Ex-Tanjung November 2023 EXERCISE Ops/JBPM/2023/mram DEFINITION This Exercise are designed to test the resilience, preparedness, and capabilities of multiagency Disaster Management Mechanism Level 1 responses at district level during a major incident involving Oil Spill, Search & Rescue and Major Industrial Disaster. It encompasses emergency and enforcement agencies such as National Disaster Management Agency (NADMA) as the disaster coordination agency, rescue agencies such as Royal Malaysia Police (RMP), Ministry of Health (MOH), Fire & Rescue Department (FRDM), Civil Defense Force and Malaysian Maritime Enforcement Agency (MMEA). The support and technical agencies such as Johor Port Authority, Malaysia Marine Department, Department of Environment Malaysia, Johor Bahru City Council, Pontian Municipal Council, Iskandar Puteri City Council, Malaysian Public Works Department (JKR), Department of Social Welfare Malaysia (JKM), Department of Minerals and Geosciences Malaysia (JMG), and Malaysia Volunteers Corps Department (RELA). Whereas Pelabuhan Tanjung Pelepas Sdn Bhd, ATB Sdn Bhd and Malakoff Power Berhad, acts as the technician agencies and property owners. 3


Ex-Tanjung November 2023 Ops/JBPM/2023/mram 1.1. Introduction This exercise and the sensitivities surrounding the scenario, participants and certain local issues have required the preparation of this strategy statement, which applies to the planning, preparation and delivery of Exercise Tanjung in November 2023. All agencies or persons involved in Exercise Tanjung do so on the understanding that they will abide by this strategy. Any who feel unable to abide by it will be required to discontinue their involvement in the exercise. In any case of breach or misunderstanding, the appropriate action will be taken by the Exercise Director. Any changes to this strategy will be ratified by the Fire and Rescue Department Planning Team (FRDM PT). This strategy should be read in conjunction with the guidance on the treatment of classified material and does not detract from or replace existing SOP guidance. 1.2. Written Communications Minutes of the FRDM PT and Exercise Subgroup meetings will be classified CONFIDENTIAL. Emails relating to the Exercise in terms of logistics are acceptable but must not contain details of specific units taking part, scenario details or any material above RESTRICTED level. All emails that are classified as RESTRICTED must be identified as such. 1.3. Media The FRDM Corporate Division sitting on the FRDM PT will co-ordinate all exercise involvement with real and pseudo media in conjunction with the Local Planning Team (LPT). 1.5. Individual Accreditation – Passes All exercise participants will be assigned passes to be always worn 1.4. Site Security Operational security of all sites to be utilized in the exercise will be the responsibility of Negeri Johor, FRDM. Real-world security will NOT be devolved to players involved in the Exercise. Any such matters arising during the exercise should be reported immediately to EXERCISE CONTROLLER. . Ex-Tanjung November 2023 1.6. Scenario The scenario details are designed to unfold during the exercise play. Prior to this time, Ops/JBPM/2023/mram specific elements will not be disclosed. 1.7. Observer Programme A supervised observer programme will operate for agency and department visitors by prior arrangement. Please note that no photography of any kind is permitted on any site without explicit prior permission of the EXERCISE DIRECTOR. 5


Ex-Tanjung November 2023 Ops/JBPM/2023/mram 2.1. Introduction On 23 rd November 2023, NADMA with coordination by FRDM will host an Exercise called EXERCISE TANJUNG. A complex and dynamic scenario has been carefully planned to provide an opportunity to simulate the management and resolution of a hazardous materials, Oil spill and Industrial Disaster incidents. It will also present significant issues around casualty identification. Such an event would clearly impact the social infrastructure, economy, and day to day use of Port of Tanjung Pelepas, Tanjung Bin Power Plant (MALAKOFF) and ATB SDN BHD, and as a result, the overall response required in the exercise will engage response from other states and agencies. EXERCISE TANJUNG is intended to test the operational resilience of agencies in play and to test regional co-ordination in response to a series of concurrent major incidents. 2.2. Exercise aims and objectives Aim To test the interagency arrangements, laid down within the concept of operations for responding to a major incident and in doing so: 2.3.1. To test the strategic direction and decision making within the Disaster Operations Control Centre (DOCC). 2.3.2. To test the strategic and decision making within the On Scene Command Post (OSCP). 2.3.3. To test the command and control of the on-scene Commander on Hazardous Materials, Oil Spill, Search and Rescue and Industrial Disaster. 7

To test the reaction of ground commanders and Forward Incident Commanders to Hazmat, Oil Spill, Search and Rescue and Industrial Disaster Incident. 2.3.5. To test the interagency cooperation, coordination and response to Hazmat, Oil Spill, Search and Rescue and Industrial Disaster Incidents. 2.3.6. To test the ability to activate the interagency communication plan. 2.3.7. To test the ability of handling media by Chairman of District Disaster Management Committee (DDMC), On Scene Commander and others. 2.3.8. To test the commander’s ability to appreciate situation & consider tactical options in proposing the best course of action. 2.3.9. To test the commander’s ability to anticipate and react to situational changes. 2.3.10. To test the commander’s capability to prioritize tasks and make timely tactical decisions 2.3.11. To test the command handover procedures 2.3.12. To test the implementation of logistic, operation and planning component of IMS in managing the incident 2.3.13. To test the ability of safety officer in coordinating and managing ground zero. 2.3.14. To test the reporting mechanism between On Scene commander, Chairman of DDMC and State Level Management 2.3.15. Ex-Tanjung November 2023 3.1. Exercise Profile The scenario includes ‘notional’ and ‘real-play’ elements which will require an operational response from the players. The scenario will unfold through a combination of verbal or written injects coordinated by exercise control and / or through real play. Players are expected to respond throughout the exercise in accordance with the FRDM Standard Operating Procedures and any appropriate National Contingency Plans. Contingency Plans or mutual aid requests to agencies not explicitly represented in this exercise will be notionally played through Exercise Control. Contact with such agencies must not be made without the authority of the Exercise Director. All personnel will be given minimum advance notification of their involvement. Prepositioning of resources and assets will not be allowed, as Exercise Tanjung is partly designed to test the resilience and emergency deployment of resources. Players are not expected to respond to any incident until such time as they have been formally deployed by Exercise Control. All controlled players will be briefed before the exercise and introduced as the scenario unfolds. The scenario has been planned so that the formu Ops/JBPM/2023/mram lation and implementation of any response strategy can take place in real time. 3.2. Exercise Terminology Certain terminology will be used throughout the exercise. The following brief explanations are intended to provide clarification in alphabetical order: 3.3. Command and Control During the exercise, players will create incidents on the Ex. Tanjung system. Terminals will be provided at appropriate locations for real-play purposes. The subsequent management of this facility is the responsibility of the Exercise Players. 3.4. Controlled Players Controlled players perform roles in support of the scenario under the direction of the Exercise Directing Staff. Part 3 - Method 9

Exercise Control (Ex-Con) The Directing Staff will operate from Exercise Control which is located adjacent to Pulai River Bridge / Port of Tanjung Pelepas / dock. 3.6. Exercise Director The Exercise Director (DFC Nordin bin Fauzi) and Exercise Controller (AFC Murugiah Muthusamy) are responsible for the overall progress of the exercise, intervening in any issues that may arise throughout its duration. 3.7. Exercise Directing Staff The Exercise Directing Staff operate on behalf of the Exercise Director as part of a FRDM Planning Team. They will direct the activities of controlled players and simulate communications from organizations not represented in the exercise as appropriate. 3.8. Notional Play Notional play is theoretical activity or events presumed to have taken place or taking place as part of the exercise scenario, coordinated by the Directing Staff. Notional play will be clearly identified by Directing Staff. An example would be the provision of an outer FRDM Cordon at an incident site. The exercise players will be required to identify how the cordon will be resourced and Exercise Control may then grant a ‘notional’ cordon without the need to deploy ‘real’ Officers. 3.9. Observers Several invited guests from both law enforcement and emergency services and other agencies will attend the exercise as Observers. They will be escorted by Observer Chaperones and undertake supervised visits to exercise sites. 3.10.Players (Exercise Body) Exercise players include all previously notified rescue and support agencies and members of other agencies who provide an operational response to incidents and events as they unfold within the exercise scenario. Players will deploy in a manner consistent with the management of a real incident, but within the confines of a safe learning environment. 10


Ex-Tanjung November 2023 3.11.Pseudo Media The Pseudo Media Staff are controlled players under the supervision of Exercise Directing Staff, who simulate the activities of the Media with the intention of testing the Exercise Players. They will produce simulated news broadcasts for broadcasting throughout the duration of the Exercise. Pseudo Media Staff may approach players and attempt to elicit information. They will not, however, exploit any unrealistic opportunity Ops/JBPM/2023/mram presented by the limitations of the Exercise. 3.12.Real Play Real play is the action(s) undertaken, as if genuine, by Exercise Players in response to the Exercise scenario, without the intervention of Directing Staff. 3.13.Sequence of Events The exercise scenario contains a pre-determined sequence of events supported by statements, productions and other documents. The sequence of events provides a framework for the direction and control of the exercise. 3.14.Strategic Coordinating Centre (DOCC) The multiagency strategic command center is established by the Chairman of DDOC to provide a coordinate response to incident and link with OSCP, state, and national disaster management committee. 3.15.Tactical Coordinating Centre (OSCP) The multiagency tactical command center is established by the On Scene Commander (after consulting with Chairman of DDMC) to coordinate response to incident and link with DOCC and various disaster committee and also Forward Command Post. 3.16.Strategic Coordinating Centre The Command Centre is established by the Initial Commander to provide a co-ordinate response to the incident and link with PGO and ICC. 11


Ex-Tanjung November 2023 Ops/JBPM/2023/mram 3.17.Exercise Management Staff (EMS) and Referees EMS and Referees are experienced Fire Officers or personnel from other agencies. Their remit is to assess the progress and success of the Exercise and have the authority to act on behalf of the Exercise Director in the suspension of Exercise play, as appropriate. EMS and Referees have a vital role to: Monitor, Control and Report on the exercise and should: 3.18.1. Observe, support and report on the exercise objectives as required. 3.18.2. Monitor and control exercise play at each incident or location. 3.18.3. Ensure that events follow the exercise scenario. 3.18.4. Use their expertise to provide guidance and support to exercise players as appropriate. 3.18.5. Identify areas for enhancement arising from the functions assessed and subsequently provide a detailed evidenced based report with recommendations. 3.18.6. Ensure exercise players comply with all directions from EXCON. 3.18.7. Ensure EXCON is informed promptly of all notable developments and any steps taken to address constraints. 3.18.8. Ensure all initial communications are preceded by the words “Exercise Tanjung”. 3.18.9. Ensure no actions are undertaken that might endanger life or property. 3.18.10. Always consider and enforce exercise Health & Safety regulations. 3.18.11. All EMS and referees will be asked to provide an account of their exercise findings that will be recorded on the appropriate referee’s report form. These reports will be submitted in the format explained in the referee briefing document no later than 28th December 2023. 12


Ex-Tanjung November 2023 4.1. Exercise Control (EXCON) The purpose of EXCON is to provide information upon certain simulated aspects of the outside world (e.g. simulated weather conditions which may be relevant to the scenario etc. Ops/JBPM/2023/mram ) and in particular to: 4.1.1. Control the sequence of events and the pace at which they occur. 4.1.2. Direct the activities of controlled players. 4.1.3. Simulate organizations not represented and monitor communications during the exercise. EXCON will ensure that the exercise is appropriately resourced, and that any necessary information is made available to players. EXCON will not engage in policy, tactical or operational decision making. These are real play issues. 4.2. EXCON Help Desk The Helpdesk will be the first point of contact for any NON-PLAYER issues that may arise during the course of the exercise. It is to be viewed as an extension of EXCON in that it will address any functional issue that assist in the smooth running of the exercise from behind the scenes. Helpdesk staff will liaise closely with EXCON in directing calls as appropriate. It will be staffed throughout the exercise. Example: The help desk may be used to notify EXCON of a practical issue regarding the running of the exercise e.g. a locked gate that needs opening or a phone line that may have become inactive. 4.3. Forward EXCON A Forward EXCON will be located at each tactical command location throughout the exercise. Staff at this location will act as coordinators between that location and EXCON, and will trouble-shoot any exercise elements as necessary. Part 4 - Key Exercise Elements 13


Ex-Tanjung November 2023 Ops/JBPM/2023/mram 4.4. EXCON Transport Desk Personal transport will be available for any non-player throughout the duration of the exercise. In order to place a transport request, simply contact the transport help desk. In the event of any delay, each driver will have a maximum waiting period of thirty (30) minutes. 4.5. Real Play Logistics Desk Real play will determine the location of staff and vehicles throughout the exercise. This will unfold at the discretion of Commanders as deemed necessary. All exercise vehicles will be deployed with an exercise call-sign and will be represented on EX-TANJUNG accordingly. It is imperative that all requests for resources and logistical support be channeled from PKB to the Resource Section of Planning Section, which will be based at the venue that will be identified by On Scene Commander. From this location a strategic overview can be kept regarding deployment and use. No further resources will be made available outside of those warned of their involvement prior to the exercise. Any requests made for additional staff to EXCON will be considered notional and dealt with as such. No additional resource or logistical support will be made available outside that predetermined by the Planning Team. There is no anticipated requirement for any call-out of additional FRDM resource. Any such action must be authorized by the Exercise Director. 4.6. Ex-Tanjung November 2023 4.7. Exercise Management Staff (EMS) and Referees The referee and EMS final briefing will be conducted on fourth week of November 2023 at the FRDM Johor HQ. EMS and Referees are responsible to the Exercise Director and Exercise Secretary. EMS and Referees will assess the effectiveness and implementation of the procedures contained within the FRDM SOP, and at the conclusion of the exercise will compile a Debrief Report containing their observations. They will, where necessary, make recommendations concerning amendments to the FRDM SOP and any relevant Ops/JBPM/2023/mram local contingency plans. 4.8. Management of information The management of information within the scenario will be via the use of GIRN and email. It is the responsibility of each Operational Commander to identify at least one member of staff per shift who in addition to their normal duties will act as a EX-TANJUNG Operator. 15


Ex-Tanjung November 2023 Ops/JBPM/2023/mram 5.1. Introduction The exercise must not be allowed to disrupt the quality of service provided by the fire department to the community. Care must be taken not to undermine the integrity of the exercise. All personnel must refrain from discussing the exercise whilst taking refreshments at the various exercise sites. Unless otherwise directed, players will ignore the presence of umpires, observers and directing staff. 5.2. Exercise Safety Rules (Summary) In respect of operational risks, the multiagency functions which will be tested during the exercise fall within normal operational tasks. As a result, generic risk assessments which cover standard operational procedure will apply. 5.3. Player Driving Remit Drivers of vehicles engaged in the exercise will observe all speed limits. 5.4. Physical Violence Physical violence between exercise players and controlled players is STRICTLY FORBIDDEN. 5.5. Personal Protective Equipment Players are required to don full personal protective equipment (PPE) all the time during the exercise. 5.6. Welfare Welfare Officers have been identified and they can be contacted at any time via the EXCON Help Desk. Part 5 - Key Exercise Constraints 16


Ex-Tanjung November 2023 5.7. Security All exercise personnel having legitimate access into the OSCP, DOCC, FCP, Exercise Control and other exercise venues will be issued with an Identification Pass. Passes will be colour coded to restrict access. Headquarters Players will be issued with passes at the point at which they come on duty. Access will not be permitted to any exercise location without the production of the appropriate exercise identification pass. Authority card or other approved photoOps/JBPM/2023/mram id cards must also be carried as proof of identity. 5.8. Exercise Funding All major expenditure will be approved in advance and budgets have been set to accommodate the specific elements of this exercise. Major expenditure has included consideration of exercise set up costs, accommodation, and catering. 17


Ex-Tanjung November 2023 Ops/JBPM/2023/mram 6.1. Duties Details of all duties have been circulated prior to the exercise. 6.2. Pre-Briefing In the event of players requiring a briefing prior to the exercise, this will be arranged by the Exercise Planning Team. 6.3. In-play Briefings Commanders and Supervisors are responsible for the briefing and debriefing of their respective personnel during exercise play. The importance of clear and concise briefings throughout the exercise cannot be over emphasized. 6.4. In-play Debriefings Players of law enforcement and emergency services and all Team Leaders (irrespective of rank) will submit a debrief report no later than Wednesday, 6 th December 2023. All players will also be required to complete a questionnaire which should be submitted by 6 th December 2023. Forms can be obtained from all key Exercise Control. It is important that all Supervisors take the opportunity to conduct a 'hot' debrief with their respective team(s) at the conclusion of their involvement in the Exercise. Constructive criticism regarding the Exercise is welcomed from all exercise participants, irrespective of rank, grade or position. All comments will be fully considered by the National Planning Teams. Exercise Debriefs Invitations for participation in the debrief will be sent out in due course. Part 6 - Key Player Constraints 18


Ex-Tanjung November 2023 Ops/JBPM/2023/mram 7.1. Accommodation No official accommodations will be provided. 7.2. Catering Meals will be provided during tours of duty where all personnel will be supplied with meal and a light snack. 7.3. Catering As all meals are provided, no claims for subsistence or refreshment allowance should be necessary. 7.4. Dress Full appointments will be worn by all responding agencies at all times whilst on duty. 7.5. Confidential Waste All confidential waste generated during the exercise must be placed in the confidential waste sacks provided. Appropriate arrangements have been made for the disposal of such waste, and domestic support staff will be working at most key locations to facilitate this. Part 7 - Key Logistic Issues 19


Ex-Tanjung November 2023 Ops/JBPM/2023/mram 8.1. General The normal modes of communication will remain as per operational duty. Designated phone lines, GIRN terminals and links between locations will be established for the purposes of the exercise. Telephone instruments and / or computer equipments MAY NOT BE MOVED OR RELOCATED without contacting EXCON as they may not be connected to the network in the usual manner. 8.2. Exercise Prefix All written, verbal and electronic messages connected with the exercise MUST be prefixed by the wording: “EX- TANJUNG” This is vital to ensure that exercise communications are not confused with ‘live’ operational incidents. 8.3. Exercise Suspension Apart from Health and Safety considerations only the Exercise Director has the authority to suspend the exercise. Suspension of the exercise will be notified with the message: “EX-TANJUNG HOLD” Resumption of the exercise will be notified with the message: “EX-TANJUNG RESUME” Notwithstanding the guidance above Umpires will only suspend the exercise in response to a specific instruction from the Exercise Director. 8.4. Exercise Cancellation Cancellation of the exercise will be notified with the message: “EX-TANJUNG ABORT” Referees and EMS will only cancel the exercise in response to a specific instruction from the Exercise Director. Part 8 - Communications 20

Live Incident Details of any live incident which occurs during the exercise will be communicated prefixed by the words: “EX-TANJUNG FOR REAL MESSAGE” / 8.6. Exercise Conclusion The Exercise Director will decide upon the conclusion of the exercise. The end of the exercise will be announced with the message: “EX-TANJUNG ENDEX” 8.7. Radio Communications All fire personals are required to Specific radio channels have been made available via Airwaves for the exclusive use of exercise players. This includes National Talk Groups to cater for mutually aided staff. The appropriate channels will be assigned prior to the exercise and players will be notified through the briefing process as to the Channels available. 8.8. Landline Telephone Network An exercise telephone directory will be widely available throughout the various exercise sites. 8.9. Handheld Terminals Handheld terminals will be signed for and issued to key exercise personnel. At the conclusion of each tour of duty they will be collected. Referees and EMS will be issued with handheld terminals following their briefing on Fourth week of November 2023. At the conclusion of the exercise, Referees and EMS should return their handheld terminals to the appropriate communication officer. 21


Ex-Tanjung November 2023 Ops/JBPM/2023/mram 9.1. Command and Control (Structure and Functions) The (Strategic) command at DOCC by Chairman of DDMC will be located at the DOCC to set any relevant response strategy to the event. The Chairman does not normally become involved in tactical response to the incident. The Forward Commander is responsible to the On Scene Commander. The Forward Commander has responsibility for operational tactics. A Sector officer is responsible to the Forward Commander. Sector Officer have responsibility for a specific geographical or function during an incident. 9.2. SAR Strategic Coordination Centre (OSCP) The OSCP is a gathering of all principal agencies that might have an interest in an event as it unfolds. It can consist of all types of agencies, as well as military, emergency and security service personnel. The OSCP gathers information from the ground level and assimilates it into a usable form for the On Scene Commander. Its function is to provide a forum for the ON Scene Commander to be updated with information from various agencies and allow strategic decisions to be made. The committee consists of senior members of the various agencies within the OSCP. 9.3. Forward Control Point (FCP) The FCP is normally sited close to the location of an incident, separate from press and public but easily accessible by police and other resources. The FCP should be accessible to support and logistical services. It should be accessible in daylight by a route not overlooked from the seat of the incident. The FCP is normally lead by forward Commander appointed by On Scene Commander. SITUASI 1: BERSEDIA HADAPI PERALIHAN MONSUN 2023 Jabatan Meteorologi (MET Malaysia) menjangkakan Monsun Timur Laut akan bermula pada bulan November 2023. Ketua Pengarah Jabatan Meteorologi (METMalaysia), Muhammad Helmi Abdullah berkata fasa monsun ini menandakan bermulanya musim tengkujuh yang membawa hujan lebat, angin kencang dan laut bergelora di negeri-negeri Pantai Barat dan di Selatan negara. Pada pertengahan bulan November 2023, kebanyakan kawasan di Semenanjung Malaysia dijangkakan akan menerima hujan pada purata antara 50mm hingga 900mm. Di Sarawak, kebanyakan bahagian dijangkakan menerima hujan pada paras purata iaitu antara 250mm hingga 600mm. Manakala di Sabah, kebanyakan kawasan dijangkakan menerima hujan pada paras purata iaitu antara 150mm hingga 300mm. Keadaan ini akan mengakibatkan berlaku banjir di beberapa buah negeri di Pantai Barat dan di Selatan seperti negeri Kelantan, Terengganu, Pahang dan Johor. Orang ramai telah di ingatkan untuk berwaspada dan bersedia untuk menghadapi ancaman banjir. 10.2. SITUASI 2: AMARAN PERINGKAT BAHAYA ATAU MERAH Hujan lebat berterusan di Kelantan, Terengganu, Pahang dan Johor telah mengakibatkan kawasan-kawasan berkedudukan rendah dan berhampiran sungai berisiko untuk menghadapi banjir. Dilaporkan juga beberapa kawasan telah mula dinaiki air dan penduduk telah mula dipindahkan. Situasi ini telah menyebabkan METMalaysia mengeluarkan amaran cuaca peringkat bahaya atau merah. SITUASI 3: PRA BENCANA Pada 20 November 2023, beberapa kawasan di negeri Johor telah mula dinaiki air akibat daripada hujan lebat yang berterusan selama 3 hari. Jawatankuasa Pengurusan Bencana Daerah (JPBD) telah diaktifkan bagi menangani isu banjir yang semakin kritikal. Angkatan Pertahanan Awam yang merupakan seketariat JPBD memaklumkan bahawa setakat jam 9.00 pagi ini, sebanyak 7 kampung telah ditenggelami air dan 240 buah keluarga telah dipindahkan ke pusat pemindahan. Sebanyak 15 pusat pemindahan telah dibuka di balai komuniti dan dewan orang ramai di beberapa buah kampung. 3 PKTK juga telah diwujudkan antaranya di Kawasan berhampiran dengan Sg Pulai, …. STARTEX 10.4. SITUASI 4: BENCANA 1 METMalaysia telah mengeluarkan amaran angin kencang dan laut bergelora akan melanda di persisiran Pantai Barat sehingga di Selatan negeri Johor. Orang ramai diingatkan agar berwaspada dan menangguhkan aktiviti di sungai-sungai dan laut. 10.5. SITUASI 5: BENCANA 2 Pada 23 November 2023, Jam 1400hrs akibat cuaca yang buruk, sebuah kapal kargo MV Polaris milik MAERSK yang sedang ditunda masuk ke Terminal Tanjung Pelepas telah terlepas dari kawalan dan merempuh kapal minyak mentah MT Tanjung. Pelanggaran menyebabkan 3 kompatmen pada kapal MT Tanjung pecah dan telah mula menumpahkan minyak mentah ke pesisiran pantai dan mungkin akan memasuki ke Sungai Pulai. Muatan keseluruhan dalam MT Tanjung ialah 1,000,000 barrel dengan 6 compartment. Pada ketika kejadian, terdapat beberapa kapal kargo dan DG goods berlabuh di Pelabuhan PTP dan Jeti Malakoff serta menunggu di had Pelabuhan. Kelihatan juga beberapa bot nelayan masih menjalankan aktiviti menangkap ikan berhampiran Jambatan Sungai Pulai dan Kawasan paya bakau berhampiran ATB. 24

SITUASI 6 : BENCANA 3 Geseran akibat hentaman kapal juga telah mengakibatkan kebakaran besar di deck kapal kargo MV Sri Polaris yang membawa pelbagai muatan kargo termasuk bahan berbahaya (DG) berukuran 1,200 kaki panjang, 160 kaki lebar. Terdapat sejumlah besar kontena telah jatuh ke dalam laut. Dilaporkan juga terdapat 5 orang kru kapal telah terjun (man overboard) ke dalam laut dan 20 orang kru terperangkap. Tiada maklumat lanjut jumlah mangsa sebenar dan jenis kecederaan. Hujan lebat di hulu Sg. Pulai. INJECT SETERUSNYA ENDEX 25

Statement of Intent Fire and Rescue Department Malaysia accepts that they have a responsibility under the Occupational, Safety and Health Act 1994 and other associated legislation to ensure, so far as is reasonably practicable, the health, safety and welfare of all Fire and Rescue personnel and others who may be affected by the activities of the FRDM. FRDM and participating states are dedicated to the promotion and maintenance of a high standard of safety by providing information, training, instruction and safe systems of work. Furthermore, FRDM endeavors to provide proper maintenance, care and attention for all facilities and equipment under its control. The FRDM shall, whenever possible, take action to minimize personal injuries, avoid harm to the environment and safeguard the health and welfare of all employees and others affected by its operations. In fulfilling this commitment FRDM will provide and maintain a safe and healthy work environment in accordance with acceptable working practices and in compliance with legislative requirements. The involvement and commitment of all staff is recognized by FRDM as important for ensuring its safe and efficient operation and as such it is essential that all staff co-operate fully in the implementation of this policy. 11.2. Overall Responsibility The overall responsibility for Health, Safety and Welfare within Exercise Tanjung rests with the Asst. Director General for Operation. Activities within the exercise locations are delegated to a designated Incident Commander. It is the duty of all staff, irrespective of rank, grade or position to take reasonable care of themselves and of other persons who may be affected by their acts or omissions at work. 11.3. FRDM Employees Each employee of the FRDM has a responsibility to: 11.3.1.1. Co-operate with Director / Station Officer, so far as is necessary, in order that FRDM can carry out its statutory duties. 11.3.1.2. Not intentionally or recklessly interfere with, or misuse anything provided in the interest of health, safety or welfare. Part 11- Health, Safety & Welfare Policy Statement 26

Avail themselves to Occupational Health and Welfare facilities when offered. 11.3.1.3. Observe the laid down systems of safe working and to take any precautions necessary and conform to any instructions given by Supervisors. 11.3.1.4. Use the correct tools and equipment appropriate for the job in the correct manner and ensure that they are kept in good condition. 11.3.1.5. Make use of safety aids, appliances, equipment and protective clothing supplied by their FRDM. 11.3.1.6. Report to their immediate supervisors immediately any unsafe conditions or defects in plant and equipment. 11.3.1.7. Be aware of the action to be taken in emergencies. 11.3.1.8. Seek advice from Appointed Safety Officers or Exercise Control if uncertain. 11.4. Safety Officers Designated persons have been nominated as ‘Safety Officers’ by their respective organizations. 11.5. Role Safety Officers have a responsibility to ensure Safe Practice amongst all participants in Exercise Tanjung. Accordingly, they are in possession of a master copy of all risk assessments pertaining to exercise activities and can be consulted for guidance if necessary. Safety Officers will be identified by their use of reflective tabards with the words ‘Safety Officer’ written thereon. The Safety Officers have the authority (via EXCON and in co-operation with the relevant EMS and Referees) to recommend suspension of the exercise on the grounds of Health and Safety. Notwithstanding these arrangements, the relevant Safety Officer(s) and / or Referees(s) have the authority to suspend the Exercise immediately if an immediate and specific danger exists. In these circumstances it is essential that contact is made with the Exercise Director as soon as possible. 27


Ex-Tanjung November 2023 Ops/JBPM/2023/mram 11.6. Identification Safety Officers will be identifiable by their wearing of reflective waistcoats / vest with the words ‘Safety Officer’ written thereon. They will also be in possession of Exercise Identification Passes 11.7. General The nominated Safety Officers will have an unrestricted roving commission within their normal ‘sphere of operations’ will restrict themselves to those areas which are predominantly the domain of MOH, MMD. 11.8. Restrictions Safety Officers will not enter other agencies ‘sphere of operations’ without first: 11.8.1. Contacting the duty Safety Officer Co-ordinator at EXCON to obtain permission, and; 11.8.2. Liaising with the relevant Safety Officer / referee within the area which they wish to visit. 11.9. Communications Safety Officers will make every effort to communicate with EXCON by using the Exercise ‘GIRN terminal. As a last resort, Safety Officers may communicate with EXCON by mobile telephone. 11.10. Authority Safety Officers have the authority (in consultation with the relevant Umpire(s) to recommend to EXCON that the exercise be suspended on the grounds of Health & Safety Issues. This procedure is detailed in the main Exercise Operational Order. Notwithstanding these arrangements, the relevant Safety Officer(s) and / or Umpire(s) have the authority to suspend the exercise immediately if an immediate and specific danger exists. In these circumstances, it is essential that contact is made with the Exercise Director(s) as soon as possible. 11.11. Safety Officer Co-ordinators Safety Officer Co-ordinators have been identified at EXCON. 28

They will act as 'single point of contact' Officers for all matters connected with Exercise Health & Safety. 11.13. Accident / Incident Reporting Procedure 11.13.1. What to Report: Any incident which results in injury (however minor), requires First Aid or could have resulted in an injury (i.e. a near miss), must be reported to your immediate supervisor. 11.13.2. When to Report: Incidents should be reported as soon as possible, particularly unsafe conditions which continue to exist. 29
