foreword In the pursuit of gender equality and inclusive development, the Department of the Interior and Local Government (DILG) Region 5 through its GAD Focal Point System (GFPS) proudly presents its 2024 National Women’s Month Celebration Accomplishment Report. Gathered under the banner of National Women’s Month, DILG 5 do so with a sense of purpose – embarking on a journey transcending gender limits and delving deep into our unwavering commitment to advancing the rights and welfare of all genders, promoting inclusivity, and fostering a culture of equality across the nation. This month-long celebration, marked our efforts with the following highlights of activities prepared: GAD Mainstreaming in Local Governance: DILG spearheaded efforts to mainstream GAD principles and policies into local governance structures and processes. This included providing technical assistance to local government units (LGUs) in developing and implementing GAD plans and programs tailored to their communities’ specific needs and documentations of emerging GAD good practices. Policy Advocacy and Implementation: Advocating for the integration of gender perspectives into policies, programs, and projects, striving to create a more inclusive and gender-responsive governance framework that promotes equality and social justice for all. Celebrating Women’s Achievements: Honoring the remarkable achievements and contributions of women in our region, honoring their resilience, creativity, and leadership in various fields. Through recognition, trade fairs, forums, and game sessions, we amplify their voices. Webinar and Trainings: Recognizing the importance of fostering an inclusive and respectful environment, conducted comprehensive trainings and webinar aimed at promoting gender sensitivity, challenging stereotypes, and fostering mutual understanding and respect among our personnel and stakeholders. Empowerment Workshop and Session: Providing women with platforms to enhance their skills, build confidence, and unlock their full potential through engaging workshop and session. DILG Region 5 remains steadfast in its commitment to promoting gender equality and empowering all sectors of society. Moving forward, we will continue to work tirelessly to ensure that gender considerations are mainstreamed into all aspects of governance, leading to a more inclusive and equitable Philippines for all. On March 4, 2024, while the DILG Central Office orchestrated the nationwide flag-raising ceremony and the launch of the National Women’s Month 2024 Celebration through a dynamic hybrid setup, DILG Region 5 likewise organized its own independent activity. Following the nationwide ceremony, DILG Region 5 hosted its regular Monday convocation, serving as a platform to spotlight the remarkable achievements of each division. This moment not only propelled the agency toward its targets but also provided an opportunity to acknowledge and honor the invaluable contributions of women employees within the organization. DILG Region 5 remains steadfast in its dedication to cultivating an environment of empowerment and inclusive diversity. With resolute commitment, we advance together, unified in our mission to foster progress and empowerment for all. D I L G R e g i o n 5 s t a n d s i n s u p p o r t o f R G A D C ’ s f i r s t b i c o l r e g i o n a l women’s day celebration The inaugural Regional Women’s Day Celebration in Albay saw strong support from notable figures like PSR Aurora R. Chavez-De Guzman and Governor Edcel Greco Alexandre B. Lagman. Plenary Talks by Ms. Gilda Gayle R. Abonal-Gomez and Atty. Arlene Q. Alangco were highlights, with a message from USEC. Carlos Bernardo O. Abad Santos. DILG Region 5 representatives also attended. The event concluded with the symbolic Ceremonial Turnover of the Regional Women’s Day Icon to Sorsogon’s Provincial Government. Attendees enjoyed various services provided by the LGU of Albay. G a m e O n : D I L G R e g i o n 5 H o s t s I n t e r a c t i v e G a m e S h o w to Celebrate Women’s History DILG Region 5 recently hosted the online game show “Guess HERstory” to honor women’s achievements throughout history during the 2024 National Women’s Month. Split into two episodes, the event delved into remarkable narratives, spotlighting triumphs, challenges, and contributions. Participants engaged in an interactive journey celebrating women’s resilience and achievements, with winners receiving cash and DILG merchandises. “Guess HERstory” proved to be a success, offering both entertainment and enlightenment. e m p o w e r i n g t h r o u g h k n o w l e d g e : D I L G R 5 ’ s o r i e n t a t i o n o n t h e l o c a l c o m m i t t e e o n a n t i - t r a f f i c k i n g a n d violence against women and children DILG Region 5, through its Local Monitoring and Evaluation Division (LGMED), organized an orientation on the Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC) on March 18, 2024, via Zoom Platform. The initiative aimed to equip DILG R5 personnel with a deeper understanding of mechanisms safeguarding women’s and children’s rights, contributing to a safer and more inclusive society. Regional Director Atty. Arnaldo E. Escober Jr., CESO V, and Assistant Regional Director Jhoaden G. Lucero, CESO V, emphasized the event’s significance, alongside key figures like LGMED Chief Darlyn D. Ayende and Assistant Division Chief Amaline R. Assistant Regional Director Jhoaden G. Lucero emphasized community awareness and compliance, while LGOO IV Jojimar Bagunu provided insights into the law’s legal framework and Safe Spaces Monitoring Team (SSMT) roles. Attendees learned reporting procedures to combat gender-based violence, particularly sexual harassment, highlighting the law’s importance nationwide. Key participants, including LGMED Assistant Division Chief Amaline R. c e l e b r a t i n g w o m e n ’ s m o n t h : empowering women in the workplace In a vibrant display of solidarity and appreciation, DILG Region 5 through the Local Government Capability Development Division came together to commemorate Women’s Month under the theme “Empowering Women, Empowering Communities.” The festivities unfolded with a dynamic Women’s Fair, showcasing the talents and entrepreneurial spirit of women within the DILG community. As part of the celebration of Women’s Month, a DILG Women’s Fair: Serbisyo kay Juana was set up, featuring displays of local or homemade products from DILG personnel and other guests. This initiative aimed to encourage equal opportunity of economic access and development for both men and women, encompassing not only goods and enterprises but also services. Booths were arranged for guest agencies and stakeholders, particularly those offering healthcare and pampering services. The fair offered an array of activities catering to attendees’ interests and needs. From pedicure and manicure sessions to reflexology, participants were indulged in pampering experiences. Meanwhile, food and beverage stalls showcased culinary delights, while handicrafts and DIY art shops displayed the creativity of BJMP and other guests. The event served as a platform for networking, skill-building, and celebrating the contributions of women to the community’s economic and social fabric. Attendees were also invited to participate in a Painting Session, allowing them to express their creativity and artistic flair. Tanji shared her journey in the art world, inspiring women to pursue their passions. Participants explored various painting techniques, guided by Tanji’s expertise, unleashing their creativity onto canvas. Field officers, regional, and provincial office personnel gathered to explore this important topic. Ms. Lea Dyn Bellen, iWomen Regional Coordinator from DOST Region 5, shared insights, offering practical advice and inspiring anecdotes. The session fostered learning and connection, empowering women to advance their careers and benefit their communities through innovation and entrepreneurship. Velasco-Allones, CESO I, Undersecretary for Finance and Internal Management of the Department of Migrant Workers, as the esteemed Resource Person. Attended by DILG Region 5 personnel, participants from Local Government Units, clientele, and other stakeholders, the wellness talk delved into the intricate dynamics of womanhood and the pursuit of equilibrium between professional responsibilities and personal well-being. prioritizing wellness activities As part of the Women’s Month celebration’s month-long activities, DILG Region 5 initiated a series of Zumba activities conducted to promote wellness and fitness among the agency’s employees. Further, to allow the female employees to spend quality time for themselves and/ or with their families and loved ones, each was given the opportunity to Work From Home for one day within the month of March. By providing the opportunity to work from home for one day during March, the agency enables these employees to better balance their professional responsibilities with personal and familial commitments. For its third year, the special episode focused on “Emerging GAD Good Practices,” showcasing select LGUs that exemplified outstanding leadership, particularly under the guidance of formidable women figures. The episode delved into the innovative strategies and best practices implemented by these LGUs, offering valuable insights into their successes and achievements. From pioneering initiatives to impactful projects, the featured LGUs comprising of Naga City, Tabaco City, and Province of Sorsogon demonstrated a commitment to gender-responsive governance and inclusive development. LGUs are typically chosen based on their demonstration of innovative, effective, and sustainable practices that address local challenges and benefit the community. Selected LGUs are then recognized for their achievements, inspiring others to adopt similar approaches to enhance public service and governance. Through these engaging episodes, the agency aimed to inspire and empower others to emulate these exemplary models, fostering a culture of excellence and progress within our communities.
