A little bit about me, I live in Rosedale and I am married to Board Member Jules Taylor, Jr. Second Vice President Marcia A. O’Brien
We have been married for 18 years and love to work together and serve the community in
which we live. I am a proud Silver Star & 30 year member of Alpha Kappa Alpha Sorority, Secretary Evidelia Boyd
Inc. (Epsilon Pi Omega Chapter). I believe that it is each of our responsibilities to watch out

Continuing Critical Importance of Parental Involvement
in the Children’s Elementary, Middle / Junior High and High Schools and

The Increasing Challenges of Mounting Encumbrances [PART ONE]

Changing times always bring about changing needs, and consequently neighborhoods undergo periodic demographic
changes. These planned and unexpected developments in our evolving society also cause both wanted adjustments or forced
accommodations, while new concepts are formulated in order to address effectively the eternal fundamental necessity of
raising and educating children.

In my generation, the generations before and immediately after, there was the saying “Parents are the first teachers”.
Generally the few exceptions included the very wealthy and some of the power-couples in business, commerce, entertain-
ment and politics who had space in their mansions for “governesses” or “au pairs” (young adults from western Europe and
few Caribbean nations) to raise their children, or who preferred the alternative course of having their children raised away
from home, by others in expensive boarding schools.

In 2019 “Parents are the first teachers” is no longer a “truism”. When this once commonly used saying is mentioned, one
must quickly add new necessary complementary caveats since in the 2010’s parents –whether biological, foster, adoptive,
and parenting figures involving relatives, family friends etc.-- have less and lesser amounts of “daytime” encounters with
their children within the clearly delineated formative period from birth to 6 years of age.

Currently children are placed in licensed and arranged non-licensed daycare programs, in certified structured early childhood
centers as early as 20 days after birth; and now Monday through Friday constitutes only the core operating days, since
there is an increasing number of Daycare Centers and Early Childhood programs operating on Saturdays, with few also
beginning to offer limited services on Sundays in order to assist some parents scheduled to work on weekend without any
readily available intra-family help.

Additionally, to accommodate parents having to commute to and from work, most Daycare Programs, Early Childhood
Centers, Kindergarten and Elementary Schools have “ early drop off” starting at 5:30 a.m. and “late pick-up” going up to 7:00
p.m., with many infants and toddlers enrolled in both.

From the Elementary School level, there are observations that parental involvement has been decreasing in relation to the
very important areas of school programming, curriculum, operational policies and management.

Most parents invoke non-availability of enough time as they talk about the numerous duties at home and the mandatory job
responsibilities in the workplace. Indeed, in addition to the marked reduction of “daytime interactive bonding contacts”
with their infant and toddler children, today’s parents have to deal with specific multiple other types and more varied forms
of encumbrances that their parents did not experience, particularly in situations of two or more children attending different
schools.

With the rapid pace of technological advances, there is inherent urgency of educating today’s children for the jobs of the
future. The children need the necessarily essential skills so that as adults they can be adequately prepared to be productive
citizens. The children have to learn, with emphasis, to understand fully the studied materials in order to apply them
appropriately and use adequately the related concepts effectively and efficiently.

Encouragement and active support from parents or parental figures have significant positive impact. Consequently parental
involvement in Elementary, Middle/Junior High and High Schools continues to be extremely important and quite
necessary in many cases.
Can one have enough useful functioning roles or possible instances of positive interventions by SCHOOL PRINCIPAL(S),
SCHOOL OR ACADEMY BOARDS OF DIRECTORS, THE LOCAL CIVIC ASSOCIATIONS, CHURCH / SYNAGOGUE / TEMPLE SOCIAL
OUTREACH PROGRAMS to assist parents (willing or reluctant) towards meaningful parental involvement?
In the context of this article I refer to “parental involvement” in relation to the parents, and “parental engagement” in regard
to the activities of all individuals or groups working with the parents to become involved or more involved.
Situations of effectiveness and /or counter productiveness of “engagement efforts” will be thoroughly analyzed in Part Two
(II) : what has already worked or what can be tried at the Elementary School level or in the Junior High or High School
levels. Your interactive participation is appreciated. Therefore please feel free to forward your comments, suggestions,
documented facts or anecdotes.

Don’t Make These Mistakes

with Managing Your Taxes

If you follow the news, you may be hearing about how recent changes in the tax code may impact how much
Americans receive as a tax refund this year. With tax filing season upon us, now is the time to analyze your tax
bill. Whether you end up owing money or receiving a refund, here are four mistakes you want to watch out for
as you prepare your taxes:

Mistake #1: Filing taxes the same way each year. Tax laws are subject to change, so it’s important to do
your research before filing your tax return. This is particularly true this tax season. At the end of 2017,
sweeping federal tax reform legislation made, in part, significant changes to individual income tax provisions
that are generally first effective for your 2018 federal income tax return. Prioritize reviewing the changes and
consider discussing your situation with a tax professional.

Mistake #2: Ignoring the size of tax overpayment. A large tax refund may indicate you had more
of your income than necessary withheld from your wages in 2018. Consult a tax professional to determine
whether you should adjust the allowances you claim on Form W-4, Employee’s Withholding Allowance
Certificate, so that you keep more of your paycheck upfront. Increasing your cash flow throughout the year can
give you the chance to save or invest money earlier and on a regular basis, which in turn can provide you the
potential to earn compound interest.

Mistake #3: Treating a refund like an unexpected windfall. If you receive a refund it is more than a
pleasant surprise – it’s income you’ve worked hard to earn. Decide what to do with your refund using the same
diligence you apply to your regular paycheck.

Mistake #4: Failing to invest in yourself. Receiving a refund is an opportunity to make progress on one
or more of your financial goals. For example, you could save the money in a retirement account or college
savings plan. Or, you could spend it on a long-term care insurance policy or the down payment on a vacation
home.

For more tips and tricks on how to manage your taxes and use a potential tax refund wisely, consult a financial
advisor and tax professional in your area.

Neighborhood Policing and its Goals
Neighborhood Policing is the cornerstone of today’s New York City Police Department (NYPD). It’s a comprehensive
crime-fighting strategy, built on improved communication and collaboration between police officers and community
residents. Neighborhood Policing works to accomplish three core goals: to continue reducing crime; to promote trust and
respect; and to solve problems collaboratively, both within the department and with neighborhood residents. It is also a way
of improving police morale as officers engage with the more challenging and satisfying task of solving problems and fighting
crime at the sector level.

The 105th Precinct serves the easternmost portion of Queens. Queens Village, Cambria Heights, Laurelton, Rosedale,
Springfield Gardens, Bellerose, Glen Oaks, New Hyde Park, and Floral Park comprise the area covered by the precinct.

 All patrol members are trained by the NYPD and ride in teams. Help make a difference in our neighborhood.
 The Civilian Patrol usually meets one hour before the Rosedale Civic Association, on the last Tuesday of the
month (except July, August, and December), at the Throop Memorial Presbyterian Church.

 Anyone can join The Rosedale Wanderers; any age is welcome.

 We meet at THE ROSEDALE/LAURELTON AMERICAN LEGION HALL (Brookville Blvd and 135th Avenue) on
the third Friday of each month at 12:30 p.m.
