The U.S. Marine Corps C4
Support Services program
provides support to the U.S.
Marine Corps’ Command,
Control, Communications, and Computers
(C4) Division.The C4 division has a mission to
augment the Marine Corps Information
Environment to enable mission assurance
through planning, policy, analysis, and assist in
the oversight of IT design, and to implement a
state-of-the-art enterprise network that
includes voice, video, and data to support (IT)
network centric operations.
As the prime contractor, EDC Consulting is
providing the full range of technical, analytical,
functional, and managerial expertise including:
Information and knowledge management
policy and strategy
Business Case Analysis and subject matter
expertise
Reviews of recommended architecture and
alternative solutions
Analysis of C4 and IT capabilities that
enhance warfighting functions

REPRESENTATIVE CLIENTS

GCSS-MC

GCSS-MC is the primary
technology enabler for the
Marine Corps Logistics
Modernization strategy and
provides the backbone for all logistics informa-
tion required by the Marine Air Ground Task
Force (MAGTF).The core of GCSS-MC is
modern, Oracle enterprise resource planning
software. As a teaming partners providing direct
support to the prime contractor, EDC provided
a wide-range of Oracle support services,
including:
Oracle functional and technical support,
software development and logistical systems
subject matter expertise
Full spectrum Systems Engineering and
Technical Support (SETA) in addition to
analytical, system engineering, security,
information assurance, test support, and
technical management
Leadership in the delivery of Oracle 11i and
R12 subject matter expertise, portfolio
management, RICE development, data
analysis/interface specification and post-
deployment systems support.

REPRESENTATIVE ENGAGEMENTS

IPPS-A

As the prime contractor for
the Integrated Personnel Pay
System – Army (IPPS-A)
program, EDC was tasked with
standardizing, streamlining and integrating
Army Soldier personnel, pay processes and
data housed in over 15 legacy systems into a
single database packaged in an easy-to-use
website custom tailored to Regular Army,
Army National Guard, and Army Reserve
Specifications.The program created a com-
prehensive, career-long personnel and pay
record for all Soldiers by consolidating
stove-piped personnel and pay systems that
did not share information into one,
user-friendly database.
Early in 2015, IPPS-A officially deployed to
over 1.2 million active Army users – the
largest HR system rollout in the history of
the Department of Defense.Today, for the
first time in history, every soldier, from junior
enlisted to Flag officers, can login to a single
system and view a comprehensive personnel
and pay record of their entire
Army career.
