The committee manages and undertakes works related to membership and professional
development. This committee role is to recruit and retain members in PSAM through various
activities that serve the members need. Besides having its own program, this committee
works closely with other committee in executing their event or program which benefits the
members and the same time riding on the event or program as an awareness campaign for
PSAM to recruit new members.

The membership database is in process to be updated and alienation of inactive members is
being updated from time to time. A full of valid and proper membership list will be published
in PSAM website upon approval and consent from the council.

CORPORATE COMMUNICATION & PUBLICITY COMMITTEE REPORT (DEC
2020 to NOV 2021)

The committee manages and undertakes works related to be the main interface of PSAM to
the public and manage and administrate the secretariat office for PSAM to be central for all
communications from members and public to reach PSAM via telephone calls and emails. This
committee also undertake the administration of PSAM website and social media platforms.
The queries and information coming into secretariat office are distribute and delegate
accordingly to pertinent sub-committees and council members to cater and to be action taken.
All main discussions, collaborations and potential link ups with external parties are channeled
through this committee. Any decisions required are then passed to the council for approval
and consent. This includes promotional events, news, pertinent information, and other
related matters to playground safety that PSAM corporate communications and publicity
views important to relay to the public and members. In view where information and news
might be deemed controversial or sensitive, such information will need to be approved by the
council before being released to the public.

EDUCATION & TRAINING COMMITTEE REPORT (DEC 2020 to NOV 2021)

The committee manages and undertakes works related to providing educative information to
the public through events and programmes, both internally organized/ or jointly organized
through strategic collaboration or though invitation into other parties’ events or programmes.
It was a quiet period for the committee as the prolonged COVID restrictions and movement
control orders limits the opportunities to engage the public through seminars and meetings.
Throughout the period, the following programmes have been conducted by the committee:
(1) Playground Safety Workshop
Organizer : Majlis Perbandaran Sepang (MPSepang)
Date : 12 APRIL 2021
Venue : Majlis Perbandaran Sepang
Participants : 30 pax
PSAM with MPSepang engages local developers, contractors and landscape consultants on
playground safety compliance in project within the MPsepang jurisdiction.

(2) CPSI Recertification Programme
Organizer : Majlis Perbandaran Sepang (MPSepang)
Date : JULY 2021 – SEPT 2021

Participants : 11 pax
PSAM coordinates its first online recertification program of CPSI whose certificate have
expired to ensure continuity of valid CPSI in Malaysia.

A total of 10 participants have had their CPSI certificate renewed to 2024.

Participants : 100 pax
PSAM speaks to representatives from Local Authorities in Sabah, together with playground
industry players of Sabah state.

Other programs under the committee planned includes the following:
2022 CPSI Course and Examination
The CPSI course and examination slated for 18 to 22 April 2020 and advance payment has
already been made to the facilitators, International Playground Safety Institute (IPSI), and the

local event management company, Skills Building Network (SBN) to confirm the course.
However, the course was postponed due to the outbreak of COVID 19 and the implementation
of Movement Control Order (MCO) in middle of March 2020. It was rescheduled tentatively
to August 2020 but was again rescheduled as the facilitators are unable to enter Malaysia
under the MCO. The MCO also continues to restrict the physical organization of the course
and examination.
While online option for the CPSI course is now available, the committee still feels that a
physical course is still more effective especially on the on-ground training. The committee will
be hoping that with the easing of travel restrictions, we may be able to conduct the physical
CPSI course in 2022.

PSM 201 Designing Safer Playgrounds
The committee plan to organized PSM201 Designing Safer Playgrounds (a more details and
comprehensive programs tailored to playground designers and manufacturers to provide
better understanding of using the MS 966 standards and applying it to the designs to make
their equipment compliant and safer), has yet again been postpone with Movement Control
Order restriction. The scheduled speakers have insisted that a physical class would be much
more effective than an online one given the technicality involved of the contents.
With the easing of restrictions, the committee hopes to conduct it within the 1st quarter of
2022.

Regional Playground Safety Seminar & Local Authority Playground Safety Engagement
Session
The committee will try to organize playground safety seminars in 2022, especially in the
southern region, which previous plans have been postponed indefinitely. There have also
been enquiries and interest to invite PSAM to give technical support in playground / landscape
seminars in the East Coast states.
In addition to that, the committee will also restart its plan to engage local authorities to
encourage the implementation of better safety compliance on playgrounds in 2022.

Local Playground Safety Inspector Programme
The committee is set to embark on its own local playground safety inspector certification
program. The committee will engage the necessary and relevant authorities and parties to
allow Malaysia to have its own certification program as an alternative to the CPSI program
from NRPA by 2023/2024.

It has been another frustrating year for the committee with the prolonged MCO and the
COVID pandemic. It is with great hope that 2022 will be better and more programs can be
carried out by the committee.

TECHNICAL COMMITTEE REPORT (DEC 2020 to NOV 2021)

The technical services committee manages and undertakes works related to technical matters
for the council. This includes quoting to clients on the technical services that is required, like
consultancy, endorsement and inspections and floor testing. The delivery and execution of
the services are done through the assignment of the said job to certified playground
inspectors (CPSI) registered with PSAM by the Head of Committee.
Its committee members consist of the following:

* The alternative Head for the committee undertakes all responsibility and decisions in any
cases where the head of committee is required recuse himself/ herself over conflict-of-interest
issues over the job that is assigned or is unavailable to undertake the responsibility at that
point in time.

The committee continue to work around its published 2020 Schedule of Rates to ensure
consistency and impartially. However, under advisement of the Malaysia Competition
Commission (myCC), the rates are no longer published through its website and social media
platforms, only provided through direct enquiries. PSAM have reiterated that its schedule of
rates is NOT a price control mechanism or minimum scale of fees. Private service providers
are free to quote prices at their discretion, and PSAM does not compete with them in prices
in any form. The rate works as a price of last resort for clients to fall back on in the event of
possible collusion of price control to charge exorbitant fees to clients which will work against
the agenda of safe playgrounds. The schedule of rates area as attached in this report.

The technical services committee remains NON-COMMERCIALLY oriented. It DOES NOT solicit
for business in proactive manners. All quotations are given as a reply to direct enquiries to
PSAM, NOT by approaching potential clients. All prices quoted since the schedule of rates are
based on the schedule of rates. There are no discounts regardless of project size, value, terms
of payments or any other factors other than the discounts given to its corporate member
under the corporate member benefits. Any other services that done at discounted prices
outside the schedule of rates shall be of special projects deemed beneficial for PSAM safety
agenda, approved by the council.

Throughout the period of DEC 2020 to Nov 2021, the committee have done a total of 4
quotations. The number of quotations is lower as its recurring customers uses the schedule of
rates as its quoted price. It had also undertaken 12 projects during this period consisting of 5
endorsement jobs, 6 inspection sites involving a total of 8 CPSIs. As the information of the
projects are deemed confidential, all details and photos are not published in these public
reports but are kept in PSAM confidential files.

Total revenue generated from the technical service amounts to RM27,100 throughout the
period. They fees collected are in turn paid to the CPSI for services rendered at a fixed
percentage. As PSAM is a nonprofit organization, all proceeds and surplus from the revenue
generated are retained within PSAM accounts. The large drop in revenue generation from as
compared to the period before is deemed to no large special project done during the period,
and the prolonged MCO restrictions have pushed back the requirements as projects are
delayed. Some clients have also engaged CPSIs or private entities directly for the works
involved.

The substantial numbers of CPSIs had their certificate validity lapse in mid-2021, while a
handful has had their certificates validity renewed until 2024 through online examinations.
There have been no new CPSI given the course have not taken place physically due to COVID
restrictions. There are 10 CPSI in PSAM records with the new valid certificates. The committee
have designed a new schedule to rotate the works incoming the valid CPSIs in a fair and
transparent manner.

The Technical Services Committee thanks all the appointed CPSIs that carried out their roles
and responsibilities in a professional and timely manner when being assigned the job. The
committee have not received any formal complaints from any clients to date, and any informal
complaints or observations on our process or personnel have been addressed accordingly.

Finally, the committee look forward to having from more CPSIs who are willing to volunteer
their time and contribute positively towards the committee works. We also welcome ideas,
proposals and feedback from the public for the betterment of the committee and its
contributions towards PSAM’s safe playground agenda.
