Market overview – Little change MARKET OUTLOOK

Although the country has basked in an unexpected heatwave, the housing market across
the UK has remained cool. Price growth has moderated across the mainstream market, 9
while there has been little movement in prices across the premium markets. The fragile
state of the London market, the economy and the political ping-pong of Brexit continue
to impact confidence and transaction levels.
A fine balance
In the three months to June, the UK economy grew by 0.4%, and UK unemployment
fell to the lowest level for more than 40 years. However, the high street is suffering, and
with wage growth on par with inflation, which rose to 2.5% in July, the first increase since
November 2017, many households face a continued squeeze on household incomes
and levels of consumer confidence remain muted.
Interest rates remain historically low and while the announcement of a 0.25% rise,
just the second rise in a decade, will do little to aid business or consumer confidence
its impact on many household mortgages will be minimal. Latest data from the FSA
indicates that 91% of all new mortgages and 66% of all existing mortgages are on
fixed-rate deals, with the average interest rate on all outstanding mortgages just 2.53%.
Good news for the housing market: a low interest rate environment looks set to remain
for the considerable future, with the Governor of the Bank of England predicting the rate
will rise to just 1.5% over the next three years.
Market dynamics
Although approvals for new house purchases picked up marginally between May and
July, and government figures indicate sales volumes exceeded the 100,000 barrier for the
first time since December, sales volumes remain lower than those a year ago, and new
supply to the market is anticipated to weaken over the coming months.
Rightmove report that properties are taking an average of 57 days to sell, on par
with a year ago. Across London, the time taken to sell is over a week longer at 67 days.
Needs-based buyers currently dominate the capital’s housing market, although investment
appeal remains for overseas purchasers thanks to the weakened value of sterling, and
annual growth in average prices across London’s prime markets has outpaced the rest
of the market. Modest rises are also evident across the North, Wales and South West,
although conditions in the capital’s main commuter zones are more muted.
A pragmatic approach
Annual price growth across the UK’s premium markets has been slowing over the
past year and pragmatism in pricing is crucial to achieving a sale in current market
conditions. Properties continue to sell where they are priced to match market conditions
and best-in-class properties can still attract competitive bidding. Aligning buyer and
vendor expectations in the current market is crucial to seeing a deal successfully
reach completion.
Caution in the market is undoubtedly a result of the current political and economic
backdrop that dominates daily news screens. As the UK’s relationship with Europe
hangs in the balance, there is little to suggest that there will be any fundamental changes
to housing market conditions over the next 12 months or so. What happens next will
undoubtedly be dictated by the economic impact of the deal, or lack of deal, struck
with Brussels and the way in which the UK positions itself to the world. What will
