A. Introduction
i. The development of “Call before You Dig” (CBYD ) portal is a
concerted effort by MAFB (Malaysia Access Forum Berhad)
together with the industry players to ensure uninterrupted and
continuous quality of services to the consumer.
ii. MAFB with the cooperation of five (5) participating
telecommunication companies, namely Maxis, TM, Celcom, Digi &
Time Dotcom have developed this portal which acts as a
notification centre to notify and alert the participating members
before any digging work to be carried out.
iii. The membership is to ultimately include other underground & aerial
asset owners (i.e. electricity, gas and water) over a period of time.
iv. The CBYD portal was launched by YB Dato’ Sri Jailani Johari, Deputy
Minister for Communication & Multimedia on 15th June 2017.

B. BACKGROUND
i. One of the main causes for telecommunication service interruptions in this country is
excavators damaging the underground cables or fibre facilities.
ii. The development of CBYD portal is mainly to minimize damages to underground utility
facilities via a portal notification system as an effective tool to disseminate information
on any digging or trenching work.
iii. The CBYD portal has digitise the existing practice to update, share and access their
respective digging or trenching plans into a web portal initiative.
iv. The signing of this industry collaboration on CBYD portal, marked the commitment from
the participating parties to this initiative.

C. BENEFITS
The benefits of the CBYD portal are as follows;
i. To reduce the number of incidents and disruptions to the services
provided by telecommunication companies and public utility owners.
ii. To safeguard the Malaysian’s underground & aerial assets against
unplanned fiber/cable cuts.
iii. To help expedite the time to resume services in the event of
fibre/cable cut.
iv. To promote safe digging practice to all.
v. To enable cost saving on network operation & maintenance budget.
