2 Briefing the Judges • The purpose of a public speaking competition is to pick winners who can deliver their speech in English. • You are to pick 5 winners based on what you hear on the competition day. Not based on personal preference or past performance. • The winners from the previous year may participate in the current year but the prepared text must not be an exact replica (confirm with PT about the scripts). • The competition is divided into two sections, as follows; Section 1 : Prepared Speech – any topic [50 marks] Section 2 : Impromptu Speech – same topic for all [50 marks] • For Section 1 (Prepared Speech), contestants are to observe the following rules: 1. Primary school contestants will deliver a prepared speech on a topic of their choice for 4 to 6 minutes. 2. a warning bell will be sounded at the 4th minute and a final bell at the 6th minute. Marks will be deducted thereafter. • For Section 2 (Impromptu Speech), contestants are to observe the following rules: 1. Contestants are given a topic 4 minutes before they are due to present the speech. 2. All the contestants will be quarantined in a designated room. 3. Each contestant will get their turn to present their impromptu speech. 4. All contestants speak on the same topic (to be given by Mr Solehuddin before the contestants are taken to the quarantine room). 5. The time allocated for the impromptu speech is 3 minutes. 6. A warning bell will be sounded at the 2nd minute and a final bell at the 3rd minute. Marks will be deducted thereafter. • The judging criteria for both the Prepared Speech (50 marks) and the Impromptu Speech (50 marks) are on two aspects as follows: 1. Subject Matter i) Is the subject matter of the speech suitable and substantial? ii) Is the speech original and intelligent in its exploration of the subject?
3 iii) Does the speaker develop the argument and the line of thought logically and effectively? iv) Is there a satisfactory conclusion which lends a sense of finality to the speech? v) Does the speech carry a worthwhile and convincing message? 2. Use of Language i) Is the message or point of view conveyed in clear, correct, comprehensible and appropriate language? ii) Are tone, pace, pauses and projection effective? iii) Does the speaker avoid distractions? iv) Is the speaker’s style confident, fluent and natural? v) Does the speaker: .. use ineffectual repetitions e.g. “Ladies and Gentlemen”? .. use pompous and condescending language? .. overdramatize? .. make awkward pauses? .. over depend on notes, reading, shuffling palm cards? .. use inappropriate quotations? .. make jokes that are irrelevant or inappropriate? • Additional judging criteria for the Impromptu Speech include the following: i) Does the speaker demonstrate the ability to think clearly and creatively? ii) Does the speaker express his views with conviction and / or humour? iii) Are the speaker’s remarks accurate, relevant, interesting and lucid? iv) Does the speaker use clear, correct, simple and fluent speech? v) Does the speaker’s impromptu speech vary greatly from the prepared speech? • A contestant will be disqualified if: 1. he / she reads or refers to notes / reading materials during the Prepared Speech. 2. he / she is prompted by another person (Prepared and Impromptu).
4 • Scoresheet • Each judge must complete the given scoresheet.
5 Briefing the Time-keepers • You will need a stopwatch. You may use your smartphone but make sure to not use it for other purposes during the competition. • A bell will be provided by the PT. • Timing begins when the speaker utters his or her first word. o Prepared Speech: Ring a warning bell at the 4th minute (once) and a final bell at the 6th minute (twice). o Impromptu Speech: Ring a warning bell at the 2nd minute (once) and a final bell at the 3rd minute (twice). • You do not have to give any indication that the speaker has gone over time. • Simply note the time on the Time Sheet and the Chief Judge will handle it from there. • Time Sheet
6 Briefing the Masters of Ceremony Introduce yourself and welcome everyone. You are responsible for creating and sustaining the intended atmosphere throughout the competition. As MC, your main responsibilities include: • Making sure the competition stays on-schedule. • Keeping the audience informed of the itinerary. • Reminding the audience to put their phones on silent mode. • Reminding the audience to minimize their movements in the competition room. • Introducing technical (PT), judges, time-keeper and the teacher in charge of quarantine room (QR), and making them feel valued. • Making sure you review everyone’s name and title so you know how to say it correctly when the time comes to make the announcement. • Introducing the contestant by their NUMBER. Do not mention their name, school or the topic of their prepared speech. • Thanking everyone involved in the competition. Remember to smile.
7 Briefing the QR Your duty will begin after the conclusion of Prepared Speech. Introduce yourself to the contestants. You are responsible for ALL the contestants in the quarantine room. You will be given the TOPIC for the Impromptu Speech. 1. Call the contestant to your table (one by one). 2. Show them the TOPIC. Do not allow the contestants to read it aloud. 3. Give them a piece of blank paper. 4. Each contestant is given 4 minutes to prepare their Impromptu Speech. 5. Timing begins when the contestant is shown the TOPIC. 6. They may refer to the hard copy dictionary if they want to. 7. Pass the contestant to the Escort Teacher outside the quarantine room when the 4- minute preparation time is over. Call the next contestant. Repeat the processes ( 1 – 7) for all the contestants.
