3 INTRODUCTION The mission of the Air Force Junior Reserve Officer Training Corps (AFJROTC) program is to “Develop citizens of character dedicated to serving their nation and community.” The goals of AFJROTC are as follows: - Instill values of citizenship - Service to the United States - Personal responsibility/Sense of accomplishment The AFJROTC program is grounded in the Air Force core values of integrity first, service before self, and excellence in all we do. Curriculum opportunities include: - Academic studies - Character education - Life skills education - Leadership opportunities - Team-building experiences - Field trips/training opportunities - Intramural competition - Community/school service projects - Military Drill and Patriotism - ROTC scholarships - A place to belong! The AFJROTC program enrolls approximately 125,000 cadets, employs more than 1,900 instructors and operates units in 49 states, the District of Columbia, Puerto Rico, Italy, Germany, Belgium, Netherlands, United Kingdom, Japan, Korea, and Guam. AFJROTC units are located within host high schools, public and private, and, by law, the program is limited to students in grades 9 through 12. AFJROTC instructors are employees of the host school. AFJROTC is a continuing success story. From a modest beginning of 20 units in 1966, AFJROTC has grown to about 870 units. The AFJROTC program positively influences our country by helping one student at a time. Comprised solely of active duty Air Force retirees, the AFJROTC instructor force is helping to form tomorrow’s nation by educating proud and patriotic cadets—tomorrow’s leaders. Our local AFJROTC unit, WV-071, was established in 1972. We are the oldest AFJROTC unit in West Virginia. WV-071 currently has cadets, grades 9 through 12, from among our four Berkeley County High Schools: Musselman, Martinsburg, Hedgesville, and Spring Mills. Congratulations on being an AFJROTC cadet. You join a “long blue line” of young men and women in the service of their school, community, and country. Let the adventure begin!
4 DISCLAIMER This handbook represents the combined efforts of the cadet Group Staff and the AFJROTC instructors of WV-071. Much of what is written here is based upon official Air Force policy and “tried and true” practice throughout the 50+ year history of this unit. Following the guidelines contained in this handbook will greatly contribute to a cadet’s success in this program. How can any cadet, regardless of academic ability or physical capability, succeed in AFJROTC? Successful cadets wear the uniform proudly, are prepared for class, participate in class, support service projects and corps activities, seek leadership opportunities, and maintain self-control at all times. Simply stated, successful cadets keep a positive attitude and never give up! In the event a situation arises that is not adequately covered in this handbook, the AFJROTC instructors will make final determination. Please know that determinations are made fairly and impartially with the best interests of the corps and cadet in mind. No single cadet is greater than the corps and yet no cadet is so small as to be insignificant. Each cadet and parent/guardian will be required to sign a statement indicating they have read and understand the contents of this Handbook. 5 AFJROTC Cadet Creed I am an Air Force Junior ROTC Cadet. I am connected and faithful to every Corps of Cadets who served their community and nation with patriotism. I earn respect when I uphold the Core Values of Integrity First, Service Before Self, and Excellence In All We Do. I will always conduct myself to bring credit to my family, school, Corps of Cadets, community, and to myself. My character defines me. I will not lie, cheat, or steal. I am accountable for my actions and deeds. I will hold others accountable for their actions as well. I will honor those I serve with, those who have gone before me, and those who will come after me. I am a Patriot, a Leader, and a Wingman devoted to those I follow, serve, and lead. I am an Air Force Junior ROTC Cadet.
6 GENERAL GOALS FOR THE WV-071 AFJROTC PROGRAM 1. At least one academically qualified cadet each year will receive a 4-year ROTC scholarship. Currently, a cadet must maintain a minimum 3.2 GPA throughout their high school career to be academically qualified. In addition, a rigorous, consistent physical training (PT) program throughout high school helps cadets meet weight and physical performance standards. Leadership involvement in several school/community activities is also a major plus. 2. At least two qualified cadets each year will receive a Promise scholarship. 3. Every cadet has the opportunity to serve in a leadership role at some time during the school year. 4. All upper cadets serve as “role models” for first-year cadets at all times. This includes while riding the school bus to and from class (if applicable), while in class, and while participating in services, activities, and color guards. 5. All cadets maintain the appropriate military appearance, conduct, and respect during school throughout the school year, while in uniform or in “civilian” clothing. 6. Ensure each Group Staff member understands their role and responsibilities and executes their duties correctly. 7. Encourage maximum participation in all AFJROTC services and activities throughout the school year. Remember that participation in services and activities increases a cadet’s opportunity for promotion and recognition at our Annual Awards Ceremony. 8. At least 20 unit cadets will attend our annual Cadet Leadership Course conducted at Shepherd University. 9 . The Senior Aerospace Science Instructor (SASI), Group Staff, and cadets will develop additional specific, measurable goals each AY.
7 RULES AND PROCEDURES FOR AFJROTC CLASSES Classes start when the tardy bell rings, everyone in their own seat. The Flight Commander will call the class to attention; everyone will rise and stand at attention. The Flight Sergeant takes the report from element leaders and reports to the Flight Commander. The Flight Commander will then pass the attendance report to the instructor. Everyone then faces the flag and recites the Pledge of Allegiance. After the Pledge, the instructor will seat the class. 1. Anyone not in the classroom when the flight is called to attention must be reported absent or tardy. 2. Cadets must raise their hands if they wish to speak, ask/answer a question, etc. 3. No one gets out of his or her seat without permission. 4. No one leaves the room during class unless it is an emergency. (You are afforded time to go to the bathroom between classes). 5. Hats and hoods will not be worn in the classroom. 6. Do not chew gum in the classroom. Generally, food and drink of any kind are not permitted in the classroom. However, water is permitted. 7. Doing homework for another class is not permitted unless instructor grants permission. 8. Anyone sleeping in class will stand at parade rest for the remainder of the class. Repeat offenders will be subject to disciplinary actions at the instructor’s discretion. 9. All cadets will put their name, rank and flight in the upper right corner of all papers to be turned in. 10. All cadets are required to wear the uniform each week. See “Wear of the Uniform” (p. 13) for more details. 11. In the event of “fire” drill, all cadets will vacate the classroom by elements as directed, in a military manner. Element leaders will take roll, to ensure 100% accountability, when the safe area has been reached. This roll call will be reported to the instructor through the Flight Commander. 12. When going to and from the drill or PT area, cadets will maintain a single file line and NOT TALK. 13. Cadets will demonstrate proper military courtesy in relationship to rank or position of other cadets/instructors. 14. When any member of the faculty, administration, or a guest enters the classroom, the first cadet to see them will call the class to attention. 15. Address instructors by their rank and last name or Mr./Mrs./Miss and their last name. “Sir” for male instructors or “Ma’am” for female instructors is also appropriate and highly encouraged. 16. Class is dismissed when flight sergeant calls class to attention and instructor gives the command "dismissed". 17. All PDA (Public Display of Affection) in uniform is prohibited. 18. Personal problems should be kept out of the classroom. If there is a serious issue that could affect a cadet’s performance in JROTC, the cadet may speak with an instructor. In general, “drama” is unacceptable. 19. Cadets who successfully complete a minimum of 3 years of AFJROTC are eligible to receive “advanced enlistment” in the United States military. Cadets from schools being bused to Martinsburg HS need to complete a minimum of 2 years. “Advanced enlistment” means a significant increase in initial pay and status for the enlistee. It
8 also represents the “stamp of approval” of the AFJROTC instructors. Therefore, the instructors reserve the right to deny entry into the third year (or second year for cadets bussing to JROTC) of JROTC for any cadet deemed unfit for “advanced enlistment”. 20. Attendance by former AFJROTC WV-071 cadets (both those still in high school and those who have graduated high school) at unit activities is a privilege, not an entitlement. Instructors must approve attendance of former cadets in advance. Always remember that unit activities are designed for those currently enrolled in the program. 21. Cadets may be assigned “words” for various infractions such as uniform violations or bad behavior. Instructors will assign writing assignments from this Handbook. If a senior cadet wants a cadet to write “words”, an instructor must approve. 22. Signing up for a unit activity or service means that you will be there on time. We are counting on you! 23. Parade Policy. WV-071 marches as a unit in two community parades each AY: the Apple Harvest Parade in October and the South Berkeley County Christmas Parade in December. a. It is a curriculum requirement for all cadets to march with JROTC in at least one of these two parades. b. Cadets marching with JROTC in both parades receive a “service credit” for their 2nd parade that AY. c. Cadets receive “uniform-wear credit” for any/all parades in which they march with JROTC. d. Cadets who do not participate with AFJROTC in either parade will receive a “0”. 24. Remember, the bus ride to and from JROTC is part of the class! The same rules apply on the bus ride as in the classroom. Additionally, Berkeley County bus riding procedures apply. a. The bus ride is recorded on video tape. Cadet conduct on the bus is subject to bus driver/instructor review and appropriate disciplinary action. b. Cadets must be respectful to everyone on the bus. Abusive language or conduct will not be tolerated. c. Don’t throw things, stand or walk around on the bus. These actions can endanger your safety! * d. In the event of a two-hour delay, A-Flight will not ride the bus to Martinsburg HS. A-Flight cadets will stay at Musselman HS in a location TBD. This could affect all bus riding cadets so pay attention to school announcements. 25. Handheld Electronic Devices (per AFI 36-2903, para 6.3.3.) a. Handheld electronic devices are small electronic equipment such as cell phones, MP3 or similar players, radio, or hands-free devices (e.g., Bluetooth). b. Holster and other storage devices may be used to carry handheld electronic devices; one handheld electronic device may be attached to a belt/waistband on either side, clipped to a purse, or carried in left hand. c. IN UNIFORM: wear/use of an earpiece, any bluetooth technology or headphones, indoors or outdoors, is generally PROHIBITED. The following are exceptions to this: 1) Headphones and earphones are authorized during travel on public transportation 2) Use of a hands-free device is authorized while operating a motor vehicle d. Limited wear of headphones/earphones (IPods, MP3 type players, etc.) is authorized while wearing PT
9 clothing during PT sessions, with instructor permission. Wear must not hinder hearing instructions or participation in PT. This does NOT give you permission to wear your device throughout PT but just for a limited time such as while running the mile. 26. Incidental Expense Fee a. Each cadet entering this AFJROTC program will pay a one-time $40 cash fee at the beginning of the school year your first year in WV-071. CHECKS ARE NOT ACCEPTED. b. This fee is nonrefundable. 27. Disenrollment Procedures: a. Per AFJROTCI 36-2010, Paragraph 2.4., cadets are enrolled in AFJROTC voluntarily. Cadets must meet all program requirements, including: 1) Taking AFJROTC academic courses 2) Participation in cadet corps activities 3) Properly wearing the prescribed uniform each required uniform day 4) Meeting/maintaining Air Force grooming standards 5) Maintaining acceptable disciplinary standards b. For cadets who fail to meet program requirements, the following DISENROLLMENT procedures apply: 1) At the beginning of each semester, a student or the AFJROTC staff can request removal of that student from AFJROTC until the end of the “add/drop period” 2) At end of the 1st semester, the AFJROTC staff will provide a list of cadets, to their respective high schools, who have failed AFJROTC due to not meeting requirements (e.g., wearing uniform as required). Failing to meet behavioral standards is another reason for removal. 28. Prohibition on Physical Discipline and Hazing (see AFJROTCI 36-2010, Paragraph 7.3.) a. Hazing involves harassing or persecuting another person. Any form of hazing, whether verbal or physical, will not be tolerated within any AFJROTC unit or activity. b. Requiring cadets, individually or as a group, to perform any physical action as a reprimand, punishment, or for failure to perform will also not be tolerated. c. Verbal abuse, teasing, or any form of humiliating a cadet will be investigated and could result in expulsion from the program and other appropriate measures. 29. Reserve Cadet Criteria (per AFJROTCI 36-2010, paragraph 7.1.4.) a. A cadet who cannot enroll in AFJROTC courses within the school and is in the AFJROTC program for the sole purpose of participating in co-curricular (after school) activities. To qualify as a Reserve Cadet, a student will meet one of the following criteria, with SASI concurrence: 1) The student has completed the entire AFJROTC Academic Program at the school and cannot continue without duplicating curriculum courses. 2) The student is in a Traditional scheduled school, but cannot participate in the AFJROTC
10 academic program for that particular year due to only duplicated courses being offered. 3) A student must have been a cadet for at least one academic year prior to being considered. b. Reserve Cadets may participate in all AFJROTC activities (community service, drill team, honor guard, etc.). Time in reserve status does not count towards the Certificate of Completion, nor do Reserve Cadets count toward minimum unit enrollment or unit funding. Reserve Cadets retain their uniform for the entire academic year. 30. Drill Team Membership a. Our competitive Drill Team is open to all WV-071 cadets, active and reserve; it is an extra-curricular (after school) LDR activity. b. The following are some specific rules regarding participation on our Drill Team: 1) There will be absolutely no DRAMA. Check your ego at the door…we are a team! * 2) Drill Team device is earned by missing less than 20% of scheduled practices. 3) Practices are every Tuesday and Thursday from 1515 to 1630 but are subject to change. 4) When at practice, you’re there to practice, not socialize. Excessive talking will not be tolerated. 5) Cadets must maintain a 2.25 minimum GPA (grade point average). 6) Transportation to and from practice is the cadet’s responsibility. * 7) Bring suitable gear to change into for practice. 31. Color Guard participation a. WV-071 performs numerous Color Guards throughout the year. Each of the four high schools comprising our unit requires a cadre of dedicated cadets to perform color guards. Color Guards are LDR activities that may be performed during school or after school. Cadets earn LDR community service credit. b. Color Guards may be comprised of 3 to 7 cadets in service uniform. The ideal minimum is 4 cadets. c. Cadets receive instruction in class regarding how to perform a proper Color Guard. d. Typical Color Guard venues include home football games, home basketball games, school recognition ceremonies, and special events. e. Cadets participating in Color Guards must wear clean, serviceable uniforms and meet/exceed grooming standards. They also must be exemplary in discipline and behavior.
11 EVALUATION PROCEDURES 1. Cadets will be evaluated in two major areas in the Aerospace Science Department: "Academics" and “Preparation and Participation”. a. Academics are based on performance on areas covered during class time. The lessons in AFJROTC specialize in Aerospace Science, Drill and Ceremonies and Leadership. If homework is assigned, it is counted as a quiz grade. Different assignments are given and are to be completed at the time given. It’s also important to take and keep good class notes. b. Preparation and Participation will be graded in several areas. The first area is uniform wear. Part of being prepared and participating in AFJROTC is properly wearing the uniform on the designated day (see “Wear of the Uniform”). Uniform wear is prescribed by contract between the United States Air Force and Berkeley County Schools. You cannot be an AFJROTC cadet and not wear the uniform. The easiest way to fail JROTC is failure to wear the uniform. Uniform wear is a sign of pride and discipline. When not in uniform on the assigned day, grade points are deducted. The opportunity to wear the uniform the next day for far fewer points is generally available. 2. Cadets are expected to participate in all class activities including academics, drill, inspection, and PT. Any cadet who is unable to participate in unit activities for an extended period due to chronic health problems will be removed from JROTC. Cadets may not “pick and choose” the activities in which to participate or not participate. Regardless of the class activity on any given day, a cadet has the following options regarding participation: a. Participate in the class activity. This is the preferred option! b. Present a doctor’s note to the instructor documenting reason for non-participation in activity. c. Report to the main office as directed by instructor to use the phone to call a parent/guardian to pick you up at school. *3. Full participation in class activities (e.g., drill practice, PT, class discussions, class projects, leadership exercises) is important to unit success. A weekly participation grade will be assigned to each cadet at the instructor’s discretion. For example, this grade will be assessed as follows for a drill practice: a. 100%: Good military bearing; marching (not merely “walking”); attentive to commands b. 80%: Some breaks in military bearing (e.g., talking, laughing, etc.), but still attentive to commands c. 60%: Consistently breaking military bearing or ignoring commands d. 0%: Little or no bearing; ignoring commands; not marching (without doctor’s note or call to parent/ guardian, see paragraph 2, above); or removal from drill by instructor due to poor behavior/bearing.
12 ATTENDANCE POLICY Air Force Junior ROTC and WV-071 believe that an important part of a successful educational experience comes from faithful attendance. In order to encourage regular attendance in both school and AFJROTC WV- 071, the following attendance policy is implemented. 1. Cadets who have 3 or more “unexcused” absences during a current 9-week grading period will be subject to the following actions: a. No AFJROTC “out of school” field trips or “extra-curricular” activities. b. Ineligible for promotion for the following 9 weeks c. Removal from staff or command positions. Note: Additionally, any cadet who receives an In School Suspension (ISS) or an Out of School Suspension (OSS) will be subject to the above restrictions even if “unexcused” absences are less than 3 days. 2. Cadets are required to be in school the day before and after a trip/activity (e.g., Drill Team Trips, Military Ball, Lock In, etc). Cadets who don’t attend school the day before will not be allowed to go on that trip/activity the following day. Cadets who don’t attend school the day after the trip/activity won’t be allowed to attend the next trip/activity. 3. Cadets must be in school at least a portion of the day of an “extra-curricular” activity (e.g., Drill Team Practice, Group Staff) or a service (e.g., color guard, VA Hospital). Cadets cannot miss an entire school day and then come to something after school that same day. *4. Cadets with perfect attendance (no unexcused/excused absences) during a 9-week grading period will receive the following: a. One attendance ribbon per semester (presented at Annual Awards Ceremony). 5. Cadets with medical conditions or physical challenges require a chaperone (parent, guardian, or designee). a. JROTC instructors determine if a cadet requires a chaperone in order to participate in an event. b. The chaperone must be with the cadet throughout the duration of the cadet’s participation in the event (e.g., field trip, activity, or service project). c. If there’s a medical emergency involving that cadet, the chaperone will assist their cadet while JROTC instructors supervise other cadets participating in the event. d. If the “at risk” cadet doesn’t have a chaperone, that cadet will NOT attend an event. 6. Attendance is a major emphasis within the AFJROTC program. Each cadet must monitor their school attendance carefully and make every effort to attend school every day.
13 WEAR OF THE UNIFORM 1. It is a great privilege and a serious responsibility to wear the AFJROTC uniform. All cadets are required and privileged to properly wear the AFJROTC uniform a minimum of one day each week. See uniform wear charts on pages 19-28. a. Uniform must be worn the entire school day. Uniform may be removed during classes that require special clothing, (e.g., PE, shop etc.) but only for the duration of that class period. The cadet must be back in uniform after those designated classes. b. Cadets do NOT wear the uniform while performing JROTC physical training (PT) or in their Physical Education (PE) class. Wear of the uniform does NOT excuse a cadet from participating in their PE class; always have appropriate clothing for your PE class. c. Failure to properly wear the uniform the entire school day will result in you receiving a “0” for that “Uniform Day” and also result in action being taken against you (see paragraph 3, below). 1) If your first class of the day is exempt from wearing the JROTC uniform (e.g., PE, shop, etc.), you are NOT required to wear the JROTC uniform to school. Put on your uniform for your next class. 2) If your final class of the day is exempt from wearing the JROTC uniform (e.g., PE, shop, etc.), you are NOT required to wear the JROTC uniform from school. 3) If you know you will be leaving school early due to an appointment, do NOT wear the uniform that day; wear it the next JROTC day. If you are called out of class to leave school early, without prior warning, you can get credit for uniform wear that day. Submit a picture of yourself in uniform that day via Schoology. d. At no time will a civilian coat be worn in uniform. If a coat is required, the issued AFJROTC coat (and liner, if required) must be worn. Wear of a civilian coat while in uniform will result in a “0” for the uniform wear and also result in action as described in paragraph 3, below. e. When outside, a cadet is required to wear their uniform hat. When participating in open rank inspections conducted indoors, cadets will display their uniform hat in their left hand or suspended in their belt loop. f. Combat boots will not be worn in any “blue” uniform combination. Combat boots are only worn if wearing the utility uniform (ABUs). g. Shoulder Cords. Cadets may wear one shoulder cord on the left shoulder. Wear shoulder cord on light blue shirt or service dress coat. Cords should be fastened to the epaulet of the light blue shirt. Cords should be pinned to the shoulder of the service dress coat; the pin is hidden beneath the cord. No cords are worn on ABU uniform. h. Black socks must be worn in uniform. Short black socks (anklets) are NOT permitted. * i. White V-neck t-shirt or athletic style tank top must be worn under the blue shirt. j. Lightweight Jacket. Zipper must be between half way to all the way up. k. Cadets MUST be in uniform within 45 days of start of school or enrollment of the cadet (AFJROTCI 36- 2010, Paragraph 6.1.1.1.). * l. Uniform shoes. Low-quarters are worn with the formal dress, mess dress, semiformal, service dress and service uniforms. Shoes will be low quarter, oxford style, lace-up with a plain rounded toe or a plain roundedcapped toe. Soles will not exceed 1/2 inch in thickness and the heel will not exceed 1 inch in height (measured from the inside front of the heel). Shoes will be smooth or scotch-grained leather or manmade material. Shoes will be
14 shined; high gloss or patent finish is optional. Uniform shoes are issued to cadets. Patent leather shoes are optional for upper class cadets only. l. Medals. Ribbons will NOT be worn with medals. Medals may be worn with the service dress uniform for formal and semi-formal occasions of a limited nature (such as military ball, awards ceremonies, picture days, or other formal events as specified by the SASI). Medals may NOT be worn on regular uniform days. (see AFJROTC Consolidated Operational Supplement, paragraph 7.6.1.2.) 2. The Uniform Day for WV-071 will be the second full scheduled day of each week. This will normally be Tuesday (for Musselman, Hedgesville, and Spring Mills). Uniform Day is normally Tuesday and Wednesday (for Martinsburg) due to Block Schedule. Failure to properly wear the uniform on the scheduled uniform day is a violation of this Operating Procedure. This will result in action being taken against you in accordance with paragraph 3, below. a. When the normal uniform day follows a school holiday, then the uniform day will be held the second full scheduled day of that week. For example, if Monday is a holiday, then the uniform day for that week is Wednesday. Failure to wear the uniform on the scheduled uniform day will result in actions as described in paragraph 3, below. b. If there is a cancellation of school on the scheduled uniform day, you must wear the uniform on your second full scheduled day back. For example, Tuesday is normally the scheduled uniform day; if school is cancelled on Tuesday then uniform day would be Thursday. Failure to do so results in actions as described in paragraph 3, below. c. If there is a delay of school on the scheduled uniform day, you must wear the uniform on your first full scheduled day back. For example, if there is a delay on Tuesday, the normal scheduled uniform day, then the uniform will be worn on Wednesday (assuming Wednesday is a full day). Failure to do so will result in actions as described in paragraph 3, below. d. If there is an early dismissal of school on the scheduled uniform day, you are required to wear the uniform throughout the day. Failure to do so will result in actions as described in paragraph 3, below. If you wore the uniform on an early dismissal day, you will receive credit for uniform wear even if JROTC didn’t meet that day. e. If you are absent on the scheduled uniform day, you must wear the uniform on your first full day back to school. Failure to do so will result in actions as described in paragraph 3, below. f. Spirit Week Procedures: (1) Cadets may participate in one and only one “Spirit Week” at their high school each school year. (2) Each school’s Squadron Commander will determine which week his/her squadron will participate in “Spirit Week” and let the instructor know. (3) “Spirit Week” is a non-uniform wear week for the entire squadron regardless of level of individual participation in “Spirit Week” activities. 3. It is a mandatory requirement of the USAF/Berkeley County contract for each AFJROTC student to properly wear the USAF uniform one full school day each week. Wear of USAF uniform is a privilege and accounts for about 50% of cadet’s grade each 9 weeks. In order to support this requirement the following procedures are instituted: a. Uniform Grading Procedures: (1) Every other week, each cadet will receive an open ranks inspection (see paragraph 5, below). This inspection will award 20 points for wearing the uniform on the assigned day and the remaining points will be subject to the results of the inspection. A “perfect” inspection earns the cadet 100 points for that day.
15 (2) During weeks when there is not an open ranks inspection, the instructors will assign each cadet a grade based upon their compliance with uniform wear requirements. (3) If a cadet fails to wear the uniform on the assigned day, he/she should wear the uniform the next school day and receive 60 points, or less at instructor’s discretion, (pending results of instructor evaluation; no “open ranks” assessment for this make up) for their uniform grade. Failure to wear the uniform, even as a “make up” uniform wear, will result in a “0” grade for uniform wear for that week and other actions, as appropriate, in accordance with the “Yearly Procedures For Not Wearing The Uniform” scale, below. *(4) Grading scale for each graded uniform wear area is as follows: 10, 8, 5, 3, and 0 with 10 being the highest rating and 0 being the least. See Uniform Inspection Form, p. 18. b. Yearly Procedures For Not Wearing The Uniform: (1) 1 st non-wear: “0” for grade, parent/guardian notification, and loss of next activity. (2) 2 nd non-wear: “0” for grade. Student also receives a failing grade for the nine-week grading period. Referral will be written. (3) 3 rd non-wear: “0” for grade. Student also receives a failing grade for the semester. Referral will be written. (4) 4 th non-wear: Student receives a failing grade for the semester, removal from AFJROTC, and parent/guardian notification of failure and removal. Referral will be written. Note: An appropriate participation grade may be entered into Schoology to ensure the cadet receives a failing grade. c. Airman Battle Uniform (ABU Uniform wear): (1) ABUs are optional for WV-071 cadets (2) If a cadet purchases ABUs, they are the property of the cadet. Instructors can assist you in finding required uniform items. * (3) If ABUs are purchased through EMALL funds they are the property of the United States Air Force and must be returned to this unit upon completion of AFJROTC (4) Wear of ABUs is an earned privilege. ABUs may be worn twice per month during uniform inspections according to the following: (a) AS-1: may wear ABUs the 2nd and 4th week of the month, beginning second semester (b) AS-2: may wear ABUs the 2nd and 4th week of the month, beginning first semester (c) AS-3: may wear ABUs the 2nd and 4th week of the month, beginning first semester (d) AS-4: may wear ABUs the 2nd and 4th week of the month beginning first semester (5) Cadets receiving a non-wear “0” lose the privilege to wear ABUs for that semester (6) Only the sage green boots are authorized when wearing ABUs.
16 (7) First week of the month is the 1st thru 7th; second week of the month is the 8th thru 14th; third week of the month is the 15th thru 21st; fourth week of the month is the 22nd thru 28th; fifth week of the month (if applicable) is the 29th thru 31st . (8) Wearing ABUs on the incorrect week is considered a non-uniform wear. The correct blue uniform must be worn the next day for partial credit. Repeated violations of ABU wear policy will result in loss of ABU wear privilege. d. Hosiery (female cadets; extracted from AFI 36-2903) * (1) May be worn with the skirt (optional) (2) Will be plain commercial, sheer, nylon in neutral, dark brown, black or off-black, or dark blue shades that complement the uniform and the cadet’s skin tone (3) Patterned hosiery is NOT authorized with any uniform (4) Optional wear with uniform slacks; however, if not wearing hosiery with slacks, plain (not patterned) black socks must be worn 4. Appearance Checks a. Appearance checks may be used in place of uniform wear checks; this is normally done in the beginning of the year as uniforms are being issued or at the end of the year after uniforms are returned. b. Appearance standards are the same as if wearing the uniform. (1) Males must be properly shaven with hair cuts within Air Force standards. (2) Females must wear their hair the same as if in uniform. Cosmetics and makeup is also as if in uniform. (3) Male and female hair MUST BE A NATURAL COLOR!!! 5. Open Ranks Procedures (from AFMAN 36-2203): a. The command is Open Ranks, MARCH. It is only given to a formation when in line at normal interval. On the command MARCH, the fourth rank stands fast and automatically executes dress right dress at normal interval. Each succeeding rank in front of the fourth rank takes the required numbered of paces, stepping off with the left foot and a coordinated arm swing, halts, and automatically executes dress right dress. The third rank takes one pace forward, the second rank takes two paces forward, and the first rank takes three paces forward. Once halted, the distance between ranks will be 70 inches. b. The flight commander proceeds and aligns the flight. Once the flight is aligned, the flight commander commands Ready, FRONT. If the flight is to be inspected, the flight commander takes one step forward and faces to the right in a position in front of the guide. c. The flight commander salutes and reports to the inspector Sir (Ma’am), _______Flight is prepared for inspection. As soon as the flight commander has been inspected, he or she is asked to accompany the inspector. The flight commander then executes a left face (down line) and commands Second, Third, and Fourth Elements, Parade, REST. The flight commander executes a half left in marching without arm swing and halts one pace to the right and one pace to the rear of the inspector. (This causes the flight commander to precede the inspector.) This position is maintained throughout the inspection of the front of each respective rank. When moving from individual to individual during the inspection, the inspector and flight commander simultaneously execute a face to the right in marching and an in place halt.
17 (1) The movement is executed by pivoting 90 degrees to the right on the ball of right foot, simultaneously stepping over right foot with left foot and placing left foot parallel to the rank being inspected. Then advance one short step with right foot, and place right foot pointed toward flight. Next bring left heel into right heel, and once again reassume the position of attention. The upper portion of the body remains at the position of attention, and the arm swing is suspended throughout when inspecting the front of each rank. (2) These movements should place the inspector directly in front of next individual to be inspected, still preceded by flight commander. After inspector has inspected last individual in front rank, flight commander hesitates momentarily and allows inspector to precede him or her as the inspector inspects front rank from the rear. Normally, during inspection of rear of each rank, flight commander follows inspector approximately two paces to the rear, halting when inspector halts. After inspecting the rear of each rank, flight commander halts in front of second person of each rank and faces to right at same time as inspector halts in front of first person. (These procedures are used to inspect the front and rear of subsequent ranks.) d. After inspecting the entire flight, the inspector marches off to the right flank (element leaders) of the flight. The flight commander proceeds directly to a position three paces beyond the front rank, halts, faces to the left (down line), and commands Flight, ATTENTION. The flight commander then takes one step forward with arm swing and faces to the right. The inspector marches to a position directly in front of the flight commander and gives comments. After receiving comments, the flight commander salutes the inspector upon departure. The inspector executes the appropriate facing movement to depart. Before giving further commands, the flight commander faces left (down line) and commands Close Ranks, MARCH, gives parade rest, at ease, or rest (whichever is appropriate), and posts in front of and centered on the flight. e. If inspection results are recorded, the following procedures apply. While flight commander is inspected, the recorder; that is, first sergeant or flight sergeant, takes one step to the rear, faces to right, and marches to a position one pace to right and one pace to front of guide. He/she then faces down line and prepares to record inspection results. The recorder follows inspector, who is always moving forward, in front and rear of each rank. (Flight commander follows recorder during inspection of the rear of each rank.) Once inspector inspects from the rear last individual in each rank, normally guide or element leader, inspector turns and halts directly in front of element leader of next rank. Recorder marches past inspector and reassumes position of following inspector. After last element has been inspected, inspector inspects recorder and commands POST. Recorder posts. Flight commander marches 3 paces beyond front rank, halts, faces to left (down line), commands Flight, ATTENTION, takes one step forward with arm swing, faces to right, receives comments from inspector, and salutes upon departure. Before giving further commands, flight commander faces left and commands Close Ranks, MARCH. He or she then gives parade rest, at ease, or rest; whichever is appropriate, and posts in front of and centered on flight. f. When the inspection party finishes inspecting the first element and before the inspector halts in front of the first person of the second element, the second element leader assumes the position of attention. The element leader turns his or her head approximately 45 degrees down line and commands Second Element, ATTENTION. When the first element leader can see the inspector out of the corner of his or her eye, the element leader turns his or her head down line and commands First Element, Parade, REST. This procedure is repeated throughout the remaining elements. g. Close Ranks. To close ranks when at open ranks, the command is Close Ranks, MARCH. On the command MARCH, the first rank stands fast. The second rank takes one pace forward with coordinated arm swing and halts at the position of attention. The third and fourth ranks take two and three paces forward.

29 CADET GROOMING STANDARDS 1. GROOMING STANDARDS FOR MALE CADETS (these standards apply to cadets when in uniform, in the AFJROTC classroom whether in uniform or civilian attire, and when participating in AFJROTC activities/services). a. HAIR, OVERALL STANDARD – The hair MUST be clean, well-groomed and neat. If applied, dyes, tints, bleaches and frostings must result in natural hair colors. Examples of natural born hair colors are brown, blonde, brunette, natural red, black or gray. Cadets are authorized to wear hair in a natural color regardless of their natural born hair color. Prohibited hair color examples (not all inclusive) are burgundy, purple, orange, fluorescent or neon colors.The hair must not contain excessive amounts of grooming aids. Hair must not touch eyebrows when groomed or protrude below the front band of properly worn headgear (hat). *b. HAIRSTYLES – The hair MUST have a tapered appearance on both sides and back, both with and without headgear. A tapered appearance is one that when viewed from any angle conforms to the shape of the head without eccentric directional flow, twist, or spiking, tapering to a termination point. The bulk (thickness) or the mass of hair MUST NOT exceed 2.5 inches on the top of the head and a 1/4 inch at the termination point. The hair will be no more than 2.5 inches in bulk. A block cut is permitted as long as a tapered appearance is maintained. The hair WILL NOT be worn in extreme or fad style or in such a manner that exceeds length or bulk standards or does not present a tapered appearance as directed above. The hair MUST NOT touch the ears and only closely cut or shaved hair on the back of the neck may touch the collar. The hair MUST NOT contain or have any visible foreign items attached to it. *Men’s hair may have one (cut, clipped or shaved) front to back, straight-line part, not slanted or cuved, on either side of their head, above the temple. Part will not exceed 4 inches length or ¼ inch width. Male hair must be in standard at all times during the school year, if in doubt ask before you choose a style that may be in conflict with the standard. c. BEARDS - WILL NOT be worn except for health reasons when authorized by the Aerospace Science Instructor (ASI) on the advice of a medical doctor. If a shaving waiver is authorized, facial hair will be kept trimmed not to exceed 1/4 inch in length. d. MUSTACHES- WILL NOT extend downward to touch the upper lip or extend sideways beyond a vertical line drawn upward from the corner of the mouth. (This does not apply to individuals having shaving waivers). e. SIDEBURNS- When worn WILL be neatly trimmed and tapered in the same manner as the haircut. They will be straight and of even width (not flared) and end in a clean shaven horizontal line. They will not extend below the lowest part of the exterior ear opening. (This does not apply to individuals on shaving waivers). f. EARRINGS or BODY PIERCINGS- *Male cadets WILL NOT wear earrings or facial piercing (e.g., nose, eyebrows, or tongue) when in uniform, in the AFJROTC classroom (in uniform or in civilian attire) or while participating in any AFJROTC activities (in uniform or in civilian attire). g. COSMETICS – NOT authorized for male cadets (per AFI 36-2903) 2. GROOMING STANDARDS FOR FEMALE CADETS (these standards apply to cadets when in uniform, in the AFJROTC classroom whether in uniform or civilian attire, and when participating in AFJROTC activities/services). a. 30 *b. HAIR STYLES - The hair MUST present a professional appearance. It MUST NOT be worn in an extreme or fad style. When in uniform, the hair WILL NOT extend in length on all sides below an invisible line drawn parallel to the ground with the bottom edge of the shirt collar at the back of the neck. Plain and conservative pins, combs and barrettes similar to the individual's hair color may be worn to keep the hair in place or to keep it from extending below the collar while in uniform The bulk of the hair MUST NOT exceed 4 inches. Female hair must be in standard at all times during the school year; if in doubt ask before you choose a style that may be in conflict with the standard. NOTE: Females are authorized locs, which must be lightly fused or interwoven to present a neat, professional image. Additional guidance regarding female hair styles: Authorized Female Ponytails/equivalent and Long braid(s)

32 UNAUTHORIZED Female Ponytail Examples: *c. COSMETICS – If cosmetics are worn, they will be conservative and in good taste, NOT distinctly contrasting with your complexion. Only natural colors will be worn. Lipstick cannot detract from the uniform or are extreme colors. Some examples of extreme colors include but are not limited to, purple, gold, blue, black, bright (fire-engine) red, and fluorescent colors. Eyelash extensions are authorized for females but must be the cadet’s natural eyelash color and not to exceed 14 milimeters in length. *d. EARRINGS and BODY PIERCINGS – If worn, earrings MUST be conservative (not exceeding six mm in diameter) round or square white diamond, gold, white pearl, or silver earrings as a set with any uniform combination, pierced or clip earrings. When worn, earrings will fit tightly against the ear and will not extend below the earlobe. (The band connecting the non-pierced earrings may extend slightly below the earlobe) Only ONE earring or healing post may be worn in each ear; it must be in the lowest piercing of the ear. Female cadets WILL NOT wear facial piercings (e.g., nose, eyebrows, or tongue) when in uniform, in the AFJROTC classroom (in uniform or in civilian attire) or while participating in any AFJROTC activities (in uniform or in civilian attire). When not wearing earrings, clear spacers are authorized in the lower lobe of the ears only. *e. HAIR ACCESSORIES – Clips, hairpins, scrunchies, etc. must match hair color or be black and must comply with the bulk of the hair and not to exceed 2 inches in width 3. Tattoos (applies to male and female cadets; reflects change effective 12 Apr 22) a. Tattoos are NOT encouraged but may be worn under the following conditions:
33 1) May have full tattoo sleeves on arms (not to extend past the wrist, i.e., NOT visible on hands) 2) May have full tattoo sleeves on legs 3) May have full tattoo sleeve on chest (not visible in open collar uniform) 4) May have entire back (below neck) covered in tattoos b. Tattoos on the hands are limited to one single-band ring tattoo, on one finger c. The following are prohibited: 1) Tattoos, body marking or brands on the head, neck, face, tongue, lips and/or scalp 2) Tattoos promoting discrimination or that are obscene d. Failure to comply with these standards will result in dismissal from JROTC. 4. Shirts/tops (applies to male and female cadets) a. Berkeley County Dress Code states: “Shirts must be worn in such a manner so as to fit modestly so that cleavage area is covered.” b. While standing at attention, place your hand sideways with fingers together (your thumb touching the base of your neck with fingers pointing across your body). No skin should be exposed below your hand. c. Repeat offenses result in removal from current leadership position or consideration for a leadership position. 5. Dental Ornamentation (applies to male and female cadets) a. Teeth, whether natural, capped, or veneered, will not be ornamented with designs, jewels, initials, etc. b. The use of yellow gold, white gold, or platinum caps (permanent or temporary) merely to add ornamentation to the teeth and not required by dental/medical necessity is PROHIBITED. c. This policy does NOT prohibit dental braces a dentist required. 6. Physical Alterations (applies to male and female cadets) a. Intentional alterations and/or modifications to a member’s body that results in a visible, physical affect that disfigures or distorts or otherwise detracts from professional military image is prohibited. b. Examples of prohibited conduct includes tongue splitting or forking, tooth filling, disfiguring skin implants, and gauging (piercing holes large enough to permit light to shine through). 7. Nail Polish (per AFI 36-2903) a. Females 1) If worn, nail polish will be a single color that does not distinctly contrast with female cadet’s complexion, detract from the uniform, or be extreme colors. Examples of extreme colors include, but not limited to, purple, gold, blue, black, bright (fire engine) red and florescent colors. 2) Do NOT apply designs to nails or apply two-tone or multi-tone colors; however, white-tip French manicures are authorized.
34 3) Fingernails must not exceed ¼ inch beyond the tip of the finger and must be clean and well-groomed. b. Males 1) NOT authorized to wear nail polish 2) Fingernails must not exceed ¼ inch beyond the tip of the finger and must be clean and well-groomed. 8. Contact Lenses (applies to both male and female cadets, per AFI 36-2903) a. Must be natural looking in shape and design b. Clear in color and NOT change the color of the cadet’s natural eye color. 9. Rings (applies to both male and female cadets, per AFI 36- 2903) a. May wear a total of no more than three rings (i.e., on your two hands combined…NOT on each hand) b. Rings will be worn at the base of the finger, and will not be worn on the thumb 10. Berkeley County dress and grooming standards apply and provide further guidance.
35 PROMOTION POLICY 1. All cadets will have as a minimum a grade equal to the number of years/weeks of AFJROTC satisfactorily completed and will receive this grade at times indicated below, providing no derogatory information is maintained in the individual's file. 2. Cadets will be considered for promotion to the next higher grade (C/Amn—C/Lt Col) at the following times: a. End of 9, 18, 27 weeks: all eligible cadets will be considered; 50% of those eligible are promoted. b. Cadet Leadership Course (e.g., SVCOLS) cadets satisfactorily completing the course will be promoted effective upon their graduation. NOTE: Cadets will begin the school year at the rank they attained or held at the end of the previous year. 3. All cadets will be considered for promotion at each cycle. At least one week prior to the scheduled promotion board, all cadets will be evaluated using the evaluation form, which can be found on page 35. 4. First Year Cadets. Promotion to C/Amn will be based on performance criteria: promotion will be given on/about the 7 th week. Cadet must display correct uniform dress and appearance, demonstrate the stationary commands, and drill within the flight. 5. Promotion to C/Colonel is reserved for those select cadets who meet the following criteria: a. The cadet has already earned the permanent rank of C/Lt Col, and b. The cadet is successfully serving or has served in the position of Cadet Group Commander (a C/Col billet) Recognition of promotion to permanent C/Col will take place at the end of the first or third 9-weeks period (WV071 selects a different cadet to serve as Group Commander during the first and second semesters). This allows the current Group commander to have successfully served half his/her term and avoids having to wait until the end of the semester or school year to recognize this accomplishment. 6. Any of the following circumstances will cause a cadet to be ineligible for promotion during that promotion cycle: a. Failing grade in AFJROTC b. Suspended from school for any reason. c. Misconduct in school or violation of the Cadet Code. (Any misconduct of a serious nature as determined by the SASI or ASI will render a cadet ineligible for promotion). d. Having 3 unexcused absences (see “Attendance Policy”). e. Having 5 absences during current 9-week period without doctor’s written excuse. f. Failure to wear appropriate JROTC uniform on promotion day. If cadet was selected for promotion, the promotion is “red lined”. g. Any cadet receiving a zero for any uniform wear during the 9-week period is ineligible for promotion during that 9-week period. 7. The SASI and ASIs will review the roster of personnel selected for promotion prior to the issuance of Special Orders. The quality and performance of those selected for promotion will be constantly monitored up to the time of
36 public notification. A cadet’s promotion may be “red lined” due to poor behavior or performance. 8. Public notification to persons selected for promotion will be announced on Special Orders within 1 week of selection, if possible. 9. DEMOTION: The SASI/ASIs can initiate a “suspended” or “hard” bust of any cadet whose conduct is detrimental to the good order and discipline of WV-071. Demotion means potential or actual loss of rank and is a very serious matter! If a demotion action is deemed appropriate, the cadet will meet with the SASI/ASI to discuss the action; the cadet’s parent(s) or guardian(s) will be notified.

38 GROUP STAFF 1. The JROTC instructors will ask cadets who have demonstrated distinct leadership ability to serve on the Group Staff. The Group Staff serves as a planning and advisory board for the entire unit. It’s open to WV-071 cadets from all four area high schools. 2. If a cadet’s permanent rank is higher than his/her temporary rank according to position on Group Staff, the cadet retains his/her permanent rank in that position. 3. The cadet Group Commander will conduct weekly meetings, usually on Wednesday afternoons, as needed. a. The SASI or ASI will attend the meetings in an advisory capacity. b. All Group Staff members above Flight Commanders should attend all meetings unless the cadet Group Commander excuses the absence in advance. c. Flight Commanders and Flight Sergeants may attend meetings as non-voting members. d. All cadets are welcome to attend as non-voting members. e. Attendance at Group Staff affords the cadet a voice in planning unit activities and in establishing policy and procedures for the unit. f. The Group Commander develops an agenda for each meeting and ensures the Minutes are taken. g. Distracting behavior such as talking over cadets, eat/drinking (except water) or horseplay are not tolerated. * h. All members will be required to develop and maintain a complete continuity file in their binders. 4. The following positions comprise the Group Staff for WV-071: Group Commander (Purple Cord) Holds the temporary rank of C/Colonel during his/her one semester term; usually a senior serves in this position. The cadet displays outstanding appearance and conduct throughout his/her AFJROTC career. Cadet is a prime example for all other cadets to look to. Responsible for the appearance, discipline, efficiency, training, and conduct of the Group. Plans/coordinates all Group activities, facilities, and resources. Ensures all cadets have the opportunity to develop leadership commensurate with their individual abilities. Consults/coordinates with the JROTC instructors on all unit activities. Develops the agenda for and leads weekly Group Staff meetings. Reports to the SASI. Deputy Group Commander (Dark Gold Cord) Holds the temporary rank of C/Lt Colonel; usually a senior serves in this position. Leads the Group during absence of Group Commander. Closely assists the Group Commander in planning/coordinating all Group activities, facilities, and resources. Aids the Squadron Commanders in relaying issues/ideas to the Group Commander for resolution; makes recommendations to the Group Commander and relays solutions back to Squadron Commanders. Exemplary appearance and conduct throughout his/her AFJROTC career. Assists Group Commander in leading weekly Group Staff meetings. Reports to the Group Commander. Special Assistant to the Senior Aerospace Science Instructor (SASI) (Gray and Blue Cord) A senior who has successfully held the position of Group Commander during the first semester of the current Academic Year. Holds the temporary rank of C/Colonel (if not permanent rank C/Colonel) during the second semester. This individual has displayed outstanding military appearance and conduct throughout their AFJROTC career. Continues to serve as a role model for all other unit cadets. As a senior cadet mentor, advises current Group
39 Commander regarding all unit issues. Assists the SASI with special projects and with unit priorities. Reports to the SASI. Drill Team Commander (Navy Blue Cord) Holds the temporary rank of C/Lt Colonel; usually a senior but may be a junior. Leads the drill team in all Drill Team activities and events. This includes practices, parades, competitions, and select services. Demonstrates exceptional skills in AFJROTC program and in drill team. Outstanding leadership and organizational skills mandatory. Reports to the Drill Team Advisor (one of the AFJROTC instructors). Executive Officer (Black Cord) Holds the temporary rank of C/Capt; usually a junior or senior serves in this position. Provides recommendations to the Group Commander based on inputs from lower class cadets and acts as liaison between the corps and Group Staff. Advises the Group Commander on problems with the corps and suggests possible solutions. Acts as the “eyes and ears” of the Group Commander among the rank and file cadets. Always has the best interests and welfare of the unit in mind. Reports to the Group Commander. School Squadron Commanders (Cords in respective School Colors) There are four school squadrons within WV-071 (Musselman, Martinsburg, Spring Mills and Hedgesville); usually a junior or senior serves in this position. The school Squadron Commanders hold the temporary rank of C/Major. Responsible for overseeing their flight commanders. Direct problems/suggest solutions to the Deputy Group Commander, as required. Publish a weekly detail roster listing names of cadets responsible for their school’s flag detail. Ensure flags are raised/lowered and color guards are provided for their respective schools. *Report to Group Commander. Logistics Squadron Commander (Gray Cord) Holds the temporary rank of C/Major; usually a junior or senior serves in this position. Responsible for overseeing the distribution/return of all accountable property. Assists with inventory at the end of the academic year. Ensures food/supplies are prepared during any AFJROTC activity. Oversees the following officers: Supply, Finance, and Logistics Administration. Reports to Group Commander. * Information Management/Historian (Lt Blue Cord) Holds the temporary rank of C/Captain; usually an AS-2 or above serves in this position. Keeps accurate/accountable minutes of all Group Staff meetings. Provides published minutes to Group Commander prior to next scheduled Group Staff meeting. Ensures publication/distribution/receipt of all permission slips supporting unit activities. Pursues development of unit website. Documents historical information and data on electronic media. Builds an annual scrapbook with pictures of key events such as SVCOLS, Lock-In, various trips and community service projects, Military Ball, and classroom activities. Works closely with Group Recruiting and Public Affairs. Reports to Deputy Group Commander. Fitness (Lt Blue Cord) Holds the temporary rank of C/Captain; usually an AS-2 or above serves in this position. Determines what PT activity flights will perform each week. Helps with PT scoring each semester to determine Fittest Flight. Briefs flight PT monitors on the selected activity of the week. Promotes overall health and wellness of all flights. Reports to Deputy Group Commander. * Group Recruiting/Public Affairs (Lt Blue Cord) Holds the temporary rank of C/Captain; usually an AS-2 or above serves in this position. Develops and implements all recruiting tools such as letters, brochures, newspaper articles, videos, and recruiting trips to Middle Schools. Ensures display boxes at all four unit high schools have current, “eye catching” information regarding WV-071.
40 Works closely with Historian and Public Affairs. Writes informational articles for school newsletters each 9-weeks summarizing all unit activities and looking forward to future activities. Using pictures taken at unit activities and published newspaper articles, provides publicity to increase community/school awareness of WV-071. Works closely with Info Management/Historian. Reports to Deputy Group Commander. Personnel (Lt Blue Cord) Holds the temporary rank of C/Captain; usually an AS-2 or above serves in this position. Maintains cadet personnel records following established guidelines. Maintains Group organizational chart and Unit Manning Document (UMD). Assists with posting of Group Staff board in classroom. Helps SASI/ASIs with promotion boards. Reports to Deputy Group Commander. Chaplain (White Cord) Holds the temporary rank of C/Captain; usually an AS-2 or above serves in this position. Closely monitors morale/welfare of unit members and recommends solutions to morale/welfare problems to Group Commander. Delivers prayers/inspirational comments at appropriate events such as Annual Awards ceremony. Maintains contact with cadets experiencing extended absences, cadets on military deployments, or cadets in need of unit contact. Reports to Deputy Group Commander. *Supply/Logistics Administration (Lt Blue Cord) Holds the temporary rank of C/Captain; usually an AS-2 or above serves in this position. Maintains an inventory of on-hand supplies for the Group. Distributes needed supplies at unit activities. Works closely with the ASI to ensure adequate uniform inventory. Assists cadets with issue of uniform items and ensures cleanliness/organization of cadet uniform room. Assists the ASI in charge of uniform issue with appropriate WINGS automated transactions supporting uniform inventory/control. Finance (Lt Blue Cord) Holds the temporary rank of C/Captain; usually an AS-2 or above serves in this position. Ensures adequate controls are established for proper accounting of all unit money. Controls all cadet financial transactions such as receipt of fees for unit activities or unit clothing. Suggests and organizes unit fund raising activities. *Reports to the Logistics Squadron Commander. Flight Commanders (Green Cord) There are five upper-class and five first-year Flight Commanders, differentiated by flights “A” thru “E”. Flight Commanders hold the temporary rank of C/1st Lt for the 9-week term. Oversee their Flight Sergeant and flight. Execute daily reports at the beginning of class for attendance/preparation. Control class in instructor’s absence. Provide ratings on promotion forms for their flight members. Assists with Open Ranks inspections. Report to their Squadron Commander. Flight Sergeants (Maroon Cord) There are five upper-class and five first-year Flight Sergeants, differentiated by flights “A” thru “E”. Flight Sergeants hold the temporary rank of C/MSgt for the 9-week term. Assist in the daily report at the beginning of class for attendance/preparation. Dismiss class at the instructor’s prompting. Marches flight from/to JROTC classroom in “column of files”, as required. Assists with Open Ranks inspections. Report to their Flight Commander.
41 AFJROTC-SPONSORED AWARDS AND AFJROTC SHOULDER CORDS 1. AIR FORCE JROTC-SPONSORED AWARDS (Ribbons) a. DISTINGUISHED UNIT AWARD - Awarded to Cadets who were in AFJROTC during the period the Unit was selected for Honor Unit b. OUTSTANDING FLIGHT RIBBON - Awarded at the end of each semester to members of the outstanding Flight (Honor Flight). Criteria: (1) Attendance (2) Uniform Wear (3) Service Projects (4) Unit Activities (5) Discipline (6) PT (7) Instructor Review. First-year and Upper Class within each flight compete separately. c. OUTSTANDING CADET - Awarded annually to the outstanding AS-1, 2, 3, and 4 Cadet. The Cadet from each AS level must be of high moral character, demonstrate positive personal attributes, display outstanding military potential and attain academic and military excellence as determined by the SASI. d. LEADERSHIP RIBBON - Awarded to cadets who have proven themselves as a leader and show potential for the future as determined by the SASI. e. ACHIEVEMENT RIBBON - Awarded for significant achievement as deemed appropriate by the SASI. Individuals may not receive more than one Achievement Ribbon during a 1-year period. f. SUPERIOR PERFORMANCE RIBBON - Awarded annually for cadets who have gone beyond the call of duty, as determined by the SASI. g. ACADEMIC RIBBON - Awarded for academic excellence as signified by attaining an OVERALL GPA of at LEAST 3.0 for one semester. Cadet must have "A" average in AFJROTC during period covering the award. h. CADET LEADERSHIP COURSE RIBBON - Awarded for the completion of a Cadet Leadership Course (e.g., Shenandoah Valley Cadet Officer Leadership School, SVCOLS). i. SPECIAL TEAMS PLACEMENT RIBBON – For participation in a competitive event (e.g., drill meet). j. ORIENTEERING RIBBON – For participation and/or distinguished performance in an orienteering event. k. LEADERSHIP DEVELOPMENT REQUIREMENT (LDR) LEADERSHIP RIBBON- Awarded annually for leadership in AFJROTC LDR leadership activities (e.g., Military Ball Chairperson, Awards ceremony Chairperson or Chairperson of other unit sponsored activities). * l. DRILL TEAM RIBBON - Awarded for participation in at least 75% of all scheduled drill team events to include practice. Individuals must be a member of the drill team for the entire school year. Letter will be awarded annually. m. COLOR GUARD RIBBON - Awarded to upper class cadets for participation in at least 6 color guards (up to 2 of these can be as a “mentor” to less experienced cadets). First year cadets only have to participate in 3 to get this award (1 of these can be as a “shadow” to learn how to perform). Oak Leaf Cluster (OLC) will be awarded yearly for each additional 6 (upper class) or 3 (first year) color guards. n. GOOD CONDUCT RIBBON – Awarded for exemplary conduct throughout the academic year. o. SERVICE RIBBON - Awarded for performance in at least 3 unit-sponsored service projects. Normally awarded at the end of the year. OLC will be awarded yearly for each additional 3 services. p. HEALTH AND WELLNESS RIBBON – See “Physical Training Procedures”, paragraph 6. q. RECRUITING RIBBON - Awarded for recruiting students into the program as follows: 1st cadet recruited earns award of the basic ribbon. For every second cadet thereafter earns award of a cluster for the ribbon.
42 Cadets recruited must successfully complete one full year of the program and tell instructors who recruited them. You can also get the ribbon through group recruiting at the different middle schools. r. ACTIVITIES RIBBON - Awarded for participating in at least 3 unit-sponsored activities. OLC will be awarded yearly for each additional 3 activities. s. ATTENDANCE RIBBON - Awarded at the end of each year for 3 or less days absent. t. DRESS AND APPEARANCE RIBBON – Awarded for proper and consistent wear of the AFJROTC uniform. Includes both proper wear of uniform and appropriate appearance in uniform. u. LONGEVITY RIBBON - Awarded for completion of each year of AFJROTC. v. BATAAN DEATH MARCH MEMORIAL RIBBON – To honor victims and survivors of the World War II Bataan Death March. Units conduct a 14-mile memorial hike which must be completed in 3 days or less on a locally-determined course. Units may also collect donations to benefit disabled veterans (e.g., AFA Wounded Airman Program, Wounded Warrior Project, etc.). Ribbon awarded upon completion of memorial hike. w. PATRIOTIC FLAG RIBBON - See “Flag Duty Procedures”, paragraph 7. 2. PROPER ARRANGEMENT OF RIBBONS ON UNIFORM - Refer to AFJROTC Ribbon Chart posted in each classroom (see Para 5, below). You may also use the following link to place all your ribbons in proper order: http://www.airforcewriter.com/afjrotc-ribbon-rack-builder.htm 3. ISSUE / REPLACEMENT OF RIBBONS AND CLUSTERS – The initial (first time) issue of all ribbons, clusters, and ribbon holder will be given to each Cadet. Cadets are responsible for buying any needed replacements from the SASI/ASI (see Replacement Cost of AFJROTC Items, in this Handbook). For up to 3 ribbons, your ribbon holder is free. The next is $2.40 and 10 cents/additional ribbon, thereafter. For example, a ribbon holder for 4 ribbons is $2.40; a ribbon holder for 5 ribbons is $2.50, and so forth. To avoid having to pay for your next ribbon holder, exchange your current ribbon holder, in serviceable condition, for your new one. 4. SHOULDER CORDS- Shoulder cords will be issued to group staff, drill team and leadership positions within the flights. See Group Staff section for description of specific shoulder cords. a. On light blue shirt. Wear it on the left shoulder, over epaulet, pinned above shoulder seam. b. On service coat. Wear it on left shoulder, pinned to the shoulder seam with the pin hidden beneath the cord. 5. AFJROTC Ribbon Chart: One color version is posted in each AFJROTC classroom and in the instructors’ office; also see chart in this handbook. 6. Aerospace Education Foundation (AEF) Academic Cadet Badge is awarded to cadets for academic excellence a. Awarded to “rising juniors and rising seniors” b. Must have 3.3 overall GPA and no grade below a “C” at end of 1st semester c. Awarded during 2nd 9-week promotion ceremony (normally in early January) d. Limited to one badge per cadet during his/her cadet career

44 FLAG DUTY PROCEDURES PURPOSE: Establish procedures/guidelines for proper flag raising and flag lowering. GENERAL: 1. Performing on a flag detail is a distinct honor! You are representing your country, your state, your family, and WV-071. Always serve with pride as you respectfully handle the flag of the United States of the America and the flag of West Virginia. “Horseplay” will not be tolerated and will result in your immediate removal from the detail and further possible disciplinary action as deemed appropriate by the JROTC instructor. 2. Do not allow the flag detail to be an excuse for being late for class in the morning or for leaving class too early in the afternoon. Keep your grades up in all your classes. JROTC cadets perform well in all classes, not just JROTC! 3. All cadets will work in weekly periods, with 4 cadets assigned. Cadets are expected to be at the school every day of their assigned flag duty. 4. Cadets performing a flag detail in uniform must be in complete and proper uniform, including cadet hat. 5. The Cadet Squadron Commander (or designated representative) at each high school will publish a weekly detail roster listing names of cadets responsible for the flag detail. A copy of this roster will be posted at the high school and in the JROTC classroom NLT the Thursday of the week before the detail is to be performed. (SMHS is excluded due to 24/7 flag display with proper lighting.) 6. Constant bickering over the flag detail will not be tolerated. If a cadet squadron consistently fails to perform this detail in a professional manner, the privilege to perform the detail will be withdrawn and the entire squadron will lose all activities for the 9-week period. This means no bickering and/or talking during flag detail procedures. 7. Each cadet who performs 20 flag details earns the Patriotic Flag Ribbon. Multiples of 20 details earn additional oak leaf clusters for this ribbon. Either raising or lowering of flags counts as one detail performed. 8. Cadets are to raise the flag at their High School in the morning and take it down in the afternoon. Flags will be raised each school day (normally Monday--Friday) at the time set by AFJROTC instructors. Flags will be located in the school office. If flags are not there, contact your principal. No flag duty on days it’s raining or snowing. (SMHS is excluded due to 24/7 flag display with proper lighting.) a. To be excused from flag duty (e.g., teacher needs cadet in class; leaving for appointment, etc.) cadet has to: 1) Have a valid excuse for absence at time of flag duty. 2) Appoint a cadet to take their position. b. Unexcused Absences: 1) 1st time - cadet receives a zero. 2) 2nd time- cadet receives another zero and loses next activity. 3) 3rd time- cadet receives another zero, loses all activities for the 9-weeks, and parents are notified. c. All cadets who are not sure of the proper flag procedures need to look in their leadership books and/or contact a cadet who does. The cadet in charge (CIC) will ensure all cadets are properly trained on flag detail. 9. Flag Raising Procedures: a. Formation of the detail: The detail is formed as follows: The guard at the head, a cadet holding the
45 American Flag second, the State flag third, and the CIC who will give all commands last. b. Procedure: The CIC will march the detail to the flagpole. Give a "left face". The CIC and guard will "Post", meaning the cadets will untie the flag ropes. The CIC will give the US flag and state flag "Post" one at a time. 1) Attach the flags. When in uniform or civilian clothing, after the flags have been attached, the flag bearers will salute. The CIC and guard will rapidly raise the flags, secure them, take one step back and salute. The CIC will then give "Order Arms". 2) The CIC and guard will return to the detail. The CIC will give "Left Face". The detail will return to the formation area and will be dismissed. 10. Flag Lowering Procedures a. Formation: Same as Flag Raising with exception of flags. * b. Procedure: Same as Para 9.b., above. Additionally, 1) The guard and CIC will first unclip the state flag, hand it off to the flag bearers, and then proceed to to the pole with the American flag. 2) The flag bearers will fold the WV flag in a square with the Miners showing (after folded) as the guard and CIC wait. The guard and CIC will then lower the American flag. The WV flag bearer will stand a attention while holding the flag and the other bearer will render a salute. WV flag bearer will hand off the flag to the CIC then both bearers will fold the American flag in the traditional triangle fold. Once the American flag is folded, the CIC will hand the WV flag back to the bearer. 3) Once the flags are folded and flag ropes are secure, the CIC and the guard will return to the detail. The CIC will give “left face” and then march the detail to the formation area and there be dismissed. 11. Half-Staff Raising a. Formation: Same as Flag Raising. b. Procedure: 1) For schools with two flag poles (Musselman, Hedgesville, and Spring Mills): take the US flag all the way up quickly then tie ropes off. Place WV flag on the other flag pole, take it up quickly then lower it to half-staff slowly. Finally, slowly lower the US flag to half-staff. 2) For school with one flag pole (Martinsburg): place the US flag above the WV flag, then take them up all the way up quickly. Lower the flags slowly to half-staff. 12. Half-Staff Lowering a. Formation: Same as Flag Lowering b. Procedure: 1) For schools with two flag poles (Musselman, Spring Mills, and Hedgesville): take the US flag all the way up quickly and tie ropes off. Take the WV flag up quickly then immediately take the WV flag down slowly all the way. Finally, lower the US flag slowly all the way. 2) For school with one flag pole (Martinsburg): quickly take the flags all the way up from half-staff and then slowly bring them down all the way. Remove WV flag from the ropes, and then remove the US flag.

47 TEACHER ASSISTANT (TA) PROCEDURES PURPOSE: Establish procedures/guidelines for TAs. GENERAL: 1. Selection. The ASI assigned to teaching the first-year cadets will select a third or fourth-year cadet to serve as TA. The cadet will serve in the TA capacity for as long as the ASI deems appropriate. 2. Performance review/evaluation. The ASI will conduct a verbal feedback session with the TA immediately following the first 4 weeks of service. This session should provide the cadet with an indication of his/her overall performance and suggestions on ways to improve that performance. 3. Specific duties include the following: a. Assist with teaching and conducting drill and ceremonies training. b. Maintain discipline and order in class, especially when the instructor is temporarily out of the classroom. c. Set a proper example in conduct, personal grooming, uniform wear, and attitude. d. Maintain copies of all applicable class work and necessary forms for upcoming unit activities and service projects. e. Keep grade book updated (e.g., enter quiz grades, uniform wear scores, etc.). f. Keep first-year cadets updated on new service opportunities, Drill Team practices, Group Staff meetings, next uniform wear, and color guards. This includes encouraging attendance at unit activities/events. g. Be a sibling (i.e., “big brother or sister”) to the first-year cadets; DO NOT be their buddy. Romantic involvement of any kind will result in immediate termination. h. Duties as assigned by the class room instructor. 4. TAs serve in the temporary rank of 2Lt with no cord. If a TA already has permanent or temporary rank higher than 2Lt, that TA will wear the higher rank. TAs are NOT on Group Staff unless otherwise holding a Group Staff position.
48 PHYSICAL TRAINING (PT) PROCEDURES 1. The United States Air Force recognizes that physical fitness is vital to successful performance as a JROTC cadet and to American citizenship. The JROTC PT program contributes to overall cadet wellness. 2. HQ AFJROTC provides annual guidance for conducting the PT program. Specific exercises, activities, and standards help shape the unit’s annual program. 3. Cadets must wear appropriate clothing to participate in PT. Appropriate clothing includes athletic shoes (no sandals, flip-flops, or boots), T-shirt, athletic shorts, and sweat suit (if needed for warmth). All athletic clothing must conform to Berkeley County dress standards. Lack of appropriate PT attire will result in loss of participation points. It is unsafe to participate in PT without the appropriate attire! 4. Specific unit procedures include the following: a. Each upper-class flight will appoint a primary/alternate PT monitor. The PT monitor is in charge of stretching and warming up the flight. No physical activity should be performed without proper warm up first! b. Cadets will march to and from the PT area as a “column of files”, no talking or horseplay. c. PT activities are generally competitive, no poor sportsmanship or vulgar language will be tolerated. d. Each game or activity includes detailed instructions; listen carefully. e. The Fitness Officer decides the PT activity for the week. Cadets must not complain regarding activity selection. If you don’t particularly like the activity one week chances are we will do a different activity next week. f. Instructors may ask cadets to help “clean up the field” (i.e., retrieve cones, balls, equipment, etc.). g. Maintain self-control at all times to avoid injury to yourself and to others. 5. “Sitting out” of PT without a proper excuse (doctor or parent note) will result in loss of participation points and possibly assignment of words. Instructor determines appropriate penalty for non-participation. 6. At the end of each semester, cadets who scored an overall score of at least 60 on the PT test are awarded a Health and Wellness ribbon. The PT test consists of three “exercises” including the 1-mile run, pushups, and sit-ups. Cadets should show continual improvement in their performance throughout the school year. a. Cadets must perform initial annual PT test (all three JROTC “exercises”) within 45 days of start of school b. Cadets must perform final annual PT test 30 days prior to end of school c. Personal improvement, safety, and overall “wellness” are the most important objectives in our PT program.
49 7. Also at the end of each semester, cadets receive a grade for PT based upon their overall score on the three “exercises”. Grades are awarded as follows: Percentile Score Grade (out of possible 200 pts) 60 or more 200 50-59 180 40-49 160 30-39 140 20-29 120 15-19 100 10-14 80 1-9 60 0 0 8. Flights compete for “Fittest Flight” each semester. The average score of all flight members determines the winner. Winning flights are exempted from the next uniform wear. 9. The State of West Virginia grants Physical Education (PE) credit for JROTC a. Two completed years of JROTC also counts as one year of PE. This fulfills your one PE credit requirement for graduation. b. HQ AFJROTC directed that PT counts as 20% of our annual curriculum. Therefore, PT is conducted once per week, usually on Friday.
