Lucerne Production: Stakeholder Engagement
Process Key to Project Success

Key stakeholders around Lucerne production have been identified and the current focus is on engagement with them to create awareness on the
technical dimensions of transition from dry land to irrigation farming in terms of yields and crop cycles. These stakeholders include traditional leaders
from Chilonga and Masivamela communal areas, members of the Rural District Development Committee, grassroots communities and players in the
private sector. Our primary commitment before going full throttle on the agricultural phases of the project is to ensure that communities hosting
lucerne as an industry, are taken through dialogue processes on the investment direction to ensure their support and active participation in this national
development drive.

A key factor being underlined during the stakeholder engagement is that the investment direction will not warrant relocations of people. To securitise
continuity of local agriculture in Chilonga and Masivamela, the project model carries with it a vibrant out grower component. Existing farmers will receive
all the necessary inputs, technical guidance, equipment and water on a cost recovery basis for sustainability. From an overall perspective, the out-grower
component represents a massive transformation of rural agriculture, from heavily unreliable rain fed subsistence farming to highly commercial, equipment
intensive commercial irrigation agronomy.

As investors, we believe it is important for the community to be given an opportunity to fully absorb the facts around Lucerne irrigation to help them
come alive to the unfolding economic opportunities around the project. This translates to positive transformation in earnings at household levels.
Presently, our community engagement teams are on the ground, continuing with relationship building with locals in Chilonga and Masivamela as part of
the project implementation process. The main objective of this exercise is to work with legally constituted community level development
communication forums at which project facts can be unbundled and the community in turn can input on the investment programme. Logistical measures
have been put in place to ensure that traditional leaders from areas affected by the flooding of the Runde crossing point at Chilonga are not
disadvantaged. After dialogue at leadership levels, the engagement process will cascade to the villages for accuracy in the interpretation of the project
facts.
The current community engagement programme will also facilitate commencement of trials through an initial 200-hectare lucerne irrigation field for
demonstration purposes. The demonstration phase requires that farmers are selected by the communities themselves, to produce lucerne as outgrowers
under irrigation conditions. This approach gives the community an opportunity to experience lucerne and make comparisons with current dry land crops
on total yields and earnings per hectare per year. Noting that this project will cause a massive shift from livelihood patterns long established under dry
land subsistence farming, the demonstration phase has been packaged as a look and learn facility.

The overall project vision is to set up multiple Lucerne producing hubs throughout Zimbabwe for export markets and to compliment the national herd
revival efforts being implemented in the context of NDS1. Irrigated Lucerne production is an accelerator of Zimbabwe’s livestock growth plan, which is
targeting a USD1,9 billion as a livestock sector contribution to the overall USD8,2 billion agriculture economy. The investment blueprint includes the
construction of a regional fodder bank around Chilonga and Masivamela to strengthen stock feed supplies and ultimately drive the lowveld livestock
sector into positive performance.

With a provincial livestock population of over 1 million for cattle and 650 000 for goats, Masvingo is poised for growth through irrigation pasture
development. Lucerne is a legume which carries a crude protein content of between 18- 25 % and is suitable as a finisher in pen fattening. Once planted,
harvesting can commence from 70 to 90 days to continue on the same vine in 28-day cycles for 4 to 5 years. Annual yields can go up to 24 metric tonnes
per hectare per year. In packaging for the export market, Lucerne can be baled or value added into pellets.
Our overall social investment vision is a transformed community whose efforts in agriculture may not continue to be wasted in dry land farming. Chilonga
and Masivamela communities experience severe herd decimations due to climate change induced droughts. Localised Lucerne production will positively
impact the communal livestock sector. Every 4th year the Lucerne crop will be rotated with cotton for repairs to the soil. In addition to the lint for the
clothing industry, the cotton will also have a positive ripple effect on the livestock and dairy sectors in particular through the provision of cottonseed
meal and cake, the chief source of protein for ruminant diets.

Persistent moisture stress worries farmers

Farmers in Masvingo have expressed worry over
the persistent dry spell currently obtaining in the
province as most crops that have reached maturity
stages are succumbing to the effects of the searing heat,
hence putting expectations of a bumper harvest in
jeopardy.
After experiencing a likely normal rainfall pattern in the
past months, there has been an uneasy calm in the march
of the monsoon. With no rains, moisture in the soil has
reduced, upsetting the water budget in the soil.
The early summer maize crops are at critical tussling
stage but wilting due to moisture stress has also started.
A farmer in Masvingo urban Simbarashe Muzenda
indicated that they were worried about their crops as the
soil is now dry.
“Our crops are now wilting because of poor rainfall
experienced in the country. We are now stressed and
if we do not receive rains any time soon there will be a
disaster,” said Muzenda.
Another farmer from Masvingo North Moses Mtoko said
cereal crops were dying because to moisture stress.
“Crops like maize, groundnuts are the mostly affected
by moisture stress though some parts are still better,
as farmers we are very worried as we were expecting a
bumper harvest in our area,” said Mtoko.
Zaka Agricultural Technical and Extension Services
(Agritex) officer Kennedy Pedzisai said some parts of the
district were heavily affected though some are still in a
good state.
“In the lower parts of the district from Zaka, Rudhanda
to Chiredzi boundary, crops are suffering from moisture
stress. However, the upper part which falls under the
agro-ecological region three which stretches from
Chipinda, Ndanga, Zishiri, Jichidza and Govo, crops are
still ok.
“Farmers are being advised to continue mulching and
controlling fall Army worm. Weed control in late planted
crops is still being encouraged. We also encourage them
to start vegetable production utilizing residual moisture,”
said Pedzisai.
Masvingo Urban Agritex officer Sabina Mujati said that
they are still writing a report for crop assessment so they
cannot disclose the information.
“Currently, we are doing report writing for crop situation
assessment and that report will be officiated by the
Minister, then we will share with stakeholders after that.
So currently we cannot disclose that information as we
are still in the process of writing and we have not yet
finished,” said Mujati.
Masvingo district Agritex Officer Eliphas Mugari said
that in the past days crops were not yet disturbed but now
they are experiencing moisture stress effects.
“Crop condition is good, but traces of moisture stress are
visible in some parts of the district especially Vic East and
Masvingo East, hopefully the rains will be upon us any
time soon. We are encouraging farmers, for those who
have mulched their crop condition is good, especially
maize. And for those who can supplement with irrigation,
the better,” said Mugari.
However Mwenezi district Agritex Officer Jemitias
Denhere said he cannot give information for now.
“For now l cannot give you details as we are writing a
report to the Ministry, after that we will be able to give
you the details,” said Denhere.
The dry spell is likely to affect the expected total yields,
far less than farmers would have expected.
