Environmental Policy Statement
Our objective is to create a climate of excellence not only in our products and/or services, but also for our
employees, persons affected by our activities and the environment. In order to achieve this, the following
policy has been established.
We will manage our activities to minimise wherever practicable their effect on the environment. In this we

1.0 ARRIVAL ON SITE:
ACRE’s manpower, plant and equipment will arrive on site at a time and date as agreed by SMW. ACRE’s
employee in charge of this operation will establish contact with the site representative to confirm service
area for setting up equipment.
2.0 SMW - RESPONSIBILITIES:
A. Site Safety Inductions must be carried out by SMW.
B. SMW must ensure safe access/egress to the site at all times.
C. Machinery guards must be properly fitted to any live or running machinery in the vicinity of ACRE
Industrial cleaning operations.
D. SMW must issue a Permit to Work.
E. SMW must provide material data sheets for any potentially hazardous substances which ACRE
employees may be exposed to during cleaning operations.
F. Confined Space Entry Permit must be issued for all entries into sludge tanks 1, 2 & 3.
3.0 ACRE INDUSTRIAL - RESPONSIBILITIES:
ACRE Industrial shall provide correctly maintained plant & equipment, and trained manpower to carry out
Industrial Cleaning work in accordance with:
A. The Health & Safety at Work etc. Act 1974.
B. Provision and Use of Work Equipment Regulations 1998.
C. Code Of Practice - for the use of high pressure water jetting equipment.
D. Confined Space regulations 1997
3.1 WELFARE FACILITIES:
A. Site Welfare Facilities must be made available for ACRE personnel to include sanitary conveniences,
washing facilities, drinking water and facilities for rest breaks.
B. ACRE personnel must pay particular respect in regard to the cleanliness of site welfare facilities and
strive to leave them in the condition in which they were found.
C. Any waste materials, food packaging etc. must be disposed in the appropriate segregated waste or
recycle containers. Avoid leaving waste food/debris on tables, chairs and anything which has been
inadvertently dropped on floors. Wash basins must be wiped clean after use and lights switched off in
bathrooms etc. which are not in current use.

4.0 ACCESS ARRANGEMENTS:
A. Personnel will step onto the top of the tank from ground level. All persons accessing the tank top must
be wearing a Safety Harness, and be immediately clipped onto the man-riding winch which will
safeguard personnel against a fall from heights when opening up the top covers. There are x2 covered
access points to each tank, both covers must be removed to allow natural ventilation and light.
B. Tank covers must be placed in a secure area where they do not present any hazardous conditions.
C. Whilst covers are removed the access points must be guarded with temporary fencing.
D. ACRE will provide portable ladders for access egress. Each ladder will be lashed at the top of the tank
to secure them.
E. A gas monitor will be lowered into the tank through each of the openings in turn to test the atmosphere
prior to anyone entering the space.

4.1 CONFINED SPACE ENTRY:
A. A Gas Monitor will be lowered into each of the the sludge tanks in turn to test the atmosphere.
The monitor must be manoeuvred around as much of the space as possible. Should the monitor detect
the presence of a potentially harmful armosphere, gas purging must be carried out. On completion of
purging, the atmosphere will need to be re-tested to check that purging has been effective before
allowing anyone to enter.
B. As soon as the tank is deemed tenable operatives will prepare to make an entry. One operative fully
trained to work in confined spaces will enter the tank. This operative must be wearing a Safety
Harness. The safety harness will be connected to a rescue winch for emergency rescue purposes. An
additional man-riding winch will be used to safeguard personnel in the event of a fall from the access
ladder. The entry person will also be carrying an escape breathing apparatus set and will have a gas
monitor to maintain regular monitoring of the atmosphere.
C. Two additional operatives will be positioned at the entry point on top of the sludge tanks, they will be
responsible for maintaining constant contact with the operative working in the tank and to assist in
evacuation of the space in the event of an emergency.
D. In the event of the Gas Monitor alarming, the operative in the space must don escape B.A. and evacuate
the space immediately. In the event that the entry person may need assisted recovery, the outside
persons will respond by winching the entry person to the top of the sludge tank. Re-entry must not be
attempted until the space has been vented and tested to prove it safe for entry.
4.2 TANK CLEANING / SUCTION UNIT OPERATIONS:
During the uplift process the level in the tankers’ debris tank’ will be continuously monitored in order to
avoid overloading.
A. Suction hoses will be run from the DISAB suction unit and lowered through the top of the tank to the
tank floor.
B. Routine safety checks will be carried out on suction equipment and connections etc.
prior to loading the DISAB unit.
C. ACRE Operatives will be wearing full Personal Protective Equipment (PPE) in accordance with
paragraph 7.0 of this Work Method Statement. 1 ACRE operative only will be permitted to enter the tank
in accordance with the procedures at paragraph 4.1. The entry persons’ duties must be rotated to allow
for a maximum period of 45 minutes in the space, followed by a 45 minute period outside the tank, the
outside time may be utilised on other tasks such as outside person.

D. The auxiliary engine on ACRE’s DISAB unit will be engaged. Vacuum will be drawn gradually whilst
safety checks are performed. During uplift operations the unit’s vacuum gauge will be
closely monitored.
E. Once satisfactory checks have been completed, the DISAB unit’s inlet valve will be eased open and
suction operations will commence to remove the slurry from each of the tanks in turn.
F. The entry person will use a squeegee to feed the sludge into the open end of the suction hose. A site
fire hose will be used to wash through the tank floor.
G. When the suction unit has been loaded it will be shut down. The load will then be transferred to an
ACRE tanker which will convey the waste for disposal in accordance with the site requirements.
Major Safety Item: ACRE Personnel will be working with a sewage product and must ensure full
adherence to the PPE requirements. Ensure that details provided in this Method Statement and
attached ‘Biological Risk Assessment’ are understood and complied with at all times.
4.4 .CONTRACTOR / SITE STAFF SAFETY CONSIDERATIONS:
A. In any event where a contractor or any site personnel enters the cordoned off area, full consideration
must be given to their wellbeing and protection. All operations must be put on hold, and auxiliary
engine switched off where there is a potential for anyone to become harmed.
B. Operations may only re-commence when there is no further danger to any intruders.
C. Should the cordoned off area be compromised and the situation cannot be resolved at source, ACRE’s
Supervisor will contact the site representative for guidance:
4.5 AMENDMENT TO CONTRACT / MAJOR SAFETY ITEM:
A. ACRE personnel are not permitted to deviate from this Work Method Statement, approve any
‘Amendments to the Contract’ or alter the agreed work schedule.
B. Should the client wish to make any change(s) to the work schedule you must advise that they contact
their Client Manager at ACRE head office - Tel: 01505 327711.
5.0 QUALITY ASSURANCE:
A. On completion of this operation ACRE’s Supervisor will request an inspection of the work by the site
representative. In accordance with ACRE’s quality procedures, ACRE’s Supervisor will then request a
signature from the site representative in order to complete his ‘Time Sheet’. On signing the ‘Time
Sheet’, the site representative will be agreeing to; the materials & equipment used for the process, the
number of hours worked, and that the quality of the work has been completed to the
agreed specifications.

8.0 ACCIDENT PROCEDURES:
A. It is ACRE’s policy to investigate and record all injuries, accidents and cases of ill health caused by
or affecting individuals work. In the event of an injury, no matter how slight an injury may appear,
operatives must always report them to their site supervisor who must ensure that details are entered
into the company ‘accident book’. The accident book is held in the operations office at company
headquarters. Any accident regardless of whether there was an injury or, damage, is clear evidence of
a lack of control. All reported accidents will therefore be fully investigated by the company Health &
Safety Manager in order to identify the root causes with specific details recorded on ACRE’s accident
investigation report form.
B. Accidents involving company road vehicles are also recorded on Accident Report forms provided by the
company’s insurers.
C. All dangerous occurrences and near miss incidents must be reported to the company Health Safety
Manager. If such an occurrence is caused by an adjacent process outwith the control of ACRE’s
Supervisor, then the matter must also be reported to the site contact. Any damage to the Company or
client’s property must be also reported. All dangerous occurrences and near miss incidents will be
fully investigated by ACRE’s Health & Safety Manager with a view to establishing the cause, or whether
there were several direct causes, and, to identify the people or equipment that were at fault.
D. All operatives must report any medical condition or medication they are taking which could affect their
ability to operate machinery, drive a vehicle or work in a hazardous environment.
E. Should an operative identify a situation in which a potential accident could occur or an injury could be
sustained they must report it immediately.
8.2 DEFINITIONS:
Accident
An accident is any event or circumstance arising during our day to day activities which could have or did
lead to unintended or unexpected harm, loss or damage.
Harm
Harm is any injury (physical or psychological), disease, suffering, disability or death. In most cases, harm
can be considered to be unexpected if it is not related to any natural cause or underlying condition.
Hazard
A hazard is anything with the potential to cause injury, damage or loss. Examples of hazards include faulty
plant or equipment, loose or worn floor coverings, live machinery, obstructions, working at heights,
confined spaces, heat or extreme cold.

Near Misses
Those incidents that did lead to harm are referred to as ‘accidents’. Those incidents that did not lead to
harm, but could have, are referred to as ‘near misses’. Acre Industrial Services Ltd shall maintain an
Incident Report book to record accidents and near misses.

9.0 EMERGENCY FIRST AID ARRANGEMENTS:
A. ACRE’s Rescue Vehicle is furnished with rescue stretchers, blankets, resuscitator, first aid supplies
and casualty recovery equipment.
B. The rescue crew are fully trained in all aspects with the use of this equipment and will be responsible
for any First Aid requirements to all personnel involved in this operation.
C. At least 1 First Aid trained person will be in attendance throughout operations.
D. Initial first aid will be carried out as soon as possible following any incident. If necessary an injured
person may require to be taken away from a potentially hazardous area before first aid is administered.
E. An assessment of the injured person’s physical condition will be made by the first aider to ascertain
whether hospital treatment may be necessary. In extreme cases an ambulance will be called,
otherwise, an ACRE driver may be permitted to transport a casualty to the nearest Accident
& Emergency.
10.0 EMERGENCY RESCUE PLAN:
A. Man entry will be required to be undertaken for the operation to carry out cleaning of the sludge tanks
1, 2 & 3. This entry will be carried out by ACRE personnel.
B. The Rescue crew will provide all safety equipment which may be required for the rescue or recovery of
any injured person from the space. The rescue crew will consist of 3 operatives fully trained in rescue
procedures and will remain on site throughout confined space operations. One operative will be
appointed as Supervisor and delegated to lead any rescue operation with the 2nd and 3rd operative
being appointed as his deputies.

C. .A safe means of access/egress must be established prior to the entry taking place. Access/egress is
from top access points on each space. These arrangements will be examined by the rescue crew to
ensure that there is a safe means of access/egress for the safe and effective transit of personnel and
the recovery of any casualty prior to entry being permitted.
D. The rescue crew will oversee each confined space entry during this process and ensure that suitable
and sufficient emergency arrangements are in place for the rescue crew in the event of an emergency.
E. The rescue crew will ensure that all personnel involved in the confined space operation are familiar
with the Safe System of Work provided by Acre Industrial Services Ltd.
F. In the event of the rescue crew being required for an emergency, the Supervisor will risk assess the
situation, keeping his deputy fully briefed.
G. In the event of an illness or injury occurring, the affected person must exit the space where feasible,
and report to the rescue crew. Where a casualty cannot egress the space independently, the rescue
crew will be activated to recover the person.
H. In the event of a casualty suffering a heart attack or any other respiratory difficulty, the rescue crew
will utilise the oxygen mode on the resuscitator to improve oxygen supply to the casualty
I. In the event of a suspected head or spinal injury the rescue crew will stabilise the casualty, and where
there is no immediate danger of further injury, the casualty will not be moved unnecessarily.
J. Any casualty who has potentially not been breathing for longer than 3 minutes must be fitted with a
resuscitator without delay, and resuscitation procedures administered. CPR will be administered if
the casualty shows no sign of recovery or circulation.
K. During casualty recovery procedures this may mean having to alternate between CPR attempts and
casualty recovery, where this is necessary the recommended ratio would be 1:3 minutes.

• Identifying control measures to prevent them from occurring.

13.0 WORK METHOD STATEMENT & RISK ASSESSMENT - ACCEPTANCE:
This Work Method Statement & the accompanying Risk Assessment must be examined by SMW -
Shieldhall WWTW prior to commencement of this operation. Formal acceptance is not necessary if the
method and controls are satisfactory. However, formal notification must be given to ACRE Safety Manager
should there be any irregularities or concerns, or, in the event of a change of process which could
significantly alter the method of work and where new risks may require to be assessed. If no such
notification is received prior to the start of this work, full acceptance will be assumed.
14.0 Tanker Hazards
MAJOR SAFETY ITEM – IMPLODING or EXPLODING DEBRIS TANK
• A tank barrel implosion may occur in the following circumstances
i) A vacuum relief valve fails to operate,
ii) A suction hose becomes blocked, or stuck to the floor of the tank/sump etc.
iii) A blockage occurs in a 900 bend on the input hoses.
iv) It is therefore of paramount importance that the operator remains with the operating unit throughout
loading and unloading operations, closely monitoring the Vacuum/Pressure gauge.
• As a general guide, a complete vacuum is 24” WG (Water Gauge). However, most tankers will operate
with a vacuum of approximately 20” WG. Should the vacuum exceed 24”, there is a danger that the
vacuum relief valve may be defective and an implosion may occur.
• The following checks may be made when a vacuum exceeds 24”:
a. Open vent valve to reduce the vacuum manually.
b. Set the Suction/Discharge valve to the central position, this will also vent the tank.
c. Remove suction hose from material being loaded and check hoses for blockages.
d. If excessive vacuum persists, there may be a more crucial reason and the unit should therefore be shut
down and vented, and the issue fully investigated by ACRE vehicle service personnel.

MAJOR SAFETY ITEM – REAR DOOR ENTRAPMENT
• When opening and closing the rear door the person in charge of the unit must ensure that the
immediate area is clear in order to safeguard personnel from entrapment or, being struck by the
moving door
• On units where a remote operating system prevents a clear view of the rear door whilst it is being
operated, an additional operative will be required to provide a clear line of contact and confirm that the
door can be opened/closed safely and without risk to personnel.
• The rear door must be secured when in the open position to safeguard personnel in the event of an
inadvertent closure.
• In vehicles where a Safety Locking bar is provided, this must always be used to secure the door in the
open position for the duration of any entry procedures. If no Safety Locking bar is provided personnel
must seek direction from ACRE Service Department. The Service Department will put suitable
arrangements in place to make the unit safe for entry.
MAJOR SAFETY ITEM – REVERSE MANOEUVRES
• When reversing HGV’s in a difficult or restricted area a banks-man must be used. The driver must
ensure that the banks-man is in full view at all times, and stop the vehicle immediately if the banks-man
disappears from view. Hi-vis clothing must be worn by the banks-man at all times.
MAJOR SAFETY ITEM – TOPS OF DEBRIS TANKS
• ACRE personnel must avoid climbing onto tops of debris tank as there is a foreseeable risk of a fall
which could cause a very serious or even a fatal injury. In extreme circumstances where access to the
top of a debris tank becomes necessary, the person involved must don a Safety Harness and Fall Arrest
Lanyard, attaching the lanyard to a firm fixture as soon as the top has been accessed. Lanyards must
not be detached until person has returned to the fixed ladder and is ready to descend.
MAJOR SAFETY ITEM – DRIVERS COVENANT
• Drivers are legally bound by law, to ensure that the vehicle and any trailer they are driving are road
worthy and safe to enter any public road.
• To ensure that this responsibility is met, it is essential that drivers carry out a comprehensive “HGV
Drivers Walk-round Check” of the vehicle prior to leaving any premises.

• The level indicator glass must be isolated by closure of the top & bottom valve once a tanker has been
loaded with any liquid waste, to make it safe for transit. If this precaution is not adhered to and the level
indicator glass becomes damaged in transit, much of the load could be lost which may result in a
serious Environmental incident.

• Use your hazard warning lights to warn other traffic.
• Ask drivers to switch off their engines and stop smoking.
• Arrange for the emergency services to be called immediately with full details of the incident location
and any casualties (on a motorway, use the emergency telephone which allows easy location by the
emergency services. If you use a mobile phone, first make sure you have identified your location from
the marker posts on the side of the hard shoulder).
• Move uninjured people away from the vehicles to safety; on a motorway this should, if possible, be well
away from the traffic, the hard shoulder and the central reservation.
• Do not move injured people from their vehicles unless they are in immediate danger from fire
or explosion.

recognise emergency alarms.
K. In the event of a rescure were the injured person is unable to descend from
the top of the vessel independantly, the rescue crew will transport the
casualty to ground level using a rescue stretcher. The stretcher will be
manually carried by the rescue crew using the fixed stairway which
descends down through the primary sludge building.
L. In the event of an emergency all plant / machinery must be shut down to a
safe condition.
M. When assembled at emergency muster point, all ACRE personnel must
report to the muster point co-ordinator. Return to work is forbidden unless
authorisation is given by the muster point co-ordinator.
N. Personnel must establsih when routine alarm testing is carried out on site.
A. In any event where a member of site staff or other contractor compromised
the cordoned off area, full consideration must be given to safeguarding them

B. Twisting and lifting simultaneously - when the load is not addressed properly and stress is put into the upper limbs and transmitted to the lower back.
C. Delivery of the load with outstretched arms - when the load is supported by the upper body rather than letting the legs do the work by following through the load.
D. Parallel grip - when hands are in parallel plane, it reduces control of the load and causes excessive tension in arms, chest, shoulders and back with
increased chance of fatigue.

C. Hepatitis A & B, characterised by inflamation of the liver, and jaundice (Vaccine Available)
D. Occupational asthma, resulting in attacks of breathlesness, chest tightness and wheezing, produced by inhalation of living or dead organisms.
How do micro organisms enter the body:
A. The most common way is hand-to-mouth contact during eating, drinking and smoking, or by wiping the face with contaminated hands or gloves, or by licking splashes
from the skin.
B. By skin contact, through cuts, scratches or penetrating wounds, i.e. from discarded hypodermic needles. Organisms may enter the body through the surface of eyes,
nose or mouth.
C. By breathing them in, either as dust, aerosol or mist.

A. Drivers of HGV’s are not permitted to drive ACRE vehicles if they do not hold a valid medical examination certificate. Drivers have a duty to inform their employer if their
medical certificate has lapsed, or if it has been revoked. It is illegal to drive a HGV without a valid medical certificate.
B. If you do hold a current medical certificate and you feel that your general health has deteriorated to the extent which may place you, other road users or pedestrians at
risk, you must notify your GP, and your employer without delay. You are advised that you must report any health concerns to your employer.
C. You must not drive whilst taking any medication which may impair your judgement. If there is any doubt you should ask your GP.
D. You must not drive if you are under the influence of alchohol or drive, or if you are feeling tired.
E. If you suffer from any of the symptoms listed below, you must notify your employer immediately.
