CHAPTER 4: AQUACULTURE PRODUCTION


32 Chapter 4: Aquaculture Production Aquaculture production reached a volume of 2.35 million MT with an equivalent value of PhP 124.00 billion. It accounted for 54.15% of the total volume of fisheries production in 2022. Among the regions, BARMM remained as the top producer in terms of volume with 1.04 million MT or 44.36% share to the total aquaculture production. This can be attributed to the region’s significant volume of seaweed commodities, as it comprised 97.95% of the region’s aquaculture production, and 43.45% of the country’s total aquaculture production. BARMM was followed by Region III with 300,345.65 MT (12.78%), which mostly consisted of tilapia, sharing 48.61% to the region’s aquaculture production. Other regions with notable shares were MIMAROPA with 253,738.52 MT (10.80%), Region IX with 178,773.85 MT (7.61%), and Region I with 162,777.58 MT (6.93%). Region III registered the highest share in terms of value with 32.62%, amounting to PhP 40.45 billion. This can be attributed to the large production of tilapia, which accounted for 28.25% of the region’s aquaculture production value. This was followed by Region I with PhP 20.40 billion (16.45%), majority of which consisted of milkfish commodities with a value amounting to PhP 17.64 billion. BARMM, on the other hand, contributed a total value of PhP 11.57 billion or 9.33% share, which can be mostly associated with the significant value of production from seaweed commodities. Other regions with high aquaculture production value were Region VI with PhP 11.48 billion (9.26%), and Region IV-A with PhP 11.08 billion (8.93%). Table 16. Volume and Value of Aquaculture Production, 2013-2022 The ten-year trend shows a stable volume of production in aquaculture from 2013 to 2015, which was not sustained in 2016 as production declined by about 147,247.86 MT. The sub-sector started to recover in 2017 towards 2019, as it reached its peak volume of 2.36 million MT, however, the production declined again from 2020 to 2021. In 2022, aquaculture production increased by 102,936.24 MT or 4.58% from the previous year. The value of production followed the same trend as that of volume, as it also decreased towards 2016 but recovered in the following years up to 2019. Despite the decrease in the volume of production in 2021, aquaculture production value was still able to increase by 12.40%, reaching the largest value in the ten-year period with PhP 128.56 billion. However, the value of production decreased again in the following year to PhP 124.00 billion despite the 4.58% increase in the volume of production.

Chapter 4: Aquaculture Production 35 The ten-year aquaculture production data shows that BARMM has contributed the largest volume among the regions annually, with an average annual share of 30.65%, followed by MIMAROPA (14.09%), Region III (11.01%), Region IX (9.07%), and Region VI (8.17%). 40 Chapter 4: Aquaculture Production The top ten most produced commodities in aquaculture includes the BFAR’s top five priority commodities such as seaweed, milkfish, tilapia, shrimp and shellfish. Among these commodities, milkfish predominantly contributed to the total aquaculture production value in 2022, amounting to PhP 46.41 billion or 37.42% of the total value of aquaculture commodities. Milkfish was followed by shrimp with a registered value of PhP 27.63 billion or 22.29% share, and tilapia with PhP 21.44 billion or 17.29% share. Seaweed on the other hand, ranked fourth with a value amounting to PhP 16.60 billion despite posting a sizable volume of production. Table 19. This was followed by milkfish at 16.51%, while tilapia, shrimp, shellfish and other commodities comprised the remaining aquaculture production. 42 Chapter 4: Aquaculture Production The majority of milkfish production in aquaculture came from fishponds and fish cages, with a respective volumes of 184,162.33 MT (47.47%) and 180,290.27 MT (46.47%), while fish pens and other culture types comprised the remaining portion of the milkfish production. In terms of regional production, produced the largest volume and value of milkfish in 2022 with 143,231.20 MT, equivalent to PhP 17.64 billion. Other top producers in terms of volume were Region III with 84,797.47 MT, Region VI with 64,634.92 MT, Region IV-A with 35,696.88 MT, and Region XI with 25,166.43 MT. Table 20. Production Volume of Milkfish from Aquaculture, 2018-2022 The five-year data on milkfish production shows a steady growth from 2018 to 2021 where it reached a total volume of 442,268 MT. However, the trend was not sustained in 2022 as milkfish production significantly declined by 12.28%, equivalent to a decrease of 54,304 MT from the previous year.


44 Chapter 4: Aquaculture Production In 2022, a total of 194,383.78 MT (77.19%) of tilapia production came from fishponds, while 47,201.71 MT (18.74%) were from fish cages, 10,112.62 MT (4.02%) were from fish pens, and the remaining production were contributed by other culture types. Majority of tilapia production came from Region III which constitutes 57.97% share, equivalent to a volume of 145,998 MT. This translated to around PhP 11.43 billion in value, which was also the highest among the regions. Other major contributors to tilapia production were Region IV-A with 44,417.62 MT, Region I with 15,415.82 MT, BARMM with 10,900.04 MT, and Region II with 10,352.15 MT. Table 21. Production Volume of Tilapia from Aquaculture, 2018-2022 Over the last five years, tilapia production shows a fluctuating pattern, with an alternating positive and negative growth since 2018. Nevertheless, 2021 had the highest recorded production of tilapia, producing 281,114 MT, which is 6.53% higher than the previous year’s output. In the following year, production plummeted to its lowest volume of 251,827 MT, equating to a 10.42% decrease in growth.

Among the regions, BARMM contributed the largest volume with 1.02 million MT, equivalent to 66.07% of the total seaweed production. MIMAROPA followed suit with 250,655.52 MT (16.22%), and Region IX with 170,776.19 MT (11.05%). The five-year production performance of seaweed shows a significant recovery in 2022 as the production augmented by 14.98%, equivalent to a 201,253 MT increase, after consecutive declines from 2020 to 2021.

48 Chapter 4: Aquaculture Production The total shrimp production reached a volume of 70,303.71 MT in 2022 with pacific white shrimp and tiger prawn constituted the majority of the aggregated shrimp production, with 35,942.74 MT (51.12%) and 33,731.89 MT (47.98%), respectively. While commodities such as endeavor prawn, white shrimp, and freshwater prawn comprised the remaining 0.89% of the total shrimp production. In terms of regional contribution, Region III registered the highest aggregated shrimp production equating to a volume of 27,105.38 MT or 38.55% share. Table 23. Tiger prawn posted the largest value of production amounting to PhP 17.71 billion, followed by pacific white shrimp with PhP 9.78 billion and other types of species with PhP 138.64 million. It has recovered thereafter to which production increased by 7.57% in 2021 and 1.91% in 2022. The production of 70,304 MT in 2022 was the highest recorded volume of production in the last five years.


Chapter 4: Aquaculture Production 51 Total shellfish production reached 50,930.75 MT in 2022, with oyster constituted 40,038.34 MT (78.61%), and mussel contributed the remaining 10,892.41 MT (21.39%). Oyster production in the country was recorded to be highest in Region III with 26,315.12 MT (65.72%) of the total oyster production, accounting to PhP 799.81 million. This was followed by Region VI with 11,366.44 MT (28.39%) or equivalent to a value of PhP 170.01 million. On the other hand, Region VI and Region IV-A were considered as the major producers of mussel, with a production volume of 3,295.00 MT (30.25%) and 3,217.39 MT (29.54%), respectively. The majority of this production came from Regions IX, XII, BARMM, VI and V, which collectively shared 62.88% to the total capture fisheries volume. Region IX contributed the largest share among all the regions, with a total production volume of 349,593.95 MT (17.58%). A large part of it consisted of sardines commodities, which constituted 53.12% of the region’s total production. As for Region XII, the production volume of 281,843.09 MT can be attributed to its significant production of tuna, including frigate tuna, yellowfin tuna, skipjack, eastern little tuna, and bigeye tuna, which collectively shared 80.25% to the region’s total production. Likewise, BARMM’s large production can be attributed to the high-volume production of tuna in the region. In terms of value, the top five producing regions mentioned above also shared the majority of the production value of capture fisheries, contributing a shared amount of PhP 112.98 billion. Region XII registered the biggest share with PhP 28.21 billion or 13.93% of the capture fisheries total production value. This can be ascribed to the region’s substantial production of tuna which contributed 79.24% to the region’s total production value. Meanwhile, the PhP 25.04 billion or 12.36% share of Region IX can be attributed to the region’s significant production of sardines, which generated 23.81% share, equating to PhP 5.96 billion. Lastly, Region VI’s PhP 24.40 billion or 12.04% share, mostly came from tuna and squid, constituting 13.90% and 6.34% of the region’s total value of production, respectively. 54 Chapter 5: Capture Fisheries Production

Region XII ranked first in terms of production value, despite producing 67,750.86 MT less than Region IX. This can be linked to the substantial harvest of high-value fishes in the region which includes various tuna species. A similar trend is noticeable in Region VI, which ranked third in production value despite being fourth in production volume, surpassing BARMM in terms of production value. Production then had a gradual increase in 2019 and 2020, which eventually declined towards 2021 and 2022, resulting in a reduction in production from 2.08 million MT in 2020 to 1.99 million MT in 2022. In spite of consecutive declines from 2021 to 2022, the sub-sector still managed to register a substantial value of PhP 202.56 billion in 2022. Furthermore, a general upward trajectory in production value was observed except in 2020 and 2016, where the sub-sector recorded the lowest value in the last ten years amounting to PhP 137.79 billion.

These three regions, on average, constituted 37.68% of the annual production value of the capture fisheries sub-sector. 62 Chapter 5: Capture Fisheries Production The volume of production from capture fisheries was predominantly led by tuna, sharing 475,313.47 MT (23.90%) to the sub-sector’s total production, recording a notable increase in both volume and value of production in 2022. Tuna commodities were mostly caught from Region XII, sharing 47.58% to the total tuna production, followed by sardines, which recorded a 9.59% decline, and roundscad which also posted a decrease of 5.10%. Volume of Production of Small Pelagic Species, Demersal Species, and Oceanic Tuna, 2018-2022 Small pelagic species shared 879,779.47 MT (44.23%) to the total capture fisheries production in 2022. Bali sardinella was the leading contributor in terms of production volume over the last five years, with the majority of these species mostly found in Region IX. It was then followed by roundscad, sharing 172,268.17 (19.58%) to the total production of small pelagic species. Big-eyed scad, squid and anchovies were also among the top produced small pelagic species in the country. Demersal species registered a total volume of 200,707.26 MT, or 10.09% of the total capture fisheries production. Among these species, threadfin bream shared the highest with 33,973.38 MT or 16.93% of demersal fish production, the first in the last five years where it was usually dominated by slipmouth. Blue crab, grouper, and siganid were also among the top produced demersal species in 2022. Lastly, among tuna species, skipjack remained to be the top contributor, sharing a substantial volume of 256,837.26 MT (12.91%) to the capture fisheries production or 54.04% of the total tuna production. It was usually followed by frigate tuna, but due to its decline of 10.42% in 2022, it was surpassed by yellowfin tuna by only 740 MT.

Municipal Fisheries Volume of Production by Region, 2022 According to the 2022 Fisheries Situation Report released by the PSA, marine municipal fisheries sub-sector is second to aquaculture in terms of growth in production as it recorded 2.65% increase from its previous year’s output. Evidently, the above figure shows that the marine municipal sub-sector constituted the majority of the regions’ municipal production in 2022. BARMM, as the top producing region, was composed of 120,723.92 MT of marine municipal fisheries commodities and 65,440.61 MT of inland municipal fisheries commodities. Among the regions, only Region IV-A had a relatively higher volume ratio on inland-to-marine municipal production, constituting 35,047.27 MT or 52.37% of the region’s total municipal fisheries production.


Municipal Fisheries Production 69 Municipal capture fisheries recorded a total production volume of 1.13 million MT in 2022, as a result of the combined production from marine and inland fisheries sub-sectors. This production output was translated to a value amounting to PhP 127.63 billion. Notably, BARMM emerged as one of the top producers for both marine and inland fisheries sub-sector with a total volume of 186,164.53 MT or 16.53% of the sub-sector’s aggregate production, which translated to a value of PhP 16.39 billion — the highest value of production among the regions. Region IX came second to BARMM in terms of contribution to production as it registered a volume of 124,479.98 MT, majority or 99.04% of which was composed of marine municipal fisheries commodities. On the one hand, Region VI registered the second highest value of production, amounting to PhP 15.31 billion despite not having an outstanding volume of production. Table 32. Volume and Value of Municipal Fisheries Production, 2013-2022 For the last ten years, the volume of production shows a declining trend as it dropped from 1.26 million MT in 2013 to 1.11 million MT in 2018. A slight increase in the production was observed in 2019 as the volume posted 1.13 million MT indicating a similar production number as the year 2017. The sub-sector recorded its lowest production volume at 1.10 million MT in 2020, but recovered thereafter, to which production increased from 2021 to 2022. On the other hand, the value of production shows an inconsistent pattern as the value fluctuated from 2013 to 2020, but increased towards 2021 with its highest recorded value at PhP 127.63 billion in 2022.

72 Municipal Fisheries Production The ten-year trend underscores the decline in the total production of the municipal sub-sector, as its total registered volume decreased by 0.50% from its previous year’s output. The said decline can be attributed to the collective decrease in production from ten regions, with Region VII recording the largest decline of 42.61%, equivalent to 32,867.51 MT decrement. BARMM still registered the largest contribution with 186,164.53 MT and exhibited a consistent positive growth rate in production. Likewise, NCR and Region XI experienced a significant increase in the volume of production, recording a 175.63% and 146.08% growth respectively. Table 33. 76 Municipal Fisheries Production In the last two years, tuna remained to be the top produced commodity with 12.44% share to the sub-sector’s overall production or equivalent to a volume of 140,103.26 MT, amounting to a value of PhP 18.90 billion. Notably, the tuna production was 5.80% higher than its previous year’s registered volume of 132,423.08 MT. Majority of this production came from BARMM as it contributed 27,412.33 MT or 19.57% share to the sub-sector’s overall production of tuna. Next to tuna is the sardines commodities, which experienced a 15.11% decrease in the volume of production in 2022. According to the National Sardines Management Plan series of 2020, some of the identified issues contributing to the decline in production of sardines are the increasing juvenile catch, post-harvest losses during peak season, illegal fishing, among others. Aside from tuna and sardines, other commodities with significant contribution to the sub-sector’s aggregate volume of production were bigeyed scad (7.04%), tilapia (3.55%), and mackerel (5.34%) with a respective value of PhP 8.98 billion, PhP 4.52 billion and PhP 6.81 billion. BARMM on the other hand still made a substantial contribution, as it posted a total volume of 120,723.92 MT. As for the value of production, Region VI made the largest contribution, with its value amounting to PhP 14.91 billion or 13.23% share to the sub-sectors total value of production.


80 Marine Municipal Fisheries Production For the last ten years, Region IX registered a substantial contribution to the sub-sector’s overall production with its average share of 12.74% annually. A large part of its production comprised of tuna which constituted 13.72% of the region’s total ten-year production. BARMM on the other hand exhibited a fluctuating production trend from 2013 to 2016. Nonetheless, an increasing production trend was noted in 2017 with its peak volume at 120,723.92 MT in 2022. Other regions with noticeable contribution to production were Region V with 112,243.18 MT (11.80%), Region VI with 108,436.01 MT (11.40%), and MIMAROPA with 102,459.13 MT (10.77%). Table 36.
