ABSTRACT

The purpose of this assignment is to understand the quality standard of public
organisation which is the mosque that we were choose. Then, this survey is based on
the implementation of Public Sector Conducive Ecosystem (EKSA) in Masjid Ar
Rahman Mukim Kubang Batang, Tumpat. A generally, EKSA is the rebranding of
Public Sector 5S Practices which is Seiri, Seiton, Seiso, Seiketsu and Sitsuke. In this
report, we also provide an analysis of how EKSA being implemented in Masjid Ar
Rahman Mukim Kubang Batang, Tumpat. EKSA or a Conducive Public Sector
Ecosystem will help improve the effectiveness, cleanliness, and image of a department
or organization, especially a mosque. There are steps provided and repaired by the
mosque. Mosques are doing the right job and a good move by implementing EKSA into
their organizations. Organizational image, promoting creativity and innovation, running
dakwah campaigns, a conductive environment for people to use services.
The benefits are quite promising as it will help improve management, show people that
the organization is good and so on. Although, there will be challenges like the user does
not want to change or maybe the management is quite passive. But, as far as we can see,
it can be overcome with little insistence and effort by the top management of the
organization. In the end, hopefully any mosque organization can leverage and maximize
the real capabilities of EKSA as this will give us a better view of the organization and
not just limited to a few organizations such as mosques.

AKNOWLEGMENT

Alhamdulillah, first of all we would like to thank God as finally we were able to finish
our assignment. This task had been done with all effort by group members even though
we are facing a little bit problem due to the communication limitations and networking
barriers. Luckily, those problems can be settling down and we were able to adapt
properly and wisely.
In preparation of our assignment, we had to take the help and guidance of some
respected person, who deserve our deepest gratitude. As the completion of this report
give us much pleasure, we would like to show our gratitude to for Dr. Nor Raihana
Asmar Binti Mohd Noor giving a good guideline for this report throughout numerous
virtual consultations.
In addition, many people especially our classmates and our batch mates who have made
valuable comment and suggestion in our video presentation which gave us an
inspiration to improve the quality of our report. We are grateful because we managed
to complete this report within time given. Not to forget our beloved parents, who never
stop from praying for our success in completing our report during this hard time as we

1.0 INTRODUCTION TO EKSA

1.1 Definition of EKSA
“Ekosistem Kondusif Sektor Awam” (EKSA) or Public Sector Conducive Ecosystem
can be defined as a mechanism to reinforce a high-performance and innovative
organizational culture among the public sector agencies through the arrangement of a
surroundings, work culture and values that are practice of all public sector based on
Public Service Development Circular No. 1 of 2014: Conducive Ecosystem of the
Public Sector. Furthermore, EKSA was introduced on January 2014 by Malaysian
Administrative Modernisation and Management Planning Unit (MAMPU) which is as
a body that responsible for modernising and reforming the public sector. In addition,
Malaysian Administrative Modernisation and Management Planning Unit (MAMPU)
was introduced the system of (Public Sector Conducive Ecosystem) EKSA for
rebranding and improvement initiative on Quality Environmental Practices which is
known as 5S practices. The 5S methodology was introduced by Japanese language
which is a method that use in a workplace to ensure the organization in a good condition
and also to ensure the management of the organization’s operations are effective,
efficient and secure. In the meantime, there are the terms of 5S which is started with
letter ‘S’, which is “Seiri” can be defined as Sort for example are sort and discard the
unnecessary items , “Seiton” is Set in Order such as arrange items neatly so that it is
easy to take when necessary , “Seiso” means Shine which is cleaning and sweeping
equipment items and work areas, “Seketsu” is Standardize means ensure cleanliness is
maintained and tidy and lastly are “Sitsuke” means Sustain for example adhere to work
ethic and hygiene guidelines. Furthermore, Public Sector Conducive Ecosystem
(EKSA) also present another assessment and inspecting model that incorporates
Generic Criteria and Specific Criteria by considering the variety of Government office
premises as per the kinds of administrations gave.

1.2 Objectives of EKSA
In improving the EKSA component, there are five objectives in practicing the Public
Sector Conducive Ecosystem (EKSA) system. The first objective of EKSA is to
enhance corporate image in the public sector. Corporate Image alludes to the character
or view of clients/partners towards the environment, activities and accomplishments of
an association including uniform work ethics and norms among employees is essential
to creating a positive corporate culture. It is because in practicing the EKSA in
workplace is significant to improve the image of organization to be better. For example,
an organization can provide a corporate image when there are employees who are
disciplined in working such as punctuality and honesty in carrying out duties in the
workplace. The second example is the uniformity of neat by employee attire from “head
to toe” in the workplace is also one of the factors in improving the corporate image.
Next, the second objectives of EKSA are to foster creativity and innovation in an
organization for public sector. For example, in practicing the EKSA element among
employee can cultivate the elements of creativity and innovation while performing their
respective duties and responsibilities.

After that, the third objectives of EKSA are to encourage activities towards creating Go
Green campaign or green practice. It is because this campaign can give on aspects of
Green Practices in the office by implementing programs and activities such as recycling
and improving energy efficiency towards saving resources with optimum. Next, the
fourth objectives are ensuring the auditing element meets the needs of the agency’s
diversity. For example, EKSA has introduced a new evaluation and auditing model
which is incorporates Generic Criteria and Specific Criteria because the one size fits all
auditing system is found to be insufficient to meet the needs of various Government
Departments/ Agencies at present. Lastly, the last objectives of EKSA are creating a
conducive environment. It is because a conducive environment is essential in the
workplace in order to create a high -performing and innovative organizational culture
among employees and in the meantime being able to provide good service to customers.

2.0 OVERVIEW OF THE MOSQUE

2.1 Background of the mosque
The mosque name is Masjid Ar Rahman Kampung Kubang Batang and it is located at
Mukim Kubang Batang Baru in Tumpat Kelantan. This mosque featured two multi-
story towers and two domes when it was first built in the 1990s. A major prayer area
with pillars is located inside the mosque and is utilized for congregational prayers.
There is also an extra prayer chamber built of marble that can accommodate a big
assembly at one time. The words of ALLAH, as well as sacred lines from the Quran,
are written on the walls of this mosque. At the same time, the mosque's foundation is
rectangular in shape. The entryway of the mosque's main prayer chamber is similarly
constructed of wood and features intricate decorations. Furthermore, the front wall of
the mosque's prayer area is composed of marble. Masjid Mukim Kubang Batang
Tumpat Kelantan began to be renovated and expanded in 2017 or 2018, to meet the
expanding population. Masjid Mukim Kubang Batang Tumpat Kelantan began to attract
attention after the interior of the mosque was nearly 90% completed, because the
interior is filled with carvings and interior architecture that uses blue tones and gold
smears and inside space can also accommodate a significant number of worshippers.
The mosque is elegantly embellished with hanging lights, marble walls, and marble
pillars carved with Quranic texts. This mosque hosts a variety of religious and
community events in order to keep it alive as a hub for the advancement of the Islamic
ummah. Furthermore, religious discussions will be offered three times a week by
inviting other speakers.

2.2 Management structure

2.3 Services and Activities
This mosque hosts a variety of events to attract young people, as well as initiatives to
assist those in need. For example, an outside speaker presented a discourse on Maulidur
Rasul at Masjid Ar-Rahman Kubang Batang. Celebration of Maulidur Rasul Perdana at
Ar-Rahman Mosque in Kubang Batang, Tumpat, Kelantan. KRT Kubang Batang
organized the event in partnership with the mosque, religious schools in the Tumpat
area, and the head of Mukim Kubang Batang. The event went off without a hitch and
drew a sizable crowd from the surrounding community. Other than that, collaborative
ceremonies such as preparing porridge as-syura are also held. When such a ceremony
occurs, it will strengthen the relationship between the citizens in the neighbourhood,
and all parties work together to make the occasion a success.

Furthermore, the mosque provides help programs for those in need, such as food
distribution and financial and material help. For example, program like distribution
ceremony of Ramadhan baskets to Dhu'afat or people in need in Mukim Kubang Batang
which was attended by the Deputy Director of the Kelantan State NSC and the staff of
the Kelantan NSC. Then, donation ceremony to eligible asnaf presented by the Imam
of the Ar Rahman Mosque Committee, Tuan Imam Tua. The event was carried out by
the Bureau of Welfare and Mukim Affairs. Furthermore, the mosque hosted a love
pilgrimage program. With the assistance of the Arrahman Mosque Sub-District Welfare
& Affairs Bureau, led by Tuan Imam Hj Rosdi and the Blessed Datuk Rosdi Abd Aziz,
visiting the congregation and those who are not well or in need of support.

3.0 PORPOSITION FOR EKSA ADMINISTRATION

3.1 Committee Structure

The main role of the EKSA implementation committee is to determine the overall
direction in the implementation of EKSA and formulate an implementation plan. The
other role is to determine the budget and identify financial resources, set policies, rules
and guidelines in line with departmental policies and lastly identify committee
members, facilitators, and heads. The head is the key person in the implementation of
EKSA held by Nur Syamirah bt Zamani and her role is to determine the direction of
EKSA implementation by formulating action plans for EKSA implementation and
setting EKSA policies, rules and guidelines. In addition, determine the budget and
financial resources and also appoint some members such as Facilitators, Coordinators,
and Zone Heads. While the role of the facilitator held by Syaza Aqila bt Saribunis, is to
provide views and advice to leaders and group members on the implementation of

EKSA activities to ensure all groups adhere to the rules and guidelines given and also
to mediate to convey the latest information between management and the group. The
coordinator is held by Siti Nur Suraya bt Shamsudin, her job is to schedule EKSA
Implementation Committee meetings by coordinating the EKSA program. Next, report
the progress and status to EKSA committee members and keep important records and
minutes related to EKSA implementation. She also assists in the management of
promotional, training and audit activities as well as ensures uniformity and disseminates
the latest information on the implementation of EKSA in the organization. The last is
the head of the zone held by Nur Syahirah bt Abu Abd Ghani. Her job is to act as the
Zone Level EKSA Coordinator, it is referred to in the zoning plan. She also appoints
zone -level committee members and holds monthly meetings with group members.

3.2 Identification of Zones
The mosque provides several public service areas such as spaces to hold religious
lessons, meeting rooms, prayer halls, marriage halls, help to the poor and needy, birth
things such as tahnik, and death things. EKSA or 5S practice are sort, set in order, shine,
standardize, and sustain. This mosque should implement 5s or EKSA to improve
organization and make it more structure. EKSA is intended to improve the present
organization, with a focus on establishing a conducive working environment. The first
and foremost use of 5S practice is in the seiketsu or standardize. We can see that the
mosque committee has distributed the use of the spaces built in the mosque for the use
of all. The interior of the mosque is divided into three sections, the first of which is the
men's prayer room, the second of which is the women's prayer room, and the third of
which is on the top floor and is a space to make programs for outsiders, but the space
above is not yet fully built because the mosque is undergoing renovations. When there
is a substantial talk program and well-known speakers are invited, the male and female
prayer area on the ground level is frequently used since it is more spacious to
accommodate the visitors or invitees present. The purpose of these areas is built with
large capacity, with amenities such as air conditioning is to give comfort to people
attending the mosque's religious event. This is the best practice in work area because it
maintains high standards of housekeeping and workplace organization at all times.

Next, this mosque offers public services such as tadarus assembly and other religious
activities and they have practice 5S, which is seiso or shine, it also can be translated as
“sweep” or “sanitize”. This is to ensure that the workplace or space that will use by the
public is completely clean and safe to use. This practice is vital especially during this
covid-19 pandemic. The mosque committee will clean and maintain the mosque's
cleanliness for the benefit of the public's use and prevent machinery and equipment
deterioration. For example, they would run a gotong royong program and invite the
public to help clean the mosque area to ensure the mosque's cleanliness. Other than that,
they also sanitize the interior of the mosque to ensure that it is in good condition and
free from viruses and germs, especially the covid-19 virus that is prevalent nowadays.
With this care, they can avoid contracting this dangerous virus and the condition and
equipment of the mosque can also be taken care of when there is an organization
responsible for the mosque.

Other than that, Masjid Ar Rahman Kampung Kubang Batang also practice shitsuke or
sustain. In this covid-19 pandemic, it is necessary for the mosque committee to adhere
to the government's policies in order to assist prevent incidences of corona virus disease.
As a result, they have implemented this strategy on a consistent and everyday basis. For
example, they must maintain a social distance of 1.5 meters between one individual
during prayers, and they must also restrict the number of individuals present during
congregational prayers in the mosque. This may be accomplished by adhering to the
established of SOP. To ensure that the public that enters the mosque is healthy and free
of the covid-19 virus, the mosque has given a spot to write the name and a place to
check the temperature before entering. The person will be sanitized after the
temperature check and will be asked to use the hand sanitizer that has been prepared by
the mosque. As a result, this intends to aid the government in dealing with this matter
while also training the people to remain disciplined and in compliance with the
government's orders.

Then, the fourth practice of 5S that is use by this mosque is seiton or set in order. This
practice purpose is to arrange all necessary items so they can be easily selected for use,
and it prevent loss and waste of time to find the items when in need. Therefore, this
mosque is the primary mosque in the neighbourhood, it will be utilized in many events
that involve many people, such as gotong royong, weddings, and as a cooking location
if there is a ceremony to deliver food to the community. For example, if there is a
significant ceremony and the committee needs to prepare food to feed the guests,
cooking equipment such as pots and pans and other equipment are required. Thus, if the
tool is stored in good condition or placed in a store built primarily for the storage of
such items, it will be simpler to find. Other than that, they also provide the right place
to keep the prayer cloth, the Quran so that it can be easily found and used by all parties.

3.3 Documentation of Issues and Recommendation of Rectifications
There are some problems about this mosque, one of them is the very limited parking
now as this mosque is being renovated and is taking too long to complete. If the mosque
committee wants to hold a ceremony or program it can cause traffic congestion as
visitors have to park their vehicles on the side of the road. The recommendation to
prevent this from happening in the mosque, we need to provide the mosque committee
should find people who are willing to donate funds for the mosque and make donation
funds at the mosque or in public places to increase the number of workers to complete
the construction of this mosque. In fact, mosque committee members need to enlarge
the parking lot so that it is easier for the public to park their vehicles, we will help the
mosque by collecting donations through internet platforms and posting mosque posters
that need to be repaired. This can help a little financially for the mosque in construction
and restoration.

The second issues faced by mosques is that it is difficult for mosque committees to
conduct activity such as gotong-royong to clean mosques in masse because currently
the country is facing a covid-19 pandemic causing residents in the area to be unable to
gather in one place and must follow SOPs complied with. The recommendation to
prevent this from happening in the mosque, we can do gotong royong is only made
according to the activities that want to be carried out in the mosque such as gotong
royong during Ramadan. This gotong royong activity does not need to be done on a
weekly basis as usual due to the current covid 19 pandemics. As a volunteer, there are
only a few people to help with gotong royong activities to help clean the mosque area.

The third issues are not following the instructions that must be followed such as not
wearing a mask when entering the mosque and not following the SOP. Although the
mosque committee follows the instructions of the ministry or government to make a
temperature check, write his name in a book or scan the QR code, but there are also
some people there because congregational prayers do not follow the instructions, and
some do not know how to use it especially people who already old. The SOP that needs
to be adhered to is it is mandatory to wear a mask to enter the mosque, need to scan the
temperature and write the name first before entering the mosque and prayers need to be
far apart, not as usual which needs to be close.

The recommendations to avoid this often happening at this time is that the pilgrims who
come to the mosque should follow the SOP set in the mosque and to those who do not
know how the mosque committee should tell them how to write the name and scan the
temperature. The mosque committee also needs to provide masks to anyone who does
not wear them, this is because it is possible that they will be sued if they do not comply.
The congregation should also bring their own prayer rugs. Therefore, we made other
recommendations such as hanging a banner on the mosque gate about covid 19 and this
SOP can help reduce the third issue, people who visit the mosque can see and read the
banner displayed on the mosque gate first before entering the mosque.

The last issue is to put the items back in the place provided and hang the prayer cloth
neatly. Many visitors come to the mosque for prayers, they borrow the prayer cloth
provided in the mosque but after they use it, they do not put it properly such as not
hanging or clumping it in the place of the prayer cloth hanger. Moreover, the pilgrims
who come to the mosque to borrow the Quran or Yassin and scientific books, they do
not put it in its place again but put it on the side of the wall.
The recommendation to avoid this often happening in the mosque, we need to provide
more places to place prayer cloths such as hangers, arranged by colour to look neater
and shelves for prayer cloths and folded prayer rugs. In addition, we will also arrange
scholarly books based on title, height or colour and provide a special space to place the
Quran such as equipping a book organizer on a pole. We also put out a paper containing
instructions on having to put back the items they borrowed in their place and not to
leave them alone. Thus, we provide prayer cloth shelves that have special mirrors for
women in the prayer room because women really need them. This can also prevent
women's prayer cloths from being exposed to lizard droppings.

4.0 CONCLUSION AND LEARNING REFLECTION

4.1 Conclusion
Practising EKSA will contribute to the productivity of management as the benefits of
the introduction of EKSA are highlighted, such as improvement the organizational
image, increasing productivity and innovation, be able to create a conductive
environment and audit elements meet the need.

The firstly, improve the organizational image. Later, it also enhances the image of the
public sector itself. The focus of EKSA it is to a better picture of the public sector that
can create a good perception from other departments or organizations to their respective
departments and organizations. By having a good organizational image proves that the
organization is ready and be able to maintain common sense in ensuring that their
department or organization is in line with EKSA’s vision and mission to improve
performance. This can be seen clear when the organization has plans and strategies
structured by meeting standards EKSA and urges their members to act professionally
by not putting pressure on the image public sector for which they have their own rules
and laws. In the mosque itself there is standardization such as wearing appropriate
clothing or clothing civilized or the mosque party has standardized that clothing it
makes them look like a uniform and neat robe, shirt wither and dress for women.
Clothing or pictures of employees will be shown who adhere to standards, credibility
and others will respect and like them appearance as a professional body. Images really
play an important role because of the first characteristics that are evaluated by others in
any situation. Therefore, it will enhance the image of a mosque.

Secondly, the benefits of increasing productivity and innovation. The first benefit of
the Conducive Public Sector Ecosystem (EKSA) is that it can increase productivity and
innovation in the organization and its members. Conducive Public Sector Ecosystem
(EKSA) is a good program adapted from the 5S Practice to shape the public sector
towards positive values in work ethic of concern on productivity and innovation.
Productivity and innovation exist like organizations al-Quran reading room and Islamic
magazine reading corner required to obtain better quality or recognition by establishing
EKSA in a mosque organization that mosque members work hard and work well

together to provide a conducive environment by creating progress in managing such
organizations provide a friendly environment that will make them function effectively
and efficiently. Creativity and innovation created by organizations can contribute to
greater meaning a talented and skilled workforce. At the same time, conducive the
environment in the mosque organization can encourage people to use it comfortably.
For example, as the organization of the mosque Ar Rahman Kubang Batang participated
to bring EKSA to a better level they gradually injected and encouraged the members of
the powerful mosque to come up with creative thinking solve problems that can cause
the smooth running of the EKSA process to successfully achieve the goal organization.

Third, be able to create a conductive environment. This can refer to a situation where
a place of worship is clean, tidy, orderly, and safe to use for the community. This also
means that all facilities that have been made available to the public should also be in a
safe and good condition for them to use. For example, through the EKSA program,
every time the program is held at the mosque, they will carry out gotong royong to keep
the mosque environment clean and orderly. In addition, every corner in the mosque is
placed several air conditioners that allow the public to use it easily, in fact this shows
that people can worship in a comfortable and peaceful environment. The organization
of this mosque plays their role in ensuring that all facilities function properly, and they
must be responsible for ensuring that the mosque environment is clean.

Lastly, the benefits of audit elements meet the needs. The implementation of EKSA
in the organization will create diversity within audit element. As the mosque
organization also responds and cooperates in implementing EKSA in their organization,
they will be assessed whether they meet the criteria provided or not as an
acknowledgment that they have succeeded in improving a conducive environment in
their management. As EKSA auditing involves various scopes to assess such internal
audit that relies on the monitoring, compliance, and evaluation of chart of the
organization responsible for enforcing EKSA in the respective organization, Gantt
chart, location or zone of EKSA established, records before and after EKSA is
implemented and also has a benchmark on EKSA to make it better. As an interior the
audit will be monitored by the EKSA zone head, unit head or superior in normal times

the organization needs to keep EKSA in the mosque a potential level to meet all the
elements highlighted to obtain a certificate worth by auditors thus enhancing
recognition and credibility as successors in EKSA implementation. For example,
mosques also get recognition for EKSA for being well-organized EKSA zones in their
management consisting of clear and specific information. This will use more facilities
in audit sessions when they are ready for availability key committees in various aspects
to promote EKSA and they also have benchmarks visits by auditors.

4.2 Learning Reflections
Among the challenges we faced in completing this task was, firstly we could not go to
the mosque to seek information face to face with the mosque committee members to get
more accurate information, this is because now the government is ordering all
communities to be confined at home due to the pandemic covid-19 is increasing day by
day. To ensure the safety of all our citizens, we abide by the instructions set by the
government so that all citizens can stay healthy and away from this epidemic. Therefore,
we try our best to complete this task by surfing the internet widely about the Ar Rahman
Kubang Batang mosque, Tumpat.

Secondly, is we being able to meet with the mosque committee members, but we were
required to set an appointment date first. We make appointments during their free time
so as not to interfere with their activities while at home. However, with the current
situation where the curfew is in order, this limits our movement to meet face to face
with the mosque. Therefore, we try to meet with the mosque through online such as
google meet, WhatsApp, and Facebook. The use of this internet platform makes it easier
for us to get information about the mosque directly without having to wait too long.
Sometimes time runs very fast and makes us run out of time in their interviews.

Lastly, the challenges of we lack resources about the organization of the mosque, this
is because the resources we get through the internet are very limited because the
committee members of the mosque do not update the mosque page. This challenge has
had a small impact on us in finding information on the Ar Rahman Kubang Batang
mosque about when this mosque was built and others. This shows that it is very
important for an organization to activate an online account to make it easier for the
public to see the latest information.

There are a few lessons that we got through this assignment, first of all, we can learn
how to manage an organization. Every organization needs to be well organized so that
in the future there will be no bad things or unpredictable problems happen. An
organization needs to be classified in good shape. Secondly, we can gain experience
from outsiders, such as the Ar Rahman Kubang Batang mosque faith interview about
the mosque's resources to complete this task. He was very kind to us and easily tolerated
his time. This experience is hard to come by, which is why this given assignment is very
meaningful for us to seek experience extensively again. Third, we can increase the
confidence of individuals in public. In this assignment we learned to speak well in
public as during an online interview, we each of us would talk to the interviewer in
order to cultivate high confidence and not to be nervous to speak. Finally, we will be
able to emphasize the spirit of cooperation between group members to complete the
task. We can help each other by giving thoughtful ideas to get good marks in this
assignment. From the interview and task given, we got to know that the mosque is an
organization that follows the followers of Allah SWT that gives satisfaction to users or
the public to perform worship and da'wah. As consumers we must use the services that
have been provided well.
