There is no permanence except change – and change is always good. The first day of this June saw the
rise of a new regime at EIL led by a visionary, a scholar, a people’s man and a leader who rose amongst
our own brethren to become our Chairman & Managing Director – Shri Sanjay Gupta. We share the
privilege and honor to present before our readers an account of his accession to the worthy chair he now
holds, his landmark joining speech and career brief, in this issue.
The last quarter was significant for reasons more than one.
Our forays into territories abroad started yielding results – and no prizes for guessing this one; we are
talking about Abu Dhabi office bagging orders worth `150 Crores. There were several successes at sites
all over the project landscape – milestones were achieved ahead of schedule, units were commissioned
successfully and a couple of really complex tasks were accomplished with intense efforts. We sincerely
believe that the readers shall feel the winds of positive change as they traverse through various sections
on company news.
Leaders at EIL have always unleashed the power of Human Resource through their motivational skills.
Embarking on a novel initiative, our C&MD released books written by young, talented officers. Also, our
Director (HR) engaged with youngsters actively, inspiring them to soar high at EIL.
And last but not the least; 5th June was celebrated as ‘Environment Day’ world over, including at EIL.
This is precisely the reason why all the pages in this issue have a green tinge. It is meant to disseminate
the message that we at EIL carry a conscience, that we care and choose to generate sensitivity towards
the place where we thrive – our Mother: the Earth.
As someone has rightly said –

team. As the Project has entered into the crucial implementation
phase, Team Project-01 presented a Project Overview with focus
on detailed engineering and procurement. A comprehensive
status of various activities related to BDEP for Process Units and
Utility & Offsites packages was also presented to DORC.
EIL bags job for revamping DHDT and DHDS units at Koyali Refinery of IOCL
EIL has bagged the job for providing “Know-how, Basic Design DHDS and Diesel Desulfurization (DHDT) units at Koyali
Engineering Package (BDEP) and other services for revamping Refinery in Gujarat from IOCL. Technology for both DHDS and DHDT
units has been jointly developed by EIL-R&D and IOCL-R&D.
These units are to be revamped to upgrade MS and HSD quality
for 100% Bharat Stage–V compliance. The capacity of DHDS
unit will be revamped from 1.44 MMTPA to 2.2 MMTPA and
capacity enhancement of DHDT unit is 30%. The reactor
internals will be based on proprietary design of EIL-R&D. The
DHDT and DHDS units at Gujarat Refinery have been originally
designed by Axens and UOP. The revamp order is prestigious for
EIL and is a proof of the confidence client has in technology
jointly developed by EIL & IOCL.
EIL secures contact for EPCM Services at DHDT Unit, NRL

Hubballi City, Spur Line (8” Dia * 54 KMs) of Dabhol-Bangalore
Pipeline by opening the valve in Hubballi Industrial Area during
Gas–in-Ceremony for Hubballi - Dharwad Area at Hubballi on
April 05, 2015. The occasion was also graced by Shri B.C.
Tripathi, C&MD, GAIL, Shri A. Karnataka Director (P), GAIL,
Shri R. Vineet, GM (P/L), EIL. Other dignitaries from Karnataka
State Government & senior officials from GAIL, EIL and
contractors were also witness to the event. Shri Pradhan
inaugurated Gas supply to ELVEETY Industries Pvt. Ltd., who is
the first recipient of the Gas in Hubballi.
Polypropylene Unit of MRPL Ph-III Project dedicated to Nation
The prestigious Polypropylene Unit (PPU) of MRPL Phase-III
implemented by EIL on OBE basis was inaugurated and
dedicated to the Nation by Shri Dharmendra Pradhan, Hon’ble
MoS (I/C) MoP&NG on April 5, 2015. The ceremony was
attended by various dignitaries like Shri S.C. Khuntia, SS&FA;
Shri Nalin Kumar Kateel, Hon’ble Member of Parliament,
Dakshina Kannada; Shri S. Poundrik, Joint Secretary Refinery;
MD-MRPL Shri H. Kumar; C&MD-ONGC and C&MD-GAIL;
C&MD-NMPT; Shri Ashwani Soni, Director (Projects), Shri V.C.
Bhandari ED (Projects), Shri U.V. Lakhane, ED (Projects) and
Shri L.K. Vijh, ED (Technical). The entire project team of EIL &
MRPL was also present on the occasion.
EIL commissions Condensate Handling Unit at Gandhar for GAIL
EIL has successfully commissioned Condensate Handling Unit
at GAIL, Gandhar on March 31, 2015 as per the scheduled
target. The EPCM Services for this job were provided from RO,
Vadodara. The construction support was given by OPaL Dahej
site. The job was completed without any ‘loss time accident’.
EIL secured this job on competitive basis. The existing system at
GAIL, Gandhar was upgraded to handle the condensate
observed in slugs during intake of GNAQ rich gas (after
re-starting).

Coke Chamber foundation casted for New Coker-A Project at IOCL Barauni Refinery
EIL is implementing the Coke Chamber Replacement &
Modernization Project of IOCL at Barauni Refinery, Begusarai
(Bihar) having capacity of 0.6 MMTPA on EPCM mode. New
Coker-A Project achieved its first milestone on April 7, 2015
with the casting of raft of Coke Chamber foundation having
concrete quantity of 1850 Cum. The raft was successfully
completed with rigorous casting for 72 hours (approx.) using
of two batching plants, two concrete pumps and six transit
mixers.

Raw Water Intake System at IREP being implemented by EIL at
Kochi Refinery of BPCL has been inaugurated on April 17, 2015

24” gate valve that commenced the intake of water into the raw
water quarry. Shri Prasad K. Panicker ED (I/C) KR, Shri P.

GM (Projects) BPCL, Shri John Paul V (GM-RCM) EIL and Shri

VGO Reactors erected successfully at IREP Kochi
In another remarkable achievement the
gargantuan VGO Reactors, were successfully
erected on their foundations on May 16, 2015
and June 5, 2015 respectively well ahead of
the erection milestone schedule of June 30,
2015 at IREP Kochi. The massive Reactors
each weighing 695MT & measuring 48.35 mtr
in length, 7.7 mtrs in width & 5.2 mtr in height
were transported to site through multimodal
transportation model which involved
movement through sea and inland waterways.
Inauguration of Control Room Building at Sonapur for NBPS Project
OIL India is upgrading the Pump stations for the 1157 Km in eight Pump stations and four Refinery terminals. EIL is the

increase the overall crude processing capacity from 9.5 MMTPA

The project achieved a key milestone with successful erection of
the 1st Coke Drum on June 9, 2015 at an elevation of EL.
130.00. All out efforts were made to execute this mammoth
task with utmost safety and quality. CPCL handed over the
1st Coke Drum to EIL on June 7, 2015. Main crane of 1250 MT
capacity and trailing crane of 550 MT capacity were used to lift the
Coke Drum weighing 575 MT (with accessories) and having length
44.1 Mtr. To have minimum disturbance, erection was planned
early in the morning at 0630 Hrs on June 9, 2015 and completed
successfully by 1405 Hrs.

DCU Coke Fractionator erected in IREP Kochi

GDU - BCPL, Duliajan commissioned successfully by EIL
EIL Team achieved a major milestone with the commissioning of 20kg/cm2G with the help of pressure regulating and monitoring
Gas Dehydration Unit (GDU) of Assam Gas Cracker arrangement.
Project of BCPL at Duliajan. Rich gas which is the feed
for cracking unit located at Lepetkata is supplied from
Duliajan compressor station. One train having capacity
of 3 MMSCMD was commissioned on June 12, 2015.
This gas turbine driven compressor (011-KA-101B)
comprised of two stages with an operating speed of
10,400 rpm, suction pressure of 6.7 kg/cm2G and
discharge pressure of 75 kg/cm2G. EIL team has also
successful commissioned the Glycol Dehydration Unit
at BCPL Duliajan site. Water content at inlet of Glycol
Dehydration Unit is 50lb/MMSCF while at outlet it is
3-4lb/MMSCF. The high pressure gas coming from
Lepetkata to Duliajan terminal is sent to Oil India at

Professor Dinesh Singh on June 12, 2015 in presence of senior

Start-Up/ Commissioning of Polypropylene Unit at Mangalore Refinery
It was a proud moment at site when with the introduction
of Feed & Catalysts into the Reactor, the start-up of the 440
KTPA Polypropylene unit of MRPL was achieved on June
17, 2015 and the production of on-spec polypropylene powder
commenced right from the start-up itself.
To mark the occasion, a cake cutting ceremony was organized
on June 18, 2015 at the Product Warehouse. The event was
graced by Shri H. Kumar, MD-MRPL, Shri Vishnu Agarwal,
D (F)-MRPL and senior officials of EIL and MRPL. EIL team
was commended for its determination and perseverance
throughout the construction, pre-commissioning and
commissioning phases.
Commercialization of production at Polypropylene Unit at Mangalore Refinery
The production of polypropylene commercialized with the Shri Prahlad Joshi, Hon’ble Member of Parliament at a
first consignment of polypropylene pellets being flagged-off by simple ceremony held at the Product Warehouse of the
Polypropylene Unit on June 25, 2015.
Speaking at the ceremony, Shri H. Kumar,
Managing Director, MRPL and Shri M.
Venkatesh, Director (Refineries) specifically
acknowledged the role of EIL in bringing-up
this state-of-the-art unit at such a difficult
location and commissioning the unit flawlessly.
Coincidentally, another milestone was also
achieved with the second Reactor of the PP unit
(335-DC-320) being taken online at around
14:30 hrs. The polypropylene powder started
flowing out of the reactor to the discharge
vessel by 16:45 hrs.
MoU Target achieved ahead of schedule at OPaL Dahej
EIL has successfully completed the
Central Laboratory of OPaL at Dahej on
June 29, 2015, one month ahead of
the MoU milestone (target completion –
July 31, 2015). The central polymer
and chemical laboratory is one of the
latest technology laboratories in India
and is capable of testing polymers,

Lighting up of Heater Packages of ECU in BCPL, Lepetkata
EIL & BCPL team witnessed a proud moment when the
pilot burner of the heater (113-FF-104) in Ethylene
Cracker Unit (ECU) at BCPL Lepetkata was lit up on May
28, 2015 by Shri P.N. Prasad, Managing Director of
BCPL in the presence of Shri R. Ganesh (DGM-EIL), Shri
P.K. Agrawal (AGM-EIL) and other senior officials of EIL
and BCPL. Shri T.K. Sen, RCM, EIL, Lepetkata site
congratulated all EIL and BCPL officials on this
occasion. The heater package in ECU consists of four
identical SRT VI type cracking heaters, out of which only
three heaters will normally be in service with two
heaters for cracking of 100% C2+ feed and one heater
for cracking C2+ feed in plus naphtha feed in split
cracking mode.
EIL sets up QC Laboratory at Cracker Complex, BCPL Assam
EIL is providing PMC services to BCPL for setting up Quality
Control (QC) Laboratory at Cracker Complex in Assam to fulfill
the analytical requirements related to testing of raw materials,
products and process control, which includes mechanical
testing of various utility parameters and environmental samples
of various units and utilities. Successful mechanical completion
of the Laboratory has been achieved with erection of all
equipments and associated works on May 28, 2015. Broadly,
the QC Laboratory consists of three main wings viz. Water wing
