Residential Development Update
Phase 8 continues to develop quickly
with many of the builders in Rouzan’s
Builders’ Guild currently constructing
homes on most of the 55 lots in this
phase. At this time, 51 lots have sold
in this new phase, and we estimate
new neighbors moving in late
summer.

The infrastructure of Phase 9 is
near completion and expected to be
completed early fall. There are 111
lots in this phase of the development.
72 of those lots are under contract.
Construction of houses should begin
shortly after all infrastructure is
completed.
Streets Update
Streets Update
The Developer has been working diligently on the necessary repairs for the Rouzan streets. All of the existing Rouzan
streets have been transferred to the City/Parish for ownership and maintenance. Although the maintenance of the
streets are no longer the responsibility of the Developer, Rouzan has been working closely with representative of DPW to
(1) identify the cause of the failures and (2) formulate a plan to permanently fix the street failures.
Initially, the Developer engaged two local geotech firms to perform this work. However, because of the scale of the
failures, Rouzan hired Stantec, a national engineering firm, to have their best asphalt engineer in the country to study the
problems and formulate a plan for repairs.
Stantec has been working on its report for the last several months. Its preliminary informal finding is that the road base is
defective and will have to be replaced. Rouzan is waiting on the final written report which it expects to receive in the next
2 weeks.
Streets Update
No work could have been started by the City/Parish until the final report is issued with a formal plan for fixing all of the
failures.
Once the final report is issued by Stantec, based on the report, Rouzan and DPW will develop a plan for the street repairs.
We will keep you advised of how this is proceeding.
Also, Rouzan has filed a lawsuit against the road contractor, Associated Concrete Contractors, Inc. for the cost of repair
and damages. Rouzan has filed a complaint with the Louisiana State Licensing Board for Contractors which is pending.

the Baton Rouge market over six years ago, and we

customers when our lobby doors open in mid-2023.

Commercial Development Update
Local developer Key Real Estate Company is excited to
begin construction of the new, luxury multifamily
apartment community at Rouzan in June 2022.
Construction of the Class A apartment building is
scheduled to be completed during the First Quarter of
2024.
This project will add a high-end rental community to the
Rouzan neighborhood, featuring 277 studio, 1, 2, and 3-
bedroom apartments and 9,000 square feet of ground-
floor commercial retail.

Residents will enjoy a full array of amenities including an
interior courtyard and pool deck, resident lounge, makers
studio, fitness center, and yoga room.
The four-story building will feature an enclosed parking
structure and provide plenty of parking spaces inside and
on the street for both residents and retail patrons.
Built to complement the thoughtful design featured
throughout Rouzan, the development will be a beautiful
and peaceful addition to the community.

What do High School Musical-ers Zac Efron and Vanessa Hudgens, Frozen star Kristen Bell, LSU Basketball coach Kim
Mulkey, soccer legend Mia Hamm, and Boston Red Sox player Nomar Garciaparra have in common? They've all lived in
abodes outfitted by a certain designer known for his Southern charm. Kenneth Brown has long operated an office in Los
Angeles, and he developed a fan following in the early to mid-aughts for his appearances on HGTV's House Hunters and
Designers' Challenge.
Kenneth, a Baton Rouge native, returned to live in Baton Rouge with his family and decided to open a larger Gulf south
operation.

Kenneth has acquired the outparcel contiguous to the new Southside Library tract for the construction of two 2,300 sq.
ft. office / studios and two second floor live / work residential units.
Kenneth has filed for his Final Development Plan approval and anticipates starting construction in the fall.
