This is by default an Anti-Registration Scene, but it could easily be modified. Heroes working
closely with S.H.I.E.L.D. are made aware of the top secret “Operation Thunderbolt” after the
major battle in the last Act. With many heroes joining the Anti-Registration side due to the
dark turn of events, and the Fifty State Initiative not yet up and running, recruiting operatives
with experience in dealing with superhumans is key.
XXRather than framing this Scene as an attack against player Anti-Registration heroes,
you might choose to have Pro-Registration heroes assigned to “ride along” with the
Thunderbolts on one of their first assignments. This is a great opportunity to bring up the
moral dilemma of working with convicted criminals—in some cases, the heroes’ own foes.
XXYou could make this a Transition Scene, one in which the heroes learn about the exis-
tence of the T-Bolt Division within S.H.I.E.L.D. before it goes live. Resources earned by this
investigation include Operation Thunderbolt plans, operative lists, information on the
nanotechnology that’s being used to keep them in line, or a sympathetic former ally on
the Thunderbolts team (Songbird is a good choice).

ing surface heroes and getting information about Damage
Control, about Norman Osborn, or about any number of other
threads connected to Stamford. Perhaps this Scene is where
the players unlock Namor as a player hero in preparation for
the big climactic battle of Act Three.

of the biggest secrets behind the Civil War. While normally those
truths would come to light via publication or broadcast, the
stories may be in editorial limbo, embargoed, or in the hands
of reporters keeping secrets. Whether they would be willing to
release that information depends on their relationship with the
hero. Likewise, the hero’s relationship with Atlanteans might
uncover secrets that Atlantis is keeping.
If you chose to allow the heroes to capture Osborn during
the first Green Goblin attack, the heroes may not need a media
source to track things back to Stark, Namor, or whomever you’ve
decided is the mastermind of that particular story arc and plot.

Walter Declun, CEO of Damage Control, Inc., and supplier of
Mutant Growth Hormone to Nitro (and possibly others), is well
connected. He’s got S.H.I.E.L.D. and the White House on speed
dial and he thinks he’s untouchable. All he wants to do is sow
the seeds of more chaos and destruction so Damage Control
can pick up lucrative government contracts.
The heroes learn that Declun is meeting with the Damage
Control Board of Directors in their Upscale Manhattan
Skyscraper to swiftly pass a measure to purchase Roxxon Oil’s
Long Island facility, which the heroes may already have learned
about (it’ll be a cover for MGH production). The heroes may have
evidence to present to the board or perhaps they just want to
show up and take down Declun.
Declun is unhinged, as anyone would be if confronted
with charges of criminal activity and causing the tragedy in
Stamford. When the heroes arrive at the boardroom, the board
sticks around long enough to hear the heroes’ initial claims of
Declun’s wrongdoing before he dismisses them. Declun, sensing

This could be a simple knockdown drag-out fight in an office
building, but the players might take it in a different direction.
Here are some other suggestions:
XXBusiness-savvy heroes such as Danny “Daredevil” Rand or
Tony “Iron Man” Stark have enough clout that they might try
to shut Declun out of his company through clever corporate
methods, which would be a good option. This would be an
action against the doom pool with Damage Control’s Hero-
Proof Bureaucracy adding to the doom pool’s dice (or used
by the players for a d4 + Plot Point). Of course, this might not
stop Declun personally, but it would bring his empire down
around his ears.
XXDeclun might have MGH in the form of an aerosol gas and
spray the whole board of directors with it, creating a Mob of
Crazed MGH-Addicted Superhumans 3d6 to act as an addi-
tional obstacle.
XXIf the heroes are Anti-Registration, Declun calls in the Cape-
Killers to help him as he attempts to get away. He can leap
right out of the skyscraper and into the city while S.H.I.E.L.D’s
Superhuman Response Unit rappels in on cables.
XXIf the heroes are Pro-Registration, after Declun is caught he
calls in some favors and gets out early—though clever heroes
might pull some strings of their own (such as from a friendly
Congressperson) and have him locked up in Prison 42 as a
dangerous unregistered villain.
XXAtlantis might get involved, with one or more Atlanteans
showing up to bring Declun to justice. This is useful if the
heroes are looking overwhelmed.

With this Scene the heroes have one good chance to destroy
one of the world’s biggest terrorist organizations. This Scene can
happen at any point in Act Three. It’s a particularly important
Scene if any of the characters have Milestones related to Hydra
or A.I.M., so don’t skip it.
As the Civil War rages toward its catastrophic climax, even
tightly operated and successful superhuman-run terrorists
groups are weakened. Monitoring, arrests, crackdowns—no one
can operate the way they used to. Both Hydra and A.I.M. are
suffering from funding issues and are the weakest they have
ever been. If the heroes are going to strike, there will be no
better time.
XXSHRA and Congressional oversight has led to some heavy
pressure on military contracts and technology contracts both
public and private.
XXAs a result of that—as well as heavy tactics from S.H.I.E.L.D.
and the arrests of unregistered superhumans—A.I.M. has been
suffocating under its own weight. Money, political pressure,
and the threat of incarceration have forced A.I.M.’s scientists
to go even deeper underground and the organization’s ability
to fund itself is limited.
XXThe many advantages of cell activities are now working
against Hydra as whole swaths of the organization vanish
into the Negative Zone with no contact, another consequence
of the hyper-vigilant SHRA.
Frame your Scene considering the information below and
choose a shadowy, espionage-themed location that suits the
organization and the player heroes. These places should have
Crates of Smuggled Tech, Guards on High Alert, Dark Recesses,
or Escape Routes.
CW122 CIVIL WAR
HITTING HYDRA
Hydra has its Tentacles in Many Places near the end of the
Civil War with double agents in almost every major group and
organization. Exposing any of those double agents can shift the
balance dramatically. S.H.I.E.L.D., the Avengers, even SHRA and
Congress all have ties to Hydra, whether they know it or not. A
final fight with Madame Hydra is possible; with so few of the
heads of Hydra left, her death or capture would be crippling.
Dealing with Baron Von Strucker is a much bigger challenge,
since killing him is a non-option. However, capturing him—and
locking him up in Prison 42 in the Negative Zone—means that,
with luck, the Baron can finally be put out of business forever.
Any attack on a Hydra installation (such as Hydra Island, or
one of its secret urban bases) means dealing with dozens of
Hydra goons, probably a super villain or two (usually a mutate,
failed genetics experiment, or super-spy with gadgets), and the
threat of explosives, poison gas, toxins released into the water
supply, and double-crossing agents.
HITTING A.I.M.
While they may have fewer personnel, A.I.M. facilities are still
guarded by Advanced Security Systems. Finding and subduing
M.O.D.O.K. is possible, but it won’t be easy. The death and de-
struction of the war is incredibly stimulating for a monster cre-
ated only to kill. However, A.I.M.’s weakening is also a sore point
that the player heroes can use against him. Anti-Registration
heroes may even be able to grab some of A.I.M.’s tech and use
it for their own purposes later in the Act.
Any A.I.M. raid means facing high-tech gadgets, villains in
armored suits, mobs of A.I.M. troopers, scientists with unpre-
dictable electronic gear, and killer robots. An A.I.M. base is likely
underground, possibly even right underneath some national
landmark or iconic location.
Act Three: Rocket's Red Glare CW123
ENTER NICK FURY
Former S.H.I.E.L.D. Director Nicholas Fury isn’t dead or locked up. He’s exactly where he
wants to be in the Civil War—keeping out of sight and making sure he keeps track of who’s
doing what. His Intel Is Legendary. You should assume he has his Irons in All the Fires. This is
a good time for him to emerge, perhaps as a source of information, perhaps as an ally against
whichever organization the heroes are going to hit. Is he the real deal? Or is it a Life Model
Decoy of the real Nick Fury? Either way, many heroes with connections to S.H.I.E.L.D. prior to
Maria Hill (Captain America, Ms. Marvel, Spider-Woman, and so on) may be glad to see him.

XXOne or more prominent figures in the Pro- or Anti-Registration
movement are secretly A.I.M. or Hydra agents. This is best
handled with Watcher characters, but make good use of the
Milestones and unlockables for A.I.M. and Hydra.
XXThe underlying technology and science behind a lot of the
SHRA’s resources may turn out to be from A.I.M., rather than
Stark or Reed Richards or Hank Pym. If none of these brilliant
geniuses are working for S.H.I.E.L.D. in support of the SHRA,
perhaps S.H.I.E.L.D. has been depending on A.I.M. scientists
for its gear…and now the heroes are able to exploit this knowl-
edge or bring it to light.
XXWhat if A.I.M. and Hydra are working together to present them-
selves as weak or disorganized, all the while waiting for the
Civil War to eliminate most of their common enemies? The
heroes may discover, as they take the battle to A.I.M. or Hydra’s
doorstep, that these organizations are not only stronger than
they look, but a united force.

You could tie up a number of threads this way, especially if
Walter Declun is actually a high-ranking operative. See Hostile

Act Three: Rocket's Red Glare CW125
ACTION:
NEGATIVE ZONE
PRISONER BUST
This Scene deals with an initial attempt at thwarting a trans-
fer of prisoners to the Negative Zone’s Prison 42, and what the
heroes do about it.
The heroes are on site as a group of prisoners are carted off
to a Negative Zone gateway in S.H.I.E.L.D. armored personnel
carriers. While there are certainly second-string villains in the
midst of these prisoners, not every superhuman in the group is
a vile criminal. Many simply refused to register or didn’t have a
chance before bounty hunters rounded them up. You can frame
the Scene with the heroes as part of the group transferring the
prisoners, or they may be prisoners themselves. They might
also be here having attained codes to get close to the Negative
Zone gateway (either at Ryker’s Island or in the Baxter Building).
Still, it only takes a few bad apples to ruin the bunch, and
for some of the particularly rotten criminals in the group, this
is their last chance at freedom. A breakout is going to happen.
Whether the heroes choose to help or hinder the escape is what
turns the tide in this Scene.
The gateway could be either at Ryker’s or the Baxter Building,
but the former is preferable. It’s part of the Ryker’s Island peni-
tentiary complex, within a building the Size of a 747 Hangar. The
gateway takes up the far end of the building; a ramp leads up to
it and “42” is clearly marked on the side in giant numerals. It has
Adamantium-Reinforced Power Cables d12 and hums loudly.
Technicians and Cape-Killers are everywhere. The captured su-
perhumans need to make their move before they pass through
the gateway, after which the security and location in another
dimension makes escape almost impossible.

This Action Scene is the climax of Act Three and the fight that
the heroes have likely been building up to since their last big con-
flict at the end of Act Two. It may be broken into multiple Action
Scenes depending on how you want to play it, but this section
handles it as a single Scene by default.
With this—our big finish—the Anti-Registration forces move
against Reed Richards’ prison in the Negative Zone. They do so
through a gateway at Ryker’s Island. However, thanks to a mole
within the Secret Avengers, S.H.I.E.L.D. and the Pro-Registration
superhumans know of the attempt and prepare an ambush. One
of the Anti-Reg members was a mole for the other side (possibly
even one of the player heroes, depending on their Milestones)
and manages to release the captives. This no-holds-barred, all-
star free-for-all frames the conclusion of the Civil War Event.
Frame the Scene initially in the futuristic entry lobby/pro-
cessing area of Prison 42, the Negative Zone prison. The Anti-
Registration side squares off with the Pro-Registration side,
including the Thunderbolts; the heroes have a whole prison-full
of potential allies if they can somehow open the cell security
doors and let them out. Prison 42 is Packed with Advanced
Technology and includes a number of Confined Spaces to hinder
big fights like this from happening, so each of these is an im-
mediate concern.
This fight is all about options and possibilities. Since every-
thing the players have done so far leading up to this fight deter-
mines who’s involved, what the stakes are, and what happens,
here are a number of suggestions, but please don’t feel limited.
This is the finale. Don’t be afraid to go wild with the doom pool.
Complications such as Crowded and Confusing rule the day.
With any action, expose weaknesses. Hit every opportunity, use
those d4 Distinctions for the Watcher characters, and remember
to group minor characters into large mobs for ease of play.

with them in the conflict. There are many of them, and you’re not
expected to use them all, but if you want to expand Civil War beyond
the three Acts provided these characters make that easy to do.
Each datafile is written up as a minor character, which is to say that
the Affiliations are set at d4/d6/d8. If you want to use them as major
characters, just step up each of those Affiliation dice. If you use them
as minor characters, you may choose to draw a line through one of
their Distinctions, or keep all three.
For those players looking for a challenge, you might offer them one
or more of these characters as player heroes. Many of them are heroes
in their own right, albeit not as prominent as those listed with the hero

For the Civil War Event, we’ve provided a
number of heroes suitable for this major period
in the history of the Marvel Universe. Many of
these heroes are members or past members of
various teams such as the Avengers or Fantastic
Four, while others remain independent. Your
players are free to decide their current mem-
bership during the course of the game as sides
are chosen and battles are fought. Each datafile
includes a pair of Milestones that represent re-
curring plotlines specific to the hero.
For the sake of continuity, note that these
datafiles reflect the heroes after the House of
M, shortly before the passing of the Superhuman
Registration Act. Two heroes, Black Panther and
Sub-Mariner, are not available at the beginning
of Act One but may be unlocked using XP during
the Event or recruited from specific Scenes in
Act Two. As always, each hero datafile may be
tweaked or adjusted to suit the needs of your
players. Refer to Chapter Four of the Operations
Manual for definitions, guidelines, and rules for
doing so.
Hero datafiles that are not chosen by play-
ers may be converted into Watcher characters
for use as antagonists or occasional allies.
Remember to switch their SFX and Limits to
reflect using doom dice instead of Plot Points.
Even if the players don’t use them, these heroes
remain major characters and should keep their
Affiliations at their listed ratings.
