scaling mountains of change. or chesed, or as “invalids to be fixed," over the years these attitudes were replaced with more advanced
and enlightened concepts of integration, equal rights, acceptance of the other and social inclusion.
This shift occurred on the level of policy, legislation and service development, and strengthened social
and civic organizations for people with disabilities.
Beit Issie Shapiro is proud to be a part of this change, for Israel and for the world. We have already
made huge strides forward together. In technology, inclusion, self-advocacy, and global development,
together we are scaling mountains of change.
To celebrate 70 Years of Independence, this Impact Report shares seven personal stories of children
and adults with disabilities climbing higher with Beit Issie Shapiro. Each reflects another step on the
path ahead. Our dream is that by the 80th Year of Independence of the State of Israel, people with
disabilities will live in the communities of their choice, work in the professions of their dreams suited to
their unique skills, hold public positions, and be role models for adults and children alike.
The future depends on each and every one of us. We hope you will continue to support us in building
a brighter future, together.

ASSISTIVE TECHNOLOGY
At one of Rachel’s check-ups, I remember answering ‘no’ to
almost every question. No, she didn’t stack blocks. No, she
didn’t say ‘hi.’ No, she didn’t hold a spoon to try and eat on her
own. By age 2, the doctor suspected Rachel has Rett Syndrome.
When Rachel joined Beit Issie Shapiro’s Aaron De Lowe Early
Intervention Center, we were met by a professional, devoted and
loving team. We realized it was the best place for her. Because
she couldn’t speak or use her hands, she couldn’t communicate.
Immediately the team began teaching Rachel to use Eye-
Gaze, which allows her to use her eyes to select options from
communications boards on a computer or tablet. Now she has a
voice, with us and at school.
Once at home, while waiting for dinner, she chose the ‘Emotions’
communication board, and then chose ‘Angry.’ I hurried to bring
her food, and asked, ‘How do you feel now?’ She immediately
chose ‘Happy.’
The Eye-Gaze System gives her a sense of self-worth—the feeling
that she can express herself, which is so basic a need for all human
beings. Rachel is so happy at Beit Issie Shapiro, and of course we,
as her parents, are thrilled with the good it is doing for her.
Tova, mother of Rachel, age 3

into the Snoezelen environment. When Ariel arrived at Beit Issie Shapiro, the staff realized he
needed extensive physical therapy, and the motivation to work
hard. Ariel’s therapists decided to try the new Interactive Floor
System in our renovated Snoezelen multi-sensory therapy room.
Ariel chose the game - soccer.
Tamar, Ariel’s physical therapist, reported: “The results were
incredible. Ariel understood the game and he was more focused.
His balance improved and he coped with obstacles, reinforcing
his motor skills. He chased the ball, kicked it, and understood
cause and effect. For Ariel, Snoezelen works on many levels: it
gives him the sensory stimuli he needs, and encourages him to be
focused in social interactions and play.”
Ariel’s parents, Maya and Erez, also shared the impact on their
son: “Ariel learns so much in his Snoezelen treatments—how to
regulate his feelings, follow instructions, maintain coordination,
develop relationships with his therapists, and the difference
between activity and rest. He has made amazing physical and
cognitive progress thanks to the staff’s tremendous investment.”

INCLUSION
Noam goes to a regular Israeli elementary school. He walks, runs,
and plays—in fact, he loves sports. What you wouldn’t know just
by meeting him is that he also has congenital myasthenia gravis,
a syndrome that causes his muscles to tire quickly, and impairs
his vision.
During sports and recess, he was running like everyone else in his
class even though it was really hard for him. But from Noam’s first
day at the new After School Program for Mainstreamed Children
at Beit Issie Shapiro, things began to change.
One day at his regular school, he stayed behind during the break and
told the children that he's tired of running. He began understanding
how he is different from the rest of the children in his class, and he
advocates for himself now, and says when he needs to stop. The
program gave him the strength to stand up for himself.
It’s also given him a community of friends he loves. He always
comes home from the program saying something like “I’m going
over to Roni’s house this week,” or “so and so had surgery, we
need to go visit.” It’s done wonders for him, and given him greater
capacities in all areas of his life.
Jenny, mother of Noam, age 9

The After School Program for Mainstreamed Children is the new initiative of Daniela and Amir, parents of Roni, Ilana and Micha,
parents of Avital, and Betty and Amir, parents of Ronny, children with motor disabilities who attend regular schools in the
community. The idea was to bring their children together at Beit Issie Shapiro two afternoons a week for all the therapeutic and
health care treatments they need in one location (physical therapy, speech therapy, emotional therapy, etc.), and especially,
to unwind and socialize with other children experiencing the same challenges, enabling easier integration at school. We were
thrilled to help turn their dream into a reality.
Rasil is a charismatic 3-year-old girl who came to Beit Issie Shapiro’s
Sindian Early Intervention Center in Qalansua as a baby of a year
and two months. She is a child with developmental delays as well as
‘Prader-Willi Syndrome,’ which expresses itself as an uncontrollable
desire for food. She never feels full—the result of an imbalance in
the neural center that communicates satiety to the brain.
In partnership with Rasil’s parents, the Sindian Center’s dietician
prepared a nutritional program for Rasil, while the staff developed
a structured plan to shape Rasil’s internal and external attitudes
towards food, and encourage healthy eating habits. To address
her delays, the team also developed an intensive rehabilitation
program for Rasil in all areas: physical therapy, occupational
therapy, speech therapy, music therapy and interactive learning
using a computer and iPad.
Recently, we tested Rasil to determine her level of functioning.
She is no longer functioning on the level of a child with a
developmental disability, but close to the level of normative
children. Her behavior towards food continues to improve, and
she is maintaining a healthy weight. We are so pleased with
Rasil’s progress, and optimistic that in the future she will achieve
full inclusion and integration at a regular school.

SELF-ADVOCACY 400,000+
My name is Dudu. I’m 30 years old, and part of Beit Issie Shapiro’s people are impacted annually by Beit
National Self-Advocacy Program for people with intellectual Issie Shapiro’s work influencing policy
disabilities. I grew up facing a lot of challenges. I remember once in the Knesset, advocating for laws
going to play basketball, and all the kids on the court laughing at guaranteeing the rights of hundreds of
me. They didn’t recognize me as one of them. thousands of children with disabilities
and their families.
As a national ambassador of the Self-Advocacy Program, I had the
opportunity to address the Knesset. I advocated for the right of
people with disabilities to supported decision-making, to replace
full guardianship. It is important that people with disabilities can
choose for themselves. After fighting for it for so long, finally it
happened - the law passed and I am benefitting personally.
Recently, I was part of a group invited to meet President Rivlin,
whom we presented with a position paper we co-authored on
“Leadership of People with Disabilities in Israel.”
I want people to know they can make a difference. I did it by
going to the Knesset. You can do it by making your voice heard
to your own municipalities and governments. At first I thought,
“They won’t listen to me. What is my voice worth?” But I didn’t
give up. So my message to you is "Don’t give up."
Dudu, age 30

Since 2011, Beit Issie Shapiro and Israel Elwyn have worked together to empower
people with Intellectual Disabilities through our Self-Advocacy Program. The program
provides them with knowledge and skills for self-advocacy and active leadership, and
enables them to participate in making decisions pertaining to them, advance policy
issues that require government attention, and improve their quality of life.
My name is Ruty. I’ve been working at Strauss for 8 years, and I
have an intellectual disability. I got involved with Beit Issie Shapiro
when Dr. Benny Hozmi came to speak in Tel Aviv about the Inclusive
University. In high school, I had done research on the status of women
in the Bedouin community and loved it. So when Benny said they
also ran a research group, I was immediately interested. I’ve since
done research projects on topics including Independence versus
Dependency, Self-Stigma, and Disabilities Amongst the Elderly.
Benny and others at BIS would say to us, “Go out and tell people,
those you work with, those you meet, about your research here. Your
stories create credibility. The more you can speak about it, the more
you can change the status of people with disabilities in society.”
At Strauss, every year they celebrate “Women’s Day,” and one
woman gives a TED talk about her life. Last year, I told myself,
“Next year I’ll be the one to give the TED talk.” And that’s how it
happened. I spoke in front of 300 people.
BIS gave me the courage to talk about myself, without embarrassment.
This is an amazing program that changed my perception of myself and
my abilities, and enabled me to set goals for myself, and achieve them.

innovative intervention strategies to help them overcome their difficulties.
Bellavista constantly seeks evidence-based best practice, often sourcing
information from professional excellence globally. Our journey with Beit
Issie Shapiro in Ra’anana began when one of our occupational therapists,
Mrs. Riette Duffey, visited in 2015 to look at Snoezelen in practice. We
were looking for something to better address the needs of the children
in our school, especially in sensory regulation. Our question was, ‘Are we
doing all we can?’
After Riette’s visit, we knew this was an intervention to pursue, and set
about raising the funds needed to make our Snoezelen dream a reality.
Best Issie Shapiro provided support in every way - encouragement to
’step out’ and be the first school in Africa to do a Snoezelen installation,
in-depth training with Dr. Shapiro and Ilsa Achterberg in 2015, further
supervision, and just recently, even further in-depth training on site.
Snoezelen is now an integral part of our school, offering a powerful tool
to assist the children.

Beit Issie Shapiro is well-known as the pioneer of the Snoezelen controlled
multi-sensory method and its use in treating children with developmental
disorders and disabilities in Israel. We provide consultation and training to
therapeutic and educational frameworks in Snoezelen therapy worldwide.
As a Special Consultant to the United Nations Social and
Economic Council since 2012, Beit Issie Shapiro is routinely
invited to the UN to share our knowledge, and advance global
change for people with disabilities. Recently, BIS Executive
Director Jean Judes presented on how we “Scale Up” our
successful innovations, and gave the following example:
“When Beit Issie Shapiro built the first accessible and inclusive
playground in Israel, our vision was that every city in Israel should
build accessible playgrounds so all children can play together.
Our strategy was to build a prototype with many partners,
enabling us to share our model and ‘scale up’ the prototype.
We set up a multi-stakeholder group to lead this change on the
communal, municipal and national level; we wrote and disseminated
a handbook to help guide cities looking to replicate the model,
offering workshops and consultation for municipal leaders; and
we ensured the formation of regulations and legislation around
the obligation of local councils to build accessible parks, led by
Israel’s Commission on the Rights of People with Disabilities.
Today, there are 30 accessible and inclusive playgrounds in
different municipalities in Israel. It’s becoming the norm.”
