Introduction
Non-conformance in Halal
certification process means a
failure in complying with the
requirements set by JAKIM/JAIN.
This act of failure resulted with
issuance of Non-Conformance
Report (NCR) by the auditor
where the auditee should take
corrective actions in order to
revoke the NCR.
Definiton
Non-Compliance
Acts of failure to comply with an act or regulation
(regarding the law)
Non-Conformance
Acts of failure to comply with requirements, standards
or procedures (with specific references)
Non-Conformance Report (NCR)
Issued when the auditee fails to meet a requirement
during audit

Usually involves with Technical Offence
can be given warning by the auditor.
Offence cover :
Premise Equipments Workers hygiene
cleanliness cleanliness
Pest control Failed to produce Workers that do

Vaccine
Action taken :
Malaysian Halal Certification Monitoring Notice and
Non Conformance Notice will be issued
Immediate remedial action within 14 days or the Halal
certificate will be suspended
The suspended Halal certificate will be determined by
Halal Certification Panel
Major
Offence
Technical offence which can lead to suspension
of Malaysia Halal Certificate by the auditors.
Offence cover :
Using Halal Logo on products Forged Halal certificate Halal
which are not certified logo
Changed Halal certificated Failed to comply with
form JAKIM corrective action for minor
offence
Action taken :
Malaysia Halal certificate shall be suspended
Report or suspension will be presented to the Halal
Certification Panel for final decision whether :
--> The Halal certificate will be returned or revoked
Serious
Offence
Offences which involve Shariah and Technical
matters which lead to revocation of the
Malaysia Halal Certificate.
Shariah offence cover :
Mixing of Halal and Haram Storage of Halal product with
material together Haram product
Processing of improper Using Haram material after
slaughtered receiving Malaysia Halal
certificate
Technical offence cover :
Relocation of factory without Bringing in Haram material
informing JAKIM into the premise which holds
Malaysia Halal Certificate
Stunning for animals is not The stunner is controlled by a

Action taken :
Halal certificate shall be revoked immediately
Report on revocation will be presented to the Halal
Certification Panel for the final decision
JAKIM may list of the companies which have their
certificates revoked in its Halal portal
The case of any outlet having its Halal certificate
being revoked due to serious offence, Halal
certificates from all other outlets shall be revoked
as well
