U.S. Smile Capitol
In 1948, the Mayor of the City of Pocatello, George Phillips, passed an ordinance making it
illegal not to smile in Pocatello. The "Smile Ordinance" was passed tongue in cheek as a result
of an exceptionally severe winter, which had dampened the spirit of city employees and
citizens alike.

Pocatello History
Gateway to the Northwest
Founded in 1889, Pocatello was known as the "Gateway to the
Northwest." As pioneers, gold miners and settlers traveled the Oregon
Trail, they passed through the Portneuf Gap south of town. Stage and
freight lines and the railroad soon followed, turning our community into
a trade center and transportation junction.
Indigenous Tribes
The name "Pocatello" comes from an Indian chief of the Shoshone
tribe who granted the railroad a right-of-way through the Fort Hall
Indian Reservation.
Shoshone and Bannock Indian tribes inhabited southeastern Idaho for
hundreds of years before the epic trek by Lewis and Clark across
Idaho in 1805. Their reports of the many riches of the region attracted
fur trappers and traders to southeastern Idaho.

The students of the Alpha Zeta chapter of Phi Delta Chi have been working diligently to ensure your
time in the U.S. Smile Capitol is worth the travel you have made to be here. We hope that you will
have an opportunity to experience Pocatello and create lasting memories with your peers. By
exchanging a skyline of buildings for a horizon of mountain tops, you are certain to see why we love
having the Idaho State University campus here.
You have proven yourselves as active leaders in the profession of pharmacy by
becoming members of Phi Delta Chi. I hope that you will continue to be passionate and committed
to the profession of pharmacy throughout your lives. Locally, the Alpha Zeta chapter takes part in
various community service acts including highway clean up and making dinner for children at the
Bannock House. This highlights the service oriented mission that each of you are devoted to, and
showcases your organization as an example for the rest of the country.
I hope that you enjoy your time at the Phi Delta Chi conference, and continue to serve as leaders in
your profession of pharmacy.

Rules for the Formal Meeting
For delegates to speak on an issue:
Rise and address the Presiding Officer using the official symbol of recognition of Phi Delta Chi
Give your name and chapter
Obtain recognition from the presiding officer
A Brother may not speak a second time on the same issue if another Brother who has no yet
spoken asks for the floor. No Brother may speak more than twice on the same issue, except by
unanimous consent of the Regional Conference Delegation.
No resolutions introduced by the reference committees shall be voted upon until the Formal
meeting.
Discussions on questions (motions and resolutions) shall be limited to not more than five minutes
for each speaker. Discussion on any one question shall be limited to not more than 30 minutes.
Both time limits may be changed by appealing to the Presiding Office or by two-thirds vote of the
Regional Conference Delegation present.
Discussion on issues may be tabled only upon a two-thirds vote of the Mountain Regional
Conference Delegation present.

• Over 1,000 recreational trails
• Trails are available for hiking, biking, and ATVs
• The Portneuf Greenway has nature filled trails at either end of
the community and islands of green for ordinary pedestrians in
the Historic Old Town area. It includes 13+ miles of walking and
biking paths along the river in town. It is open to bikers with a
courtesy eye out for runners and walkers. The Greenway
provides a place for visitors and resident to ride bikes, hike, walk,
jog, rollerblade, and experience the natural beauty of
Pocatello.
