The members from East Pakistan worked very hard in the creation of ICAP and had the opportunity to be actively involved in the preparation of its draft ordinance and by-laws. The ordinance catered to the formation of regional committees in Karachi, Lahore and Dhaka. One of their important functions was to organise coaching classes for examination candidates in each region and to provide library facilities and to help members meet together for discussions. The government had the power to nominate one-third of the members to the council. The secretary to the Ministry of Commerce was the President of ICAP. The general members belonging to a region elected members for constituting the regional committee for the respective regions. ICAP head office in Karachi was the central hub to govern the profession. However, the first annual general meeting of ICAP was held in Dhaka on 10 December 1962. 2.5 Regional bodies in East Pakistan Regional Committee, Dhaka The Regional Committee in Dhaka operated out of the Red Cross Building, 114 Motijheel Commercial Area, Dhaka, East Pakistan. The Institute allotted funds for establishing a library which was temporarily housed in Notre Dame College, Dhaka where coaching classes were also held. Chittagong District Association of Chartered Accountants In 1963, to solve the problems of the students living in Chittagong, Md. Mufazzal Hussain Chowdhury established an unofficial body known as Chittagong District Association of Chartered Accountants. The council granted Rs 500 to the association to establish a library, and the Chittagong Chamber of Commerce graciously granted a free space on top of their garage with electricity to accommodate the library. The association spent the grant to purchase a table, two benches, one ceiling fan and one bookshelf. Members and The Asia Foundation donated books. The Institute of Chartered Accountants of England & Wales (ICAEW) supplied free publications occasionally. In 1969, Faiz Ahmed took over charge of that library. 2.6 First AGM of ICAP Dhaka was the venue of the first annual general meeting of the Institute of Chartered Accountants of Pakistan, held on 10 December, 1962. This was the first time the chartered accountants in entire Pakistan got together and came to know each other since the establishment of the Institute a year before. The agenda for the meeting and copies of the audited statements of accounts of the Institute for the previous fiscal year were circulated well in time, and in addition, a special invitation to a formal dinner arranged by the East Pakistan Regional Committee was extended to all members. On the morning of 10 December, 1962 members of the Institute assembled in the banquet hall of Shahbagh Hotel, Dhaka (now Bangabandhu Sheikh Mujib Medical University). A large number of members attended, most of whom were from East Pakistan, Lahore and Karachi. Rezaur Rahman, vice president of the Institute, thanked the president on behalf of the members for attending the meeting. Abdul Monem Khan, governor of East Pakistan, who was the chief guest, was received by Akbarali Merchant, chairman of the East Pakistan Regional Committee. CHAPTER 3 Governance The Bangladesh Chartered Accountants Order, 1973 and its by-laws stipulates that members of the Institute elect an ICAB Council every three years. The Institute is governed by the Council comprising 20 members elected from the two Regional Constituencies of Dhaka and Chittagong respectively, headed by the president and three vice-presidents elected by the Council members. Additionally, ICAB has three overseas chapters — UK Chapter, North American Chapter and an Asia Pacific Australian Chapter. The overseas chapter members participate in the election under the Dhaka Regional Council. If ICAB finds itself at the pinnacle of organisational excellence then it is only by dint of the hard work and contribution of the members, the Council and the secretariat, besides of course the generous patronage of the government. 3.1 ICAB Council The Council is the supreme authority responsible for setting strategy, and guiding and implementing the action plans of the Institute. Elected every three years by the members, the Council, in turn, elects a president and three vice-presidents, who take over the helm of the Institute. The Council is assisted by various committees, the secretariat and a number of executive departments. The election rules came into force in 1989 and since then elections are being held by direct voting at polling centres. Electronic voting system was introduced from 2016 for non resident members only. It was subsequently extended to all members in 2021 during the Covid pandemic. 3.2 Annual general meeting The annual general meeting (AGM) is the designated forum for certain functions like appointment of auditors, reception and consideration of the Council’s annual report, consideration of the Institute’s accounts with the auditors’ report. The meeting is generally held in Dhaka (but could be held elsewhere in Bangladesh as well) on the third Saturday of every December. Alternatively, it could be held on any other day that the Council decides but it must be within 15 days of the oneyear mark from the last meeting. Usually, the Institute organises a CA members’ night on the evening of the AGM for the members and their families. This occasion also features announcement of the new office bearers. Here are a few glimpses of past AGMs 3.3 Profiles ICAB presidents A. Qasem, the first president of ICAB in 1972, was among the few notable personalities who ventured to take up accounting as a career in the British colonial days braving social, political and financial hurdles. Qasem graduated with honours from Dhaka University in 1939, and completed his articleship with A C Roy & Co. in Kolkata. After qualifying in 1953, he set up his practice A. Qasem & Co. in the same year. Along with Rezaur Rahman (vice president) and Md. Mufazzal Hussain Chowdhury, A. Qasem was a member of the first Council of the Institute of Chartered Accountants of Pakistan (ICAP), formed in 1961. After independence of Bangladesh, he became the founding president of ICAB in 1972. He served as president of Dhaka Chamber of Commerce and Industry (DCCI) in 1967-68, and was a member of Dhaka University Senate. → 56
Noor Mohammad Howladar, founding partner of Howladar Yunus & Co, was president in 1978. He was in the Council for a number of terms since its inception. Having served for five years in erstwhile PIDC, Howladar started public practice in 1961 in Dhaka. A dedicated academician, Howladar was associated with education and training of CA students for many years. He held office of the chairman of the board of studies of the Institute for a number of years, and spearheaded many professional development and reform programmes. Md. Mufazzal Hussain Chowdhury, founding partner of Chowdhury Hossain Zaman & Co, served as president in 1973- 74. He was a founder Council member of the ICAB. He was also a member of the first council of the Institute of Chartered Acocuntants of Pakistan (ICAP), formed in 1961. Chowdhury drafted the Chartered Accountants Order, 1973 and the by-laws. Along with other professional leaders, he played an instrumental role in getting the Bangladesh Chartered Accountants Order passed by the government. Mohammad Saifur Rahman, member of ICAB and ICAEW, was a founding partner of Rahman Rahman Huq. Rahman was the president of ICAB for two terms (1974-75). He was also a founding Council member of ICAB. As a cabinet minister of finance, planning, commerce and foreign trade and as chairman of various cabinet committees, Saifur Rahman was actively involved in defining the economic, monetary, fiscal and trade policies of Bangladesh. Zahir Uddin Ahmed, member of ICAB and ICAEW, was president for two terms (1975-76 and 1981-82). Ahmed was the president of South Asian Federation of Accountants (SAFA), an apex body of SAARC in 2002. During an illustrious professional career, he held senior positions in multinational companies. Ahmed served as member of the Cost and Price Consultative Committee and Company Law Reforms Committee, Law Commission, National Wages and Productivity Commission 2010, and several other committees of the government. Md. Anwar Hossain Miah, partner of Chowdhury Hossain Zaman & Co, was president for the term 1976-77. Prior to joining the practice, he served in Water And Power Development Authority (WAPDA) as Chief Cost Accounts Adviser in 1964. He had also serveed in East Pakistan Industrial Development Corporation (EPIDC) and Bangladesh Industrial Development Corporation (BIDC) as senior deputy chief accountant (1964-71), BSIC and Bangladesh Sugar and Food Industries Corporation (BSFIC) as finance director (1972-76) and BSEC as finance director and acting chairman (1976- 81). Mohammad Yunus, founding partner of Howladar Yunus & Co, was president of the Institute in 1984. One of the senior most chartered accountants of the country, Md Yunus was president of South Asian Federation of Accountants (SAFA) in 1988 and president of Dhaka Chamber of Commerce and Industries (DCCI) for two terms (1983-84 and 1992-93). He was on the DCCI executive committee for six years and was also a director of the Federation of Bangladesh Chambers of Commerce and Industries (FBCCI) for two terms. Kazi Kamrul Hoda, member of ICAB and ICAEW, was president in 1983. A founding Council member, he served in the Council for multiple terms, from inception till his death on 29 January 1998. Hoda, having graduated with honours in mathematics from Dhaka University in 1952, obtained his master’s from Oxford University, UK in 1956. Thereafter, he did his articleship with Thornton & Thornton in Oxford and qualified as a chartered accountant from ICAEW in 1960. After liberation, Hoda became senior partner of Hoda Vasi Chowdhury & Co and remained in that position from 15 September 1972 till his death. Muhammad Masihur Rahman, partner of MM Rahman & Co, served as president in 1979. He undertook valuable initiatives and made immense contribution in the construction of the present CA Bhaban. Also a member of ICAEW, Masihur Rahman was in practice for 40 years. He was the founding president of FBCCI. He was also director of the Bangladesh Shilpa Bank and Janata Bank. In the 1980’s, he was member of the Taxation Enquiry Commission of Bangladesh and the National Commission on Money Banking and Credit. Mohammad Jainul Abedin, is senior partner of M. J. Abedin & Co. He is one of the founding members of ICAB. He served as president in 1980 and was on the Council for multiple terms. Prior to setting up his own practice, he also served as qualified assistant with Price Waterhouse Peat & Co. in Dhaka (1958-62). He is one of the senior most surviving members of ICAB, and is actively involved in various leadership roles of the Institute. AKM Mosharraf Hossain, amember of ICAB and ICAEW, and sole proprietor of Mosharraf Hossain & Co, was president in 1982. A founding Council member, Hossain served on the Council for multiple terms. A fellow member of the British Institute of Management, he also received higher training in management from Administrative Staff College, Henley in UK. He was appointed secretary to the Ministry of Industries (1988-1990). He established the Board of Investment in 1989 and was its first executive chairman. Mosharraf Hossain was an elected member of parliament and served as state minister for Power, Energy and Mineral Resources. → 58
Mohammed Toha, partner of Toha Khan Zaman & Co, was president in 1985 and served the Council for 15 years. Toha qualified as a chartered accountant under ICAP in 1965. He was chairman/director of BCIC, finance director of BSFIC and member of finance for BADC. He was also chairman/director of the board of directors of industrial companies under BCIC, BCFIC, Ciba Geigy Bangladesh Ltd, Titas Gas Transmission and Distribution Company Ltd and Sonali Bank. Kamal Ziaul Islam, was president in 1986. He completed his B.Sc. from St. Xavier’s College, Kolkata in 1955 and B.Com. (Hons) in economics from Leeds University, UK in 1960. He qualified as a chartered accountant under ICAEW in 1962. He joined the government as controller of Accounts & Finance, East Pakistan Industrial Development Corporation (1969-72) and went on to serve as finance director of Bangladesh Textile Mills Corporation (1972-76), of Bangladesh Small and Cottage Industries Corporation (1976) and of Bangladesh Petroleum Corporation (1977). KZ Islam was the president of Bangladesh Cricket Board (1982-86) for four years. AKM Rafiqul Islam, was the president in 1987, and served on the Council for multiple terms. Having completed his B.Com from Dhaka University in 1957, Islam qualified as a chartered accountant under the ICAP in 1965. He was a silver medalist of the Institute of Insurance for Asia and the Pacific in Manila (UNCTAD Scholarship 1983). Islam was the founding managing director of Pragati Insurance Ltd (1986) and chairman of Bangladesh Insurance Association. He also served as a director of FBCCI, executive member of MCCI, member-secretary of Insurance Law Review Committee (1980-81), member of WTO Committee and member of BSEC Steering Committee. Mr. Abdul Hafiz Choudhury, a senior partner of Rahman Rahman Huq, was president in 1988. Having completed his B.Com and M.Com from Dhaka University in 1960, he qualified as a chartered accountant from ICAEW in 1966. He then became a member of the ICAP in 1967. Choudhury is a founder trustee of Independent University, Bangladesh. He was also a director of the Board of Dhaka Electric Supply Company Limited. Jamal Uddin Ahmad, a partner of Ahmad & Ahmad, was president for two terms in 1989 and 1992. Also a fellow of ICAEW, Jamal Uddin Ahmad obtained his Master’s degree in commerce from Dhaka University in 1954. One of the senior most and outstanding chartered accountants of the country, JU Ahmad served as deputy prime minister of Bangladesh from 1977 to 1982. He also served as member of the executive committee of MCCI, a member of Company Law Committee and president of Chattogram Association in Dhaka. A former president of SAFA (1995), Jamal Uddin Ahmad was also a member of the Public Sector Committee of IFAC during 1993-1995. ABM Azizuddin, a founding partner of ACNABIN, was president in 1990. ABM Azizuddin served as a national expert to an UNDTCD-funded project for training of chartered accountants. A dedicated academician, ABM Azizuddin was a professor of commerce at the erstwhile Jagannath College of Dhaka, Salimullah College Dhaka, Haraganga College of Munshiganj for several years during 1960’s. He plays an outstanding role in enhancing the quality of education and training in ICAB. He has also authored a number of books on accounting. M A Quadir Mollah, sole proprietor of Mollah Quadir Ahsan & Co, was president in 1991. Having graduated in commerce from Dhaka University in 1958, he qualified as a chartered accountant from ICAP in 1970. Mollah served as senior executive and member on the board of directors, in various government and semi-government organisations including the BJEC, BFDC, BRTC, BTMC for more than a decade. He was member of National Wages & Productivity Commission for two terms, and was also in Dhaka University Senate from 1978 to 1981 as an elected member. In 2001, he was a member of Water Board Governing Council under the Ministry of Water Resource Division. He actively participated in the Language Movement in 1952 and the Liberation War in 1971. Muhammed Abdul Halim Gaznavi, a partner of Aziz Halim Anwar & Co, was president in 1993. Having graduated in commerce from Jagannath College in 1966, he qualified as a chartered accountant in 1973. He was awarded the coveted gold medal for securing the top position in commerce in the 1964 HSC examinations. He also stood first in the Kamel Examination from Madrasah-e-Alia, Dhaka in 1961. → 60
Howlader Mahfel Huq, managing partner of Mahfel Huq & Co, was president in 1994. Having qualified as a chartered accountant from ICAB in 1973, Mahfel Huq started practice as a public accountant in 1974. A nominated member of the board of governors of Bangladesh Planning and Development Academy, he also served as a part-time member of Turnover Tax Commission of Bangladesh. Badrul Ahsan, a partner of Nurul Faruk Hasan & Co, was president in 1995. Having topped his class in LLB e x a m i n a t i o n from Dhaka University, Ahsan qualified as a chartered accountant in 1969 from ICAP. Prior to joining the practice, he was the controller of accounts of Janata Bank during 1972- 73. He received the prestigious “Sonali Bank Medal” and “American Express Inc Award” from the Institute of Bankers Diploma. Having possessed a very brilliant academic background, he took interest in varied subjects, including computer programming. Abu Nasar Altaf Hussain Siddiqui, a partner of Rahman Rahman Huq, was president in 1996. He became a fellow of ICAEW in 1968. Siddiqui served Thomson McLintock & Co, in their London office before joining Glaxo Laboratories (Pakistan) Ltd in 1969. After liberation, Altaf Siddiqui continued serving Glaxo and was instrumental in forming Glaxo Bangladesh Limited in 1974. He was its finance director and company secretary. Anil Chandra Nath, a Partner of Basu Banerjee Nath & Co, was president in 1997. Before qualifying as a chartered accountant in 1968 from ICAP, he graduated in commerce in 1960 and obtained LLB degree in 1964 from Dhaka University. Nath joined the profession in 1969. Abbas Uddin Khan, is the managing partner of Abbas Khan & Co. He was president in 1998. A former chairman of Bangladesh Agricultural Development Corporation (BADC), Khan is a fellow member of the Royal Institute of Public Administration (RIPA), UK. He was director of Bangladesh Biman and also a commissioner of Bangladesh Securities & Exchange Commission. Md. Anisur Rahman, was the president in 1999 and chairman of Dhaka Regional Committee in 1988. He completed B. Com. from the University of Dhaka in 1966. Rahman is the managing partner of Rahman Anis & Co. He was the member of the board of directors of Power Grid Company Ltd and member of the board of directors of Dhaka WASA. Abul Khair Chowdhury, was president in 2000. He was one of the founding partners of Hoda Vasi Chowdhury & Co, and was trained in A F Ferguson & Co, between 1962 and 1967. Chouwdhury qualified as chartered accountant in 1968 from ICAP. He was also a founding member and vice president of Chattogram Stock Exchange, ex-officio councilor of Dhaka Stock Exchange and a member of SEC Advisory Board. He had the rare distinction of serving the Bangladesh Government in exile at Mujibnagar between April and December in 1971. Anwaruddin Chowdhury, was president in 2001, and was a Council member for multiple terms. He served as a director on the CAPA Board for two terms (2011-19). He was a technical advisor to IFAC Board (2000-01) and executive secretary, SAFA (1995). He served on the UNCTAD ISAR advisory committee for three years (2001-03) and was chairman of ISAR’s Workshop on Corporate Governance in 2001. Chowdhury drafted the ICAB CPE document and pioneered the introduction of ICAB National Awards for best published accounts and reports. He was the founder managing director of Credit Rating Agency of Bangladesh Ltd. Chowdhury was a faculty member of ICAB for many years. Mohamed Abdul Baree, was president in 2002. He secured topped his class in the M.Com. examinations of University of Dhaka and in the early 1970’s, joined as a teacher in the commerce faculty. He obtained M.Sc. in industrial administration from Aston Business School, UK and qualified as a chartered accountant from the Institute of Chartered Accountants in England and Wales (ICAEW). He was a faculty at the National University of Singapore in early 1980’s. He was also a partner of Rahman Rahman Huq and a partner of Hoda Vasi Chowdhury & Co. He authored several books on income tax and value added tax (VAT). A. K. Gulam Kibria, was president in 2003. He qualified as a chartered accountant from ICAB in 1982. He was council member of ICAB for several terms. Kibria was nominated as honorary director of many state owned companies and enterprises, like Agrani Bank, Rupali Bank, Dhaka Electric Supply Company, Dhaka Water Supply & Sewerage Authority, Power Grid Company, Haripur Power Station and Dhaka Stock Exchange. Akhtar Sohel Kasem was president in 2004. He completed his articles with Coopers & Lybrand, London and qualified from ICAEW in 1981. He also became a member of ICAB in the same year. He is an associate member of the Institute of Chartered Accountants of Ontario, Canada. He is currently the senior partner of A Qasem & Co. Kasem was a Council member of ICAB from 1995 to 2021. He was the first chairman of the Quality Assurance Board of ICAB, and served on different committees of ICAB and SAFA for many years. → 62
Sheikh A. Hafiz, fellow member of ICAB and ICAEW, was president in 2005. He was president of the South Asian Federation of A c c o u n t a n t s (SAFA) in 2009. Hafiz was a senior partner of Rahman Rahman Huq, and a director of Sonali Bank. He served as chairman of the audit committee of Agrani Bank. Hafiz was a member of the Sweden Bangladesh Trust Fund Committee and a member of the Gas Utilization Committee of the Bangladesh Government. ASM Nayeem, was president in 2006. He completed his M.Sc. from UK, and was a lecturer of University of Chattogram. He is a fellow member of ACCA (UK), and ICAEW. Currently, Nayeem is a partner of ACNABIN. He is an ex-director of Chittagong Stock Exchange and ex-chairman of Bangladesh Shipping Agents Association and Port Users Forum. He was vice president of SAFA in 2016 and president in 2017. Nasir Uddin Ahmed, was president in 2009. He obtained B. Com, (Hons) with first class and M. Com, in accounting from the University of Dhaka. He became a member of ICAEW in November 2017 and of CIMA, UK in May 2017. Currently he is a senior partner of MABS & J Partners. He earlier worked for British American Tobacco Bangladesh and Coats Bangladesh for more than two decades. Ahmed is on the board of Confederation of Asian and Pacific Accountants (CAPA) for a tenure of four years (2019-2023). He holds positions on the boards of directors of various companies. Muhammed Farhad Hussain was president in 2007, and served on the council for multiple terms. Also, as a long standing faculty member of ICAB, he taught CA students the core subject of auditing for 16 years. Hussain completed his articleship from Calthorpes in Birmingham. He is the founding managing partner of Hussain Farhad & Co. Earlier, he served various large companies in senior capacity. He also holds positions on the boards of directors of a large number of public and private sector entities. He was on the board of Confederation of Asian and Pacific Accountants (CAPA) from 2007 to 2011. Md. Humayun Kabir was president in 2008. Kabir passed B. Com (Hons) with first class and M.Com in accounting from the University of Dhaka, and r qualified as chartered accountant with a brilliant record. He also studied international capital market at St. Catherine’s College, Oxford, UK. Kabir has been recognised seven times as a CIP (Export) between 2007 and 2017 and was awarded Jatiyo Paribesh Padak in 2010 by the government. Jamaluddin Ahmed Ph.D, was president in 2010, and vice president in 2006 and 2007. He is a partner of Hoda Vasi Chowdhury & Co. Parveen Mahmud was the first woman Council member of ICAB (2007-2009) and went on to serve two more terms (2010- 2012 and 2016-2018). Mahmud was the first female office bearer to serve as vice president in 2008. She became the first female president in 2011, and the first female board member in the South Asian Federation of Accountants (SAFA), the apex professional body of accounants in SAARC. Mahmud is currently the chair of RDRS. She started her career with BRAC, and was a partner of ACNABIN. She was founding managing director of Grameen Telecom Trust, and has served as chairperson of UCEP Bangladesh, MIDAS, Acid Survivors’ Foundation and Shasha Denims Ltd. She received the “Top 50” Professional and Career Women Awards 2023 — Sri Lanka and Maldives in “Leadership in Finance and Accoutning” category in June 2023, in Colombo, Sri Lanka. Md Abdus Salam was President in 2013. He was in the Council for two terms (2010- 2015) and served as vice president, (Education and Training) in 2010-2012. He completed B. Com (Hon’s) and M. Com in accounting from the University of Dhaka. Salam is a life member of Bangladesh Economic Association. He was also a member of the board of directors of Islami Bank Bangladesh and independent director of Ibn Sina Pharmaceuticals Industry. He is a partner of ARTISAN, Chartered Accountants. Md. Syful Islam was president in 2012. After completing B.Com (Hon’s) and M.Com in accounting from the University of Dhaka, he qualified as a chartered accountant from ICAB. Islam is managing partner of Syful Shamsul Alam & Co.. He was a board member of SAFA in 2012, director of Rupali Bank (2007-2013), director of Dhaka Stock Exchange (2012), BTCL (2012-2013) and SME Foundation. Showkat Hossain was president in 2014. He is an alumnus of Govt Pilot High School and MC College Sylhet, City Law College, Dhaka and a graduate of economic from the University of Dhaka. He completed his artcileship at Rahman Rahman Huq and founded his own practice Masih Muhith Haque & Co. in 1985. He was member of the senate of University of Dhaka. He is the senior partner of Rahman Rahman Huq, (Member Firm of KPMG International in Bangladesh). Khan has been a member of ICAEW since 1991 and of ICAB since 1992. He is a member of the governing board of BRAC, an internationally renowned NGO, and chairman of BRAC’s Audit and Finance Committee. He is also a member of the executive committee of Bangladesh Legal Aid and Services Trust (BLAST). Kamrul Abedin FCA, served as president in 2016. He was also the chairman of Quality Assurance Board of ICAB for 2020. After obtaining his masters in accounting from the University of Dhaka, Abedin qualified as chartered accountant in 1986. Thereafter, he joined M.J. Abedin & Co, an independent member firm of Moore Stephens International Limited, as a partner. He is currently the managing partner of the firm. Dewan Nurul Islam, was the president in 2018. He has served on the ICAB Council for two terms. Islam did his MBA in finance with distinction from the University of Technology Sydney (UTS), Australia and qualified as a chartered accountant in 1990. He has served in senior level management with large national and multinational companies and financial institutions in the country and abroad. Currently, Islam is the managing director of Grant Thornton Consulting Bangladesh Limited, one of the world’s leading advisory firms. A F Nesaruddin, was president in 2019. He completed B. Com. (Hons) and M. Com in finance from the University of Dhaka. He has been in practice since 1998 and is currently a senior partner of Hoda Vasi Chowdhury & Co. He is a member of the board of directors of various companies. He is a contributor to leading national dailies especially on taxation, corporate governance and other professional issues. Muhammad Farooq, was president in 2020. He has been on the ICAB Council since 2013. He served ICAB as vice-president (F & A) in 2013. Having completed his bachelors and masters from the University of Dhaka, Farooq became a member of ICAB in 1986. Currently, he is the managing partner of Howladar Yunus & Co, a member firm of Grant Thornton International. Mahmudul Hasan Khusru, was president in 2021. He has been on the ICAB Council since 2016. He was vice president (E&T) in 2016 and 2018 and was chairman of DRC of ICAB in 2011. Shahadat Hossain, was president in 2022. He is a senior partner of MABS & J Partners, and a board director of Rajshahi WASA and Agrani Bank. A Council member of ICAB since 2007, Hossain was the vice president in 2009 & 2011. Hossain also worked as member of National Wages and Productivity Commission (NWPC) under Labour and Employment Ministry of Bangladesh. Md. Moniruzzaman is president of the Institute of Chartered Accountants of Bangladesh (ICAB) for 2023. He also served as vice president of ICAB for 2019. He became an associate member in 2001. Later, he was admitted as a fellow in 2006 and elected as a Council member in 2019. He completed his B. Com (Hons) and M. Com in accounting from the University of Dhaka. Md. ICAB has three such chapters which are UK Chapter, North-American Chapter and Asia Pacific Chapter. 3.8 UK Chapter The UK Chapter commenced its journey in 1990 with about 50 ICAB members residing in the United Kingdom at that time, in accordance with a newly incorporated provision in Section 56(1) of the by-laws. Formation of the UK Chapter has a long history of dedicated efforts of a number of ICAB members residing in the UK. Prior to the official recognition of the chapter, various associations and forums were formed, the first one being the Association of Bangladeshi Accountants in the UK (ABA) established in 1977 with the initiative of AKM Fazlul Huq, A Rab Howladar, M S Zoha, Ehsanul Kabir, Habibur Rahman Bhuiyan and a few other members. After several years of discussion and deliberation, it was decided to establish the UK Chapter in a meeting on 11 November 1989 chaired by Rezaur Rahman (founding partner of Rahman Rahman Huq, and vice-president of the first ICAP Council in 1961). The meeting was attended, among others, by AKM Fazlur Rahman, Habibur Rahman Bhuiyan, A M Asaduzzaman, and Mr Jamshed SA Choudhury. l AKM Fazlul Huq was elected as first chairman of the UK Chapter on 11 November 1990. l The first annual general meeting was held at the Bangladesh Centre, London on 25 April 1992. l The UK Chapter conducted CA Examination in London Centre for the first time from 7 May to 16 May, 1994 in collaboration with the Bangladesh High Commission in London. The celebration was inaugurated by the Chapter Chairman AKM Fazlur Rahman FCA by welcoming the guests and members with their families. The program begun reciting from the Holy Quran. Then Chapter Secretary, Malek Sharif FCA read out the messages from ICAB President Kamrul Abedin FCA and ICAEW President Hilary Lindsay and ICAEW Regional Director Andrea Dunhill. AKM Fazlul Huq FCA, the first Chapter Chairman, reminisced about the history and talked about the memories of early time and contribution of the Chapter. Anwaruddin Chowdhury FCA, a current Council member and past president of ICAB also reminded about the contribution and the importance of the Chapter. All the guests enjoyed the lunch and the cultural show. The old songs reminded a lot of senior members of their younger days. The day ended with a vote of thanks. 3.9 North American Chapter The North American Chapter, based in Toronto, Canada, was set up to serve the interest of a large number of ICAB members having migrated in the mid-2000’s to North America, mostly Canada and USA. The chapter was finally formed in 2002 under the chairmanship of Dewan Syed Mohidur Reza and the chapter was formally approved by the Council at the time. The chapter pursues various issues of professional development and recognition of the members, and undertakes many social and cultural activities. The first management committee of 2002-2006 was formed with the following members: NAC holds CPD seminar The North American Chapter (NAC) organised a CPD seminar on the overview of Canadian T2 Corporate Tax on 27 July 2019 at NAC office, Canada. The instructor of the CPD seminar was Rafiqul Alam. The members of NAC participated in the seminar. The seminar highlighted the overview of T2 Corporation Tax return, the return called “The Jacket (Jump code: J)”, General Index of Financial Information (GIFI), etc. 3.10 Asia Pacific (ASPAC) Chapter The Asia Pacific Chapter (ASPAC) was approved by ICAB Council in 2015. It organised a members’ get together on 2 December 2017, which has been held every year since then. A formal executive committee was established in 2017, and it was formally registered in the Australian state of New South Wales (Sydney) in January 2018. CHAPTER 4 Landmark- Permanent address of the Institute Ever since its establishment in 1972, ICAB had been making earnest efforts towards securing a permanent address for the Institute. Towards this end, in 1978, the Institute obtained an allotment of 10 kathas (16.5 decimals) at Kawran Bazar Commercial Complex in Dhaka for Tk 750,000. It is worth mentioning that late M M Rahman, who was also a member of the board of trustees of the erstwhile Dhaka Improvement Trust (which is now RAJUK), was instrumental in obtaining the allotment at 16-17 Kawran Bazar, Dhaka 1215, which went on to become ICAB’s permanent address. This is where the CA Bhaban stands today. 4.1 CA Bhaban The nine-storey CA Bhaban proudly stands at 100 Kazi Nazrul Islam Avenue (old 16-17 Kawran Bazar), Dhaka-1215. The land was allotted to ICAB on a 99-year lease by the Dhaka Improvement Trust (DIT) on 7 April, 1976. In the past, a few floors of the building were rented out, but at present all floors are occupied by ICAB, housing various departments including library, computer lab, meeting rooms, class rooms, members’ lounge and the secretariat. 4.2 Brief history of CA Bhaban Foundation The Council of ICAB approved the plan for construction of a 10-storey building in phases. The government provisionally agreed to finance the project up to the first floor in the first phase. ICAB approached the government to include the entire project in its annual development plan. The construction work started on 3 October, 1979. The foundation stone of the building was laid by the Commerce Minister M Saifur Rahman on 25 December 1978. Industries Minister Jamal Uddin Ahmad was also present on the occasion as special guest. ICAB President Noor Mohammad Howladar delivered the welcome address. The contribution of Late M. M. Rahman was immense who was one of the trustees of DIT (presently RAJUK), since it was through his sincere efforts that ICAB succeeded in procuring this land at Kawran Bazar. ICAB also acknowledges the contribution of Jamal Uddin Ahmad, then deputy prime minister and Saifur Rahman, who convinced the government and ultimately obtained a grant for the Institute’s land and building. Grindlays Bank and Philips also gave valuable support by paying substantial amount of advance for partial lease of the building. Upon completion of the 1st Floor in the first phase, the building was inaugurated by Finance Minister Saifur Rahman, on 27 December 1980. The construction and development work continued. → 72

Renovations and capacity building 1984: Members’ Corner ICAB members had wanted a members’ corner in the building as a meeting place. On approval from the Council, the members’ corner was set up on the 4th floor of CA Bhaban and was formally inaugurated on 8 November, 1984 by ICAB President Mohammad Yunus. 1990: Computer Lab A state-of-the-art computer centre was set up in 1990. Both the computer centre and the training course were part of a UNDP funded project “Training of Chartered Accountants”. Barrister Moudud Ahmed, vice president of Bangladesh, was the chief guest at the opening ceremony and inauguration of the computer lab and a training course on “Computer and EDP Audit” at CA Bhaban on 4 August, 1990. 1997: ICAB auditorium Tofail Ahmed, the commerce and industries minister, inaugurated the newly built auditorium at CA Bhaban on 5 July 1997 and offered unstinting support and help from his ministry for developing the profession of chartered accountancy in Bangladesh. In reply to requests by ICAB Council members, the minister sanctioned Tk 500,000 to help the Institute commence its foundation course for CA students from January 1998. ICAB President Anil Chandra Nath presided over the ceremony. The function was also addressed by former ICAB presidents and council members like Deputy Prime Minister Jamal Uddin Ahmad, AKM Rafiqul Islam, who was also the chair of the real estate committee, AKM Mosharraf Hossain, and ICAB vice presidents Md Anisur Rahman and Abbas Uddin Khan. The function was largely attended by senior government officials, ICAB council members, former ICAB presidents, members, and journalists. 4.3 Renovations and improvements of the ICAB premises 2004: CA Bhaban went through extensive remodelling. 2011: CA Bhaban 6th floor was renovated. 2012: CA Bhaban gets new look. 4.4 Future expansion plan Following substantial efforts over a long time, ICAB received an allotment of 33 decimals in May 2018 in Purbachal, Dhaka for future academic campus. This allotment will transform ICAB’s long cherished dream into a reality. 4.5 ICAB Chittagong Regional Office (CRC) Since its inception, CRC office was in the Government Commerce College, Chittagong. In 2000, CRC was shifted to a rental premise (HBFC Building) in Agrabad Commercial Area of Chittagong. In 2018, the Council approved CRC to purchase 12.18 kathas (20 decimals) of land allocated by Chittagong Development Authority (CDA) at Anannya Residential Area in Chattogram on 9 October 2018 for future office of CRC. 4.6 ICAB Rajshahi Regional Office Rajshahi Mayor AHM Khairuzzaman (Liton) inaugurates the Rajshahi Regional Office of ICAB on Tuesday 5 July 2022. ICAB President Md. Shahadat Hossain, vice presidents N K A Mobin and Fouzia Haque, council members Md Moniruzzaman, Md. The Rajshahi Regional Office caters to various professional needs of students in the Rajshahi Division and started to conduct online certifi- → cate level examination from July-August 2022 session. 80
4.7 ICAB Rangpur Regional Office Commerce Minister Tipu Munshi, inaugurates the Rangpur Regional Office on 14 August 2022. ICAB President Md. Shahadat Hossain, Vice President Fouzia Haque, Council Member Md Moniruzzaman, and CEO Shubhasish Bose, among others were present. ICAB Regional Office in Rangpur is located at 10/1 Dhap Hazipara, Rangpur. ICAB expects students of different universities and colleges in Rangpur region will have easier access to resources through this office and will go on to join the profession. 4.8 ICAB Khulna Regional Office Dr. Mashiur Rahman, economic affairs advisor to the prime minister, inaugurates the ICAB Khulna regional office on 8 November 2022. CHAPTER 5 Creating leaders ICAB plays a prominent role in the international accounting world by virtue of its membership and active involvement in the activities of International Federation of Accountants (IFAC), International Accounting Standards Board (IASB), Confederation of Asian and Pacific Accountants (CAPA) and South Asian Federation of Accountants (SAFA). 5.1 ICAB membership and outreach Members of ICAB are known as ‘chartered accountants’, and depending on the post-qualification tenure, and fulfilment of certain conditions, divided into two levels, designated as ‘associates’ and ‘fellows’. Articleship at a chartered accountancy firm is a prerequisite to become a member, in addition to passing all the professional examinations of ICAB. Members can then have their names entered into the register and become an ‘associate member’ of the Institute. As such they are entitled to use the letters ACA after their names to indicate associate members of ICAB. Associates become ‘fellows’ after five years upon payment of a prescribed fee, and thereafter, are entitled to use the letters after their names to indicate they are fellow chartered accountants and a fellow of ICAB. The Institute started its journey with 78 members at its inception in 1973 and has produced over 2200 chartered accountants as of June 2023. 5.2 Pathway to membership ICAB conducts a comprehensive and full-fledged professional learning programme for its registered students, aspiring to become chartered accountants. The key objectives of this activity are as follows: 1. Updating the current study materials and preparation of model questions and answers for different levels and stages under CA curriculum 2. Provide full-fledged tuition and lessons for all students on CA curriculum 3. Improve ICAB tuition facility 4. Train ICAB teachers, examiners and question setters 5. Arrange training and workshops on IFRSs and ISAs and other technical and professional matters for ICAB students and members 6. Actively work with Quality Assurance Department (QAD) of ICAB and support QAD to enhance the capacity and quality of audit firms in line with global best practices 7. Actively support ICAB for effective implementation of statement of membership obligations (SMO) of IFAC 8. Set up state-of-the-art computer lab for members and students 9. Maintain and populate the ICAB website, E-library system and online education 10. Enhance mutual cooperation of different development issues of ICAB 11. Serve the stakeholders through an effective management team 5.3 Academic campus ICAB has been facilitating educational and learning activities of CA Students through its academic campus over the years. The education programme was conducted earlier in 1974 at the Red Cross → 82 Building and since 1979 at Karim Chamber, Motijheel, Dhaka. Thereafter, for
a short time, learning activities were shifted in a limited capacity to Notre Dame College on rental basis. Later, the academic classes were shifted to CA Bhaban. Between 2003 and 2020, pre-examination coaching classes were held at different locations in Dhaka, mostly around the CA Institute Building. In 2020, ICAB campus was shifted to the 1st floor of CA Bhaban. Since then classes are being held in air-conditioned rooms with modern educational facilities like electronic multimedia, modern sound system, biometric class attendance system, online teacher’s evaluation system, along with provisions for recording and broadcasting lessons. Besides, notice, schedule, program, etc. are displayed on LED TV display and ICAB website. The campus consists of four departments —counselling, enrolment, class management and teaching quality assessment. Regular activities commence from 10:00am to 6:00pm, Sunday to Thursday and online classes are conducted from 6:00pm to 10:00pm every day except public holidays. The library is on the 3rd floor of CA Bhaban. Nowadays, students can search the library catalogue and make reservations by logging into the online library using their student credentials. ICAB Chattogram Academic Campus is situated at HBFC Building (3rd Floor), 1/D Agrabad Commercial Area, Chattogram. 5.4 Digital library and computer centre ICAB library is an integral part of the Institution and designed to meet the information, research, and curriculum needs of students, faculty and members. ICAB introduced an online system for managing the library operations — an e-library system developed using software like Koha and DSpace which are used around the world. It is an advanced library management software in which all data is managed digitally. The library is among the first of its kind in Bangladesh with extensive collections in accounting and information system, providing a variety of services with up-to-date technology. It is the backbone of the research and educational activities of ICAB. It is also accessible to members and students in Chittagong and beyond. Mohibul Hassan Chowdhoury, deputy minister for education, virtually inaugurated ICAB digital library and automation of library management on 9 June 2021. ICAB President Mahmudul Hasan Khusru FCA, vice presidents Sidhartha Barua FCA, Abdul Kader Joaddar FCA and CEO Shubhashish Bose joined the ceremony. The Real Estate Committee (REC) of ICAB took the initiative to shift the library from 7th floor to 3rd floor of CA Bhaban considering the growing number and needs of students. The inauguration ceremony of the central library was held on 1 August 2007 on the 7th floor of the CA Bhaban. On the occasion, an assembly of the ICAB members, past presidents and students was held under the chairmanship of ICAB President M Farhad Hussain FCA. Matiur Rahman, → 84 editor of Prothom Alo inaugurated the library as chief guest.
1990: ICAB computer lab inaugurated Barrister Moudud Ahmed, vice president of Bangladesh, underscored the role of technology in improving management. He spoke as chief guest at the opening ceremony of “ICAB Computer Centre” and inauguration of the training course on “Computer and EDP Audit” at CA Bhaban on 4 August 1990. ICAB President ABM Azizuddin FCA and Vice President Jamal Uddin Ahmad FCA were present at the occasion. The computer centre was established through a UNDP funded project. ICAB President ABM Azizuddin FCA formally announced the opening of a computer centre at the Chittagong Regional Office on 26 October, 1990 when he handed over five computers to the Chittagong Regional Committee Chairman Md Abdul Baree FCA to facilitate training on Disk Operating System, Wordstar, Lotus 123, dBase III Plus, programming languages, etc. for members and students of Chattogram. The centre presently has 31 computers provided by UNDP under the project “Training of Chartered Accountants.” 5.5 Student’s registration status Since establishment, ICAB has registered 37,004 students as articled students under CA firms in Bangladesh. According to records, ICAB has had 4,490 female students and 32,514 male students as of June 2023. Since its inception, ICAB has been striving to keep its curriculum activities at par with global standards that can keep pace with the expectation of a contemporary economy, business, trade and commerce. All the while, ICAB has always taken care to keep in touch with regional and international accounting bodies as well as the apex body of the accountancy profession around the globe. To keep up with the changes taking place in terms of technical standards, regulations and information technology, during the last five decades, ICAB has revised its syllabus several times. ICAB first revised its syllabus in 1986 under a UNDP project. The role of a three-year UNDP project in the early 1980’s must be recorded here as it provided necessary technical and financial support to make study materials available for students which was a long-felt desire for all. Michael J Parry was the foreign consultant, while ABM Azizuddin and A S M Nayeem were appointed as national consultants, who rendered invaluable services and prepared study materials on all subjects for the first time. The institute must remember their hard work and sincere effort. Whenever ICAB introduces a new curriculum, old stream students are given the opportunity to take the intensive Dr. Michael Parry PhD, BSc, ACMA, ACCA, ATII UNDP consultant with ICAB 1981 – 1983 convergence courses under a transition programme. ICAB exam systems have been made at par with global systems to uphold the quality and image of the profession. 5.7 UNDP project – remembering a legend Michael Parry acted as Chief Technical Adviser under a UNDP project from 1981 to 1983 to upgrade the Institute of Chartered Accountants of Bangladesh (ICAB). At the start, ICAB was a small organisation operating out of a few rooms in the office of another organisation. ICAB lacked basic facilities for members and students. There was no library, technical support, up to date qualification structure, manuals or training support for students or any form of post qualification training for members. ICAB had already been allocated a building plot for purpose-built premises along with some funding. Michael Parry supported the design and equipment of the new premises, including a member’s library, a training resource, a printing capability and management of the new technical services. A library was established, library management system implemented and a librarian recruited and trained. Facilities also included audio visual training, e.g. video learning for members. A system of post qualification training for members was developed and a training programme initiated. A completely new syllabus for qualifying examinations was initiated, training manuals prepared and training courses launched. Together, all these transformed ICAB into a functioning and effective professional body. → 86
A seminar on UNDP Assistance to Bangladesh was organised by the Institute on 19 February 1989 in ICAB’s Seminar Hall. Erling Dessau, resident representative of UNDP in Bangladesh, was the guest speaker while Jamal Uddin Ahmad, ICAB president presided over the seminar. In the process of ensuring quality education, the Institute introduced correspondence course in 1983 on an experimental basis and since it did not bear fruitful result it switched to a foundation course in 1999 which was discontinued later. The Institute decided on English as the medium for examinations in mid-90s. The two met ICAB President Badrul Ahsan, Vice President AN Altaf Hussain Siddiqui, Council Member and SAFA President Jamal Uddin Ahmad and Council Member AKM Rafiqul Islam, also head of the board of studies, at a luncheon-meeting discussing matters relating to ICAB students’ education and training. ICAB had implemented a USD 2,20,000 (equivalent to BDT 1.10 crore) technical assistance project, “Development of Accounting and Auditing Standards in Bangladesh” from July 2000 to December 2002 with the financial assistance of World Bank along with an ICAB fund of USD 20,000 under the commerce ministry. 5.11 World Bank team visits ICAB A workshop under the World Bank Project was held at the Karnaphuly Hall of Hotel Agrabad inaugurated by the president of Chittagong Chamber of Commerce and Industry (CCCI) Farid Ahmed Chowdhury. A two-member World Bank delegation, led by Kit Cornish visited ICAB on 1 April 2003 and discussed the exam system and syllabi with the Council members. ICAB President AK Gulam Kibria, Vice President M Farhad Hussain, AN Altaf, Bidhan C. Shaha, S Delwar Ahmed Bakht, Hussain Siddiqui, MA Baree, Council member Abbas Uddin Khan, were present during the discussion. They discussed further improvement of the curriculum and exam system. ICAB signed a Twinning Project contract funded by the World Bank on 17 September 2007 with the Institute of Chartered Accountants in England & Wales (ICAEW) with the goal to raise standards of ICAB at par with global standards. The project focuses on strengthening accounting and auditing standards and practices in the corporate sector. In June 2008, the ICAB Council adopted a number of policy decisions including the adoption of the Strategy Document 2008-17. Institute of Chartered Accountants of Bangladesh (ICAB) and The Institute of Chartered Accountants in England and Wales (ICAEW) signed a memorandum of understanding, confirming their commitment to jointly work to develop the accounting and auditing profession in Bangladesh. The agreement between the two bodies was first signed on 26 October 2009, by ICAB President Nasir Uddin Ahmed and ICAEW President Martin Hagen in Dhaka, attended by leaders of the profession, government and the business community. The MoU was renewed in 2014, 2017 and 2020. 5.12 Twinning with ICAEW ICAB signed a World Bank-funded twinning project with ICAEW on 17 September 2007 to raise ICAB standards to meet global standards. 5.13 Going global With an aspiration to obtain recognition from prestigious global accounting bodies, ICAB made a momentous initiative in October 2009. With invaluable support from ICAEW, under the much-appreciated twining project, ICAB introduced a new syllabus, comparable with the global standards. 5.14 Adoption of second tier qualifications in line with ICAEW The introduction of second tier qualification, in line with ICAEW, is one of ICAB›s pragmatic and praiseworthy steps. This is to give recognition to the partly qualified articled students for the courses they have passed and the experience they have gained. This initiative meant that different certificates will be issued based on their accomplishments reflecting their qualification. This would increase the acceptability of the qualification and experience of the partially qualified students, which in turn would increase their marketability. Working experience in a CA firm (post articleship period) as well as outside of CA firms will be considered. 5.15 Pre-Articled Students (PAS) Programme ICAB introduced this programme to bring interested students to begin their study before commencing articleship with a CA firm. Under this programme, students in universities can take accounting courses recognised by the Institute, while they are still studying towards a university degree, thus reducing the time to complete CA courses. Under PAS Programme, after passing certificate level examinations students must complete an articleship at a firm. After joining the articleship, PAS sit for examinations of the remaining papers and qualify as a chartered accountant upon passing them. 5.16 Creating global opportunities MoU and MPA ICAB has a Memorandum of Understanding (MoU) and Membership Pathway Arrangements (MPA) with the following national and international organisations: – Institute of Chartered Accountants in England & Wales (ICAEW), UK Under this MoU, ICAB has been working with ICAEW as a learning and professional development partner, which allows ICAB members to apply for ICAEW membership. – Chartered Institute of Public Finance and Accountancy (CIPFA), UK Under this MoU, ICAB members are eligible (depending on experience) to apply for membership of the Chartered Institute of Public Finance and Accountancy (CIPFA), a globally recognised membership body. – MPA with CPA Australia ICAB members can obtain membership of CPA Australia after passing just four papers — Ethics and Governance, Financial Reporting, Global Strategy & Leadership and Strategic Management Accounting — out of 12 papers. This MPA became effective from 20 July 2018. – MPA with CA ANZ The Institute of Chartered Accountants of Bangladesh (ICAB) signed an → 90 MoU with the Chartered Accountants Australia & New Zealand (CA ANZ)
under which members living in Australia or New Zealand with five years of post-qualification experience are eligible for CA ANZ members after successful completion of CA ANZ International Pathway Program (IPP). There will be no requirement of passing CA ANZ general route examinations by eligible ICAB members as their International Pathway Program (IPP) workshop through case studies would examine the contemporary Australasian business, accounting and finance environment relevant for ICAB members. On the other hand, CA ANZ members can also become ICAB members subject to having Bangladeshi citizenship and other requirements as prescribed by ICAB by-laws. – Membership of the International Valuation Standards Council (IVSC) ICAB has an arrangement with IVSC to reprint the International Valuation Standards in Bangladesh. 5.17 Collaboration with ICAEW, UK Membership scheme of the Institute of Chartered Accountants in England and Wales (ICAEW) allows ICAB members to apply for ICAEW membership only based on five years of post qualification experiences. Eligibility criteria of this membership scheme are a series of questions which assess applicant’s experience, achievements, skills and expertise. Each application must be supported by an eligible sponsor. Applicants need to complete an examination of experience. ICAB members without such experience can also become ICAEW members after successful completion of three advanced level papers out of 15. Details of the ICAEW membership scheme is available on its website (http:// www.icaew.com). ICAB signed its first memorandum of understanding (MoU) with the Institute of Chartered Accountants in England and Wales (ICAEW) in 2009. Thereafter, the MoU between ICAB and ICAEW has been renewed regularly (2014, 2017 and 2020). ICAB has experience as the learning and professional development partner, and was also recognised as an approved tuition provider of ICAEW. 5.18 Recognition of ICAB membership by CIPFA, UK ICAB are eligible to apply for membership of the Chartered Institute of Public Finance and Accountancy (CIPFA), a globally recognised body for the public sector. An MoU between ICAB and CIPFA, UK was signed on 28 January 2017. Under this MoU, ICAB members can become a member of CIPFA subject to fulfilment of certain criteria. Any ICAB member with good standing having five years of post-qualification public sector experience is eligible for full membership of CIPFA as Chartered Public Finance Accountant (CIPFA) and those with less than five years of public sector experience are eligible as Affiliate member of CIPFA (CIPFA Affiliate). ICAB members with CIPFA Affiliate membership, or having no working experience in public sector can gain CIPFA status with successful completion of exams of only two papers i.e. Public Sector Financial Reporting and Strategic Public Finance. 5.19 Membership Pathways Agreement (MPA) with CPA Australia The Institute of Chartered Accountants of Bangladesh (ICAB) signed a Membership Pathways Agreement (MPA) with CPA Australia, one of the largest accounting bodies around the world. The MPA has been in effect since 20 July 2018. Through this agreement, ICAB members can be members of CPA Australia after passing just four papers — ethics and governance, financial reporting, global strategy & leadership, and strategic management accounting — out of 12 papers. 5.20 Membership through International Pathway Programme (IPP) The Institute of Chartered Accountants of Bangladesh (ICAB) signed an MoU with the Chartered Accountants Australia & New Zealand (CA ANZ) on 18 June 2021 under which ICAB members living in Australia or New Zealand with five years of post-qualification experience will be eligible for CA ANZ membership after successful completion of CA ANZ International Pathway Program (IPP). There will be no requirement of passing CA ANZ general route examinations by eligible ICAB members as their International Pathway Program (IPP) workshop through case studies would examine the contemporary Australian business, accounting and finance environment relevant for members of ICAB. ICAB President Md. Shahadat Hossain, led the delegates of the Institute. Mutual collaboration, qualification and capacity building in public sector financial management were the key agenda of the meeting. The ICAB members have been recognised by CIPFA since 2017 under a MoU. During the World Congress of Accountants, on 7 November 2018 at ICC Sydney, ICAB President Dewan Nurul Islam and CPA Australia President Peter Wilson officially exchanging the Membership Pathways Agreement. ICAB President Md. Shahadat Hossain, and CPA Australia President Merran Kalsall, sign an extension of Member Pathway Agreement at a ceremony in Mumbai, India during the World of Congress of Accountants. Shahadat Hossain, and CAANZ President Kate Boorer, exchange MOU at a ceremony at World of Congress of Accountants on 18 November 2022. 5.21 Merit awards Inspiring students: Awards For the first time in 1974, with funds contributed by its first President A. Qasem, the Institute introduced a medal known as President’s Medal (Gold) to be awarded to students passing the final examinations with distinction in both groups and securing the first position. During 1977-78, two more medals known as ICAB Medal (Gold) and ICAB Medal (Silver) were introduced out of the Institute’s own funds. The ICAB Medal (Gold) was to be awarded to the students securing first position in the final examination, while the ICAB Medal (Silver) was to be awarded to students securing first position in the intermediate examination, passing in the first attempt. While introducing the revised syllabus in 1986, ICAB also announced awards for students securing brilliant results in their respective examinations. ICAB introduced 3 medals known as ICAB Medal (Silver), ICAB Medal (Gold) and President Medal (Gold). The ICAB Silver and Gold medals used to be awarded to the candidates for passing the then Intermediate and Final Examination respectively at the earliest eligible chance securing the highest position amongst the successful candidates. The President Medal (Gold) is awarded to candidates for outstanding performance in the final examination. Since then, the President’s Gold Medal has been renamed as “Abul Qasem Memorial Medal for Company Law” and awarded to a student passing Group 1 of the CA final examinations, securing the highest marks but not less than 60% in “Company Law”. In line with the changes in syllabus and examinations, the eligibility conditions for various awards are revised from time to time. The first ICAB Medal (Gold) was awarded to AKM Shahbub Alam for passing the CA Final Examination in May 1978 securing first position taking both the groups together. 5.22 Scholarships General Scholarship Fund Some of the past presidents of ICAB, chartered accountancy firms, senior ICAB members, corporations and foundations are sponsoring scholarships to articled students to promote the chartered accountancy in Bangladesh. The scholarship fund is created with their financial contribution. The eligibility criteria for getting scholarship are determined by the respective sponsors, but ICAB is entrusted in all matters in connection with the award of the scholarship. Akther Rezvi Scholarship was introduced by ICAB Member Md Ali Akhter Rezvi July, 2021, where one articled student is awarded BDT 5,000 monthly scholarship. Past President 2011 Shasha Scholarship is awarded to two female article students each worth BDT 5,000 per month with examination fees and yearly allowance for books. 5.23 Quard-E-Hasana (interest free study loan) The term ‘Quard’ means interest free loan and ‘Hasana’ means beautiful. The project has been designed and introduced to provide financial support to the brilliant students interested to pursue CA, but suffer from financial constraints. Under this project, ICAB will provide interest-free study loans to the students admitted as articled students under CA firms including current students, subject to fulfilment of certain conditions. The first phase of interest free study loan was disbursed to eligible CA students → 96 from March 2022 under supervision of the Management Committee of Quard-
e-Hasana Fund. Students who completed the course, and passed Certificate Level (CL) examinations, will also get the Quard facility to continue their study. 5.24 Convocations Since 1982, the Institute has been holding convocations to award certificates for passing CA examinations. 5.25 Voice of the students Dhaka Region During the mass uprising of 1969, the CA students of this country organised themselves under the leadership of Anwar Hossain to fulfil their responsibilities and participate in the mass movement. After independence, Bangladesh Chartered Accountancy Students› Council, namely Bangladesh Chartered Accountancy Chhatra Parishad (BCACP) was recognised by ICAB as a statutory body under the approval of Bangladesh Chartered Accountants Order, 1973. Anwar Hossain and Mahbub Alam took charge as the first president and general secretary of the student council respectively. Since then, every two years the central executive council, along with Dhaka and Chittagong regional councils are formed through election. BCACP was established in 1988 and was located at 9, Bangabandhu Avenue, Dhaka at the beginning. With the kind cooperation of the chairman of Bangladesh Chemical Industries Corporation (BCIC) and past ICAB president A.K.M Mosharraf Hossain, a suitable and spacious accommodation was arranged to house the BCACP at Spencer’s Building (22, Motijheel Commercial Area) in Dhaka at a nominal rent paid by the Institute. BCACP is currently located at 33, Topkhana Road, Dhaka. BCACP has also been running a hostel for CA students since April 1987 with a monthly grant from ICAB. The capacity of the hostel has been doubled since its inception. The hostel has provided a conducive environment for pursuing professional education, and so far, about 100 residents of the hostel have qualified as Chartered Accountants, which is about 5% of the total membership of ICAB. In addition to voice the concerns of CA students and protecting their rights, BCACP also conducts various programmes, namely debates, quiz, cultural programmes, excursion, sports tournaments, etc. BCACP - Chittagong Region An elected executive committee of the Bangladesh Chartered Accountancy Chhatra Parishad - Chittagong took office on 26 October, 1990. The installation ceremony was attended by the then ICAB president ABM Azizuddin Ahmed.
