The Lake Metroparks 2014 Land Acreage Report

Lake Metroparks is a political subdivision of the State of Ohio created under the authority of
the Ohio Revised Code Chapter 1545. In addition to providing the mechanism that creates a
park district, this chapter also provides the authority for park systems to acquire land.

The board of park commissioners may acquire lands either within or without the
park district for conversion into forest reserves and for the conservation of the
natural resources of the state, including streams, lakes, submerged lands, and
swamplands, and to those ends may create parks, parkways, forest reservations,
and other reservations and afforest, develop, improve, protect, and promote the
use of the same in such manner as the board deems conducive to the general
welfare. (Excerpt from ORC1545.11)

There were many factors which stimulated the creation of Lake Metroparks including a
countywide land use study by Carol V. Hill & Associates, published in 1958 which
recommended the creation of a 15,000-acre system of large open space reservations and
parklands. By action of the Probate Court, Lake Metroparks was created that same year. Then,
in 1959, Lake Metroparks received a donation of 30 acres of land that ultimately became
Helen Hazen Wyman Park. It was with this first parcel that Lake Metroparks became a steward
of public lands.

Since that time, there have been numerous studies conducted by park staff, public officials and
consulting professionals to help direct and evaluate the park district’s land preservation and
acquisition efforts. These planning efforts occurred in the late 1960’s, mid 1970’s, and in
1990 with the Open Space Opportunities Study. In more recent years the focus has been to
create priority areas of protection, notably, the protection of land along our river, stream and
lakefront corridors. This approach is reflected in the “Lake Metroparks Strategic Plan 2010 –
2020.”

The Lake Metroparks system has grown over the years through the utilization of a number of
tools. Parklands have been acquired through donations, bargain sales, acquisitions with park
funds and through the use of outside funding sources. These funding sources include: The
Federal Land and Water Conservation Fund, Federal Department of Highway Administration’s
ISTEA and TEA-21 programs, the Coastal & Estuarine Land Conservation Program, Clean Ohio,
Wetland Mitigation funds, and proceeds from the USDA Wetland Reserve Program. In addition,
beginning in the 1990s, parklands have also been acquired through lease-management
agreements, life estates and conservation easements.

As Lake County communities continue to expand and develop new residential and commercial
areas, it is important that Lake Metroparks employ careful, cost-effective efforts that will
enable the park system to preserve the most significant portion of Lake County’s natural
resources for future generations. This is in pursuit of the vision and mission that began in
1958 and has consistently been supported by the voting citizens of Lake County.

Introduction

The 2014 Land Acreage Report has been updated by the Lake Metroparks Park Planning
Department. The report is a compilation of data regarding all lands owned, leased, and
managed by Lake Metroparks through December 31, 2013. Information for this report was
gathered from the original deeds, tax maps and other legal documents filed with the Lake
County Recorder and the Lake County Auditor. Original deeds are held by the Lake
Metroparks Director of Planning.
A summary of the ‘Land Acreage Report’ will be available to Lake Metroparks staff on the Lake
Metroparks “Intra-Net” site.
It is important to note that “Lake Metroparks Acquisition Cost” as used in this report
represents only the dollar amount paid by the park district for a said piece of property. It
does not necessarily reflect the current market value of the property.
