Dear Bullpup Scholars and Families,
It is my pleasure to welcome you to Bunnell Elementary School.
The faculty and staff join me in saying we hope you have a successful and
productive year. We are dedicated to building towards sustained success
where each scholar will experience academic progress and opportunity for
overall success. As a team we can continue to move Bunnell Elementary
forward as the premier school in a premier learning organization.
The families of our scholars are our partners and it is important to work to-
gether as we provide positive learning experiences. This handbook is pre-
pared as a reference guide that covers Bunnell Elementary’s policies and
procedures. Parents and students should review the content of this hand-
book together. If there are any questions, feel free to contact the school
office.
We welcome your support and participation during the school year and we
look forward to celebrating the achievements of our students with you.

SCHOOL PROCEDURES AND POLICIES
PublicVisitation/Volunteers
We welcome parents to our school. ALL visitors MUST present picture identification
(driver’s license) and obtain a visitor’s pass from the front desk upon their arrival on
campus. This includes before and after school. For the safety of our students, only BES
students are allowed on campus during school hours, unless accompanied by a parent.
Parents must make an appointment to speak with their child’s teacher. Please do not
ask to go to your child’s classroom upon arrival or during the regular school day, as this
interferes with instructional time.
Classroom visitation requests to observe your child requires written notification 24
hours in advance. Visits are to last no more than 20 minutes. No pets or other animals
are allowed on school buses nor are they to be brought to school without express
permission from the Principal.
Volunteers must pre-arrange a schedule with the teacher/area volunteering in. All
visitors must wear the volunteer badge or visitor’s pass where it is easily seen and must
sign out upon leaving campus.
Deliveries
Students do not receive deliveries at school. Deliveries will be held until dismissal for
pick-up by the parent. The school is not responsible for delivering items to the class-
rooms or for damage or loss of items delivered to the school. Also, balloons, glass
vases, food and flowers are not allowed on school buses; therefore, parent pick-up
would be required.
Field Trips
All field trips must be educational and linked directly to classroom objectives. Student
preparation for the field trip should be done prior to the trip, and post evaluation by
discussion and student displayed knowledge is expected. Informed Consent Form from
parents are required for each trip.
The student/supervisor ratio should be kept as low as possible with a 15:1 as a mini-
mum with two adults to any one group. Chaperones must be the parent or guardian of
a student taking the trip. Parent chaperones MUST be approved school volunteers and
must wear their valid volunteer badge during the trip. (Volunteer applications are
available in the school office. Apply at the school district office)
Report Cards
Report cards are distributed at the end of each nine-week period. Parent conferences
will be set up at the end of the first nine-week period and at the third nine-week pro-
gress report. The teacher will establish an appointment schedule for conferences.
Report cards will be distributed at that time. Report cards can also be viewed on Sky-
ward.

Parents will be notified in writing at any time during a grading period when it is apparent the
student may fail or is doing unsatisfactory work. Mid-term reports are sent home with the
student during the middle of each grading period. Teachers are available for parent confer-
ences before or after school. It is necessary that an appointment be made in advance to
avoid scheduling conflicts.
Parents may view their child’s grades, at anytime, by logging in to Skyward Family Access on
their computer. Please schedule an appointment with our Registrar to sign-up and receive
your PIN number and instructions.
News Media Publicity
The Flagler County Public Schools reserve the right to release “directory information” without
prior permission of the parent or guardian as detailed in the following categories: school publica-
tions, yearbooks, programs for school events, handbills, rosters and school news to media. Such
information will be limited to the student’s name, grade level, participation in officially recognized
activities, dates of attendance, graduation date and awards and/or honors received. Parents sign
the permission regarding this at the initial time of registration. If there is a change, the parent
must notify the Registrar in writing.
Clinic/Health Services
BES Elementary School has a staffed nurse’s office to care for your child’s first aid needs. It is im-
perative that the school has your most updated address and telephone contact information.
“The school nurse can administer medication to your child only if you have provided the
proper documentation from the doctor and with a properly labeled prescription bottle.
There are no exceptions to this rule. Parents must bring the paperwork and prescription to
school. Over the counter medication may be administered by the school nurse when the
parent provides the completed forms and medication. Medication should never be sent with
your child.”
Illness and Injury
Teachers will send a student with complaints of illness or injury to the clinic. Students
are assessed and given first aid as needed. Parents are called under the following condi-
tions to pick-up a child:
Head lice Fever over 100 degrees (cannot return for 24 hours)
Diarrhea Loss of consciousness (fainting, head injuries)
Vomiting (cannot return for 24 hours) Possible communicable diseases
Pink eye Any skin rash without a doctor’s note
Uncovered/untreated Ringworm
These students will need to be picked up within 30 minutes of receiving notification
from the nurse. Clinic space is limited.
Parents are also called for the following situations:
Student complaint of earache or toothache
Student comes to the clinic two times in the same day with the same complaint
Head injury
For these situations, it is up to the parent to decide whether they need to pick up the
student. If the parent wants the child to stay in school, the student will be sent back to
class until the end of the day.
**Any student who has a temperature of over 103 degrees or loss of consciousness and is not
picked up in the allotted amount of time, will be transported to the closest hospital at the
parent/guardian’s expense.
Phone Policy
Students must have a pass to use the phone. Such calls must be for emergency purposes only.
Though cell phones are permitted, they are not to be visible while on campus or while being trans-
ported in district vehicles. Cell phones may be used with permission and only in the pres-
nce of a school official. Students violating this policy will have their phone confiscated.
Insurance
Flagler County School District does not have insurance to cover students. Therefore, FCSB is
working to offer to our parents a School Time Accident Coverage and /or 24-hour Accident
Coverage for students. This is a supplemental insurance that can be taken out on your stu-
dent. This insurance is offered at the beginning of every school year for parents to take ad-
vantage of. As soon as the forms become available, a notification will go home.
Homework Policy
Grades K-2-Homework given in grades K-2 may not exceed 30 minutes with an additional
15-20 minutes for reading on any given day.
Grades 3-6- Homework given in grades 3-6 may not exceed 45 minutes with an addition-
al 30 minutes for reading on any given day.
(Unfinished class-work that needs to be completed at home is not considered part of the
official homework.) When a student misses school due to illness or family emergency,
make-up work, if needed, should be requested through the guidance office. Parents
must give 24 hours notice for picking up work. Students will have one school day for
every day absent to complete and turn in work missed while absent. Students receive
credit for work completed only when the absence is excused.
Dress Code
Students are required to wear a school uniform at all times while attending school or any
school-sponsored activity during the school day.
Pants/Bottom Attire
1. Must be khaki (tan), grey, white, navy blue, or black slacks, shorts, skirts, skorts or
jumpers, or plain blue or black denim jeans, shorts, skirts, skorts, or jumpers. A small
trademark logo is acceptable.
2. Bottom attire must be plain without any holes, tears, or unfinished hems, and must be
worn securely at the waist.
Shirts
1. Shirts must be standard short or long sleeve polo style, oxford style, or button-up
dress shirt with a collar. A small trademark logo is acceptable.
2. K-8 schools may use the district colors of white, black or grey and choose up to two
additional standard school colors. (BES school colors are green and blue. Any shade)
Shirts must be solid color and fabric. No lace or sheer materials, including “cut outs”.
(On designated school Spirit Days or special events, students may wear their school logo t-shirt.)
Shoes:
Footwear that is a safety hazard will not be allowed (ex. Footwear with wheels, heels or
slippers.) K-6 grade students must wear enclosed shoes or athletic shoes
Clothing and styles considered hazardous to health and/or safety are not allowed.

Electronic Equipment/Toys/Misc Containers
Please remind your child - Electronic equipment (i.e. cell phones, MP3 players, etc.) and
toys are not allowed at school unless given permission by the classroom teacher. These
items will be confiscated and parents will be notified that the item is available for
pickup. Also, glass containers are NOT permitted on campus or on buses.
Media Center
Goals are to provide:
A media center, which is an integral part of the total instruction program, serving students
and faculty as needed in all curricular areas
Varied enrichment opportunities in an environment that encourages students to pursue
individual interests and to develop their potential as lifelong learners
Support materials, equipment, facilities and professional cooperation necessary for the
instructional program to meet each student’s individual needs support for classroom reading
programs
Bus Riders, Walkers and Car Riders
Students may not ride a bus different than their registered bus without 24 hour notice
and the approval of the District Transportation Supervisor, who can be reached at
(386) 586-2145.
No kindergarten students will be dropped off at a bus stop unless an adult is there to
receive them. Siblings may be responsible with parent WRITTEN permission.
Walkers must follow the designated route to and from school during specific times. Traffic direc-
tions, speed limits, as well as safe pick-up and delivery are the responsibility of everyone. Take
special precautions on rainy days. Please park only in designated parking areas. When the block-
ade is up for walkers, cars may not enter the street. Please do not drop off or pick up your child
from any other area other than the designated parent pick up area.
Car Rider Procedures:
*Please do not pull into the Car Rider loop until 3:20 p.m.
*Car Rider’s are released beginning at 3:25 p.m. and ending at 3:30 p.m.
* You must have # displayed– on MIRROR
* Children may only load from the passenger side of the car
* Parents – please remain in the car. We will assist your child
* Absolutely NO WALK UPS
* No Parking in the loading zone
* Please be patient – the safety of your child is our first priority
* Please have your child memorize their car rider #
* If you do not have your tag – you must go to the main office to sign your child out
*If your tag is lost - please get a replacement at the front desk
*If you are picking up students not listed on your car rider # - you must
be listed on the student’s emergency form and sign them out at the front desk .
Student Dismissal
Student dismissal is a very busy time in the front office. In order to ensure a smooth tran-
sition during dismissal each day, we ask that you:
Notify the office in writing if there is any change in how your child will be
getting home from school.
Notify the school when there is a need to check your child out early for a
doctor’s appointment or emergency . ALL changes to travel method home
must be PRIOR TO 1:30 . We need ample time to notify teachers and
staff.
Always have ID available/READY in order to check your child out of school.
To ensure the safety of our students—The office will be closed for pick up be-
tween 2:45 p.m. - 3:15 p.m. except in the case of emergencies or doctor’s ap-
pointments.
Be advised that leaving campus early can negatively impact a student’s academic
success.
Three unexcused tardies or 3 unexcused early dismissals count as an unexcused ab-
sence for attendance monitoring. In order for any tardy or early dismissal to be ex-
cused, a note from the doctor or dentist must be brought to the school.
Schools are required by State statute to monitor attendance and report students who
have excessive unexcused absences.
Security on Campus
Please have a government issued ID available to present to the receptionist to sign
students out or to enter the campus for meetings. This is a requirement for every cam-
pus in Flagler County. You will be given a name tag to wear during your visit. It should
be returned when you leave the building.
Procedures to be followed for Absences
Parents are asked to report an absence by calling our Student Sick Line 437-7537

Parents will be notified by letter when a child has accumulated five (5) and ten (10) unex-
cused absences, during a 90-calendar day period. On the 10th unexcused absence, a Stu-
dent Success Team meeting will be scheduled with the parent to discuss the truancy
problem. As well as compulsory attendance laws. A review of educational records, evalu-
ations, and teacher observations will be conducted. A behavioral contract may be devel-
oped between the student and school staff. If the student continues to accumulate un-
excused absences, the Student Success Team shall make a referral to the Office of Stu-
dent Services, for assistance and possible home visitation. If compliance is not achieved,
the parent may then be referred to the Court.
School Wellness
Bunnell Elementary school meals will include a variety of healthy choices while accommo-
dating special dietary needs. Both reimbursable school meals and other foods available
throughout the school day and extended school day meet Federal and state nutrition
standards, which includes the USDA Smart Snack standards.
Bunnell Elementary School is committed to serving healthy meals to children, with plenty
of fruits, vegetables, whole grains, and fat-free/ low-fat milk; moderate sodium, low in
saturated fat, and zero grams trans-fat per serving (nutrition label or manufacturer’s spec-
ification); and to meet the nutrition needs of all school children while meeting caloric re-
quirements.
The school meal programs aim to improve the diet and health of school children, help
mitigate childhood obesity, model healthy eating to support the development of lifelong
healthy eating patterns, and support healthy choices while accommodating approved die-
tary needs.
A. Celebrations, Parties, Meetings, and Special Events
Teachers are to limit major classroom parties to two a year (example winter break party,
end of year party). Such parties should be well organized with ample supervision of the
students at all times. Any additional parties must be approved by the administration.
Parties should be completed 15 minutes prior to the end of the school day. A special
effort should be made to keep floors clean of food. Students riding the bus are not per-
mitted to take food on the bus. Major parties should not be any longer than one hour.
Food/Snacks brought to school to be shared during school hours, and the extended school
day, must either be store bought and sealed in the original package, or purchased through
Food Services. To encourage healthy food choices, foods that meet Smart Snack Stand-
ards will be served during the school day and the extended school day.
B. Rewards/Incentives/Consequences
Research clearly indicates that the use of foods and /or beverages to reward/reinforce
desirable behavior and academic performance, etc. has negative, unintended conse-
quences. School personnel are encouraged to use non-food incentives as rewards with
students. Therefore, foods and beverages will not to be used as a reward, or withheld as
punishment for any reason, such as for performance or behavior.
C. Fundraising
To support children’s health and school nutrition-education efforts, Bunnell Elemen-
tary School will only promote the sale of non-food items or food sales that include
nutritious food items that meet or exceed the Smart Snack nutrition standards.
The Smart Snack standards allow state governments to develop a policy on the num-
ber of exemptions for food fundraisers that do not meet these standards. Florida
allows 5 exemptions at the elementary level. All fundraisers MUST be pre-approved
and the school will maintain a list of fundraisers to ensure our exemptions are not
exceeded.
All food and beverages outside the reimbursable school meal programs that are sold
to students on the school campus during the school day or extended school day will
meet or exceed the USDA Smart Snacks in Schools nutrition standards, unless the
fundraiser has been approved as one of the allowable five exemptions. The school
will provide a list of healthy fundraising ideas.
Fundraising events held out-of-school will also either be non-food items or food
items that meet or exceed the Smart Snacks nutrition standards.
Fundraising activities that promote physical activity are encouraged.
Flag Display and Pledge
Each school day should begin with the Pledge of Allegiance, BES Expectations (on the
intercom), and other daily announcements followed by the taking of class roll. Each
classroom, auditorium and other such rooms and School Board facility appropriately
designed by the superintendent shall display the United States flag. A notice shall
be conspicuously posted on each school campus informing students that they have a
right not to participate in reciting the pledge. Students who do not participate in the
salute and pledge of allegiance to the flag will stand or sit in silence.
Parents of elementary students who choose not to participate must provide a
written request to the teacher to excuse the student from reciting the pledge.
Students who do not participate in the pledge and salute, who stand or sit
quietly shall not be disciplined if their parent note is on file.
Students not participating in the pledge and salute to flag who interfere with
others doing so will be considered disruptive. In those instances where interfer-
ence or disruption occurs, the school staff will take appropriate disciplinary action.
