition at the Municipal Covered Court of San Jose on August 11-12,2022. This is in preparation for the reopening of classes in the third and fourth week of August both in public and private schools. Included are school supplies and uniforms, basic and prime commodities, and food and non-food items processed and manufactured by our local MSMEs, sold at discounted prices at a range of 10-20%. Diskwento Caravan targeted to assist at least 12 MSMEs, serve at least300 consumers and generate at least ₱100,000.00 sales. For wider consumer-reach, a letter of invitation for the LCE of SAMARICA (San Jose, Rizal, Calintaan, Magsaysay) were personally handed and info materials were posted and given out in private and public schools, barangay halls, and government offices. For further dissemination, two radio guesting and one live interview were also done prior to the schedule. A total of 2,210 consumers were served;18 MSMEs (6 processors and manufacturers, 3 distributors, 5 wholesalers/retailers, and 4 service sectors joined generating total sales of P465,220.00. A total of 333 households have already benefited from the Department of Trade and Industry’s (DTI) Diskwento Caravans in the province of Marinduque. Diskwento Caravan is a DTI initiative that aims to provide easy access to low-priced basic and prime commodities to the public especially those outside the center of commerce. It already generated a total sales of PHP630,007.25 out of the 3 runs conducted in partnership with Puregold Marinduque. DTI - Marinduque The Diskwento Caravan run held last March 16 in Malibago,Torrijos benefitted 134 households, while 103 households in Napo, Sta. Cruz on 15 May 2022, and 96 households in Daykitin,Buenavista last 5 June 2022. A totalof 23 barangays were reachedduring the conductof the said caravans. As an extra treat to the buyers, while promoting sustainability, they were provided with free upcycled tote bags for every purchasefrom the caravan.These tote bags are made by Marinduque Bagong Lipunan Samahanng May Kapansanan (MABALISAKA), a group of person- with-disability (PWD) assisted by DTI Marinduque. Consumers were able to purchase low-priced bread, canned sardines, canned meat, instant noodles, bottled water, condiments (vinegar, soy sauce, fish sauce), coffee, powdered milk, etc. D I S K W E N T O C A R A V A N 2 0 2 2 |


Because Diskwento providesreasonably-priced quality productsto the consuming public, consumerswere indeed very happy to drop by, buy and prospect tobuy during thisday. The “Romblomanons” made the ConsumerWelfare Month event a shower of blessings for negotiated sales of P1,426,254.87 was generated by this project. DTI Romblon led by Provincial Director Noel DR. Flores extended its appreciation for the warm support of Mayor Trina Alejandra Firmalo-Fabic of LGU-Odiongan, DTI store partners -local distributors/wholesalers and manufacturers for reaching out tothe community through “diskwento” purchases of consumers in Odiongan, Romblon. Amidst the sultry weather during the whole day event at the venue, it was a remarkably happy day for the shoppers in Odiongan. After two years of the COVID-19 lockdowns, Diskwento Caravan: CWM Edition was the second time of physical conduct of Diskwento Caravan for DTI-Romblon with its store partners and stakeholders. The first was held in two runs at the municipalities of Cajidiocan and San Fernandoin Sibuyan Islands for the Balik-Eskwela Edition on August 10-11, 2022. The CWM edition was conducted simultaneously in the municipalities of Odiongan, Romblon and Cajidiocan. To help consumers in the province of Romblon in taking full advantage of discounted prices on basic and prime commodities, the Department of Trade and Industry Romblon Provincial Office, in partnership with the Local Government of Odiongan and the Cooperative Development Authority Romblon, launched a one-day Diskwento Caravan on October 22, 2022 as part of the DTI’s Consumer Welfare Month and the CDA’s Cooperative Month celebration. DTI Romblon led by Provincial Director Noel DR. Flores extended its appreciation for the warm support of Mayor Trina Alejandra Firmalo-Fabic of LGU-Odiongan, DTI store partners -local distributors/wholesalers and manufacturers for reaching out tothe community through “diskwento” purchases of consumers in Odiongan, Romblon. Amidst the sultry weather during the whole day event at the venue, it was a remarkably happy day for the shoppers in Odiongan. The participation of St. Vincent Ferrer Parish MPC through its consumer store branches was as well appreciated by the DTI. Their support as venues of Diskwento Caravan in Cajidiocan, Romblon and Odiongan has reached other communities afar from the main activity venue in Odiongan.And through the program has made them realized an increase in daily target sales ranging from 8.70% for Baymart-Tablas, 18.16%for Baymart-Sibuyan and 121.29% for BaymartRomblonwith the highestsales generated by offering only a2.5% price off on grocery items. The one-day event offered discounts on grocery items, frozen fish & meat products, and noche buena products, among other items displayed by participating local distributors/retailers and manufacturers which also gives non-monetary incentives to minimum wage earners as a way to benefit from the discounted prices of basic commodities. For safety measures in all venues, minimum health protocols like wearing of facemask, practice social distancing, and to bring eco-bags to minimize plastic wastes at the event are being observedand implemented. Behind this successful event for the return of the physicalDiskwento Caravan was the combinedeffort of the whole DTI-Romblon Team led by the energetic and dedicated Provincial Director, PD Noel Flores, who provided the inspiring and great back-upsupport in the mobilization of the team and appreciated the entrepreneurs for working together to help the Romblomanons during these tough times when the costof all prime commodities is rising. The Diskwento Caravan Activities of DTIPalawan in 2022 are towards the upliftment of the economic situation in the Super Typhoon Odette 2021 affected areas in Palawan, specifically in the Municipalities of Roxas, San Vicente and El Nido. The scheduled Diskwento Caravans in Palawan in 2022 are as follows: Roxas, Palawan on January 18-22, San Vicente, Palawan on January 24-25, 2022, and El Nido, Palawan on February 26-27, 2022. One month after ST Odette hit Roxas, Palawanon 18 December 2021, we initiated to conduct the first Diskwento Caravan 2022 in Roxas, Palawan, the municipality that was badly affected by the ST Odette. The consumerresidents of Roxas, Palawan were very happy on the timely conduct of the Diskwento Caravan (January18-20 for construction materials and January21-22 for BNPCs) in the area for there are many familiesthat were badly affected by the ST Odette – destroyed houses which resulted to the destruction of kitchen wares, housewares, clothing and most importantly the basic needs (food). During the conduct of the Diskwento Caravans,we ensured that among the needed goods and services are available during the duration of the Diskwento Caravan activities – sufficient construction materials, basic necessities and prime commodities including purified water in containers, breads, kitchen wares,plasticwares, clothing, beddings, and portable appliances with at least 10% discount on the available items during the duration of the Diskwento Caravan Selling period. As we reminisce now as regards the conduct of the Diskwento Caravan in Roxas, Palawan, we still remembered one incident when one of the consumer-residents, a Priest, purchased many galvanized sheets “Yero” to be given to affected families that needs immediate shelter assistance for the houses of the intended beneficiaries are totally damaged by the ST Odette in December 2021. Another incident we encountered, is a mother who purchased plastic containers and kitchen wares for their house was partially damaged by the ST Odette – their kitchen was carried by the big waves during the on-set of the ST Odette and that part of their bedroom was partially damaged also which resulted to the destruction of their clothing cabinets. Another consumer, a fisherman, purchased purified water in containers for his family because according to him, the connection of the water system was damaged by the ST Odette, and that they cannot use also the water from their deep-well due to health issues (many dead animals in their surroundings, as well as dead bodies of personsin the nearby areas during the on-set of the ST Odette). Another is a sari-sari store owner from remote barangayof Roxas, Palawan who purchased many canned goods, noodles, and other BNPCs for replenishment of their inventories which was partially damaged due to flooding, and that other goods were given as relief goods to neighbors which were badly affected by the ST Odette. In general, we conducted a total of 9 Diskwento Caravan Activities in 2022 in the far-flung municipalities of Northern and Southern parts of Palawan; and that many consumers are very happy and thankful on the conduct of Diskwento Caravans in their areas – getting the best value for their hard-earned PESO. Leather shoes from Marikina, trinkets, and accessories, a palamig to quench one’s thirst in the blazing Manila heat…you name it! There is indeed something for everyone.
