THIS ADVERT IS POWERED BY +263719355808 49 Chief Bere villagers in court over illegal settlements date the accused people have been occupying pieces of land under Lake Mutirikwi basin. It is alleged that some of the people arrested have been buying land from village heads who are in the habit of selling land that belongs to the Ministry of Lands. The police launched “Operation Order No to Land Barons” which has been running from January 10 to February 9 to bring sanity to communal lands in Zimbabwe. This becomes the second time that the people of Chikutuva Village faced troubles over the illegal settlement, as back in 2019 government once issued eviction letters to them, resulting in conflicts between two local chiefs, Bere and Charumbira over possession of the land. The villagers however said they were not prepared to leave their homes as this was where their ancestral homes were, with some even threatening to go and live at the Great Zimbabwe Monuments if they were to be evicted. Evelyn Dovorogwa told TellZim back in 2019 that her ancestors were laid in the same area hence she was not going anywhere despite the eviction notices from the government. “I was born here so where can I go now? Even if they burn and do everything (to destroy our houses) I am not going anywhere, my ancestors are here in this place,” said Dovorogwa. In Masvingo province’s seven districts, approximately 13 000 illegal settlers are likely to be left homeless with government cracking down on land barons and people who are illegally selling or distributing communal lands. Last week at least 49 arrests in Mushandike were made and nine people were taken to court over the same issue, with some of them being land barons facing charges of illegally distributing land. News TELLZIM News >> 19 - 25 Jan 2024 3 POLITICS, ELECTIONS & GOVERNANCE Courage Dutiro Masvingo- As the country is still reeling from the recent Cyclone Belal, 23 households in Runyararo West brace for another episode of having their furniture soaked in floodwater, as well as temporary displacement, with a permanent solution continuously eluding them for years and counting. A statement released by Zimcast, a climate service centre last week indicated that Cyclone Belal was to bring rains to Zimbabwe over a few days as it drew moisture from the Intertropical Convergence Zone (ITCZ). “We now have tropical cyclone Belal, East of Madagascar. Belal is currently a category one cyclone and is expected to move South-East, away from Madagascar. Belal may affect rains for Zimbabwe over the next few days, as it draws moisture from the ITCZ,” read part of the statement. This may not be the last cyclone, storm or any other weather condition that will bring heavy rains to Masvingo over the next few months that characterize the rainy season, a situation which has become a curse for the 23 households in Runyararo West whose houses have been affected by floods for years now. During the 2022-23 rainy season due to fear that the houses may collapse, Masvingo City Council evacuated the affected residents to the District Development Fund (DDF) site as a temporary measure. “Last season, those residents were temporarily moved to the District Development Fund Training Centre, but a long-lasting solution is required,” reads part of the minutes of a Masvingo City full council meeting held in November 2023. For the past few years, flash floods have repeatedly brought them sorrow, with no relief in sight as one administration after another keeps coming and leaving townhouse. They were allocated stands at the confluence of two small streams in the area, with the situation recently being worsened by construction activities in Victoria Ranch Sources say at the time when the stands were allocated, in the mid-2000s, an engineer who was working at townhouse advised against it, which fell on deaf ears, although he had predicted the impending disaster due to the presence of water bodies nearby. “As we speak, that issue is on the desk of the relevant minister, although it is taking time due to unknown reasons. Council has to make it lucrative for them to successfully relocate those people in terms of compensation, otherwise it is their fault in the first place,” the source said. To date, five mayors, namely Femius Chakabuda (the late), Hubert Fidze, Collen Maboke, Shantiel Chiwara, though short-lived, and now Aleck Tabe, have failed to resolve the Trapped in flood zone: Runyararo West families await promised relocation File picture: Runyararo West Residents finding it harder to move between and within the suburb due floods in rainy season issue, but all eyes are on the Tabe administration on what it can do to save these families from the anxiety of having their houses flooded with each coming rainy season. To improve the lives of affected families, Masvingo City Mayor Aleck Tabe said that following a council resolution, they have chosen a suitable site near the Gomba car park for their resettlement. “We had a resolution as council that we have to relocate those families to a suitable site. We have already identified the land; we picked the place around the car park near Gomba area as the relocation site for the victims. Near the site, we are also going to have a secondary school that will service people from Victoria Ranch and Runyararo West,” said Tabe. However, to ensure complete success, Tabe said they are seeking the valuable partnership of the relevant government ministry. “Our next stage is to engage the relevant Government ministry. As council, we can avail land to the 23 affected properties but we also need assistance from the government in terms of building structures and compensation,” said Tabe. Masvingo United Residents and Ratepayers Alliance (MURRA) Board Chairperson Thomas Mbetu attributed the perennial problem to erratic allocation of stands by the local authority. “As MURRA we are deeply saddened in regards to the 23 or so houses which have been affected by flooding. We attribute this problem to wrong allocation of stands on wetlands by Masvingo City Council. “Secondly, we attribute this problem to blocked drainage and we call upon Masvingo City Council to firstly relocate those families as promised and to clear the drainage system,” Mbetu said.

During the discussion Junior councilors from different schools around Masvingo Masvingo City in move to curb drug abuse, child marriages which include Ndarama High School, Victoria High and Rujeko High mentioned that in order for the country to be able to overcome drug abuse as well as child marriages, the authority has to find the source of these problems in order to deal with perpetrators. Lennon Muzondo, a form six pupil at Victoria High School said one of the most disturbing foundations of the surging drug abuse cases is that government measures are half-hearted due to the suspected involvement of highly-connected individuals who cartel in the illicit drug trade and as a result cause law enforcers to neglect the right order by not taking appropriate measures to deal with those found dealing in drugs. “It is sad to note that law enforcers are neglecting the right order as they do not take appropriate measures to stop drug abuse as most drug lords are well connected to top officials who use their influence to assist them,” said Muzondo. Anesu Ruzive a form four student at Ndarama High School said if the government is to completely stop substance abuse it must shift focus from construction of rehabilitation centers and usher those resources to attentively deal with the sources where the youth find these drugs devastating their futures. “If the government wants to totally deal with drug abuse cases taking toll in young people, it has to put attention on sources be it on borders or any local known drug hotspots so as to arrest the increase of drug abuse,” said Ruzive. Zimbabwe is experiencing a drug and substance abuse crisis and the drug epidemic is mainly affecting young people mostly males, even though the prevalence of females who misuse drugs is also rising which mean to say the government and other interested parties must take grave action to stop this prevailing crisis. According to the United Nations Children’s Fund (UNICEF), in collaboration with the government, and Zimbabwe Liberties and Drug Network it is sad to note that nearly 60percent of all school dropouts in the country in 2023 were merely a result of drug and substance abuse which shows the need for swift action on drug and substance abuse as it is greatly affecting the future generation. On child marriages, Praise Sophia Dube a form six junior councilor at Ndarama High School applauded the move by government on amendment of the Criminal Law (Codification Reform) Act that will criminalize sex with anyone below 18 years and she said the government, civic organizations and other stakeholders have to keep empowering and educating the girl child in order to overcome early marriages. “I thank the government for Amendment of the Criminal Law (Codification Reform) Act that criminalize sex with anyone below 18 years, I hope our government, civil organizations and other interested parties in the matter at hand must keep on educating the young girls so as to give power to us girls so that we will not be victims to early marriages which greatly ruin our futures,” said Dube. Nokutenda Nyoni, a form three junior councilor at Rujeko High School said there is need for more physical campaigns as compared to those being aired on internet, television and radios because most girls in remote rural areas miss this very important information concerning their wellbeing. According to the United Nations Population Fund (UNPF), 32 percent of girls in Zimbabwe are married off before the age of 18 years. Harmful cultural practices like using girl children as restitution for avenging spirits have been on the decline, but religious sects have been blamed for continuously perpetuating child marriages.

6 News TELLZIM News 19 - 25 Jan 2024 'A' Level Results Congratulatory Supplement Beverly Bizeki Reformed Church in Zimbabwe (RCZ) group of schools have raised the church’s flag high in the just released ZIMSEC 2023 A Level results as all their schools have surpassed the 96 percent benchmark set for 2023 results, with six of the eight getting a 100 percent pass rate. Speaking to TellZim News, RCZ Education Secretary Dr Witmos Mutumburanzou said RCZ’s eagle continues to soar higher with the impressive reRCZ eagle continues to soar …As 6 out of 8 RCZ schools obtain 100 percent pass rate sults posted by the schools, improving both qualitatively and quantitatively. “It is my pleasure to tell the Masvingo community that the RCZ eagle continues to soar very high. Our 2023 A’ Level results were a masterpiece. Our schools performed very well and we are proud of them. “Of our eight high schools, six of them recorded 100 percent pass rate and the other two also did exceptionally well because they recorded 98 and 97 percent respectively. “All the schools surpassed our benchmark which is 96 percent hence all the reason to be happy,” said Dr Mutumburanzou. He also commended the quality of the results saying most learners had registered at least 10 points and above with the highest registering 35 points. “The quality aspect of the results also improved significantly. We have some of our schools that had candidates registering 35 points and some 30 points. The majority of the schools’ best candidates registered 20 points. “In terms of quality, I looked at how many students got 10 points and above and the results show that of the 87 learners at Zimuto High 64 had 10 points and above, for Makumbe out of 73, 66 had 10 or more points, for Nyashanu’s 79 candidates, 50 had 10 or more points. “Alheit had 67 candidates with 42 of them registering 10 points and above, Gutu 160 candidates, and 92 of them had 10 points and above, Pamushana which had the highest number of candidates which is 187 had 167 with 10 points and above. “Chibi had 126 and 97 had 10 points and above and Jichidza which had 33 candidates had 16 pupils with 10 and above points hence it can be noted that we are soaring higher,” he said. Dr Mutumburanzou also appreciated the collective effort of the school heads, teachers, and station superintendents in achieving impressive results. “I would like to make mention of the tenacity of our headmasters as they moved up and down trying to ensure that all things are in place and teaching and learning is being effected. Also important to note is the resilience of the teachers as they continued to operate in very difficult circumstances but despite that their commitment to duty is commendable. “The station superintendents because they have an overall sight of what is happening at their sites, offer counselling both to learners as well as members of staff ensuring that their stations are in harmony and conducive to hard work and effective learning,” he said. The RCZ schools have over the years been on a pedestal, surpassing their previous best with each coming year. RCZ Education Secretary Dr Witmos Mutumburanzou

TELLZIM News >> 19 - 25 2024 News 13 Zim opposition will soon finish all rainbow colours Decide Nhendo Masvingo - A 4 3 - y e a r - o l d woman, Jane M u c h e n j e from Mucheke F, appeared before the Masvingo Magistrate court on January 18, 2024, facing a charge under the Dangerous Drug Act. She was remanded out of custody, awaiting sentencing. Muchenje faced the court after being found in possession of bronclear syrup and mbanje at her homestead, which she claimed she did not intend to sell. During her appearance before Magistrate Elizabeth Hanzie, Muchenje pleaded guilty to the charge, stating that the drugs did not belong to her. She explained that she received the parcel from her brother in South Africa and was instructed to send it to someone in Harare. "I plead guilty, as the court alleges that I was found in possession of the drugs without a license. However, I received the parcel from my brother in South Africa, not knowing that it contained drugs. Also, I was supposed to send it to someone in Harare," said Muchenje. She also appealed for leniency, emphasizing that she is the sole provider for her three children, being a widow. Muchenje expressed concern that a custodial sentence would adversely affect her children's well-being, as she is their only guardian. "I have three children; the first one is 20 years old, the second is 16 years old, and the third is only six years old. If I am given a custodial sentence, my children will suffer, as I am their sole provider," she stated. The state, represented by Ruvimbo Makove, alleged that on December 13, 2023, agents from Masvingo Criminal Investigations Department, during a patrol in Mucheke F area, received a tip-off that Muchenje was in possession of bronclear syrup and mbanje. Acting on the information, the agents went to Muchenje's house, introduced themselves, and conducted a search. They found her in possession of 148 by 100 milliliters bronclear cough syrup and 1.8 kilograms of mbanje. Subsequently, the matter was reported to Masvingo Central Police Station, leading to Muchenje's arrest, and she was taken to Masvingo Central Police station. Tinaani Nyabereka Gokwe - Police in Gokwe are deeply concerned about a suspected murder case involving a young adult woman whose lifeless body was discovered floating in a sewer pond on January 9, 2024, around 1800 hours in Gokwe Centre. Midlands Provincial Police Spokesperson Inspector Emmanuel Mahoko confirmed the incident and stated that investigations were currently underway. "We are appealing to members of the public who may have information on the full circumstances surrounding the death to approach the nearest police station," said Mahoko. On the mentioned day, a 17-year-old boy (name withheld) from Dzavo Village, Chief Njelele, found the body while herding cattle. Upon making the discovery, he promptly informed other villagers, leading to a report being made to the police. Upon retrieval of the body from the water, police observed fresh bruises on the woman's waist and back. The victim was found naked, and her clothes, except for a torn undergarment nearby, were missing. Authorities suspect that the victim might have been sexually abused before being killed. For 18-year-old Kirsty Mupfukirei who got straight As in Literature in English, History, Sociology as well as Family and Religious Studies, her desire to pursue a law degree so that she can fulfill her lifelong dream of advocating for women and girls’ rights someday pushed her. “The inspiration behind me doing the combination I did at A’ Level is the love for law and justice. I always wanted to advocate for women and girls out there and to achieve that I had to study those subjects and score maximum points,” said Mupfukirei. For Mupfukirei, her passion for studying law is so strong that she turned down the opportunity to be in the Science class with all the qualifications required so that she could prepare for her career of choice. “I did Sciences at O’ Level and I passed science subjects with a chance to do Mathematics, BioGirl power: Mushandike High learner scores 20 points logy, and Chemistry but I really wanted to do law so I chose Arts,” she said. Mupfukirei said it took a lot of sacrifice and determination for her to achieve the results with motivation coming from her brother who also got 20 points at A’ Level. “It took a lot of sacrifice and determination along with support and motivation from the environment that was surrounding me. By sacrifice, I mean having to know you cannot spend most of your time playing and focusing on things that did not matter and I was determined to make my mom, dad, aunt, and teachers proud. Lastly, my brother also attained 20 points so he was my role model,” she said. She said she sees herself as a renowned and influential advocate in the next ten years with fears however that the current economy might pose obstacles in her path as she might not be able to go to her school of choice as tertiary education is quite expensive. “In the next ten years, I see myself as a renowned and influential advocate for women’s rights as well as justice in general. “However, the challenge lies in that tertiary education is very expensive and your choice of schools is limited by what your parents can afford which needs no explanation given the current economic predicaments of the Zimbabwean civil workers. “Additionally, limited access to the internet reduces the amount of information available and the means to apply for opportunities,” said Mupfukirei. To the younger girls who might be disadvantaged or attending school in the rural areas, Mupfukirei said they should not be deterred by the current conditions but rather be motivated to achieve more and fight for a better future. “It does not matter which school one is studying at, what matters is the determination that one has. My advice for the young girls is to set goals and work towards achieving them and more importantly they should remember that they are as good as their male counterparts. “Learning in remote areas should be their advantage rather than a disadvantage, those things that they lack because they are in rural areas should be their strength and motivation so they must fight for a better future and perhaps be pillars of those they are leaving behind,” she added. As a learner in the peri-urban areas, Mupfukirei said she faced challenges with lack of resources with reading material difficult to get. She added that poor network connection in rural areas made it difficult to access online platforms which are also expensive. Kirsty Mupfukirei

Emmanuel Simon Sakala, the Public Relations Officer for Charles Austin Theatre, highlighted their efforts to address the deteriorating conditions. "When we came last year, things were not in good shape. We started working on toilets and sinks, successfully resolving plumbing issues and ensuring their proper functionality. Security guards were also employed to control movements within the theater," said Sakala. Despite the progress, Sakala acknowledged the challenges faced by the committee in their renovation efforts. He called upon the community, business people, and arts enthusiasts to contribute to the restoration of the theater, emphasizing the ongoing need for assistance. "I appeal to the community, business people, and arts lovers to assist in any form they are capable because we are trying our best but there is a serious shortage of funds to cover all areas that need attention as there is still a long way to go," Sakala stated. Committee Chairperson Fredrick Matavikwa echoed this sentiment, emphasizing the importance of community involvement in refurbishing the theater. "I encourage the stakeholders and Masvingo community to lend a hand in the restoration of Charles Austin Theatre, as it is helpful to all community people, covering children up to adult people in the community," Matavikwa said. Matavikwa emphasized that the theater serves as a valuable platform for nurturing local talent, catering to individuals of all ages. "People performing arts can gain experience from the theater when they practice, and art is from natural talent, which does not require school but only identification as the main sole purpose at Charles Austin," he added. Sakala further highlighted the theater's history of hosting international artists but expressed concerns about its current state, making it less probable to accommodate performances. He emphasized the pressing need for renovation in various areas, including seating, carpets, stage changing rooms, electrical safety measures, chair upholstery, and more. News TELLZIM News >> 12 - 18 Jan 2024 Beverly Bizeki Robbery cases have reportedly been on the rise across Masvingo province with the latest being the Madzivadondo Business Centre case where robbers pounced on Mudzingwa Bottle Store and walked away with cash and cell phones from the victims on January 18, 2024. Masvingo Provincial Police Spokesperson Inspector Kudakwashe Dhewa confirmed the cases and urged members of the public to not resist the demands of armed criminals lest they get harmed and to increase inside security. “As police, we encourage members of the public when faced with armed criminals to not resist as life is more important than possessions. Furthermore, members of the public must increase inside security using target hardening techniques to make it difficult for people to open their doors from the outside,” said Dhewa. Circumstances are that on the given day, eight robbers got to Mudzingwa Bottle Store at around 0200 hours and approached Sibusiso Moyo who was asleep in a bedroom behind the bar. Moyo was awakened by the sound of a gun that was cocked outside but she remained in her bedroom and the robbers used a metal object to force the door open and gain entrance into the house. The group which was armed with an unidentified pistol and iron bars commanded Moyo to lie down on the floor, assaulted her several times with a metal object and demanded cash. Moyo gave them US$50 from her purse and the robbers searched her wallet and took US$110 and R450 as well as two cellphones and car keys for a Honda Fit. They switched on the engine and went to another room inside the Robbery cases on the rise in Masvingo Bottle Store where Loveness Hove was sleeping and demanded for cash too. They took her ID and US$7 and R50 from her together with three cellphones and four bottles of Two Keys Whiskey. They switched off the engine of the vehicle and left the scene. On a separate incident, on January 14 at around 2100 hours in Chivi, an unidentified person approached Apollonia Chimbanda’s homestead in Chihamure Village while she was sleeping and knocked on the door before breaking it open. News TELLZIM News >> 19 - 25 Jan 2024 Beverly Bizeki A19-year-old Harare man who was facing three counts of robbery in Mashava was slapped with 12 years imprisonment and had his Toyota Wish motor vehicle forfeited to the state by Masvingo Regional Magistrate Bishard Chineka on January 12, 2024. Chineka said the robbers deserved a hefty punishment as Mashava was fast becoming a target for robbers who mostly come from Harare with this being the second group of people that came from the capital to rob Mashava. Chineka also said the group’s action of stealing the first complainant’s star pistol which they used to rob the other two people shows a lot of pre-planning done before the robbery. He further applauded the police for being on high alert as they took immediate action after they saw a parked vehicle on the roadside and said the accused person also attracted such a sentence as his age shows that he could be in school but was rather choosing the soft life which he does not want to work for. It is a state’s case that on December 9, 2023, Danysile Dhorobeni Maunzo together with his accomplices Lovemore Maunzo and others only identified as Keda, Rasta, Lucky, and Senior who are yet to be arrested went to Mashava where they parked their vehicle at Lenox turn off to rob at Inotrade Filling Station. The motor vehicle was loaded with gadgets for criminal use which included two deformed iron bars, one electric grinder, two cutting discs, three screwdrivers and a 14-pound hammer. At around 0000hours police officers who were on patrol in Mashava spotted the motor vehicle which was unattended and managed to immobilize the vehicle by removing the battery and recorded the details of the vehicle. At around 0400 hours the group approached Inotrade Filling Station Balmain armed with wooden logs and disarmed 27-year-old Joseph Chikava, a security guard who was seated outside the office, after which theyhandcuffed him with his own pair of handcuffs. After that, the group proceeded to Grannies shop where they force-marched Theresa Munyani to the office before tying her hands with bark strings, walking away with US$450 which was in the cash box, and fled to their vehicle. The matter was immediately reported to police who spotted Danysile and his accomplices attending to their motor vehicle which was now immobile. Upon seeing the police approaching them the group sensed they could be under arrest and fled the scene leaving their motor vehicle behind leading to the arrest of Danysile during the chase with the police. The total value stolen is US$650 and nothing has been recovered. Decide Nhendo A 36-year-old man from Sonamizi Village under Chief Nyajena appeared at Masvingo Magistrates Court on January 15 2023 facing stock theft allegations. Wireless Chimeura appeared before Masvingo Magistrate Elizabeth Hanzie being charged with stock theft after he sold Marakia Muvenge of Mamhazha Village’s cow and was remanded in custody waiting for continuation of trial set to take place on January 29. Appearing before Hanzie, Chimeura pleaded guilty and said he had sold the cow to cover some debts that were mounting on him and it was with Muvenge’s consent, but Muvenge disagreed that he had given Chimeura the green light to do so. “I agree that I sold the cow but it was because of the pressure on me as I was owing some people a sum of money that was due to be paid and Muvenge had also given me the power to sell the cow,” said Chimera. The state represented by prosecutor Godknows Mugondo alleged that on February 26, 2023, Chimeura approached Muvenge and asked to rent his cattle for ploughing after which Muvenge agreed and gave Chimeura five cattle. The state also alleges that after two months Chimeura again asked for other cattle and was given an additional four to make them nine. It is reported that in September 2023 Chimeura took one of the complainant’s heifers and sold it to Raymond Chisveto without the consent of Muvenge. Upon realizing what Chimeura had done Muvenge reported the matter to Masvingo rural police station leading to the arrest of Chimeura and the recovery of the stolen cow as well as the other remaining cattle at his homestead. News TELLZIM News >> 19 - 25 Jan 2024 NB- Views expressed in this column are solely his, and are not associated with the publication Comprehensive social protection for children in Dr Nicholas Aribino Zimbabwe Opinion Dr Aribino Nicholas (Gender and Policy Studies Student-GZU). Writing in own capacity. Contact : +263715617095 Mrs Jenneth Musiyiwa (ECD Coordinator at the Women’s University in Africa, WUA) By Nicholas Aribino and Mrs Jenneth Musiyiwa Children by nature are vulnerable. The vulnerability of children comes as a function of intersecting variables such as age, limited social experiences and exposure to life circumstances, gender, child poverty and lack of tangible and intangible resources that would be critical for creating a fertile ground for expanded capabilities and opportunities that would enable them to enjoy life to the hilt. The definition of a child as given by the United Nations Convention on the Rights of the Child (UNCRC), 1989 classifies every person under the age of 18 as a child. The Constitution of Zimbabwe has since adopted this understanding of a child and is using it as a measuring scoop for targeting purposes where social protection for children is concerned. The definition of a child as given above is indicative of the assertion of the vulnerability of children. It is the intent of this opinion piece to talk about the need for social protection that is comprehensive for Zimbabwean children. Social protection by definition implies a set of public and private policies and programmes that focus towards reducing and eliminating economic and social vulnerabilities related to poverty and deprivation. Arguably, comprehensive social protection would entail programmes, projects, public and private policies that are bent on addressing the multidimensional rights and needs of children. Comprehensive social protection realizes that children do not live in a social vacuum and to that effect they can be implemented only after a tooth-pick assessment of the child ‘s social and economic circumstances has been done. For example, a school feeding programme for Early Childhood Education (ECD) children would not make sense for a child who is coming from an indigent (poor) family because all the efforts to ensure the nutritional needs of the child are met will be frustrated when the child goes back to his or her family of no means where he or she will be met with hungry and angry guardians / parents who can easily turn him or her into a unit of labour in order to improve the household economy. A comprehensive social protection programme for children should ensure that the global needs (emotional, physical, intellectual, moral, social, spiritual) of children that intersect to develop a full being are universally met. Pursuant to the above, it can be intimated that comprehensive social protection systems are out and out child sensitive in outlook. To that effect, comprehensive social protection programmes cannot tell the entire story about safeguarding and protecting children if they can neither mitigate the ramifications of poverty on families, strengthen families in their child safeguarding and protection role, enhance access to basic services for the poorest and most marginalized nor provide special services to children who live outside of a family environment. Zimbabwe has put in place the Assisted Medical Assistance Order (AMTO) as a social protection measure where it pays health fees for very poor households through the hospital referral system. The beneficiary populations of AMTO are only treated at public hospitals and are given bus warrants which are only accepted by the Zimbabwe United Passenger Company (ZUPCO). For example, a child with a disability from Nembudziya, Gokwe North may be in need of medical services that are only on tap at the Parirenyatwa hospital in Harare, the said child will need to travel to Harare with his parent or guardian who has no economic resources to meet the access costs (bus fare) for private transporters. ZUPCO has no capacity to cover all corners of Zimbabwe. Inability of the government to help beneficiary populations of AMTO with access costs to access any form of available mode of transport would further complexify the situation of beneficiaries of AMTO. Comprehensive social protection measures in the above scenario would entail the government providing bus fare, food, and accommodation for beneficiaries of AMTO where and when necessary, that is depending on where the services are being provided. Another social protection programme that falls short of being comprehensive in outlook, is the Basic Education Assistance Module (BEAM). While this programme is gendered in that 50% of BEAM funding should go towards the education of vulnerable girl children, it does not cover ECD children. 100% of BEAM also covers children with disabilities for fees and boarding facilities in special schools. A close analysis of this safety net for orphans and vulnerable children shows that it caters only for school and examination fees. A poor child will not only need school fees or examination fees, he or she will need a gamut of things like clothing, uniforms, shoes, food, water and stationery, among other things. Abraham Maslow’s Theory of the Hierarchy of Needs says that a child will not be motivated to learn if he or she is hungry and may also not have a sense of belonging if he or she has a poor self-esteem as a result of lack of basics like clothing. BEAM funds are also not disbursed timeously and this is at tangent with the principles of regularity and predictability which are associated with social protection. At one time BEAM funds were abused by way of diversion by the Social Welfare Ministry as it used $500 000 to buy food hampers for its officials (Auditor General’s Report, 2015). Paying only school fees for children who are coming from indigent families without also considering social transfers for them is like expecting a goose to lay golden eggs in the absence of quality food. It is the duty and obligation of the government of Zimbabwe to observe the best interest of the child as enshrined under Article 3 of the UNCRC and also to ensure the growth, survival and development of the child as stipulated under Article 6 of the UNCRC. Above all, the government of Zimbabwe should not lose focus of its three key duties which are to respect, promote and fulfil the rights of children. Above all, Article 26 of the UNCRC is quite instructive, as it lays out the children’s right to social security, when it says; States Parties shall recognize for every child the right to benefit from social security, including social insurance and shall take the necessary measures to achieve the realization of this right in accordance with their national law. An investment in social protection for children that is comprehensive is critical from a human- rights as well as a sustainable human and economic development worldview. In-toto, a comprehensive social protection system would require four broad sets of interventions which are transformative, promotive, protective and preventive so as to guarantee a future for children that is awash with expanded capabilities and opportunities.
