T14.ThedevelopmentofacarparkontheallocatedhousinglandnorthofChulmleighRoad
willgosomewaytoeasingparkingintheSquare.ManagementofparkingintheSquare
andsomeofthenarrowerroadsinthevillageismoreproblematic.Manyofthedifficulties
experiencedarisefrom vehicleownersparkinginappropriately.Thesituationcouldbe
helpedbydesignating,bymeansofsurfacing,theplaceswhereparkingisacceptable.
Iftheopportunityarises(throughongoingmaintenancework,orifenhancementworkin
theconservationareaisproposed)thenthismightbepossible.
PolicyT4:Parkingmanagement
Newdevelopmentwilladdresstheparkingneedsofresidentsandvisitors.Newhousesshouldprovidefortheirownparkingneeds,eitherwithintheir
owncurtilageorbyprovisionofrearparkingcourtsconvenientlylocatedtoencouragetheiruse.IndiscussionwithDevonCountyCouncilHighways,
wheresuitableon-streetparkingisprovided,ortheopportunityarisesthroughmaintenanceorenhancementwork,theuseofusingcontrasting

Therearethreewaysinwhichtheobjectivesandpoliciesintheplanwillhaveanimpact.

Whoarethedeliveryagencies?
D2.ItisimportantthattheNeighbourhoodPlanisusedbyWinkleighParishCouncil,TorridgeDistrictCouncilandotherdecision-makingpartnersand
deliveryagencies.ThemainusersoftheplanwillbetheParishCouncilandTorridgeDistrictCouncil.Thelatterwillberesponsibleformonitoringthe
overallprogressoftheTorridgeLocalPlan,particularlyinrelationtodistrictwidelevelsofdevelopment.TheParishCouncilwillberesponsiblefor
