Sejarah Kor Sispa

Pelaksanaan kurikulum Pertahanan Awam dijalankan oleh Jabatan
Pertahanan Awam Negeri (JPA3) dan bukan secara berpusat pada tahun 1990-
an. Antara IPT awal yang terlibat dengan JPA3 adalah Universiti Pertanian
Malaysia Cawangan Terengganu (UPMT), Institut Teknologi Mara (ITM),
Universiti Utara Malaysia (UUM) dan Universiti Teknologi Malaysia (UTM).
UPM Cawangan Terengganu (kini Universiti Malaysia Tereng-
ganu) merupakan IPT yang pertama menubuhkan Pasu-
kan Anggota Pelajar JPA3 seramai 60 orang pada tahun 1996,
diikuti oleh UUM pada tahun 1997, ITM dan UTM pada tahun 1998.
Pada tahun 1999, Pusat Kokurikulum UUM dengan kerjasama JPA3
Negeri Kedah telah menawarkan Kursus Pertahanan Awam berstruktur 4
kredit. Inisiatif itu dimulakan dengan 30 orang pelajar berserta 10 orang
pensyarah dan kakitangan UUM yang mengikuti Kursus Bakal Pegawai
di Pusat Latihan Pertahanan Awam, Butterworth dan seterusnya Majlis
Petauliahan pada 20 Mac 2000 yang disempurna oleh Ketua Pengarah JPA3.
Pada bulan Disember 2000, penyelarasan semula kokurikulum Pertahanan
Awam UiTM telah dilakukan oleh JPA3 Negeri Selangor dan seorang Pega-
wai Penyelaras telah dilantik untuk menguruskan kokurikulum Pertahanan
Awam UiTM.Pada 16 Januari 2002, pelancaran semula kokurikulum Per-
tahanan Awam di UiTM dilaksanakan oleh Ketua Pengarah Jabatan Pertah-
anan Awam Malaysia (JPA3) yang mewakili Ketua Setiausaha Kementerian
Keselamatan Dalam Negeri Malaysia.

Sejarah Kor Sispa

Pelancaran semula ini menyaksikan kokurikulum Pertahanan Awam ini diasingkan
daripada UnitKesatria HEP UiTM dan bergerak dengan jenama sendiri. Ia turut
menggunakan silibus pembelajaran yang digariskan oleh pihak JPA3 dan UiTM.
Padasekitartahun2008dan2009,beberapasiriperbincanganantarapihakKokurikulum
Pertahanan Awam UiTM Shah Alam dengan pihak Jabatan Pertahanan Awam Malaysia
(JPAM) Negeri Selangor untuk membawa usul penubuhan sebuah pasukan berunifom
siswazah yang boleh ditauliahkan kepada pihak Ibu Pejabat Pertahanan Awam (IPPA).
Usaha tersebut akhirnya telah membuahkan hasil apabila kesemua pihak pada
masa itu menerima idea penubuhan pasukan yang dimaksudkan dan bersetuju
dengan beberapa perkara yang melibatkan dasar dan pelaksanaan.
Pada 6 Februari 2010 bertempat di Kompleks Sukan UiTM Shah Alam,
Kor SiswaSiswi Pertahanan Awam (Kor Sispa) Peringkat UiTM seluruh Malaysia
dilancarkan secara rasmi. Pelancaran itu memberi kepercayaan dan keyakinan kepa-
da pihak JPAM untuk membuka ruang yang lebih besar kepada penubuhan Kor Sis-
pa di IPT yang lain. Pendaftaran dan penubuhan Kor Sispa UiTM Shah Alam, Kam-
pus Puncak Alam, Jengka, Machang dan Dungun dibuat dalam tahun 2010-2011.
Majlis Pentauliahan Kor Sispa yang pertama berjaya dianjurkan di UiTM Shah Alam
pada 12-16 Disember 2010 melibatkan PKS daripada lima buah IPT iaitu UiTM,
UMT, UNISEL,UniKL dan USIM. Majlis ini disusuli dengan pelancaran buku Pan-
duan Pengurusan Kor Siswa-Siswi Pertahanan Awam (Kor Sispa) yang telah disusun
dan diterbitkan dengan kerjasama antara pihak IPPA, JPAM Selangor, JPAM Wilayah
Persekutuan Kuala Lumpur dan Kor Sispa UiTM Shah Alam.
