INTRODUCTION

Salam Pasir Gudang Teguh Bitara
The 2021 International Special Education Best Practices of School Leaders Webinar is an
online seminar involving three Asian countries, namely Malaysia, Japan and Indonesia.
This program aims to cultivate the sharing of best practices through action research and
innovation among the top management and Special Education teachers in the Pasir
Gudang district. This webinar also aims to generate creative ideas to be applied in schools
especially to students with special needs in special education classes. This international
webinar is a pilot program initiated by the Pasir Gudang District Education Office team to
introduce Special Education in Pasir Gudang district internationally.

OBJECTIVE

1.To provide suggestions and share new ideas in pedagogical practices that can be
applied in Special Education classes.

2.To present research papers related to innovation practices in teaching and learning
in the field of Special Education.

3.To disseminate research results related to the implementation of innovation
practices and curriculum in Special Education classes.

4.To discuss current issues related to innovation practices in teaching and learning
over time.

5.To strengthen the relationship between educators in the Pasir Gudang district by
building future partnerships to improve the education quality in Johor.

Special Needs Education in Malaysia intends to provide educational opportunities for pupils with
various disabilities such as those with visual impaired, hearing impaired as well as children with
learning disabilities. To meet special educational needs of the individual children, Special Education
Division, Ministry of Education (MOE) has provided educational opportunities and facilities through
the following programmes which have been upgraded since 1990;

 Special Needs School (which focusses on students who are visually and hearing impaired)
 Special Needs Education Integrated Programme (Primary and Secondary Level)
 Secondary Vocational School for Special Needs
 Inclusive Education for Special Needs
 Early Intervention Programmes (Pre-primary education)

The main aim of special education integrated programme is to ensure that students with special
needs can learn in a least restrictive environment. The curriculum is designed to enable the
students to learn in a normal learning environment and enhance social integration between
children with special needs and their mainstream peers in as many school activities as possible.
Thus, they will also be able to develop their social and communication skills effectively.

Leading schools with Special Needs Integrated Programme is rewarding and at the same time very
challenging. As leaders, teachers and managers, how we allign and strategise in order to maximise
the potentials of all the school’s personnels ; administrators, teachers, students, school support
staff, stakeholders and the community towards achieving quality education for the special needs
students are vital. What are the Transition Programmes designed to enhance the students’ skills to
prepare them for future career once they leave school at the age of 19? How can leaders overcome
hurdles and challenges in providing materials, work space and teachers for the skill programmes in
a normal day school.

As the former principal of Taman Daya Secondary School, a normal day school, where we run
Integrated Programmes for Special Needs Students, I will be highlighting the approaches taken and
how skills-based programmes are managed and carried out for students with special needs. I will
also highlight the achievements of the students and the positive outcomes of the programmes that
we carried out not only to the special needs students but to other teachers and students in the main
stream.

Building Confidence Through Internship

A certified ESL and social studies teacher with expertise in guidance
counseling in secondary school. Mr. Iimori has designed successful
career guidance programs in high schools and in schools for special
needs education. He also played a crucial role in creating international
exchange programs in those schools. His interest centers around

Iruma Wakakusa High School for Special Needs Education (Iruma, Saitama, Japan) is
a state-run, 3-year school for the mentally challenged. Founded in 2016, the school
comprises two courses: regular and vocational. The 170 students (age 15-18) of the
vocational course belong to one of the vocational programs: bakery, farming, office
work, cleaning, etc. The course also has an internship program through which students
gain experience in settings, namely private companies.

The internship program plays an important role in cultivating occupational
awareness among students. Pre-and post-internship activities are planned to make
internship an ongoing learning process based on a PDCA (Plan, Do, Check, Act) cycle.
Teachers make sure students learn both from both successes and from failures.
Overtime students learn to understand their aptitude, gaining confidence. The duration
of an internship varies from 3 days to 15 days. Students do their internship 2 to 3 times
a year, 6 to 8 times in total, on average. Internship sites are carefully chosen based on
parent questionnaires, the student’s own plan, feedback from the previous internship,
ease of access, etc.

Career guidance specialists play an extensive role in managing the internship
program. Prior to planning an internship, they visit companies to meet people and see
the environment, which is crucial in making a good match between a student and a
workplace. Career guidance specialists take the initiative in planning events and
activities related to occupational awareness. They make sure the program is beneficial
for companies, too. Workers learn to communicate and collaborate with mentally
challenged interns. The internship program has been facilitating openness to diversity
in the companies and in the community as a whole.

Although the pandemic affected the internship program, approximately 85
percent of the graduating students will get a job in private enterprises and start working
this April.

In achieving the goals of the six aspirations of students through the Malaysian Education
Development Plan (PPPM) 2013-2025, the teaching and learning process is the key pillar
of education. This need is supported by school transformation programs whose goal is to
achieve quality students and schools. However, the implementation of curriculum and
assessment in special education in Malaysia still faces various issues and challenges.
This challenge is exacerbated when special education in Malaysia faces Covid-19
pendemic, which forces teachers to change conventional learning styles to digital and
home-based learning. Therefore, stakeholders need to play a role in ensuring the direction
of special needs students is achieved. Currently, the main target in special education is
to enable students with special needs to learn together in mainstream or inclusive
education streams and increase the marketability value of special needs after graduation.
This study is in the form of a survey with a quantitative approach. Questionnaire
instruments were used for the purpose of obtaining data. Leadership, teacher, parent and
student issues are still relevant in achieving student aspirations. But in home-based
learing teachers and parent are the dominant factor in most factors that lead to pedagogy.
Therefore, these issues and challenges need to be addressed collectively and
collaboratively to drive the development of student with special needs effectively and
efficiently.

ABSTRACT

SLB Negeri 1 Yogyakarta is one of special need education schools in Yogyakarta. It is an
institution where students study for 13-years, from kindergarten to high school, for the
mentally challenged and autism students. It is located in the centre of Yogyakarta city.
The school has 45 teachers and 110 students aged 6 – 19.

In this school, for the elementary level, (school grade 1 to 3), the curriculum prioritizes
socialization, communication, interaction, and self-developmental programmes. The
upper elementary level (grades 4 to 6) prioritizes reading, numeracy, writing, and self-
development programs. Meanwhile, for junior and senior high school level learning is
based on group learning or vocational classes. There are 10 vocational classes; batik
handicrafts, fashion, make-up class, parcel making class, beads craft, laundry, culinary,
wood and metal craft, car and motorcycle wash and gardening.

This school also has several extracurricular activities to increase students’ interest in
sports and arts, namely swimming, table tennis, athletics bocce ball, pantomime, music,
dancing and singing as well as life skill education through scouts.

Sport extracurricular has achieved many championships at the provincial level;

The 2nd place in the men's table tennis Olympics for mentally challenged students at
Yogyakarta Special Region level in 2020.

The 3rd place in the women's table tennis Olympics for mentally challenged students at
Yogyakarta Special Region level in 2020.

The 2nd place in the 50m running competition for mentally disabled students at
Yogyakarta Special Region level in 2020.

This school also conducts an apprenticeship program for high school students by sending
students to the industrial sectors to practice real work. There are several industrial places
which our school shares partnerships and cooperation, such as catering services, batik
handicrafts, laundry services and motorbike washing services.

In the field of art the students are able to present traditional Angklung performance, a
traditional musical instrument.

During this period of distance learning, we provide online classes through Zoom meeting,
Video Calls by WhatsApp, and Google Classroom. Offline classes are also conducted
through worksheets distributed once every two weeks and vocational assignments
practiced in students' homes.
