Preface
Program Guide Lines (PGL) version IX provides strategies and gives guideline about policies
and rules that are applicable on training streams running under BBSYDP. Each section of
this guideline is to refine the stakeholder’s approach towards implementation of BBSYDP
trainings.
This document should be viewed as general and training specific guidelines. It helps its
readers to understand and follow the BBSYDP policies while they intend to work with
BBSYDP, as trainees, training partners and consultants etc.
The purpose of this document is to promote proper implementation and have uniform
practices by all its users. It has been divided in sections under specific heads for easy
reference and it provides clear guidance to its readers. It is expected that this document will
not only be a source of information for the stakeholders but their suggestions/feedback will
also help to improve it further. The Program Guide Lines is periodically reviewed and
revised in order to meet the ever changing Program requirements.

1. Introduction
1.1 Benazir Bhutto Shaheed Human Resource Research and Development Board
[BBSHRRDB] Act of Provincial Assembly, Sindh Number XXXV of 2013 marked a
watershed moment in Sindh Government’s history; by establishing a permanent
structure within folds of Government of Sindh with comprehensive and long-term
vision to continue addressing the twin issues of poverty and un-employment
through Human resource development in the province of Sindh to maintain a
robust economy.
2. Divisions of Board
2.1 The main divisions of the Board are (i) Training Program, Curriculum, (ii)
Employment, Business Development, Certification and (iii) Consultancy, HR,
Monitoring.
2.2 Board’s Training Program and Curriculum division, Benazir Bhutto Shaheed Youth
Development Program (BBSYDP), was initiated by the Government of Sindh, in
2008 with the “Aim” of addressing twin issues of un-employment and poverty
through skill development trainings; specifically directed for local and
international, present and upcoming industry trend, projects and sectors.

2.3 Since its inception, the Program has successfully managed to train over 2, 50,000
youth in various (over 300) trades. In recognition thereof, the international
organizations, like World Bank and UNICEF have jointly ventured with their
grants, loans and aid programs.
2.4 The present mandate of YDP is to launch two training per year in January & July.
3. Vision
3.1 Skilled and Constructive youth, shaping a peaceful, prosperous and strong
Pakistan.

3.1.1.1 Semi-literate and educated youth provided employable skills and
certification to meet the demand of local and international market,
3.1.1.2 Maximum available training institutes of Sindh Government activated and
equipped to provide required training (where dormant, reactivated in
stages),
3.1.1.3 Private and public sector coordination procedures and channels
established,
3.1.1.4 Public awareness at grass root level of BBSYDP.

5. Objectives
5.1 To train youth in Sindh withemployable skills through public and private sector
training wings, to meet local and international, present and upcoming industry,
projects and sectorial human resource requirements.
5.2 To address poverty in rural and urban areas with special emphasis on gender
equality,
5.3 To conduct periodic survey of the Program to check if it meets the national,
international job market and certification requirements.
5.4 To train human resources in Sindh to cater to the needs of public and private
sector in local and international markets.
5.5 To provide stipend to various categories of unemployed youth, with a view to
provide them some income during training
5.6 To provide quality trainings and certification to unemployed youth through
technical and professional institutes and “On-Job training” by the public and
private sector to increase their employability.
5.7 To provide linkage to the trained manpower to the local and international job
market and explore self-employment opportunities.
5.8 To encourage the industry to comply with Apprenticeship Ordinance 1962 and its
rules/regulation 1966. Propose amendments/changes to make it applicable to
present industry projects and sectors requirements.
6. Powers and Functions
6.1 Approve the annual plans of skill trainings for human resource development
6.2 Prescribe employable skill training courses
6.3 Liaise with public and private sector institutes, schools, colleges and universities
6.4 imparting skill training courses
6.5 Establish membership based consortium (Human Resource Development
Network)
6.6 Formulate policies and guidelines to be followed by the institutes for performance
against benchmarks
6.7 Plan, design and develop curricula for its range of employment based training
courses
6.8 Make rules pertaining to service matters, regulation of pension or provident fund
for the benefits of the officers and other employees of the Board

1. Board-The Apex Body
1.1 The Board is the apex policy formulation body headed by Chairman- Board to
provide the leadership and guidance to steer the Program activities.
2. Technical Committee
2.1 The Technical Committee provides guidance on technical aspects of the Program.
The major functions of this committee include:
2.1.1 consideration to Proposals for Trainingfrom Public Sector and to forward

3. Program Coordination Unit
3.1 PCU works under the Administrative control of Board’s Secretariat. It executes
training program through two streams i.e. Public Sector Wing which is to deal
with departments and the Private Sector Training Wing which contracts with
private sector training institutes/organizations.
3.2 PCU runs the program, provide guidance and execute Board’s approved policies.
This includes implementation and monitoring of skill development training(s)
from its/their inception till completion. In order to achieve the objectives of the
Program, PCU closely liaises with PMUs and training partners to help them
improve the quality of their services.
3.3 PCU’s other activities include organization of seminars to raise awareness,
initiation of a centralized media campaign for the program, maintenance of a data
pool for Provincial Government and research based surveys.
4. Regional/ Divisional Coordination Committee
4.1 Regional/Divisional Coordination Committees are the arms of PCU at regional
level to coordinate between PCU and the respective administrative division of
Sindh. These committees make effort to ensure better and efficient operation of
the training programs of BBSYDP, at division level.
5. District Coordination Committee
5.1 DCCs headed by Deputy Commissioners are responsible to promote, implement,
coordinate and monitor the Program in the respective districts. The DMCs act as
the Secretary to these committees and DMU work as the Secretariat in districts.

1. Parameters for Eligibility of Training Institute
1.1 Training institutes/ organizations that have a vision to provide vocational
education/skill development training through BBSYDP must ensure quality,
credibility and sustenance, to become eligible to submit their proposals. This
includes, but not limited to the following:
1.1.1 Affiliation of Training Institute- a training institute must be
accredited/affiliated with a certificate awarding body to be able to award
certificates on behalf or under the name of that entity, that has market
confidence.
1.1.2 Infrastructure- details of infrastructure, including classroom and
workshops/laboratories, required to conduct training in the offered trade must
be in conformity with the requirements of the approved/accredited curriculum
1.1.3 Proximity to Public Transport- this indicates the distance of the campus of
training institute from a bus stops or other means of public transport.
1.1.4 Relevant Experience and Past Performance-the fundamental parameter for
selection of training institute is the quality experience in similar field and past
performance that not only reflects training institutes’ ability to deliver better

outcomes but also helps ensure to filter out training institutes that do not
perform, and it is especially important in high risk, complex acquisitions.
1.1.5 Trainee Manual and Curriculum- the training institute is required to make
the trainee manual and curriculum available to all the trainees. The training
manual/curriculum should comply with the certificate awarding body’s
standards.
1.1.6 Tutors Potential- this is one of the significant parameters that require that the
trainers are trained and certified as per the requirements laid down by the
certification entity.
1.1.7 Placement Cell- the training institute/organization needs to ensure that
necessary employment/ placement-related facilitation is provided to the
trainees by deputing placement personnel at the institute, who are linked with
industry and keep themselves abreast with the developments in industry.
1.1.8 Self-Employment Facilitation- this requires ToT in know about business/self-
employment, wherein at least one trainer should be certified in
entrepreneurship by ILO or any other accredited entity
2. Grading of Institutes to be Contracted under Private
Sector Training Wing
2.1 It is a mechanism by which an institute is selected to impart the skill training
courses through BBSYDP. It provides a benchmark for comparison amongst various
institutes and trades offered.
2.2 The institutes are graded by base line verification Committee. The committees at
PCU level is empowered to conduct the grading of Institutes after due verification
of the pre-defined parameters. The recommendation is submitted to Technical
Committee along with the baseline report for consideration/ recommendation for
approval to the Board for contract negotiations.
2.3 The grades awarded by the committees and endorsed by Board shall be valid for
two years. Board will provide an appeal system for review and reassessment of the
grading awarded by the committee.
2.4 Training institutes have been classified into specific categories, elaborated below.
The method of selection of each training institute involves certain parameters
within each category forming a grading metrics. The total score for each category is

Category A Formal technical and vocational training institutes
Category B (administered by federal, provincial and private agencies)
Category C or large public sector organization having requisite
infrastructure in Sindh such as Pakistan Railways, PIA
Category D Industries having their own Units and own captive
Manpower requirements. Such industries should be
involved in any of the sectors, needed by present day
industry
Professional and Educational Institution under federal or
provincial government having the required infrastructure to
undertake the skill development training programme. Such
institutions should have the approval of the competent
authority for running the existing professional/ educational
courses in their respective fields. Separate wings/sections
or departments are not allowed to apply individually
Small scale privately owned training institutes. Such
training institutes must be registered/ affiliated/accredited
with a certificate awarding body and should have requisite
training infrastructure (owned / leased / rented) in Sindh
Minimum Score for Technical Qualification is 60 marks out of 100.

5. Feedback on Training (Trainee and Public Sector)
5.1 Trainees will be encouraged to send “Feedback Form” to PCU within 2 months
after completion of training. As an incentive the trainees filling the form will have
an opportunity to participate in the “Lucky Draw”. All “Feedback Forms” received
will be numbered and a lucky draw held. The winners will be given prizes. All
training partners of public and Private sectors conducting training under the
program will maintain contact details of all the trainees’ i-e address and cell
number
5.2 The Administrative Head of training partner from Public Sector will nominate a
person not below the rank of BPS-17 to contact 100% successful graduates after 3
to 4 months of course and check about the employment. The information along
with the trainees’ details is to be provided to PCU as a part of project completion
report.

1. Introduction
1.1 All kinds of procurement in the Board is executed under the rules laid down by
Sindh Public Procurement Regulatory Authority
1.2 The purpose of this section is to direct the attention of all interested
firms/organizations to familiarize themselves with the rules of the procurement
regulatory authority
1.3 Contract Administration includes the nature of the work, the type of contract, and
the experience and commitment of the personnel involved
1.4 Program Officers at PCU level are to administer the contracts and ensure that all
the contractual formalities are fulfilled in their true sense.
2. Blacklisting of Training Partner / Institute
2.1 Training Partner/ Institute will be blacklisted for training as a whole or in a trade
in which it does not perform as per mutually agreed parameters and including
following:
2.1.1 Replacement or engagement of tutors by not equally qualified and without
intimation to PCU,
2.1.2 Fails to furnish reports as per guidelines/instructions of BBSYDP,
2.1.3 Fake attendance and failure to prove forward linkages before the completion
of training program,
2.1.4 Subletting of training program,

2.1.5 Breach of Agreement or Memorandum of Understanding (MoU),
2.1.6 Fails to provide at least 20% (public sector) and 40% (private sector)

Fails to obtain 50% satisfactory PMRs, any deviation by the training provider
2.1.8 from conditions of selection and contents of Technical Proposals shall result

1. Trainee of BBSYDP
1.1 BBSYDP has a comprehensive selection criterion for trainees in both Public and
Private Sector Training Wings. The trainees under PMU are selected by the PMUs
as per the terms and conditions laid down in PGL. There will be two training
sessions one starts from January-February and other from July-August each year.
2. Trainees’ Selection and Placement Criteria
2.1 Any unemployed youth between 18-35 years, having domicile of Sindh, will be
eligible if she/he has not availed any training course under BBSYDP training
program or any other Govt: sponsored skill development program,
2.2 Selection shall solely be based as per the prescribed policy on merit

2.3 The applicant is required to travel to location/district other than place of
residence, if the selected course is not available in his/her home district.
2.4 Preference may be given to:
a) Female candidates.
b) Candidates from households with proven income below poverty line.
2.5 All selected trainee details will be placed on the program/PMU’s website
3. Advertisement for Selection of Trainees
3.1 Public Sector Training Wing
3.1.1 All training related program activities must be carried out in a transparent
3.1.2 manner and through wide publicity in media and website. Advertisement for
3.1.3 the invitations of applications will be published in leading newspapers.
3.1.4 In accordance with the approved PFT, all PMUs will prepare the
3.1.5 advertisements/media plan for their respective training programs which will
be forwarded to PCU for vetting and standardization, and shall later be
3.1.6 published by PCU/PMU for selection of trainees.
3.1.7 The advertisement for applications will have district and location wise detail
of courses to help the applicants select the course(s) with their choices and
3.1.8 convenience.
Application forms can be filled/submitted as per procedure notified in the
leading Newspapers/Program’s or PMU’s Website and help by the training
provider.
The applicants, where applicable, will be informed about the holding of screening
activity and the declaration of results i.e. place, time and date of test/interview
and merit list/result etc.13 communicated through newspapers, website, SMS
etc. and posting notice(s) at application receiving desks in addition to any
other reliable and effective means. PMUs will obtain pre-activity approval
from PCU.
PMUs ensure the compilation of the required data of all successful and
unsuccessful applicants after the interview / test where applicable.
A list of all shortlisted candidates will be sent to BBSYDP MIS section on
prescribed format for its clearance against duplication & self-duplication with
own record and NADRA. After the verification and clearance by PCU-BBSYDP,
the merit list of the successful applicants will be shared with PMU for issuance
of training offer letters to applicants.
Offer letters duly signed by PD should be made available at the training center
for acceptance of successful candidate(s).

3.1.9 PMU(s) will be responsible to collect/verify/provide complete
required data/particulars/certificates/documents including “CNIC” and
stipend disbursement details of trainees to PCU.
3.1.10 In case of any misinformation by applicant(s) and manipulation/
maneuvering/forgery by trainee(s); PMU(s) will be held responsible to take
strict action against him/her under intimation to PCU and AD, accordingly.
3.1.11 PMU will provide a final list of registered trainees on its web portal as per the
format along with the certificate of having obtained the undertaking from
each trainee.
3.2 Private Sector Training Wing
3.2.1 Applicants shall be informed about the available trades in district through
3.2.2 Newspaper and BBSYDP web portal.

Applicants must provide desired information through prescribed application

Placement of trainees will be made according to the applicant’s 1st, 2nd and 3rd
choice of trade at the closest institute. The trainee may request for change of
institute or trade before registration. Such request will be entertained, provided
its not outside the district and availability of seat in requested trades/institute
It is mandatory for all selected trainees to produce original CNIC and other
documents to the training provider for verification. Training provider shall be
solely responsible for any discrepancy identified later on. After registration, all
trainees data provided by PSTPs will be checked with MIS record and NADRA for
duplication & CNIC verification.
4. Joining of Trainees
4.1 The selected trainees would be allowed maximum 07 days joining time or as
advertised
4.2 Trainees will be registered online as per instructions available on program
website-Training Partner dashboardand will receive their duly signed offer letters
by PSTP. A duly signed copy of such signed offer letters17 will also be shared with
PCU-BBSYDP by the PSTP.
4.3 After the publication of first list / issuance of offer letters, if the selected trainee(s)
do not report within the stipulated time, subsequent list (data of trainees on wait
list) will be issued. The reporting time for subsequent lists will be as specified.
4.4 No trainee will be accepted/ enrolled after commencement of training except in
exceptional circumstances. The stipend would be calculated from the date of
commencement of training/joining.

4.5 ID cards with photograph shall be issued to successful trainees within one
weekofcommencement of training, and this shall be confirmed to PCU. These ID
cards are to be worn around the neck by trainees for easy identification by
monitoring team.
5. Attendance and Stipend of Trainees
5.1 Trainees having 85% attendance or more would be eligible for full stipend and
5.2 Dislocation Allowance (DA) as admissible. However, in case of attendance
5.3 varying between 60% to below 85%, trainee would be eligible for 50% stipend
5.4 and 50% dislocation allowance as admissible.
5.5 If attendance is below 60% no stipend and dislocation allowance will be
5.6 paid.The trainee shall be given a written warning advising him/her to improve
attendance by PSTP. The trainees having attendance below 60% during two
5.7 consecutive months shall be expelled from the trainings by the training provider
5.8 under intimation to PCU in writing.
Before expellingthe trainee will be given a chance to submit in writing a
reasonable justification against the proposed action. The final decision to expel
will rest with PSTPs.
Every institute/organization must maintain a daily attendance register duly
checked and verified by in charge. All trainees in attendance shall sign the
attendance sheet. No trainee would be allowed to sign the attendance sheet after
one hour of commencement of training/classes. The attendance portal will also
be filled by PSTP as per instructions on website-Training Partner’s dashboard.
In case of field attachment (OJT), an attendance diary/register must be provided
to each trainee to be signed by the person to whom the trainee has been
deputed. The training in-charge in the district would counter check this diary
weekly.
Every Institute must maintain training plan and training diary for proper training
monitoring and presence of trainees. Training Cost will be paid to the Private
Sector Institute on the attendance of three visits noted by POs or DMCs18. The
stipend and dislocation allowance will be paid as per the attendance reported by
the Institute or as noted by monitoring teams.
PSTW training partner Institute must comply with the clauses stated in the
contract signed between the institute and PCU, regarding facilitation to the
trainees in opening of their bank accounts in designated branches of the Bank
engaged by BBSYDP or facilitating any alternate provision/method specified by
BBSYDP in contract to accelerate the pace of stipend transfer to trainees.
In case a trainee is paid through crossed cheque, it must contain CNIC number of
the trainee on the cheque and the counter foil.

5.9 In case a trainee is paid his/her stipend through non formal banking channels,
his/her credentials must be fully verified by the training provider/organizer. A
small amount may be deducted from monthly stipend of the trainee by the facility
provider at the time of transaction.
6. Stipend & Dislocation Allowance
6.1 General Considerations
6.1.1 All these streams PMU / PCU-PSTW shall be responsible for disbursing
6.1.2 monthly stipend to the trainees at the flat rate of Rs.2,500 per month (or as
6.1.3
revised)19; for actual training period as per available provisions.
To facilitate those candidates who will be undertaking trainings and travel
more than 70 kilometers or to Karachi, a dislocation allowance will be
provided on actual basis or as decided and notified by PCU from time to time.
Dislocation allowance will be considered to a trainee on production of
following documents:
6.1.3.1 Attested copy of Domicile
6.1.3.2 Attested copy of CNIC
6.1.3.3 Any other proof showing that trainees have actually been
displaced from hometown due to the selection in training.
6.2 Special Provisions for PMUs
6.1 PMUs will observe the “Financial Procedure” developed for the Program with the
approval of Finance Department and strict observance of transparent accounting
and financial procedures.
6.2 The Project Director of concerned PMU will issue sanction order before
disbursement of stipend and dislocation allowance.
6.3 All payments of trainers, trainees and training institutes would be made as per
financial procedure beside any further instructions communicated to them in the
said context.

7. Leave to Trainees
7.1 Any kind of leave other than serious illness must be discouraged. However, the
trainees may be allowed two days leave per month on request and only Institute
in-charge is authorized to allow such leave provided that the trainee would
recover the loss of training/studies in a satisfactory manner.
7.2 Leaves of more than two days can be authorized by the Deputy Provincial
Coordinator (PSTW) and PD-PMU concerned; a trainee could avail leaves of
maximum 10 days if the trainings are of less than 6 months duration in
unavoidable special circumstances provided that the training loss would be
recoverable.
7.3 In case of Training Programs of more than six months duration leave entitlement
may be determined with the approval of PC-PCU to the maximum of 25 days, in
special circumstance that the training loss would be recoverable.
7.4 Sanctioned leave will not be considered in calculating the attendance.
8. Dual Registration
8.1 An applicant who has applied for more than one training course and is selected for
more than one course should intimate in writing the course he/she is joining and
ask for his/her name to be excluded from the other course.
8.2 Cases detected of dual registration and receiving stipend from more than one
training course would be expelled from all courses and recovery of paid stipend
made through revenue staff / police. Such candidates will be black listed from the
Program.
8.3 Trainees, who have already received training under this Program shall not be
eligible to join another course, if found under status of duplicate CNIC, then they
will be treated as per para8.2 above.
8.4 In case a trainee is found furnishing fake, fraudulent, bogus, manipulated
information to justify his/her training; he/she will be dealt in accordance with the
applicable law.
9. Graduation Ceremony and Distribution of Certificates
9.1 All training institutes/PMUs are required to hold a launching/ orientation
ceremony at the start of training (optional) and certificate award ceremony at the
completion of training period to award certificates to successful graduates
(compulsory). These certificates could either be authorized by external
certification agency for testing/examination and external certification
(Organizations, Boards, Institutes, University etc.) or by the service

provider/organization, that have proof of status as authorized certificate awarding
body for offered course or as agreed with BBSYDP.
10. Micro Financing
10.1 Training provider may coordinate with the micro finance institutions to facilitate
the Graduates of the Program in acquiring loans/grants to start business for self-
employment.
10.2 Program will encourage “business plans” related courses/trainings and will prefer
such normal training/courses which meet the local industry, projects and sectoral
needs and encourage self-employment.

1. Trainings
1.1 Public sector Training Program deals with the Government departments. This
wing of PCU was setup considering the high need of reforms in the public sector
departments, where training resources were available; but grossly underutilized
or lying abandoned. PCU made a way for the departments to share their resources
and experience to develop human resource in province. PCU coordinate, fund and
monitor the training running under Public Sector Training Wing through PMU.
1.2 The trainings of individuals shall be carried out from various training partners of
public sector, by means of both in-practice and customized courses for different
trades/fields as per Training Needs Assessment (TNA) conducted for market
demand. Preferably these trainings will have an On Job Training (OJT) portion on
need basis. The OJT may be proposed by the PMU in accordance with the
requirements of trade planned with prospective employers in the private sector.
1.3 A Public Sector Training Provider/partner will have to submit Proposal
for Training (PFT) on the format of PC-I.
1.4 A public sector training provider must nominate a Project Director and a focal
person for the correspondence.

2. Project Management Unit
2.1 Each training partner from Public Sector will notify a Project Management Unit
(PMU) for implementation of PFT. In case trainees’ number is below 600; the PMU
will have a dedicated team of maximum 6-7 officers / staff. The Project Director,
Accounts Officer and Officer / official having responsibilities of MIS will attend two to
three days mandatory training course to be organized by Provincial Coordination
Unit(If untrained).
2.2 PMU will give preference to BBSYDP graduates on all new contract staff positions
through a proper selection process. The PMU staff will be employed 1½ months
before start of training and retained one month after completion for completing
requisite reports etc.
2.3 The overall administrative cost (including PMU expenses) should preferably not
exceed 5% of the total project cost except in case of trainees’ number less than
600.
2.4 There shall be no creation of posts and purchase of vehicles for PMU. However,
temporary staff can be employed from the project funds to meet the project
human resource requirements as per PFT provisions, only. No staff will be allowed
by PMU to continue even after the official completion of training period. However,
for a new training proposal (PFT), PMU may consider to prefer the previously
hired experienced staff for temporary appointment/selection in the light of their
previous experience.
2.5 Each partner department will indicate separately the budget required for
establishing and running the PMU.
2.6 PMUs will provide the final list of selected trainees to PCU before announcing the
list of trainees;
2.6.1 to avoid duplication of trainees among training partnersand NADRA
verification
2.6.2 to upkeep District quota;
2.6.3 to disburse stipend, if arrangements are made to do so centrally.
PMUs will be responsible for providing the data to PCU MIS as per
prescribed format.
2.7 The PMU will provide district wise data of successful candidates along with their
identification number and bank account details or mode of payment of stipend to
PCU.
2.8 The PMUs would specify the institutions for conducting the courses / OJT. Full
address, telephone number of contact persons and name of institutional head
would be provided to PCU by PMU

2.9 PMUs will submit Monthly Expenditure Statements (MES)/Summary of
Expenditures (SOE) to PCU as per prescribed format
2.10 Administrative Department will constitute departmental monitoring committee to
evaluate the PMU activities under chairmanship of Administrative Secretary of the
department.
3. Purchase of Equipment, Furniture, Consumables from
Program Funds
3.1 Any equipment, furniture or any other nonperishable consumables items bought
from the program funds will be written in the Dead Stock register of the department
or Institute with payment voucher number and shall be the property of PCU-BBSYDP.
The assets shall be accounted as per the existing audit rules on the subject. The
perishable or consumable items bought from program funds would similarly be
written in books and disposal / use record as per rules. The non-consumable items
will be clearly marked“BBSYDP/BBSHRRDB Property”.
4. Public Sector Training Mechanism
4.1 The Pre-requisite of Proposal for Training (PFT)
4.1.1 The total number of trainees and trades shall be based on District Placement
Plan, TNA and justifying tangible studies.
4.1.2 Number of training courses and their type and duration supported by
training plan and Baseline Report of institute.
4.1.3 Prescribed qualification criteria for each course.
4.1.4 Cost of printing course material for the trainees and tutors per course shall
be incorporated
4.1.5 Institutes available in the department to conduct this training.
4.1.6 Private Institutes or facilities to be hired / contracted for the purpose.
4.1.7
Estimated market demand of the trained manpower and post training
4.1.8 employment opportunity.
The trainers/tutors and trainees required to complete training program
4.1.9 syllabus for classrooms and practical.
4.1.10 Period/Timeline showing the starting and ending of the training activity.
PFT must be in conformity with available resources in terms of building,
4.1.11 equipment and other facilities and no capital cost shall be allowed.
Any other related report/information in justification of the proposal/or as
4.1.12 per observation of the PCU.

4.2 Preparation of Proposal for Training
4.2.1 Public Sector shall be responsible to draw up a Proposal for Training (PFT),
containing the above stated prerequisite with viability of trainings for youth
based on justification/ authentic studies/research/surveys leading to tangible
employment. Each new PFT will be prepared/ evaluated in the light of past
performance and responsiveness of the PMU/Department to the Program and
outcomes of the trainings, impact and their alignment with Program
Guidelines. PFT must include details like: monthly financial requirement
under different heads such as training cost, stipend cost, administrative cost
and miscellaneous as per code provided in New Accounting Model (NAM),
administration and implementation of training/plan, curriculum,
infrastructure, monitoring mechanism, certification, employment and post
training assessments should be the part of the PFT.
4.3 Procedure for Approval of PFT
4.3.1 Proposal for Training (PFT) will be initially scrutinized and evaluated by
4.3.2 the concerned Program Officer.
4.3.3 The concerned Program Officer along with his recommendations present
the Training Proposal before the Technical Committee of the Board.
4.3.4 The PMU will submit a draft PFT to PCU for initial screening and alignment of
the documents with the requirements; this is to facilitate PMU/Department
before forwarding it to the Technical Committee-BBSYDP. The Technical
Committee - BBSYDP will review the technical aspects and viability of the PFT
and if deems fit; it will recommend the PFT for approval to competent forum
i.e. BSC. In other situation, it may send back the PFT to the PMU/Department
with the advice to incorporate recommended observations into the PFT.
If approved by the Board, the department would enter into a Memorandum of
Understanding (MOU)36 agreement with PCU to undertake the Program as
per guidelines. After signing of MOU, PC-PCU will issue the Administrative
Approval (AA) and the department would send head wise requisition for
release of funds as per New Accounting Model (NAM). PCU would release
funds on monthly or quarterly basis after receipt of requisition from Project
Director (PD) and Administrative Secretary of the department as per DRO
format on compliance of all codal formalities/procedures.

5. Selection of Public Sector PMUs/ Institutes / Premises
5.1 The Base line verification team will also visit the government institutes and
submit its report/recommendations to technical committee.
5.2 Training Trades should be selected on market need basis .Only those courses
should be included in PFT which has demand in market and post training
employment opportunities.
5.3 Any government Institute with the permission of parent department can apply
as a Private training institute for imparting training.
5.4 The selection of training institutes shall be in a manner that all districts in the
province are covered as far as possible.
5.5 The selection of training institutes should be based on the evaluation criteria
approved by the Administrative Head in case of Departments and TEVT Institutes
and Technical Committee in case of PCU.
5.6 The selected institutes must fulfill the specific training needs of particular fields in
terms of training material, modules, qualified faculty and proper certification.
5.7 Departmental Monitoring Committee (DMC) and PCU officers must physically visit
the institutes, for selection to run the program.
5.8 Institutes will be hired through specific terms of reference, deliverables and
payment schedule.
5.9 Where required PMU can obtain the premises on rent for training purposes for the
period of training not exceeding one year.
5.10 The selected institutes will have to give an undertaking that there will be no
subletting outside the contractual stipulations.
6. Roles of Stakeholders
6.1 The Administrative head shall be responsible for the implementation of the
program, its monitoring and performance of PMU and should be accountable to
the Board. The Administrative heads of training partners should be Administrative
Secretary of a department.
6.2 The Administrative heads would review the performance of Project on monthly
basis and report to the PCU.
6.3 The Departments and others shall provide logistical support such as office
accommodation and transport etc. from their existing resources to the PMU.
6.4 They may hire BBSYDP trainees for various positions in PMU except Project
Director for implementation of the program.
6.5 PCU and PMUs shall disburse payments both to the institutes and the trainees
through a well-defined procedure. The release of funds and accounting procedures
are given at under “Financial Procedure”.

1. Trainings
1.1 Private sector training wing was setup with an aim to increase the outreach of the
program to private sector institutes in order to strengthen the capacity of public
sector training by making optimum utilization of the resources of private sector for
training delivery wherever is applicable / possible. This area also has an objective to
establish network with private sector and encourage corporate values in those public
sector vocational training institutions that show their interest to deliver training
through PSTW.
2. Proposal for Training PFT-PCU-PSTW
2.2 For each Phase /Year; the PCU develops a PFT for the trainings under PSTW, this
PFT, like others, contains the training program that likely to be offered during the
Phase/Year in accordance with the set in targets. As usual PFT is technically
evaluated and recommended by the Technical Committee of BBSYDP to the
competent forum i.e. BBSHRRDB.

3. Selection and Contracting with Private Sector Training
Providers
3.1 Advertisement for Request for Proposal is published in local Newspapers to call
for proposals. RFP is prepared in industry/market led employable training
courses, in response to the market demand of trained manpower.
3.2 A private Sector training Partner will apply for training in response to the EOI
published in newspapers and submit Request for Proposals (RFP).
3.3 The RFP documents may either be downloaded from BBSYDP website or collected
from the PCU-BBSYDP.
3.4 The RFP documents must be submitted before the closing date either through
Courier or manually in PCU-BBSYDP.
3.5 In case of submission of RFP document in PCU-BBSYDP acknowledgement receipt
with office seal be obtained. If the document(RFP) dispatched through Courier, the
training partner must have the tracking id, Courier slip, date of receipt in PCU-
BBSYDP.
3.6 In case of missing of RFP document submitted by hand or sent through courier, a
training partner shall have to produce acknowledgement receipt in case of manual
submission and the date of dispatch of document, tracking id, Courier slip, date of
receipt in PCU-BBSYDP ,if dispatched through courier.
3.7 Formally registered vocational & technical training institutes can only apply.
3.8 Institutes will be required to submit audited financial statements for the last
financial year preferably from a chartered accountant firm.
3.9 Technical and Procurement Committee - PCU will select any institute against the set
bench mark. The committee(s) shall technically qualify/shortlist the institutes as per
approved procedure and then call the shortlisted training providers for negotiations.
Selection of training providers is in accordance with Program Guidelines andthe
procurement rules of the public procuring agency or the foreign funding agency, as
the case may be. Technically qualified institutes are called for negotiations with
the authorized body/committee,
3.10 Selected training providers will sign a legal contractwith PCU for each campus
offered which contains all the ToRs for both sides and the criteria for payment of
stipend and training cost.
3.11 Preference will be given to the institutes conducting training in private sector and
with higher grading.
NOTE-RFPs received late (past due date) will be considered only if condoned by
theBBSHRRDB/ Chairman-BBSHRRDB in exceptional circumstances.

4. Prerequisite of Technical Proposals of Training
Providers
4.1 Registration with any certificate awarding body that certifies short term skill
development courses or having the status of certificate awarding entity,
4.2 Readily available and adequate infrastructure,
4.3 Experience of institute/organization in the offered course and evidence of post
training employment,
4.4 Prescribed qualification criteria for each course,
4.5 Number of training courses and their type and duration supported by training
plan and baseline facilities of institute/s,
4.6 The course curriculum should have a justified proportion of theory and Work
Place Learning (WPL),
4.7 Cost of course material and equipment for the trainees and tutors per course shall
be incorporated.
4.8 Estimated market demand of the trained manpower,
4.9 Names, qualification, cell number and experience of tutors allocated for each course,
4.10 Evidence of training, private trainees & placement would be preferred.
4.11 Technical proposal must be in conformity with available resources in terms of
building, equipment and other facilities and no capital cost shall be allowed,
4.12 Technical proposal must contain a determination by short listed training
providers to ensure employment of a required percentage of employment to
trained graduates (see the definition of employment at para as required by the
PCU.
4.13 Valid NTN/FTN in the name of the organization.
4.14 Audited Financial Statement for the last financial year of organization prepared
preferably by a chartered accountant firm.
5. Role of Training Providers
5.1 Training providers will enter into performance based contracts with BBSYDP to
significantly enhance focus on results. Besides fulfilling contractual obligations,
the training provider will be responsible to:
51.1 Verify the documents/certificates/testimonials including CNIC and marks
certificates (with the original ones and the data provided by the PCU/PSTW)
of tentatively placed applicant before allowing him/her the joining in a
training course. Register the trainee on program FMIS as per laid down
procedures.
51.2 Initiate training as per curriculum and training plan submitted to PCU before

start of training, put in necessary efforts to conduct training as well as to

bank or any other agency, with which PCU will enter into contract and send PCU a
list of opened bank accounts of all trainees or any other mode of stipend
disbursement, as mentioned in the contract signed between training provider
and BBSYDP, maintain daily attendance register & upload on the web portal
also send PCU the monthly attendance report on stipulated format and all
necessary reports when required by the focal person designated by PCU,
facilitate program monitoring staff in its task and sign with own comment, if
any.
51.3 The institute must assure training quality and facilitate the TPV visit during
and after training for validation of training certification and trainees’
employment status, facilitate 40% trainees in seeking employment , conduct
all classes, workshops/labs, assessments and complete the curriculum as per
training plan and send PCU course completion report on stipulated format,
51.4 Act and comply all related instructions from PCU/PSTW/Focal Officer.
6. Role of PCU
6.1 PCU shall:
6.1.1 notify a focal person responsible for delivering all necessary guidance to
6.1.2 the training providers for discharging their responsibilities;
6.1.3 release stipend of trainees, training cost of training provider after due
considering all necessary documentary requirements;
6.1.4 monitor the training / status of facilities / completion of curriculum /
assessments etc., through visits to the training places, telephone calls to
6.1.5 the trainees or tutors or whatever method is deemed fit for the purpose;
communicate proper corrective instructions in the light of findings/PMRs
thereof to the training providers to complete the training peacefully as
per the contract;
verify the employment facilitation status as submitted along with course
completion report in the light of relevant clauses of the contract.
7. Service Providers’ Completion Reports
7.1 After completion of training the service provider will prepare a report on the
prescribed format and submit to BBSYDP within 30 days of the completion of
training course. During verification process of employment, if significant
differences are noted against contractual facilitation targets, service provider will
be given final opportunity to meet the facilitation target and resubmit a fresh
Completion Report before final payments are made within time barring provision

of the signed contract.
8. Post Training Employment Facilitation
8.1 Definition
8.1.1 Post training employment at BBSYDP is interpreted as under:
8.1.1.1 Direct/Timescale basis (from unemployed to employed or from
lower wages to higher wages);
8.1.1.2 Self-basis (establishment of business/entrepreneurship etc);
8.1.1.3 Indirect basis (when one is qualified in one field but gets employment
in other field);
8.1.1.4 Wage basis (when one is engaged in earnings on regular or
irregular basis with breaks);
8.1.1.5 Continuing education / training: This may be acceptable if that is
post training enrollment (Not more than 25% of the reported
employment will be acceptable under this definition)
8.2 Modes of Verification of Employment Facilitation
8.2.1 The details of verification modes are unequivocally defined in the
description of services i.e. SMSs, Telephonic, and Third Party etc.
9. Foreign Funded Training in PSTW
9.1 Our principal financer is Government of Sindh. However, the past few years
have accounted for an increased volume in terms of the training outcomes
(beneficiary), as a result of successful partnership with international finance
sources including the World Bank, Japan Social Development Fund and
UNICEF.

1. About FMIS
1.1 The Board has recently launched its newly developed Financial Management
Information System (FMIS). This upgraded system will automate and
integrateprocesses carried out within Board and its DMUs and PMUs including
procurement, monitoring and evaluation reporting, operations (PS/PSTW)trainee
management, ICT solutions, and accounting. Above and beyond the benefits that it
is offering to its users at Board, it also contains relevant web links for the benefit of
training partners, PMUs, trainees and general guest users

5. E-Registration
5.1 Program has a dedicated web-portal for institutes/PSTPs where institutes can
register only valid trainees, who are placed, by MIS-Board, in their institutes.

5.3 After joining of candidates’ institutes can view trainee wise registration they can
also generate report and export database in many formats. Management can view
day to day joining status of registered trainees, institute wise, district wise trade
wise etc.

6. Online Attendance
6.1 Training partner can update attendance of trainees on daily, weekly (as specified
by BBSYDP) basis, resultantly stipend will be processed timely without waiting for
receipt of monthly attendance of trainees form PSTPs. Portal has the ability to
calculate the trainees monthly stipend/ dislocation amount without indulging staff
in manual calculations. Attendance data can also be exported in excel format as
well.

7. Relevant Access to Web Portal to Training Providers
7.1 Institutes / PSTPs have dedicated ID based web-portal where they can register
valid trainee, generate E-ID card and E-Offer letter and dedicated E-attendance
portal where they can mark attendance to each trainee.
